If they had no intention of returning deposits, they should not be collecting them in the first place. Having patrons asking and requesting for it a week after the restaurant visit and not receiving the deposit back is unacceptable. There's plenty of wonderful restaurants in the City. Save yourself the headache and just go elsewhere.
