We thought the food was average, not bad but not great. Good prices though. The atmosphere of the restaurant was fast casual where you seat yourself and it was very crowded. The acoustics were terrible and we couldn't really hear each other talk. Also the food wasn't fast at all (although to the waiter's credit he told us this after we ordered). I see now why takeout is so popular, lots of people were coming to pick up food while we were there. Imperial Rolls ($10) - These were like spring rolls. They were bland. 1/5 Fresh Shrimp Rolls ($10) - Really good fresh rolls stuffed with whole shrimp and lettuce and herbs. You also get 3 huge rolls. 5/5 Beef Noodle Pho with Rare Steak Slices Large Size ($15) - Most excited for this and it was really disappointing. The broth was not incredibly flavorful but quite basic, almost on the bland side. The noodles and meat were fine and the portions were generous. I wished there had been more onion and basil. The large size is also massive, I thought I had come close to finishing it but brought the leftovers home and was surprised to have enough food for a whole additional meal. This place exceeded our expectations since we are not familiar with the area and this came highly recommended based on the Yelp reviews. The place is located right at the intersection and do have a private lot for parkings since it's next a bank. Since it's on a Friday night 7pm ish the place wasn't packed however looks like we just missed the crowds since majority of the tables were not cleared out when we entered. Only saw 2 ladies managing the patrones. We got sat down fairly quick and the pho arrives within 10 minutes. Most of the patrones were non-asians and that's a bit unusual at a pho place so we were a bit reluctant - also we are in Livermore so I think it's common to see more non Asians perhpas. The broth is solid and my only surprised was the meatballs were cut sliced rather than whole meatball like other pho places in the bay area. The service was horrible. The girl was constantly on her phone. She never checked in and when I asked her for the check I had to bring it back to her to pay because she didn't come back to the table. I stood in front of her for several minutes while she texted someone and she NEVER looked up. Finally when she started texting the second person I put the check down and it caught her attention. This is definitely the best pho you can get in Livermore. I was very surprised by how big the portions are. Both soups pictured are the regular size. I got the white meat chicken soup and it was full of flavor. I noticed I got a good amount of chicken compared to other places I have tried in the area. sunday visit and a warning that livermore downtown farmers market is open from 9am to 1pm which starts at the corner where saigon cafe sits...extremely busy and parking is very difficult on sundays...located on the corner of 2nd and south l street...a humble vietnamese restaurant and fairly empty on a sunday afternoon...seated and menu provided...television on the back walls and another in the front...standard selection of pho, vermicelli, rice plates and more...taking a regular pho $15, bun bo hue large $17 and bbq pork rice plate $18...pho and bun bo hue arriving with the standard leaves, sprouts, jalapeno slices and lemon wedge...regular sized pho was quite big, and the large bun bo hue was huge...well worth the price...pho broth was tasty and it was loaded...they do not skimp out...bun bo hue broth was also equally tasty, but very mild and plain...it was loaded with meat, but lacked any spice or blood cubes...the bbq pork plate was a very simple presentation with rice topped with fried garlic slices, a fresh simple salad lightly dressed and the sliced bbq pork....pork was very thick and tough...marinated nicely and tasted good, but it was a tough chew...the bowl of tasty pho broth was a nice side to the rice plate...a little over $65 total after tax and tip for 3 dishes...get the noodle soups! read more

There's nothing like a big bowl of pho on a cold and rainy day to warm your soul. I walked into Saigon cafe on just such an occasion. Ordered the pho ga (chIcken) and well done beef brisket pho along with spring rolls for apps. Everything we ordered was very affordable (under $10) and heartily portioned. I would have liked thai basil leaves on my plate of add ons instead of cilantro but small details don't take away from the overall experience here. I'm giving four stars only because the service was a little lacking- took quite a while for us to get service when seated, and the waitress never checked on us after our food was served. Broth tasted like it's made from instant mix. Meat on the pho was average and not too fresh. Price is accurate @ $$ rating. Tonight I was too lazy to drive 12 minutes to Saigon City in Pleasanton; this spot is super AMAZING! But tonight I decided to give my local pho place another chance. So far Pho Hoa by the outlets is good. Vietnoms is the same. Saigon Cafe charged me close to $30 for large pho and a shrimp fresh roll! Saigon City would charge under $20 for that and the rolls both have pork AND shrimp! This venue doesn't combo 2 proteins for their fresh rolls. After I try the food, I'll update this review. For now, I don't have a good feeling about this place. And by the way, they don't take apple or android pay. Update: Ordered number 2 and 15: Broth is like a D minus. Had to season it a couple of times. I ordered no tripe extra tendon; I got tripe and some tendon. So it's more than sub par food-- it's sub par service! Spring rolls lack ANY flavor and mostly filled w rice noodles. The dip for the rolls tasted watered down. Also waited and sat on ripped cushioned seats that appear to have mold looking pigmentation! Gross! If something visible shows lack of care, imagine the non visible like its kitchen or refrigerator/freezer? This is my "go to" Vietnamese Restaurant when I am in the Tri-Valley area. It is a hole in the wall place but the pho is consistent. My favorites are spring roll with peanut sauce, and their rare beef pho. Very basic and very good. Like many other places, when you order to-go, they take the care to separate the hot soup from the other ingredients for the pho. Beware the soup is scalding hot, which is great for cooking the rare beef. Note when I called them today, I got a message saying their number is no longer in service. I am not sure what happened there. Fortunately, they were open when I drove up. So don't give up if you hear the dubious message. Drive to the restaurant and order in person.
