Have been here over the years. The few employees left are nice people. Honestly I don't know how long this location, or others are going to be in business. There's a lot of junk, and very little substance. It hurts to be so negative, but going in here is like visiting a forgettable portion of 1987. All of the clothing is cheaply priced, and the lack of quality shows it. Watched Sears as it went out. Even JC Pennys website is awful, which compounds the bleeding even more. No tourniquet will save this. Their sections on everything from colognes, clothes, to shoes was laughable. There's no malice, but I just can't recommend this store, or any of their other locations. Sad to watch an old American department store disintegrate in real time. read more

JC Penny is an anchor store at the mall and while others have closed, this one stays busy and still has great sales. There is a salon inside and lots of clothes for the entire family. Lines maybe long but its due to Christmas. Fun for the entire family. read more

This place has really gone down hill. It really only appeals to really older women or children. There is no good misses or juniors. The clothing is of low quality. The bathrooms at this location are always filthy. The guest service team members are always so rude and more involved in each other than the customer. Clothing every where. The only saving grace would be Sephora which is usually out of stock of whatever you're looking for. read more

Imagine getting locked in the department store because the MOD didn't do their job and shut the store 10 minutes early. Well, it happened to me and at least 10 other customers and the MOD didn't care. They announced at 6:50pm that the store would be closing at 7 so make sure to head the register to complete your purchases and make your way to the exits. We were in the junior section which is to the right of the front of the store, second floor. We head toward the exit. They had shut the gate down already. So we guessed they wanted people to use the first floor exit. Head to the escalator which they have already shut down as well. Guess what, the first floor is gated as well. We ask what we are suppose to do? They said to use 2nd floor. We told them it was gated. They call the MOD. She finally shows up and says 'I didn't know there were any customers left in the store, you have to go out the back of the store.' Is that not her responsibility to make sure the store is clear of customers before locking up? The group of us tell her , 'no, you closed both gates early. We aren't parked here. We need mall access.' She refused. She didn't care. She wanted to go home. So the whole lot of us were forced to walk all the way around the outside of the mall because JC Penny decided they wanted to shutdown early and not make sure the store was clear. They didn't honor the price on the sign saying that it was a two sided sign applying only to the other side. It was an ordeal at the register; the cashier walked us back to the display and argued with us that it is not misleading. Just ridiculous customer service. read more

Would give ZERO stars if possible for this location at DULLES TOWN CENTER! They have ONE (1) dressing room on the entire women's section. The clothing selection is good but in total disarray and nowhere to try them on! Complete and total mess - JUST GROSS! And if you finally get a dressing room - they are complete garbage. So old school, terrible lighting, no benches, doors either barely lock or don't lock (NOT SAFE!!), weird clientele too! Dressing rooms - look to never have been cleaned -disgusting. Dirty walls and dirty floors. I couldn't even believe I was in a national chain store! It was APPALLING! JCP OVERALL has really gone downhill in recent years. I wouldn't be suprised if they end up going out of business in the upcoming future. SAD! read more

I hope JC Penny goes out of business soon I just placed an order and received a confirmation email. The order was for items and I would pick up at JC Penny in Sterling, VA.. About 30 minutes after I get another email saying the order has been cancelled. What??????? They don't have the items even though they accepted the order. These items were for my deceased daughter's memorial service. And the temporary charge will drop off in 5 days unless my card has other rules. I'm sure it will be more than 5 days even though it took 5 seconds to ping my credit card. I really wish there were rules where places of business could not put a hold on money until the order was completed. Anyway I will never again shop at JC Penny. read more

I normally do not come here because it is not a place I shop at anymore. However, I did get some gifts for Christmas that I needed to return. I am not a fan of their cash registers set up around the store. I had to wait in line a little bit longer than I wanted to because of a complicated guest trying to purchase an item. I think it would be better to have a separate area for returns like Kohl's for this type of store. Besides all that the store was clean and has easy access into the mall. read more

I shop here rather infrequently, although they are good if you're looking for a good deal and are looking for basic staple wardrobe pieces this isn't a bad place to go, my only gripe is that they have check out counters in the middle of the walking paths as your walking from the back of the store to the mall exit. There's a salon and a Sephora there at this location as well. And they've started selling appliances here which is located on the first floor of the store. read more

I would give this place zero stars if possible, place looks like a tornado. The shoe area is in absolute disarray I swear there were no matching shoes, I also tripped on shoes on the floor!! The clothes are scattered all over the place and floor. There are no words to describe the horrific bathroom it was filthy. toilets are filled with bodily fluids... there was bodily fluids on the floor. There were paper towels everywhere on the sink and floor. I only saw three employees in the entire store, two at the check out register doing the same register one putting stuff in bags like a sloth and the other scanning stuff and one waltzing around the store acting completely clueless of the mess around her. I'm more of a Nordstrom girl, but this store actually has a great selection of clothing! I park by JC Penney a lot and walk through the store, and I find myself stopping more and more to check out the dresses and trendy women's clothing they have. Very impressive and great prices! There are always tons of sales going on too, which is great! Service wise, they could use a little help. Occasionally, there are some friendly people who will greet you and stuff. The fitting rooms can get a little messy from time to time, but the store is usually pretty clean. The salon is great too-- I come every few months to have my hair relaxed by Norma. She is excellent and I highly recommend her! read more

On this particular Visit to JC Penney, it was black Friday. It was very packed obviously, and I was looking to get in-and-out. They didn't have everything I wanted, but I was able to purchase a pair of boots. A lady by the name of Manpreet who worked in the jewelry department was more than happy to check me out since I only had one item. Glad to see people who are still willing to assist customers even if it's not in their section. read more

Date,10/13/2020 Went to JC Penny to buy a memory foam pillow advertised at $17.99. I saw the shelf the pillows were sitting on with the sign in front of the pillows stating the price reduction to $17.99. I read the label on the pillows and checked the price sign to see that it matched the product on the shelf and it matched. I brought the pillow to the register and the clerk rang up the price at more than $24. When I disputed the amount the clerk said that they would call the department head for an override on the price. The department had came and told me that the price was $24 not $17.99. . She made up a lame excuse for the price difference. I declined to buy the pillow and accused them bait and switch tactics. I will never walk into a JCPenney's again. They are in chapter 11 bankruptcy and I hope they go out of business. The pillows were clearly advertised at $17.99. The department head made no efforts to rectify the error. I will never shop at JCPenney ever again. read more

Zero stars if possible. Customer service is terrible, almost non-existent. There are many associates standing around the registers appearing to "look busy" but there are still disorganized racks and clothes on shelves. Recent visit was dealing with purchasing gift cards. The register wouldn't scan and the associate told me I had to go get another card. I also learned later in the transaction the the promotion would not apply to multiple cards, but only one. They were not knowledgeable of my concerns. This is the second time I have been to this location and had problems; never going back. read more

FAIL FAIL FAIL for appliances. It took hours but I was able to select an appliance package, open an account, and receive a credit line increase to cover the cost, all online. Unfortunately when I attempted to make the purchase, the credit card number I was provided upon approval was invalid. I called customer support and was told I just need to wait for the card to arrive. Which means I won't be able to use the new account discount or receive the items in time for Thanksgiving. For appliances, fail until they work out this kink. I tried again and was able to get one step further but still not able to check out. They finally offered to send me back to appliances where I started hours before with zero success. No thank you, I will just wait for a sale someplace else. Sorry JCP, I was willing to give you a try since the other "mall store" has gone downhill so much but it is not to be ;( read more

Tried to buy a suit at this location. No one was working in the department. I saw 2 different workers in other men's departments that said they could not help or answer questions about other departments. I called later to speak to a manager. The response I got was sorry for your experience and hung up. Poor customer service. read more

First I'd like to share WHY I am rating the store so highly... Because JCPenney's online service sucks. They are horrible!!!!!!!!! I ordered a watch 3 weeks ago. When I was paying $250+ the site never mentioned that I'd have to wait 3 weeks to "possibly" receive my site to store shipment. I had been trying to track my order for weeks online. The status never changed and said it was in process...umm ok. So I called customer service. That call was useless. The lady offered to cancel my order and then proceeded to tell me that she couldn't give my any other updates because her screen said the same thing as mine. Fine. This morning I get a call saying that the watch had arrived at the store. When I got to to the store I was livid to see that they sent the wrong watch- REALLY?!?! To top it off they never sent me a confirmation email to state that the watch (the WRONG WATCH) had been delivered. It STILL says "in process." Now- the ladies at the jewelry counter, sales associate and manager, were both very kind and patient. They took their time listening to my frustration, and then offered me the same deal I received online if I chose to buy a watch from the counter. I agreed, and waited under 5 minutes for them to re-enter everything into the system. The service was quick and painless! Both ladies were extremely professional and patient given that I had a screaming toddler with me. I will NEVER place an online order for "ship to store" again! Atleast definitely not for fine jewelry or watches! But thanks to the professional and helpful staff at Dulles Mall, I will definitely be returning to the store itself again! read more

I've irregularly shopped at this particular jc Penney for a few years now. Last summer they had a great sale on some of their kids clothes so I stocked up since may of my friends are having children. I was very happy with my purchases. I haven't seen a sale as good as that one since, not even on other merchandise. Ive also bought work clothes there for a good price as well. Love their work clothes but won't ever buy them without a coupon or a sale price. Aside from the sometimes good sales and coupons, I don't really like this jc Penney. The sales people are always rude. I know that is a general statement as may not be fair to those that are actually nice but I have yet to come across an employee that actually has good customer service skills. I understand that they may not get paid very much, but smiling and saying hello can go along way. I've seen a few of the cashiers be blatantly rude to customers. A good example is when I went in during black Friday sales weekend and a man wanted to buy two items and use an electronic coupon. The cashier was very annoyed that he was using an electronic coupon and the fact that he was trying to use it on ineligible items, although he was unaware that the coupon wouldn't work on those items. Instead of explaining to the customer why he couldn't use the coupon, se just said you can't use this and got angry with him. It was just uncalled for. The attitudes that the cashiers have is so unnecessary. Bottom line: There are too many stores with good customer service where I can spend my money. The only thing i'll use jc Penney for is to park in their lot and walk through the store since its right in the center of the mall. read more

On-line issue with a mattress order. We went into the actual store and the mattress rep. was professional and helped answer questions about the mattresses. We narrowed our selection and were told mattresses take about 11 business days. The same night, on 09/03 we ordered the mattress on-line. Two days later the scheduling company called to tell us that our mattress was being shipped to them and they would call us as soon as it arrived in the warehouse to schedule a delivery. Three and a half weeks later- no call. My husband called to follow up and they said they don't know where the mattress was and to wait. On 09/27/17 I called their scheduling department and the first rep. was surprised that the warehouse couldn't locate the mattress. She transferred me to her supervisor Calvin. He couldn't make any calls directly but had to open a case so that a team would "research" this issue. He said it would take 48 hours and someone should contact me. It's now a few days later- 10/02/17 and I've received no call. When I call their customer service- the wait time is 48 minutes- not 4 to 8 minutes but 48 minutes! I was on hold for 20 minutes before I hung up. I tried their on-line chat services but it's not available now. Seriously? Who is sleeping on our mattress? read more

This is for the photo studio. My in-laws came to visit from Seattle and wanted to get professional pics done with our daughter. They got to the studio on time today only to be told they were behind 45 minutes! People were waiting for their pics to be taken as well. There was only one person running the whole studio. Also said they were having issues with their camera. My family got to take their pics and needed to leave so they were told they could come back later to pick out their proofs. They found out an hour later that JCP LOST their photos! We already had tickets to see a movie and couldn't really come back. My husband got a call from them offering a $50 gift card if we came back at 3:45 pm. We went down to the studio after our movie and was told by some guy behind the counter that he had no idea about a gift card and the person Renee who called my husband had gone on break. Super disappointed with the lack of apology and the lack of communication between the employees we left. We won't be back again. read more

Penny's always has an excellent selection and the service is great. The coupons are very welcome. I do a lot of shopping on line at their website. I like that I can return merchandise to the store if the color or size is not suitable (very rarely). I like the ratings of their products by customers. Very helpful. I have always experienced great customer service whether in store, online or in the store. read more

JC Penney has been in Dulles Town Center for a long time. It had been a favorite of mine for dress and casual long sleeve shirts as well as short sleeve knit polos. These all all very well made, especially considering the prices offered during a promotion. Recently, they did an insert of the Sunday Washington Post, so I drove over. The parking lot of the mall was partially full and the mall had traffic with JCP also. Hitting the tables and racks in Men's it was immediately viewable that the merchandise stock was quite low, some colors less than 6 on hand. NO Mediums in the colors I sought. No Larges either. Just a few smalls and the rest in X or XXL. Looking around I could not find a salesperson, except one at the cashier station. Three persons waited in front of me. The first had 2 items to buy, but was waiting for the cashier staffer to get off the phone. She was very courteous but a bit frazzled as she "was the only person on at the time and had the responsibility to answer incoming customer calls as well." looked around to find the management desk but it was not marked and finding a person to ask was not likely. Frustrated, I left. Macy's in the mall is the mall is a bit better, and not happy I left the mall and drove over to the Nordstrom Rack. I understand that retailers are struggling, but it seems that the way they operate their mall units with low stock and staff that I will avoid what frustrates me and shop online. read more

I heard that JC Penney was undergoing a renovation and "rethinking" of their product lines and I was extremely skeptical, to say the least. But I stopped by the store at Dulles Town Center and was shocked. I haven't set foot in a department store to shop for myself in over 10 years (occasionally I'll accompany my mom and it's always a mess weeding through mounds of disorganized clothing to get a "deal"), and this location blew me away. It's not perfect... YET... but I can totally see what they're doing: making department stores relevant to the younger crowd!!! Their Cosmo lingerie is so cute, very similar to Victoria Secret, but at less than half the price (bras are $22 instead of VSecret at $49). Although I'm not a fan of their new JCP line, I have to admit it looks exactly like what the Gap is selling - for way less. I could totally see myself browsing for hours in that store once they get all their new lines in. I love their new layout - it's like a mall within a mall, with cute little "shops." I can't believe I'm saying this as a boutique veteran but I will be shopping at JCP! read more
