I had a leak come through my kitchen ceiling on Christmas Day. Michael Claypool, my HOA's community manager went above and beyond in the emergency. It's now a month later and I've been waiting for my ceiling to get fixed. It's been a lot of back and forth and for a while it was hard to get ahold of someone at Optimum. One day Vicki S. took my call and though she is not assigned to my property, she took the time to listen and helped me sort everything out. She did not have to do this and I definitely want to give her big props because I felt heard and understood- that's honestly not a small feat with how things are these days. Thank you so much Vicki! The worst customer service there is. Association used to be with Keystone, which was bad then changed over to Optimum, but we kept the same horrible manager for our property in West Park Irvine her name is Merry Morgan impossible to deal with. Tell me I couldn't correspond by email anymore. Had to do it through the post office. Why? So there's not a paper trail and she can conveniently lose my paperwork like she did for invoices that were sent to her. The board of directors is a nightmare. They've been on the board some of them for over 20 years when we have elections they say there's not a quorum so they can keep the same board that does nothing but answer yes to Mary Morgan. i've been looking at a disgusting shed from one of our vendors. That's been here going on two years with a porta potty park just a few feet from my condo. We've asked for it to be removed. Many times they Refuse Our St., Alicante is not a parking lot for vendors . Our association keeps going up in price and we get less and less service. Can you imagine continuously getting hundreds of dollars of fines from your property management company due to "general lawn maintenance" without any explanation as to what is wrong with the lawn, and when you send them a photo of your yard after fixing whatever you thought might be wrong, you're just ignored? Not only that, imagine receiving warning notices twice a month? This is what's happening to us after our HOA board switched to this company. It all began with some letters, they come every week reminding us fix the lawn or the palms we have. They are being very demanding and disrespectful every time. We tried to understand and do what we can even there is not much to fix. The fines started when the HOA/company told us the house was due to be repainted. We hired painters and spent $5000 on the work. My husband sent them pictures of the original paint and pictures with the new paint (we kept the original colors). We didn't hear anything back until we found a $200 fine on our account. We reached out to them and we were told that the reason we received the fine is because we didn't fill out all the documents they require on time! Now we had to file a request to remove the fine and fill out all the paperwork requested, which we did. We also provided proof that we completed the work on time. After review they denied our request and left the fine on the account. The reason? No reason! No explanation. No anything. We then started receiving "lawn maintenance" notice with no explanation or pictures of what needed to be fixed. We are receiving these notices at MINIMUM twice a month. We just received another $200 fine just a couple of days ago with no explanation on what the issue is! I can't believe this. I think they are out of their minds! This is bordering on harassment. They don't understand people are busy with their lives. Fairfield Ranch and the HOA board made a major mistake choosing this scammy company.I'll take legal action against them if needed. If I had known what it would be like before hand, I would have rethought moving here. They sent a plumber to check a leak behind my fridge. The plumber cut holes in the drywall of my hallway, completely unrelated to the leak and nowhere near it. Tara tells me it's my problem and I need to pay for it. Here are some pics of the street that have the trash trucks leaking oil, leaking trash, and whatever else. I contacted the city of Temecula a year ago. They said it's an HOA situation. I contacted HOA: Vail Creek Ass., then was changed to Optimum. I have asked for streets to be powered washed or re-paved. To no avail with the same manager at both stated HOA companies. When the heat index hits 90 or higher , it starts to reek! It's not my responsibility to clean this . That's what our dues (overpriced as it is) are reserved for. I have had horrible experiences with this management company. The first manager I was introduced to, Ray Jackson, was incompetent, rude, unprofessional, and lied on paperwork regarding the special assessment on the purchase of my condo, which other people at Optimum also signed off on. Shortly after I moved in he was fired, which made me happy. Unfortunately, we continue to have negative experiences with the other managers who have come after him. If you aren't on the HOA, you are treated as though you do not matter, and you have no rights. If you want to run for the HOA, good luck, because you won't receive the paperwork they allegedly sent in order to run for the board. We get 5 minutes to speak every 3 months at the HOA meeting, where you are given false information, and are met with a dead end to all of your inquiries. I'm upset that my hard earned money goes towards this horrible business, and that I have no say in it. Wish I could give 0 stars, and I am looking into various options to file formal complaints. read more

This is a long overdue review of the company that we have dealt with for more than 13 years. We have owned a number of units in the Oxford community and had nothing but nauseating experiences. First of all, let me start with the background. There are 209 units in our community and the HoA fees are $420 per month, started probably more than 10 years ago, finally reduced to $400 at the start of the year. This means that they have an annual budget of $87780 per month, or $1.05 million per year. And what do they do? Landscaping, one community pool maintenance, certain insurance requirements and hiring companies that charges an arm an a leg for doing nothing (which will be explained in one following example), and perhaps multiple stress and anxiety they have caused the owners and tenants alike. Let me start with a few examples. Throughout the years, the community manager would walk around the area and we feel that she might be good friends with "Snoop dog," actively inspecting if there is any "violations," things that "disturb" the outlook of the community. One time my dear mother, who is over 60 years old, hanged some clothes in the 2nd floor patio of our unit on a low rack, mostly blocked by the trees and very uneasily seen by anyone walking by. The community manager used a high profile camera, zoomed in next to our glass patio door upstairs, took a closeup picture and sent us a violation letter. Definitely feels like an invasion of privacy where we actually felt extremely uncomfortable. If they can zoom in that much, what else from our house have they seen through our uncovered windows? One year, they setup a "sample area" that's painted for the owners to see whether or not to paint the entire community a different color. Nothing was wrong with the original color of the community. We do not remember receiving any votes to decide for or against the new color and the entire community was later painted to a "fecal-like" color, which many of our owners were much dissatisfied. They reported that they worked with "expert designers." Many homeowners suspect they have too much surplus fundings that they have no where to spend so they "must spend" on something. Over the years we also recall many months that our front community gate was broken without being repaired. One of our tenants, with a wonderful family, left the trash can out for 1 extra day. Since he was sick with the flu, he was not able to get to the trash can on time to bring it in the next day. Of course, a violation letter from Optimum with a picture attached, was received. Couldn't they knock on the door and check on the residents? Or perhaps do a little service for us and move the trash can to a less visible place? Takes 15 seconds to do. But no, they have to mail you an anxiety causing letter about our "violation." We have received more than 5 letters over the years from trash cans being left outside. Yes, we get that trash cans doesn't "look good" when left out but is it really worth wasting money mailing a violation letter AND a zoomed in photo? On another occasion, they had a roofing repairs in the previous year and had a "step through," which caused one of our units to leak water from above. Though the roofing company agreed that it was due to the repair, we had to pay to fix it. We have contacted the HoA and Optimum for months without any response for reimbursement. Last but not least, We had an unfortunate incident where a master bathroom was leaking. The emergency HoA line was called and the designated plumbing company came. They discovered there was a leak, said it was homeowner's responsibility, and left. Got an invoice from the HoA the following week, which literally said: 1) Shower valve running out of tub sprout, letting water leak back into the wall and into the downstairs dining room ceiling. 2) Advise that this is homeowner responsibility. 3) Would contact homeowner. Bill: $225.00 Really? $225? Yes, they came out, paid gas money, spent 30min looking around, and left. If they actually did some work and repaired it, sure, more than happy to pay. But no. The HoA plumbing company did nothing but caused tenant & owner distress. After disputing this charge with the HoA, a "clerical error" brought it down to $188. A regular home warranty company charges less than $75 for a service call. Why would the HoA pay for this without first consulting us and simply send us a bill? And I'm certain the $420/month we pay would more than cover this "one time" call. Please, have some conscience. What goes around, comes around. Karma. read more

I've lived in Tierra Shore for over 12 years now and at first I wasn't a big fan of H.O.A and I'm still not. lol.. I have come along way and I understand why H.O.A is necessary. When friends and family come over they always compliment my neighborhood. For that i am grateful to live here. When I drive into nice neighborhood in Murrieta or Temecula and I see one or two people on that block who doesn't care for its neighborhood it gives me great pleasure to live in an H.O.A For this I give Prop, to Annette Chavez for doing a awesome job. Where is the zero star option? So many negative reviews and I believe every single one of them due to my experience. The few positive reviews I have doubts in believing. If you're looking for a property management company run from this one. I'm a homeowner for 30+ years where Optimum Property Management manages our property at Greenbriar Terraces in Garden Grove. As a homeowner I had expected I would be treated professionally and I have not. I greatly miss our previous company that managed the property with Action Property. Laura Skidmore was the best! Adrian Fonseca is our contact with Optimum Property. He is unprofessional and inappropriate. He is aggressive and difficult to deal with. When you have a concern he will seek to retaliate. He reports to Maggie Rahm and she is no help. Her follow through is nonexistent. The patio drain from the upstairs unit leaks all over my outside patio every single time it rains. My repair requests that I have documented started in 2015 and it's 2022. The leak is not inside my unit or inside the neighbors unit upstairs. I've been to the board meeting and was told it should be fixed since it's outside and not the homeowner responsibility by the association board members. I've sent multiple emails with pictures. Service tickets have been created and no one comes to do the work yet they close the service ticket claiming the work has been done. Maggie Rahm has promised to correct this and nothing to date has been done. The leak is worse than it has been before and I fear that it will travel to the inside of my condo. Optimum repeatedly makes terrible decisions and are poor communicators. Our communication board still shows Kevin Tan as our Optimum representative contact who was in the role prior to Adrian Fonseca. I pointed this out last year to Adrian Fonseca directly and neither he or our board members have done anything to correct it. They tried to close off street access without arranging for parking for phase 3 & 4 and did not give adequate notice. Communication was only sent to home owners via email. Mind you we have many people who are renters living here. People living on that side of the complex drove over the area while the slurry coat was still wet. We now have tire tracks embedded in the street over there. We then were told via email that they were canceling plans to do phase 1 & 2. This occurred last year and here we are at the end of August 2022. The trees though out the complex around the pools in all four phases were removed in the spring during the nesting season. Communication was poor on this decision as well. Why they could not have waited till after the nesting season or before it started makes zero sense. Both disappointed and dissatisfied with Optimum! Our manager almost never responds with any timeliness to email or phone inquiries, and generally communication is substandard. This company needs to adopt a policy for its managers that all HOA inquiries shall receive a non-automated response within three business days. Too, our manager does not plan projects very well, and does not follow through. If the choice were mine, I would look elsewhere for a property management company. read more

I have been constantly asking them to remove security cameras that a few entitled residents have posted on the exterior of our communities' buildings for the past few years. We live in a condo complex and the CC&R's clearly states they are not allowed, which I also confirmed with the builder and HOA attorneys, but the property manager continues to allow them to be up and pointed at common areas and other units. Certain residents will then use footage from these cameras to capture (this really happened) snap shots like when my dog jumped from the back of the SUV to go into my garage, never leaving my driveway, and will send the snapshot to the property manager to send me a notice about a violation for not having my dog on a leash. Normally, you would think the property manager would have the wherewithal to objectively determine a notice is not necessary but not ours, she was more than happy to send me a notice about it. I think they allow unqualified people to be 'property managers' of newer communities as I've been lied to numerous times by this property manager. Most recently, she sent out a communication with license plate numbers threatening that certain vehicles will be towed immediately, despite CA vehicle statutes stating otherwise, I don't think she has ever researched any rules/regulations independently despite my requests to do so as she creates unneeded stress within the community. The vehicles were owned by housecleaners that have been parking consistently the same way the past 3 years. She has also not followed CA Civil Codes as it related to the timing and placement of notices for hearings, I'm not sure why this organization doesn't take these things more seriously. read more

If they say it is NOT their responsibility to act in the best interests of all homeowners run away immediately. I am currently battling with Meagan Scott of Optimum Affordable Mgmt group out of NY by way of Surrey Apartments in Memphis, TN. 1/1/2025 Optimum Affordable Mgmt took over Mgmt of Surrey Apartments in Memphis, TN and I have been on contract with the Apartments since 4/2024. As a result of the change I've been told that I would no longer receive payments for my 5 unpaid invoices that date back to October 2024. After I pleaded with Meagan Scott, she finally released 1 invoice from September 2024 and stated because her property Mgr at Surrey Apartments in Memphis said she never saw me and my company working (full lawn services) were performed on the weekends as signed and agreed upon in my contract that would no longer be paid because of that statement. Myself and my family have been and are continuing to suffer due to none payments. I'm now facing eviction again and my electric power and water will be disconnected 3/12/2025, again due to non payments. PLEASE HELP AND RESOLVE THIS MATTER. read more
