I'm leaving this review specifically for Matt Kossman. This could be a very long story, but I'd rather just give a shout out to the guy that made my whole family smile today. Backstory: I found mold in my daughter's bedroom and made a call back on January 8. It has now been 4 months and our home is finally getting fixed today! Among the many issues of communication between myself, the HOA board, and management.. I wasn't getting any updates about the status of our home, and would often get forwarded to "Matt at Optimum". Even though he is not an account manager, he still acted like one and gave me more helpful information than anyone. He has been the ONE truly helpful and professional person I've dealt with over the last 4 months. I really appreciate the fact that he was just a good, decent guy throughout this ordeal. Everyone has problems with HOA property managers. There are less grains of sand in the world than complaints made by people who have issues with their HOA. Optimum is no different. 21+ years in my residence, and I've yet to have a positive experience with them. From relaying my own problems, to dealing with the likes of Merry Morgan since she was at Keystone Pacific... I can't think of one instance where I said "Wow, the HOA is doing really good work here" From uncouth correspondence phone calls, emails etc. I can't recall one positive experience. The icing on the cake, and I accept full responsibility in not getting to my monthly payment as I was without communication for 2 weeks.... was a $35 late charge after 21 years of on-time payments. NOT A SINGLE MISSED/LATE PAYMENT in 21 YEARS. NO LENIENCY? Even our secondary Property Manager just compounded this and last month's in my bill with no extra fees. Lets not mention the % fee to process my payments. We now have the added benefit in paying money to pay our bill. Fantastic. So lazy in having to use a third party processor and charging a transaction fee for stepping into the 3rd decade of the digital age. WE shouldn't have to pay the fee for making it more convenient for YOU. All in all, this is probably more of a reddit space than yelp, because who is going to come on here and actually praise them? The fact that they have more than 3 stars is beyond me. You may find solace in them to actually manage YOUR property as a landlord... but they are piranhas in the tank of wounded tenants. read more

BEWARE! My experience with this management company has raised serious concerns about professionalism, transparency, and consistency. There appears to be significant turmoil and inconsistency among the management staff, and, in my experience, not all board members are treated equally or given the same level of communication and consideration. I am also very concerned about the information being presented to homeowners through the company's website and association portals. Important information may be incomplete, outdated, or presented only in part, leaving homeowners with a misleading understanding of the laws, regulations, and requirements that affect their communities. Homeowners rely on professional management companies to provide accurate, up-to-date information, maintain complete association records and portals, and communicate impartially with all directors and members. In my experience, there has been a troubling lack of transparency in these areas. I have also observed situations that have caused me to question whether management maintains sufficient independence when dealing with certain board members. A professional management company should serve the association as a whole--not particular directors or factions of a board. Homeowners deserve accurate information, transparency, impartial treatment, and professional management practices. Based on my experience, substantial improvement is needed in each of these areas. read more

Homeowner at Turner place keeps parking his 3rd car, Hondai Tucson (8ML...) in guest parking. He also parks his Dark gray Tesla (9PA....) in guest parking. In the State of California HOA's have a statatory limit of 20 Days to reply to Stirling Davis Act Document requests. I made a request on NOVEMBER 24 and below are my results. THIS BETTER MOTOVATE THE FOLKS AT OPTIMIUM TO GET ME THESE DOCUMENTS NOW. BEFORE I START POSTING EVERTHING IS THIS CLEAR??? I have been extremely disappointed with my experience dealing with Optimium Professional Property Management, owned by Debra Kovach. Since November 24, I have made at least 12 separate requests--by email and follow-up communications--for association records that homeowners are entitled to receive under California's Davis-Stirling Act. As of today, those documents have still not been provided, nor has there been a clear explanation for the continued delay. What is most frustrating is not just the lack of documents, but the lack of responsiveness and accountability. Requests are acknowledged sporadically, deadlines pass, and no meaningful progress is made. This has forced unnecessary follow-ups and wasted significant time. Homeowners rely on property management companies to act professionally, communicate clearly, and comply with basic statutory obligations. Unfortunately, my experience with Optimium Professional Property Management has fallen well short of those expectations. Yet in the last six years alone, seven different managers have come and gone, showing a serious lack of stability. My name is John Horton I live at 2332 Sunningdale Dr., Tustin CA 92782 . 7 months ago there was a slab leak that came from my Nextdoor neighbor's house that leaked though my wall into my kitchen. This resulted in my kitchen being completely dismantled, weeks which turned in to months of testing for mold and miss communication between contractors and vendors resulted in me being without a kitchen or an inhabitable place to live. This all started on July 11th 2025, it's now January 21st 2026 and my kitchen is still not intact. The Property manager Lisa Chastain is completely incompetent!!! We were scheduled to have our annual elections in February, 2026 but did not have a quorum. This is mainly due to Optimum's gross incompetence in sending out erroneous information. We are now going to have to reschedule our election for a future date at least 90 days in the future. UNACCEPTABLE! I am really surprised that a company is okay with the type of customer service that she offers. They send blanket violation notices to the entire community, even those who have corrected the violation and sent in proof they corrected the situation. They do not respond when emails are sent. Unacceptable Response Times and Security Concerns Optimum has consistently provided slow and inadequate responses to maintenance requests. I live in the Westside Walk Condominium units, adjacent to the Sandpiper Motel on Newport Blvd in Costa Mesa, where security is a serious concern. Two weeks ago, I submitted a maintenance request regarding a broken lock on the gate to our common area, which provides access to our front doors. To date, nothing has been done. As a result, anyone--including transients frequently seen on our street--can enter the common area at any time. This is not the first issue with this gate. Previously, the same lock jammed, leaving me locked out around 10 PM after walking my dog. I was able to use my cell phone app to open my garage door and get inside. Had I not had my phone, I would have been stranded with no immediate way to get in. While that repair was handled more quickly, it should have been treated with urgency. This is not a neighborhood where you want to be locked out late at night. Optimum's poor response times have been a long-standing issue. About two years ago, the community manager was not only slow to address concerns but also incredibly rude and unhelpful. Thankfully, she is no longer in that role, but delayed maintenance issue still exists. Homeowners deserve better service, particularly when it comes to security-related repairs. Terribly managing team. The team member is using selective enforcement and possibly discrimination. Over the past few months, I have been repeatedly issued parking violation notices for parking my vehicle on the street, despite there being no posted signage or written HOA rules clearly indicating that such parking is prohibited. I have raised this issue with the HOA, but the problem persists. Other residents routinely park in the same or similar areas without receiving any notices. The person issuing these notices also parks on the street but is not held to the same standard. I am being singled out for enforcement, which strongly suggests a personal bias or harassment. I am a diligent homeowner with an impeccable payment record, yet Optimum's egregious negligence has led to an unjust $1,000 fee that threatens my ability to cover my mother's critical medical bills. When I contacted Optimum, I discovered they had no record of my phone number, email, or correct address, and they failed to communicate any changes to me. The Board claims this verdict is fair, but how can it be when Optimum's failure to maintain my contact information and their total lack of outreach caused this mess? I respectfully urge the Board to reconsider this unfair fee and hold Optimum accountable for their predatory oversight. Reversing this charge would restore fairness and support my family's urgent needs. Please investigate these points: * I never missed a payment with the previous HOA management. * Payments stopped suddenly for months after the transition to Optimum. * When I called, I found my contact info (address, email, phone) was missing, meaning Optimum failed to transfer it correctly. Why would I stop paying and risk my perfect credit? The issue is clearly Optimum's failure to transfer my info and notify me. Please investigate, reverse the fees, and fix my credit score. I've owned for several years and this mgmt group has managed my building for the majority of that time. Every single time I call except for my experience with one particular employee has been a complete disaster. The lack of professionalism is appalling. I try my best to avoid speaking with them in general bc almost every encounter is stressful. A simple request almost always results in an attitude alignment. The last gentleman was so rude it was laughable. I wish I can say I initiated the distasteful encounter but all I wanted was a new fob. Unfortunately, I've had to deal with him a number of times and every single time he talks to me like he hates his job and me. Very unpleasant. Jackiee was the maintenance coordinator I best remember and she never gave me an attitude and always fulfilled the requests pleasantly. She is the standard that should be every employee of this co. Optimum has only been our Property Management company a very short time. My first impression is Optimum does not provide the necessary oversight of our Board of Directors, allowing them to consistently violate the Davis Sterling HOA Act, our HOA CC&Rs and By-Laws. Our Board has fired and hired 3 new Managment Companies in 4 years due to the fact they do not agree with the oversight provided by those companies. We are currently on Optimum's second manager because the first could no longer deal with our Board. I contacted the Optimum Director who our HOA manager reports to, and he refuses to respond to my concerns. I left a message with their COO hoping he will respond. In the meantime, Our HOA financial position is in jeopardy of being unable to meet our contractual obligation. read more

This company is criminal! They somehow tapped into my main water supply and refused to repair a leak that was caused by their plants on community property. Then they had a plumber repair it. The plumber never came into my property let alone into my home. Yet they are charging me for THEIR plumber! They actually committed theft by going into my account (set up for automatic payment of our ever increasing dues) and stole the money. The fence between my and my neighbors property is falling down. We both have dogs. My dogs are small and easily get through to their property. Yet, despite this all being on our PRIVATELY OWNED PROPERTIES, they have denied our requests to repair WITH THEIR FENCING GUY AND AT OUR EXPENSE!!!!!!!! Mind you not a single portion of the fence is in community property. They have sent me notices weekly alleging various violations. They set up hearing dates that I cannot attend BECAUSE I WORK AND HAVE A LIFE! They are chalking up bogus crimes for non-existent violations including leaving my garbage cans out for more than 12 hours. Our pick up is Friday. I believe this happened once or twice when I went away for the weekend. God forbid! They have had my car towed from in front of my house despite the fact that it was "safe listed." I have two cars including a Jeep. They do not both fit in my tiny "two" car garage which is also our my only place for storage. Thus one car has to be parked on the street. Ironically the entire board somehow has permits to do just that. Why do we even pay dues? I am going to file a police report for all money that they stole from my account and in addition, take them to court for harassment and a return of all stolen funds. Unfair and elusive I read Mandy X's review from a year ago and saw that Optimum Property Management used the same unfair tactics they used against me. Skimmimg over other reviews reveals a pattern. Optimum sent violation notices regarding the landscaping and painting with a demand to respond or attend a board meeting AFTER the meeting had occurred. I have neither the ability to travel back in time nor to foresee future violation notices. The upshot is that the violations had already been corrected. Six weeks after the board meeting, Optimum sent me fines for not attending the meeting or responding before the post hoc deadline. I told them that the problems were already resolved before the meeting and that the postmark on their violation notice was after their deadline. After months of delay, they responded that the HOA board met and determined the fines were issued within comm guidelines. I asked to see guidelines that allow for assessing fines based on deadlines that occur before ultimatums are mailed. Optimum did not respond. I again asked for an answer. they claimed that my mailed request was not received by their office. I delivered it in person to their office and was assured it would go to the property manager. He claims he never received it. I followed up by posting the request in the community portal. It has since been closed with no response. In brief, Optimum levied fines for problems that had already been resolved before the notification was sent. They imposed a deadline that had already passed before they sent the notice. Once confronted in writing with their unfair practices, they refuse to acknowledge receipt of my correspondence. The property managers I have contacted have been evasive and unhelpful. Until I read other Yelp reviews, I thought they were dealing in good faith but incompetent. Now I suspect they intentionally assess fines unfairly and refuse to acknowledge their misdeeds. If any Almeria Board members read this, I encourage you to investigate this. How many members simply pay the fines to avoid the hassle of having Optimum agents delay and avoid answering their questions? read more

I'm leaving this review for Jackiee Hong and my experience working with her. She's the Senior Maintenance Coordinator and she excels in her job! Not a lot of people in this property management company are as nice and helpful as she is. She will always give 110% to help you and provide a fast response. I like that she has a good sense of urgency on everything from small maintenance requests to big home emergencies and repairs. She's a true professional who's got my back and I'm so happy she's part of the HOA team! read more

We have a new community manager who, unlike the previous manager, does not respond to emails or calls unless you contact the higher ups at Optimum. When you go above Bree to obtain a response, she will quickly respond with typo filled off-the-cuff responses on her iPhone. Very unprofessional and there's a pattern here. Bree lacks basic common courtesies and seems to either not be on top of things or just doesn't bother to respond to community safety issues in common areas unless you contact her boss Christian. As such, there's no point in communicating with Bree since you won't receive a response until she's forced to as a cya move. That's disappointing and self serving. read more

Most of the employees work from home so not only do they avoid picking up calls you can't reach anyone in person. If you do, then you are greeted by employees that look like they just rolled out of bed. So if you expect "Professional" services you have come to the wrong place. 1.) Don't answer the phone and don't return calls (unless you call their supervisor) 2.) Maintenance Requests take too long to address with little to no communication regarding status 3.) PROPERTY OWNERS BEWARE! In need of a management company to handle the various projects our building needed at the time, the HOA Board hired Optimum. I was elected to the board a couple of years later and found that Optimum had assigned a different manager to our property every year since we hired them leaving us without consistent, at at times, horrible management service. Expensive projects were approved without Board knowledge or cost approval and getting vendor quotes took several weeks - coupled by slow responses and a bevy of inadequate, pricey vendors. Our financial records were incorrect on a regular basis with bills being paid from the wrong assessment account(s) many times leaving our operating account short-changed. All in all, we had an overall negative experience and when we finally broke free from them, they were not helpful during our transition to another local management company. Sorry, Optimum - would have liked to give you a better review but you do not warrant it and by the amount (over 10 pages) of bad reviews, certainly you understand why. You "tried" to make things better but left us in the lurch without any building maintenance/landscaping for months and alienated our local long-time vendors with your new vendor vetting process which was clearly just a money grab. We are much happier with new management and projects are getting done now that Optimum is no longer in the picture. read more

Maria has done tremendous amount of work for our community in a short period of time handling a property with over 400 units. Garbage, one manager is worst than the other, money hungry, zero accountability and a complete disregard for customers or needs. They have managed out building for years and the only thing they've done is increase dues by almost 120%. They claim to operate at the direction of the board but somehow are always pushing for more fees. They use selective enforcement of the rules when issues involve board members and never handle anything timely. Their managers are absolute ignorance who hide behind the association's attorneys to bully homeowners into staying quiet. [Addendum: I suppose this should partly be moved to Demerit(s) now: for the insurance agent who suggested we file a claim (turns out "wear & tear" items -- to the tune of $46,667 per unit -- are not covered under Loss of Assessments) and, at least in part, for the HOA et al. because these items really should've been maintained/repaired "over time" and the monies should've been taken out of reserve.] Demerit(s): Manager said he thinks they've found the leak (only one?) that's swamping my parking space, but still no progress on a fix (and winter is upon us).:( The above still has not been addressed properly. * The bogus fee (it should be the HOA's fee not ours) of an asbestos test, and the only justification for it being my bill instead of theirs is that it's "in accordance with the Association's governing documents." Neither the HOA nor those complicit with the HOA (manager and lawyers) would be able to prove this by correctly citing the CCR's. Reminds me of Hannah Arendt's "banality of evil," perhaps only with less severe results. But wrong is wrong, and I believe those involved (HOA et al.) are conscious of the harm they are doing. I wanted to take a moment to say what a great experience I have had in dealing with the Optimum Team. I am currently having a major issue with a roof leak and the leak has been a real pain. During times like this it can be stressful and the importance of someone being attentive, empathetic and very responsive is often under appreciated. I wanted to give a huge shout out to Jackiee! She's been super helpful to me as an owner in a condo with getting me roof access to get my HVAC repaired! We have to request roof access and Jackiee responds super fast to get it confirmed. I even had one same day and she was able to get my HVAC guy access within a few hours. We're supposed to notify within 24, but it was a last minute availability from my side but she worked her magic. She never seems bothered with my multiple request and always has a great attitude! First of all, a huge thank you to the kind, helpful, knowledgeable, and above all, PATIENT Camberlyn Montoya, who continues to go above and beyond in helping us with our remodel process. Such a blessing!!! Optimum and our association have been so patient with us as we've navigated an extremely tedious remodel, and so sweet and even encouraging when I would become overwhelmed and frustrated with one revision after another before our final submission. Throughout the MANY years we've lived in our home, we've had the pleasure of working with others at Optimum as well, specifically Stacy. Again, she could not have been kinder and more helpful. While HOAs/property management companies can have troubling reputations for being aggravating ... I seriously have nothing but positive things to say about ours! Our dues are fair, the budget is conservative and consistently well managed every year, our neighborhood is immaculate, and we've never had to contribute extra for anything. Lastly, things can become frustrating when there are problems in your home, but I find that generally, you get what you give. So be kind! read more

If I could give optimum zero stars...I definitely would. In the past four years they have convinced our board that our HOA dues needs to be increased while in their next breath saying that our reserves are higher than any other community. When Adrian became our community manager, that is when things really started to take a turn for the worst. First of all...Adrian clearly has a problem with women...especially women who understand how bylaws work. I've had conversations. With him on the phone and spoken at board meetings, only to be met with the most condescending and chauvinistic tone I've ever heard. In fact, I started having my husband speak at HOA meetings and noticed the change in tone. My last straw was really when I heard another women voicing concern regarding the parking rules and he asked her "why are you being so hostile?" His micro aggressions, sexism, and inability to comprehend any concerns brought forth by a woman is disgusting. When our complex, under his recommendation, decided to enforce unneeded parking regulations, when I explained how processes work, he told me I was WRONG! Only to find out when he tried to move forward that HE was wrong. This delayed what he wanted, which I could tell he was unhappy about. When i recommended updating the bylaws...he told me that it was SO expensive and we could not do it, all while saying in his next breath that the new parking regulations needed to go through the lawyers. The inconsistencies and finding what is actually best for the community has me absolutely flabbergasted. Optimum is so bad, we are considering moving just so we don't have to deal with them any longer. Updating my review as the team reached out and tried to resolve the issues. But the fact of the matter is our community should have been informed upfront about the scope of work being done and this project should have been monitored closer for quality control purposes. Overall there have been a lot of communication issues and I will be monitoring it closely going forward. 3-stars for their attempts in amending the poor service we previously received.
