Even though I had passed by this place several times (as it is close to 99 Ranch), I never really noticed it. It wasn't until someone told us that their Taiwanese beef noodle soup was pretty good. Since we were going to be in the area, we decided to check it out. We came in during lunch. There was a chef sitting at a table who didn't acknowledge us. When the hostess/ waitress returned from the back, she told us to sit wherever we liked. The ambiance left a lot to be desired. It was on the dingy side. While we were there, there were only two other parties that dined in. It seems most of their orders are for to go. I decided to get the beef tendon & shank fun (wide flat rice noodles). When it came out, I was a bit disappointed. It didn't have tendon, which is why I ordered it. I guess there is some tendon on the shank? The broth was pretty good- light. There was also a lot of noodles, and I was very full afterwards. I guess if I'm nearby craving noodles, I may come here again. It is not likely though. read more

Absolutely love this place. I like Chinese food but it's never my first choice of food when I go to eat out (I don't eat out very often). This has been my favorite place to go for the past couple of months. My parents first took me here after it was recommended to them. Took my husband a little over a week later. We're all obsessed and now it's always our first pick for dinners out. The food quality and taste is amazing. Great portion size especially for the price. Less than $17 for app, soup and entree. On our way to Reno today, two friends and I stopped in Folsom to check out some investment properties and found an incredible surprise--a Chinese restaurant called The Rice Express. I'm amazed that a small city so far from the Bay Area has such excellent Chinese food! The Taiwanese-style Beef Noodle Soup was fantastic, almost identical to what I've had in Taiwan. I don't usually write reviews but this restaurant was really a pleasant surprise so wanted to say something good about it. Was visiting a friend in Folsom. I like Chinese food and was just going to grab something from Ranch 99, but saw Rice Express in the small mall next to Ranch 99, so gave it a try. Wasn't expecting too much since I am used to good Chinese foods in the bay area. Boy was I surprised. Only ordered two dishes, the Taiwanese Beef Noodle which the manager (owner?) said is their speciality, and Singapore Fried Rice Noodle. Me and my friend shared the two dishes. The Taiwanese Beef Noodle was one of the best I've had in the US, definitely better than any I've had in the bay area. Tasted very authentic. The beef flank was soft and tender, noodle was nice texture, soft but with a bit of chewy-ness. The soup broth tasted great, the extra fermented cabbage was a great touch, the extra slight sourness of the soup gives a next-level kind of flavor. The Singapore Fried Rice Noodle was also very good. Not at the level of the beef noodle but is still one of the best Singapore Rice Noodle I've had in a long time. The seasoning was a perfect match with the shrimp and char-siu. The curry taste gives a little bit of spicyness but not too over-powering. The rice noodle was also soft and well fried. Overall a very high quality dish even by high bay-area standard. The service was also exceptional. The manager (owner?) was extremely nice and attentive. Great suggestion of the beef noodle. I probably will not be back to Folsom for a while, but if I do, we definitely revisit Rice Express. read more

Our group of 4 had a takeout lunch. Requested for a few changes from the menu (no tofu, extra veg, etc.) - no problems. Also requested no MSG, but they said they don't use it anyway. I shared 2 dishes: Vegetable Chow Fun, and Vegetable Delight. I asked for fewer noodles and more veggies in the Chow Fun, but since I haven't had it here before, I can't be sure they did that. (But it is noted on the receipt, so likely so.) I liked both dishes, but the veg variety was much greater in the Delight. My husband particularly enjoyed that one, with big chunks of many different vegetables, and especially a lot of Bok Choy. I like noodles, so probably preferred the Chow Fun. The sauces were pretty similar: mildly garlicy. My husband thought the noodles had a slight "old oil" flavor, but I didn't notice it. Speaking of oil, the dishes were not overly oily, which is always a plus for me. The other couple enjoyed their dishes, but all 4 of us described the flavors as "subtle". Otherwise everything was fine. So probably 3.5*, rounded up to 4* for pricing and service. read more

My father was in the hospital in Folsom and we went here for a bit of soup that he asked for. We ended up getting dinner for me and my Mom and everything was really good. Food tasted good and the service was top notch. While we waited for the food the owner (I presume) came over and offered us hot tea at no charge. We'd just been to a restaurant the week before and tea was $2 per person with the meal. I think it's little touches like free tea that make a good impression and shows their focus on making the customer happy. Parking was really easy and we'll be back! read more

They serve traditional and rare Chinese cuisine, including salty fish rice and wide variety of congee (rice soup). You can even call and order a few days ahead for special occasions and the owner and chef will find fresh fish, make homemade special farm chicken soup as well as other specialty dishes not on the menu. Got takeout twice since the reopening, and both times got the Jalapeno Chicken, and both times it was fantastic. This is a "legacy" dish that used to get great comments from the previous incarnation of Rice Express, so I was a little skeptical if they would be able to delivery the prior chefs level of quality, and not knowing what it was actually like, I really enjoy this dish here. We've been coming here since we moved to the Roseville area back in 2019 and i think they changed ownership since after the pandemic but nevertheless, still our go to place whenever we go to the folsom area ( 99ranch) the owners are very friendly , fast service & clean bathrooms too! I needed soup when I had Covid a couple of months ago. I ordered pork and century egg congee. When I tasted it, it was VERY salty that I had to tweak it and basically try to water it down. It was salty to a point that it was almost inedible and I had Covid! I guess I didn't lose taste. Once I tamed the saltiness of the congee, I was able to enjoy it. It was only our third time there because we live in Nevada City/Grass Valley. If I lived closer, I would be a regular for sure. The food is some of the best I have ever had. I have tried the vegetable chicken and the vegetable prawns, and both were amazing (and the leftovers were just as good). My friend has had the walnut prawns twice and walnut chicken once and was very pleased with both. I had a taste of both, and they were very crispy and delicious! Salt & Pepper Pork Chops - perfectly crispy with tender meat. Sautéed Veggies - prepared with all the veggies I like and omitted the ones I don't. The kitchen is very accommodating. Two Dungeness Crabs ( I brought the live crabs to them) and they prepared them two ways - Salt & Pepper and Ginger Scallion - absolute perfection! Crabs were not over-cooked and flavor was great...
