First time coming here after the change of ownership. The restaurant layout is modified with a left and right division. We were greeted with a friendly server and seated right away. The food we ordered was delicious. The broth in the noodle soup was comforting. This will be a part of our weekly restaurant rotation. read more

After reading yesterday on one of the blogs for the area, I saw that Rice Express really got some great reviews. So today I went there for lunch and I totally agree. If not the best one of the top best in the El Dorado Hills /Folsom areas for Chinese food. We were greeted by a very friendly waitress who seated us immediately and we started out with soup, which was delicious. I probably could've had a large bowl of soup and been happy with my lunch but anyway, I had general chicken and my partner, she had broccoli chicken. We both were raving about how good it was, how fresh the food was and we could not stop eating. I usually bring home something for a late night snack but not today. I wish I could give more stars to this restaurant as it is really the bomb. Anyway, I will definitely be back and it is definitely me knew go to for Chinese food in the area. When we're leaving the waitress came out and asked did we want boxes or could she help us anymore and the owner stopped by the table to see if everything was OK. Everything was just perfect. I and the price was very good for such delicious meal. read more

Today for lunch we had their Taiwanese beef noodle soup it was fantastic! Great flavor! Also we ordered the Thai spicy chicken basil with bbq pork fried rice with hot & sour soup and egg roll. The spicy chicken basil & fried rice was really yummy. The hot & sour soup was mediocre tasting and not very hot temperature wise. The egg roll was mediocre as well, since it was not very fresh tasting. Perhaps it was an off day? Overall great dishes. read more

Rice Express - I got the Sweet and Sour Pork and BBQ Pork Fried Rice. This is the best I have had in years. In100% recommend this place. - Chinese Near Me - Folsom, California

Located within a neighborhood strip mall -- nothing fancy - but clean, conveniently located and pleasant ambiance. Music was played at a nice level and void of any TVs (THANK YOU!). Has small number of tables, booths and larger round tables for family/groups. Please note before reading: I'm very familiar with Chinese dishes from various areas; I think I probably would be considered "picky" as I like authentic-tasting dishes. So please take that into consideration, as I know many folks like more "Americanized" dishes, so your tastes might different. I had a lunch combo for just over $16. 3.5 stars: hot and sour soup, (tasty but it was void of any "hot" or "sour" or usual ingredients. 2 stars: Thai basil chicken, (looked great, but the sauce made the chicken VERY soggy and seemed cold, no basil taste at all). In hindsight, what was I thinking ordering a Thai dish in a Chinese restaurant? Many places now have a great variety of fusion dishes, though, so I'll give myself a bit of grace. 3 stars: chow mein (typical chow mein. Nothing terrible. Nothing great. Few bits of chicken on top but nothing within) 2 stars : egg roll (ohhhhh noooooo.... interior was not cooked. I got the impression this was a frozen type. Egg rolls don't make or break my opinion of a place, mind you, but you can usually depend on that deep fried crunchy thang to appeal this of us who like deep fried ANYTHING. I thought the prices were a bit high compared to neighboring restaurants. Alas, the Service was also slow. There was only one other group eating there and I did not see any take out orders, so there was no obvious reason for the extended wait. Sigh.... It pains me to rate the food that low, as the folks there were extremely nice. The waitress was so sweet and attentive and the other guy (think he might be the manager) was friendly, kind and asked me several times how I was doing. I took the coward's way out and smiled weakly as I didn't have the heart to say what I really thought. Hate when I do that. I am usually honest (in as tactful way as possible because they asked and I SHOULD answer) but the staff here were do darned nice, I just did NOT have the heart. read more

Thanks to FB Folsom Chat I have found my go to Chinese restaurant. Over the years I've tried the others in town and was not impressed. The place has been under new management since May 2023 and they have expanded the dining area. The place is very clean, simple and welcoming. The waiter was very humble and checked on us many times. We tried the hard to come by beef shank noodle soup which was very savory. The General's chicken and shrimp in lobster sauce were both very good. We look forward to coming back soon. read more

The restaurant itself is very calm and clean. There is lots of pretty bamboo and flowers in the entrance of the restaurant. The music was also really calming. The food was delicious and very flavorful. The hot and sour soup was nice and spicy. I also got the spicy Thai chicken and it was perfectly crispy and was perfect cooked. The service amazing and our server was extremely sweet and helpful. We will definitely be coming back here again read more

Great service, wonderful food and good selection on menu. Family run and so worth multiple trips to try everything!

Even though I had passed by this place several times (as it is close to 99 Ranch), I never really noticed it. It wasn't until someone told us that their Taiwanese beef noodle soup was pretty good. Since we were going to be in the area, we decided to check it out. We came in during lunch. There was a chef sitting at a table who didn't acknowledge us. When the hostess/ waitress returned from the back, she told us to sit wherever we liked. The ambiance left a lot to be desired. It was on the dingy side. While we were there, there were only two other parties that dined in. It seems most of their orders are for to go. I decided to get the beef tendon & shank fun (wide flat rice noodles). When it came out, I was a bit disappointed. It didn't have tendon, which is why I ordered it. I guess there is some tendon on the shank? The broth was pretty good- light. There was also a lot of noodles, and I was very full afterwards. I guess if I'm nearby craving noodles, I may come here again. It is not likely though. read more

Stopped in for quick lunch after shopping at 99Ranch. This is a small, comfortable place. Their specialty is Taiwanese Beef Noodle Soup. We weren't in the mood for soup, so maybe next time. We had the salted fish and chicken fried rice. It was delicious; not greasy, and not overly salty. It was such a huge portion that we had leftovers to enjoy later. Great value for lunch. They have servers that speak Mandarin, and one server that speaks some Cantonese. Servers were friendly and efficient. Place felt authentic. They've got some kind of air freshener that was cloying for me, so those with sensitive noses beware. read more

Such a great restaurant! The owners are very attentive to your needs and always willing to help you in any way they can. The food is always hot and fresh. The customer service alone would keep us coming back.

This is the house special lobster at Rice Express in Folsom. They are located in the 99 ranch shopping mall. It is very delicious and is a generous portion. You won't find this on the menu, so be sure to ask for it. They will be glad to serve it hot and fresh. Huge portion. read more

I got food poisoning from that restaurant and so did my husband. I will never eat there again.

Extremely bad service. I've been here many times. However, ever since the old waitress was replaced by a new old lady, it was really bad. I was eating there and when I asked for togo container, she brought it and say she will pack for me. However, when she pack she was literally pour away half of the left over soup spill on the table. It was dripping on to my clothes. She was just walking away and not apologized at all. Then the last time that makes me decide to not come here again until she was fired is that, I went there with one big table sitting and a lot of people waiting for takeout pickup. I was greeted and seat at a table by the owner then she gone in to the kitchen and left the incapable old waitress take care of dining room. I was sitting there patiently waiting for my turn to put order in. However, my turn never comes. I was sitting more there more than 20 minutes watching the old waitress keep taking takeout order from people who just walk in without caring for any customer that was sitting in the restaurant. The big table that was before me, they was trying yo get attention from her also but she just keep taking order and charging credit card for newly walk-in customer. So I decided to leave after wasting time there for 30 minutes. Too bad I like the food here but with incapable waitress I will not go there again because I can't really get service I need. read more

Ordered the lunch special for $15 which came with choice of soup. A small egg roll or 1 cream cheese Rangoon and choice of a variety of main dishes and choice of steamed rice or fried rice or chow mein. I had the vegetables with chicken and steamed rice and it was good. I requested it spicy and it had a good amount of kick to it. The service was exceptional. Very kind waitress and the service was quick. The portion size was rather skimpy but filling. No leftovers. Hot tea was good and not just your reg tea bag. $3 for hot tea. Will come back again and try other dishes. Interior was clean and nicely decorated. Nothing fancy. Simple layout. read more

I used Door Dash and had the chicken chow mein delivered on January 26, 2026. There was almost no chicken, and very little cabbage. There were lots of noodles that were highly greasy, and the flavor was off. I've noticed this taste before when the oil is slightly rancid and/or over used. On a scale of 1 to 5, I'd rate this at a 1. read more

Absolutely love this place. I like Chinese food but it's never my first choice of food when I go to eat out (I don't eat out very often). This has been my favorite place to go for the past couple of months. My parents first took me here after it was recommended to them. Took my husband a little over a week later. We're all obsessed and now it's always our first pick for dinners out. The food quality and taste is amazing. Great portion size especially for the price. Less than $17 for app, soup and entree. Cheaper for lunch specials too. Service is fantastic. Very attentive and courteous. Food comes out quick and it's a very clean restaurant (bathrooms too) 11/10!!! read more

Our group of 4 had a takeout lunch. Requested for a few changes from the menu (no tofu, extra veg, etc.) - no problems. Also requested no MSG, but they said they don't use it anyway. I shared 2 dishes: Vegetable Chow Fun, and Vegetable Delight. I asked for fewer noodles and more veggies in the Chow Fun, but since I haven't had it here before, I can't be sure they did that. (But it is noted on the receipt, so likely so.) I liked both dishes, but the veg variety was much greater in the Delight. My husband particularly enjoyed that one, with big chunks of many different vegetables, and especially a lot of Bok Choy. I like noodles, so probably preferred the Chow Fun. The sauces were pretty similar: mildly garlicy. My husband thought the noodles had a slight "old oil" flavor, but I didn't notice it. Speaking of oil, the dishes were not overly oily, which is always a plus for me. The other couple enjoyed their dishes, but all 4 of us described the flavors as "subtle". Otherwise everything was fine. So probably 3.5*, rounded up to 4* for pricing and service. read more

The server was very sweet and attentive. The soup was good. Unfortunately nothing else was good. My wonton was chewy like it had been sitting. My almond chicken was saturated in salt and my chicken chow mein was lukewarm, the noodles were hard. Such a bummer. read more

On our way to Reno today, two friends and I stopped in Folsom to check out some investment properties and found an incredible surprise--a Chinese restaurant called The Rice Express. I'm amazed that a small city so far from the Bay Area has such excellent Chinese food! The Taiwanese-style Beef Noodle Soup was fantastic, almost identical to what I've had in Taiwan. If you're ever in Folsom, this place is definitely worth a visit! read more

Rice Express - Sesame Chicken with Chicken Chow Mein - Chinese Near Me - Folsom, California

I don't usually write reviews but this restaurant was really a pleasant surprise so wanted to say something good about it. Was visiting a friend in Folsom. I like Chinese food and was just going to grab something from Ranch 99, but saw Rice Express in the small mall next to Ranch 99, so gave it a try. Wasn't expecting too much since I am used to good Chinese foods in the bay area. Boy was I surprised. Only ordered two dishes, the Taiwanese Beef Noodle which the manager (owner?) said is their speciality, and Singapore Fried Rice Noodle. Me and my friend shared the two dishes. The Taiwanese Beef Noodle was one of the best I've had in the US, definitely better than any I've had in the bay area. Tasted very authentic. The beef flank was soft and tender, noodle was nice texture, soft but with a bit of chewy-ness. The soup broth tasted great, the extra fermented cabbage was a great touch, the extra slight sourness of the soup gives a next-level kind of flavor. The Singapore Fried Rice Noodle was also very good. Not at the level of the beef noodle but is still one of the best Singapore Rice Noodle I've had in a long time. The seasoning was a perfect match with the shrimp and char-siu. The curry taste gives a little bit of spicyness but not too over-powering. The rice noodle was also soft and well fried. Overall a very high quality dish even by high bay-area standard. The service was also exceptional. The manager (owner?) was extremely nice and attentive. Great suggestion of the beef noodle. I probably will not be back to Folsom for a while, but if I do, we definitely revisit Rice Express. read more

Don't let the generic name fool you--Rice Express is quietly serving up some of the best Chinese and Taiwanese food in the Sacramento area. The owners are incredibly friendly, accommodating, and generous, making every visit feel welcoming. Their rice plate lunch special is one of my favorite weekday escapes--a heaping plate of spicy Mongolian beef with fried rice that never disappoints. The spicy basil fish is an absolute hidden gem, packed with bold flavors and a must-try. Portions are generous, the food always tastes fresh, and there's a lot more on the menu I can't wait to explore. My father was in the hospital in Folsom and we went here for a bit of soup that he asked for. We ended up getting dinner for me and my Mom and everything was really good. Food tasted good and the service was top notch. While we waited for the food the owner (I presume) came over and offered us hot tea at no charge. We'd just been to a restaurant the week before and tea was $2 per person with the meal. I think it's little touches like free tea that make a good impression and shows their focus on making the customer happy. Parking was really easy and we'll be back! read more

We've been getting Chinese take out from here for almost two years since moving to Folsom, and we keep coming back!
