I have been here many times over the last 5-6 years. It can get very busy when UCR is in session, but open and empty on major holidays. I like the pho here, and the spring rolls are great too. Sadly, the broken rice dishes have let me down. I recently ordered the charbroiled beef. The presentation was interesting, meaning the beef was oddly sliced, like for the pho. Steamed cabbage and a few slices of cucumber skirted the large bed of rice. Size-wise, it looked like a bargain for $7.50. Taste? Well, not bad, but something was not quite right. They finally upgraded their booths and added more tables, but this place is still slightly dirty. If you're wearing shorts then be careful! The booths are cracked and poke your legs! The waiters sit in the table and wait around to attend to your needs. However, they are very quick and responsive. They don't talk much. The food is average. Sometimes the broth is really salty. I've been a regular at Pho Vinam for the majority of my undergrad and have always come whenever I wanted a good bowl of veggie pho, but this time when I went I was extremely disappointed at their customer service. My friend was eating a bowl of shrimp pho when they found a piece of a rubber band in their soup, and when I complained to the server he said that it's from cutting onions. I go to the front when we are about to pay and I told the lady about what happened. She brushed it off and acted like finding a rubber band in your soup is no big deal and we should be okay with it. To top it off she called us the "lucky #1's" for finding that in our broth. I was expecting the pho to be put off the bill for the convenience but instead she took off $1 and called it a day. Nobody wants to find pieces of rubber bands in their food - totally not cool and actually pretty gross. Not sure how I feel about this place anymore! read more

Only reason for the four star was because the salad was just cabbage which was extraordinarily bland. They're open late which is a plus. Service was nice - you could always wave them down if you needed anything. Seated and served quickly (10mins?) at 9pm or so. I have to be honest and say when I first walked in here I thought it wasn't going to be good. I read some reviews about the cleanliness of this place and have to agree that it isn't really top notch. The food however doesn't disappoint! I ordered the veggie pho which came with broccoli, carrots, lettuce, and some other vegetables, as well as tofu. I added in all the spicy sauces and I thought it was really good! Definitely a huge portion that I couldn't finish. This place gets super busy and they just opened a location 2 stores down (with the same ownership, but they haven't changed the Busy Cafe sign yet). Ive been here several times, maybe much even so now that I've been indulging heavily on Vietnamese food. Although a bit Americanized, the food is delishious and made fresh to order. My usuals are the charbroiled pork over rice and the spicy tofu plate. Each plates ranges at about 10 to 12 dollars. Service is speedy and polite. I'm yet to have a bad experience with their food. They also have a little rack of candies and goodies you can buy by the checkout such as Asian chips and coffee candies. The only reason I won't give it five stars is because of the authenticity factor which I think its important for ethnic cuisines. It also gets crowded at dinnertime. Its a local favorite. I don't live near Riverside, go to UCR, or have ever gone to UCR...but I love the pho here. Every time I'm in the area, I have to grab a bite here...and I've been coming here ever since 5 years ago. I agree, their tables, cups, and utensils aren't the cleanest or the most sanitary, but lately they've improved. They have an "A" for health rating, and their restroom is pretty clean. But the food...the food makes you forget everything. From their pho noodle soups to their broken rice dishes, they have a variety of yummy and cheap delicious Vietnamese food. What we ordered: #2 Pho- 5/5 *highly recommended* THIS is the ultimate, must get pho. This is the pho that has all the types of beef including rare steak, tendon, brisket, etc. Although their portions have gotten smaller over the years, the noodles and meat are made just right (unlike most Pho restaurants where the meat is too dry or too hard to chew). One problem they have with this dish, however, is that the soup is WAY too salty. Shrimp and Pork Spring Roll- 4.5/5 I love that the shrimp and pork spring rolls here don't have a meaty, fishy taste. It's delicious along with the peanut sauce they give you (which they sprinkle lots of broken peanuts on top YUM!). Egg roll- 4/5 This is fried deliciousness. Dip the egg roll in the fish sauce they give you and wrap it in a lettuce ear (which was not super clean) along with some carrots and you'll get the ultimate Vietnamese egg roll. #54 Char-boiled beef and pork over broken rice 3/5- This dish was too salty! The beef and the pork weren't tasty either...a bit hard to chew and cut into. Overall as a dish it was okay. It didn't taste bad and was quite satisfying. The pickled vegetables on the side were yummy. Most of their servers don't speak English very well, but they do understand what I'm asking for. One thing that was kind of disappointing is that their water is not clean and that they grab whatever sauce they need from your table to another without asking. Like most other pho places, the service all right. At least the food comes out fast! PHO VINAM is a no frills Asian eatery with good food. it's right down the street from UC Riverside. AVOCADO SMOOTHIE PHO WITH RARE STEAK BBQ BEEF BANH MI PHO with RARE STEAK #14. ask for the rare STEAK ON THE SIDE or it will no longer be rare by the time it gets to you. mine was well-done, rough, tough and flavorless. who enjoys meat that way?? when i asked for new steak on the side, they obliged with a plate of partially-thawed slices of meat which, when put into the now-cooling soup, did not really cook at all. fine with me, at least it was soft. the soup base had an oily sheen on the surface but didn't coat my whole mouth in grease like some pho i have tried. it was perfect, revved up with noodles, Hoisin, Sriracha, and the usual fixins. i really enjoyed it. BBQ BEEF BANH MI i usually avoid cheap beef but this was staff-recommended and reasonable quality beef in a flavorful marinade and charred just right. julienned carrots and sliced cucumber didn't seem to be pickled. i 86'd the cilantro, as usual. overall, a decent banh mi but the bread was not an authentic banh mi baguette. i enjoyed this, as well. AVOCADO SMOOTHIE WITH BOBA a smoothie made from avocados was a bit advanced for someone who just started pushing past an aversion to the mushiness of avocado last year. the smoothie was seriously rich and creamy, with just the tiniest hint of sweetness, though the BOBA added to that sweetness. how to describe the flavor? .... avocado and a nutty flavor. what kind of nut, i couldn't place.... perhaps hazelnut. perhaps filbert. perhaps the nut who came up with this crazy idea. i wasn't crazy about this smoothie but i guess it wasn't disgusting. i can see that some people might really like it. it just wasn't my thing. happy Yelping and here's to tasting life! :) read more

Not sure why there are lots of bad reviews about this place but I would give it a 4; 1 star off for the poor service. This place has been my favorite Vietnamese restaurant for 7 years. I've been to many Vietnamese restaurants and this is the only place l actually want to go back. Two reasons: good price and great food. The meat was great! There weren't any fat on them. The broth was delicious! I loved their spring rolls as well. A must order every time I stop by. The rice vermicelli and the broken rice are also great, but I tend to like the pho more lol. The service was bad though. So be prepared. They expect you to walk to the counter and pay instead of they bring you a check, etc. read more

This place is always packed no matter the time as it is located in the University Village right outside UC Riverside. Because living in Riverside creates a bubble around you in terms of diversity of food, there not not many different types of good ethnic foods in the area. That being said, as being one of the few pho restaurants in Riverside, the pho here will pass and fill you up. However, there still are much better places to eat pho than here. I have genuinely never waited more than 5 minutes to be seated. For some reason, people are always leaving as I'm coming in so I never need to wait long. Menus are given to you almost right away and it doesn't take long for them to come back over for your order. Because most pho places start cooking their pho bright and early in the morning, the regular beef phos will come out extremely fast. The soup stock that they make is rich and heavy with just a little too much salt and MSG. It does take delicious on a cold winter night after class. Anything else on the menu will come out considerably slower than everything else, mainly because they usually have to make it and not just throw bowls together. They just renovated slightly for paint and addition of furniture, but the tables themselves are still a tad bit too filthy; my table still have sticky stains on it and it got slightly annoying that they didn't want to clean it. Servers are nice enough when you can get their attention and if you can speak Vietnamese, it's an addition plus as it's easier to understand what you want. I know there are better pho places out there, but for the closeness and convenience, Vinam will satisfy you. read more

I had a craving for some veggie spring rolls and man did they deliver! I'm used to getting rolls with veggie ham, but they use grilled tofu and it's amazing. Peanut sauce is with the bidness as well. I also ordered a tofu banh mi for good measure and man was that thing hefty! That thing was so thick it came out yelling "OPEN UP THAT NECK"! Seriously though, it was delicious.
