I didn't see any available push carts. So I grabbed a hand cart. Which meant less stuff I can buy. So this store lucked out on me going over the limit of shopping. This place is like most Harbor Freight locations. For a single line and wait for one of the cashiers to call you. They ask for your phone number like most locations. But I don't do that bs anymore. Have had several issues with large mechanical items but refunds and replacement are easy and fast. I stick to smaller items that have proved to save me money and time. Horrible place. If you want to know their return policy, you don't have to read the comprehensive page on their website. All you need to do is wrap your mind around this one line on the "Return Policy" page on their website: "The manager has the right to refuse returns of any item, at any time, for any reason, regardless of receipt." Now, because of this one line (which I found myself), they have every right to refuse to refund me $51.00. They didn't like the fact that I politely asked them about this line. For example, if they don't like you because your hair is out of place, kiss your refund goodbye. Be warned. Also, you'll notice that they won't say that it takes x number of days to refund your money. They're very crafty. Watch yourself! I've reported them. read more

Harbor Freight Tools in Downey is not unlike any other hardware store out there. You have to do your own research & sometimes learn the hard way that affordability does not always equate quality and/or efficiency. That being said, my husband has found some pretty sweet deals on various items. He's also returned several items, but we have never had a problem returning anything. Customer service here is usually good. Of course, we only ever need someone to check us out. QUALITY OF HARDWARE & TOOLS My husband is not a weekend warrior when it comes to power tools and hardware. That being said, he uses some things more than others. If you need pro-level stuff, I'm not sure this is the the place to get ALL of your needs, but it's worth a shot because many items are so affordable. That little 3-gallon pancake air compressor by Central Pneumatic is great for small jobs around the house. We've also purchased a good ATV/motorcycle lift here as well. Swivel vise with anvil. Bench grinder pedestal by Central-Machinery. All good purchases thus far. Our most recent purchase was a 4-1/2 in. 6 amp heavy duty angle grinder (on sale $29.99 usually $39.99) by Chicago Electric. You can move the handle around to 3 different positions on the grinder. It screws into place. That's the cool part. The not so cool part was my husband's threaded out. We returned it. Had another one ready to exchange, but he ended up not liking that one either because of its handle. It's been a while, but they gave him a free screwdriver set by Pittsburgh. We laughed and joked about them at first, but then after taking them out of the package we realized they were good quality. For our needs, Harbor Freight is not typically the place we purchase power tools. Mechanical tools, yes... like a floor press. It just depends on your needs & if you use power tools as often and for extended periods of time like my husband does. Downey's store is usually clean and very organized. In-stock items, though? The husband was pissed when he learned they were out-of-stock on some items he intended to purchase, namely a "heavy duty" floor press. He made a comment that the HF in Huntington Park was stocked better, but the D-o-dub can't help it... Anyway, I guess he couldn't help himself because he bought a 6-ton A-frame hydraulic ram bench press also by Central-Machinery. There's more than just hardware tools here too: some lawn & gardening items, automotive stuff, and "material handing equipment" - dollies, hand trucks, casters, tires, moving supplies, etc. There are also some other random items that I'd be most likely to buy - mini LED flashlights, plastic Great Horned owls, epoxy, Gorilla glue, and gloves of various sizes and materials. RETURNS/EXCHANGES If you misplaced your receipt but used a card for your purchase, then it usually isn't a problem returning or exchanging items since they can look it up. Parking is usually plentiful in this area of Downey Landing. Just be careful walking up to the store because so many times I have seen drivers not slowing down for or being aware of pedestrians. As long as you aren't coming here looking for quality tools you'll be fine. The tools here are for small house projects, that might serve you purposes a few times. Not really tools you are planning to invest in long term. Like a few contractor's have told me before, this is a place where you come to buy one time use stuff tools. Tools that you plan on throwing away. Don't come here looking for work tools you need to rely on for income. And don't ever buy their fasteners and hardware. As for customer service. They are fine as long as you need to just get rung up or find a product. Anything else, you might fond their attitude lacking. But I don't blame the employees. BEWARE! NORMA Should be fired. Horrible customer service and major attitude problem. I bought a $1200 generator and after two weeks it started smoking and no longer works. I took it back in the box with the receipt and politely asked for a full refund because I was not happy. Norma with an attitude told me I would have to pay a $300 restock fee because of their product failing within two weeks after purchase. I told her I have not had the product for even one month and it failed. Why should I be penalized because of their product issue? During this conversation Norma had a very sarcastic attitude and rolling her eyes. I've bought lots of tools and spent thousands of dollars at this store. Because of Norma I will never return. I was looking to buy a foldable solar panel charger to charge things while I am away from electricity. I walked in and they had it. It happened to be on sale and I bought it. They have very inexpensive tools and various other mechanical type supplies. The service is not that great, but then what do you expect? How is the service at the 99 cent store or Big Lots? My garden hose decided to lose its end and they had the part to replace it for $2.99 - granted the replacement was plastic, but it serves its purpose. I connected that in a jiffy, and it's been fine for days. I've had my eye on a cart with a fold down handle - the kind that can move around boxes of office files and I got one for less than $60! Say what! That was the buy of the day - it's already paid off for the price, since my son used it in their office move. There are also coupons for all kinds of things and gadgets. The only drawback to its smallness: when I was ready to pay the cashier, she had to field a call that took a whole lot longer than necessary because she had to provide location, directions, availability of stock and comparative items to the caller! The more I looked around, the more I saw and the more I wanted to buy! I was the "Coupon King" this time because I had a coupon for every one of the 14 items I bought! This equated to 40% to 60% off per item and I saved $231! SCHWEET! All of the tools they sell are nowhere near the quality of Craftsman or Snap-On, but they're also a fraction of the cost of Craftsman or Snap-On too! I love this place. For hardware/tools this is my favorite place. I find "almost" everything I need and the prices are the lowest in town. And if you get their coupons it is even cheaper. This happened a few months ago. I went and bought an air compressor, didn't need anything big just a simple air compressor to air up the tires on my car from time to time. I decided to get the Central Pneumatic 3 gallon air compressor and I paid a little over $50. I brought it home and I tried airing up my tires and it could not do it. It took about 20 minutes to get 10 psi on the tire‍I couldn't believe it. I've bought $10 air compressors that plug up to my cigarette lighter that do a better job than that. I took it back to harbor freight and they charged me a 20% restocking fee. I told them the air compressor was junk and they simply did not care. The manager was next to the cashier and I spoke to her as well, she couldn't care any less about what I had to say. Needles to say, I haven't been back to harbor freight in months.
