He called me from the dealership and said the car presented well, except the oil was only half full. He said he would not test drive the car, fearing he would damage it, and he would contact me with the report later. I was caught off guard. What did he mean half full? I looked up the engine, and it holds 6 1/2 quarts of oil, did it only have 3 1/4 quarts, or was the oil only 1/2 way to full mark on the dipstick? The next day, he emailed me a picture of a one-page report that he had taken with his cell phone that was illegible. I replied back that it was illegible and asked that he scan it and email it to me. On 2-7 I emailed him I needed the report he emailed me back and said he would send it the next day with some photos. Keep in mind, time is of the essence with a prepurchase inspection. I had recently lost out on two other vehicles because someone got them before me. On 2-8 he emailed me that his report is verbal and he would work on the report over the weekend, he did send me some photos. On 2-9 I emailed Bill that I had to make my buying decision w/o his report. It had been 5 days and I was afraid of loosing another car. At this point I had, no contract or invoice, no report, He did not test drive the vehicle which was part of our agreement. What I received for my $250 were some photos and a verbal statement that the car was nice and a verbal warning that the oil was half full. I requested a refund. He replied no refund and suggested I read his yelp profile, that his reports are verbal (this was never stated up front) and sure enough at the end of his profile it states, reports are verbal. I have never heard of such a thing. I do not know anyone who would order a pre purchase inspection and not want a written report. If you want a written report with your prepurchase inspection you need to look elsewhere.

He was my eyes, ears and nose! Yes, nose! I always have to ask a potential inspector if they smoke, because I need a non-smoker to first smell the car and let me know if it smells of smoke or cologne or air-freshener. If it does, I simply pay them their full fee and thank them for their time and they can go home. If it does not smell, the next step is to take good, clear photos of any flaws they see. Bill did a great job of that. I eventually decided not to buy the car. So why did I pay Bill to inspect a car I later decided not to buy? That is the nature of buying remotely. it would have cost me an entire day and hundreds of dollars to fly to and from Arizona to see it for myself. See my attached pictures. Bill found some issues, and some I found after I zoomed in on his clear pictures. Every once in awhile you can find a car remotely that is just a creampuff. This one was close-ish, but not close enough. I decided to keep shopping, thanks to Bill's advocacy for me.
