I picked the rocket shrimp for my starter and vermicelli with two proteins for my main. Rocket Shrimp- Served hot and crisp with a sweet and chili sauce and a side of fresh greens. Good clean space, actually very spacious and comfortable. Running a pho special right now to come with two free spring rolls which is pretty good, although pho seems slightly expensive - probably standard for Irvine. The cell signal sucks here - so if you're coming to eat while on your phone you'll have to use the free Marketplace WiFi. Apparently the restaurant WiFi is not open to public. The pho portion is not the best compared to more authentic pho restaurants, but definitely enough to fill for a meal. The weirdest annoying thing is the spoons for the pho, which are not typical Asian soup spoons and annoying to use to eat a soup noodle dish. Service is just fine, it wasn't very busy. Big fan of the vegetarian spring rolls and egg rolls from here! They always come with a good mix of fresh lettuce and herbs (cilantro, mint, and basil) to wrap and dip with. Ordered the shrimp dry pho, which is something I have never tried, and it was yummy but a little confusing in its constitution? It comes as a bowl of dry noodles that are stir fried in a bit of sauce, but the noodles kind of all stick together, and a bowl of pho broth comes on the side, along with the usual pho accoutrements. The shrimp came with the noodles, and they were nice and tender, well cooked. I tried 399 Vietnamese Kitchen during Orange County Restaurant Week and ordered from their $25 OC Week lunch menu, which was such a good deal for the amount of food you get. For my order, I got the combination pho, which came with their Rocket Ship appetizer, and the portion was super satisfying. We read about 399 and wanted to give it a try. Craving a goof Bahn Mi, I ordered the grilled pork version. It was really tasty with a bit of kick. We also ordered the fried tofu and egg roll vermicelli which was also very good. Could have used a bit more sauce but very good. I ordered the iced Vietnamese iced coffee which was strong but sweet. The only downside was the homeless guy sitting on the wall right outside the window staring at us the entire time. Awkward. Stopped by 399 Vietnamese Kitchen to check out their Orange County Restaurant Week menu and it did not disappoint. We ordered a few items to share and everything came out fresh and well prepared. The chả giò (egg rolls) were crispy and a great starter, and the bánh bột lọc tapioca dumplings had a really nice texture. For mains, the bún chả Hà Nội was one of our favorites with flavorful grilled pork and fresh herbs. Portions were generous and the menu made it easy to try a mix of classic Vietnamese dishes. It was Monday night, 5:30pm and no customers in the restaurant --at all. As the male server was seating our party, he stated, "you cannot eat outside food in our restaurant, it's a policy and we don't allow it!." He must've saw the plastic bag in my hand. I looked at him and said Ok, I don't plan it. Crazy how he assumed I had food in my plastic bag, and that I was going to eat something other than their food. We ended up leaving a few seconds after that encounter. The server from June 29, 2026 needs a lot more training talking to customers especially if there is no reason for a negative tone and approach. There is no reason for assumptions and talking down to patrons. My kids like the watered down pho tai so I wanted to cater to their needs. However the tone from the server, and the consistent poor food quality made me turn away tonight. The beef pho bowls taste like watered down beef broth. The loaded fries was not traditional but the combination of grilled pork, veggies french fries and sauce was delicious and a good idea. I would have it again. My daughter had the wok fried noodle add grilled pork $22 (pricy in my opinion) but she gave it a 9/10. I had the grilled pork vermicelli noodle $18 it was 8/10 good. My other daughter had the meat ball pho $18. I tried the pho broth and it was good. Our total bill with tip is $91.88, no drinks for 4 people. That is pricy. I was really, really excited to try this restaurant after seeing the menu and spotting a few home comfort food dishes that aren't typical of other Vietnamese restaurants, plus some unique dishes. However, our first, and only experience with this establishment turned out to be a total let-down. First off we ordered two lychee green teas, nem nuong cuon (pork spring rolls), and the nui xao bo luc lac (filet mignon stir fry rice macaroni) to share. The tea and spring rolls were great, no complaints there, but then our main dish came out and it wasn't what we ordered. When questioning the staff multiple times about the incorrect order, they informed us that this is what we confirmed with them (they heard "mi xao" and not "nui xao") and there was nothing more they could do for us. Okay, I will accept that I should've properly confirmed the order instead of assuming they heard me correctly. I am Vietnamese American, I grew up eating at restaurants that don't exactly provide good service but still good food. So let's just forget about all that for a second and talk about the dish that did come out. We received the mi xao bo luc lac, which is filet mignon with garlic noodles. The "garlic" noodles were completely flavorless, not a hint of garlic or even butter anywhere on them. The texture was both mushy (overcooked) and crispy (fried) at the same time, and it was absolutely drenched in oil. The large cubes of filet mignon were inconsistent. Some pieces were more tender, but most pieces were rubbery, tough, and extremely hard to chew. This was one of the worst restaurant meals we've ever eaten, and to top it all off, this rubbery, flavorless, oily dish cost us THIRTY! TWO! DOLLARS!!! And we didn't even order it!!! I had such high hopes for this restaurant. I was excited about a restaurant serving nui xao, a comfort food dish I grew up eating at home. I knew it would be expensive, but we like patronizing small businesses, and I expected good quality at the price point. We got one of the most expensive items on the menu, and it was pure slop. With many dishes between $25-$35, this place is a rip-off, nothing more. I did look at some of their other menu items, and the pho prices seem a bit high to me compared to the ones in GG, but I get it. Irvine rent is probably more expensive. The restaurant itself looked super cute, and had plenty of seating options. When I got home, and opened up the fries, I was blown away! The portion size was huge, and the fries were definitely loaded. It kind of reminded me of carne asada fries, but Vietnamese. There were tons of pickled veggies on there, cilantro, and of course the meats. The fries were the thin kind of fries, which had a nice crunch when paired with the toppings. I've eaten here several times since it's located right next to my house at the Tustin Marketplace. On my most recent visit, I ordered the combination pho for $20 and it didn't include a lot of meat (hence the 4-stars). However, they served an abundance of bean sprouts, jalapeño, and lime. I hate to leave negative reviews, but it really was such an unfortunate experience visiting here...so unfortunate that my friend and I didn't even get the chance to ever sit down and eat! 399 Kitchen was participating in OC Restaurant Week, and I just don't understand how they did not plan for the amount of people coming through. I came with a friend on a Thursday which I thought would have been better than coming on the weekend - not sure there would have been any improvement. In general, it was like watching a slow motion train wreck. I did feel super bad for the three staff members who were doing everything in the front room from being at the front desk, taking orders/serving, and bussing...know that they were trying to balance everything as best as possible. Anyways! I was told my wait would be 15 mins, but we were waiting for over 40 mins and still no end in sight. Mind you, there were two person tables that opened up and just needed to be cleaned, yet they prioritized cleaning/prepping the four person tables and called parties of four who were after us on the list! We decided to call it quits after I flagged down a server to help this table who their party of three kept raising their hand to get anyone's attention. I came here with my family for an early dinner. We got seated quickly and were tended to immediately. The interior design was super cute and modern. Loved the lanterns they had used as the light sources, it feels very cozy and at home. I got the pho tai which had a very delicious broth and ample amount of meat. For appetizers we had the fish sauce chicken drums and the eggrolls. The fish sauce chicken was sooo delicious, would recommend if you've never had before because it's a very unique flavor. (def nothing like the wingstop or bww flavors) We also had the eggrolls for appetizer and it was cooked to the most perfect texture and crunch! OXTAIL PHO is what I airways get. It's hard for me to take the time to drive to Westminster so the closest place I found in Irvine is 399 kitchen where they have oxtail pho. That is my favorite. People are friendly and I've tried the spring rolls as well. It's a little pricey compared to going to Westminster but you save time on driving. read more

Tasty albeit a bit pricier Vietnamese option at the Tustin Marketplace. Located between JSan Ramen and Class302, 399 adds to the diversity of food options tucked in this corner of the marketplace. The interior is nice, clean, and spacious, and the servers are sweet. The servers seem to be on the younger side and not too familiar with their own menu (indicating the wrong dish when asked what dish a picture represented or not knowing a certain dish doesn't come with protein) or restaurant processes (time-consuming endeavor to get a common coupon processed). However, these things can easily be fixed with some training. The food itself is generally decent to great. Some items, like the egg rolls and fish sauce, are on the great end of the spectrum. The egg rolls have a nice delicate fried lace texture on the outside and a meaty full filling on the inside. It goes perfectly with their fish sauce which has a bit of thickness to it and has a good tang to it (on the sweeter side). The pho is decent - the broth is not too oily or intense. It's a good option if you're craving some nice warm broth - the meat is tender and well cooked. However, the vermicelli seems to be the better dish here. With the vermicelli, you get to choose from up to two different proteins, including grilled pork, pork patties, grilled chicken, a couple types of egg rolls, and tofu. You can't go wrong with the egg rolls, and the grilled pork is flavorful. The only downside is the grilled pork can be overly fatty at times. The accompanying fresh veggies (lettuce, sliced carrots and radish, and cucumbers + cilantro and green onions), the crushed peanuts and crispy shallots as well as the accompanying fish sauce make this an excellent dish. The banh mi is also a pretty good option if you're looking for something a bit heartier. For $10, it provides better bang for your buck since it's pretty filling. The garlic noodles are also pretty tasty (strong garlic and umami flavors), but it doesn't come with anything other than noodles (you can add protein for additional charge). While prices aren't outrageous, there is certainly an upcharge for location. The food is generally enjoyable, but for the price point, likely not enough to draw folks from further away. With that said, this place is closer to a 3.5. If you're in the area and want Vietnamese food, 399 offers a nice, fresh option with a pretty diverse menu. read more

I came here with my kids. The ordered the steak and eggs and I had the Grilled Hanoi Fish and we shared the egg roll appetizer. Everything was so good. The display was amazing and I will definitely keep ordering this dish when I go back. It was perfection! The service we got was awesome too. Noah and Solomon helped us. We had time to eat but they checked on us to make sure we had everything we needed. The ambiance is really nice with lush plants and good music. Oh and the drinks were tasty too. I had a beer and the kids had Thai Tea and Vietnamese coffee. I wish I took better pictures but I was eager to eat... We didn't care for this place at all. Let's start with what was acceptable. Service was fine. Young and pleasant waiters. Orders were taken quickly and the food was served promptly. The restaurant itself is new, clean, and well appointed. Now for the negative. Prices are high, particularly for the small portions. The pho had decent proteins but the broth was appalling . It was way too sweet and the flavor was dominated by an herb or spice which we could not identify, but which clearly did not belong in a bowl of pho. read more

We decided to try this place today as we were nearby and pho sounded so good on this rainy day. We ordered and shared a brisket pho and the pork banh mi. Both were delicious. Some of the best we've had. The only reason I docked a star was this was a pretty expensive restaurant. The pho bowl was very small for the price. And the banh mi, although delicious, was pretty expensive. I'd still go back though bc of how delicious it was. read more
