2nd time back. Food just as good as the first. We will be back the next time in town

This might be my new favorite pho spot! I'd heard great things so I decided to make my way up their to try it and I recommend you do the same. I would happily drive another hour anytime of the week to have the pho again because it was so good! Unfortunately they were cash only but they were super nice and caring. It seems like any other pho spot but I can assure you it is some of the best there is in Minnesota at least. read more

Food was great. Service was fast. I had to go order and forgot picture but had delicious fried swings and veggie noodles. The outside entrance doesn't look appealing but inside has a large seating space inside which was quite busy for a weekday afternoon. read more

Pho 400 is definitely one of my go-to pho places in the Twin Cities! They have a pretty extensive menu at reasonable prices. My favorites include the beef pho with meatballs and brisket or rare lean beef (broth is quite good and comes with a ton of meat!) and the spring rolls with pork and shrimp (huge and excellent dipping sauce). My husband enjoys the pad thai (also large portions). The grilled pork banh mi is pretty good too but I've had better cold cut banh mi's elsewhere in the cities. We've mostly gotten take-out from here during the pandemic, and the food is always packaged neatly and stays nice and hot. Orders take about 30 min to prepare so call ahead. Enjoy! read more

The special Pho is declious. The pork banh mi is crispy, soft, and tasty. The value for the food is very good. My only complaint is, the meatball tasted a bit off, but overall the broth was very good: not too salty, a tad sweet, very good bone broth, etc.... Will try again. read more

We have been here many times and enjoy it immensely. The pho and banh mi are our favorites. The staff are super friendly and kind. Everything is so flavorful and it comes out FAST. Our year and a half year old loves it too. We plan to be here every Sunday lunch this Fall. read more

Someone told me that they make their pho broth. Is that true? We showed up on Saturday evening. We got seated right away at a booth. There were two workers, one cashier and one waiter. 10 minutes after we got seated a lot of customers started to show up and service got a little slow. We decided on pho and eggroll with spring roll wrapping. I guess there is a difference. Spring roll wrap is better because I am not sure why. I preferred the regular eggroll wrap. So there. Pho broth was very good. I can taste the difference between this place and other pho shops. Most of the other places use pre-package pho broth but this place makes their own in a big pot. We were impressed. Will come back! read more

I ordered to go and the food was ready pretty quick. The bon bue hue was very good, you could tell it was well seasoned & did not skimp out on the meats. It's hard to find good authentic food near this area & it's been my go to when in the area. The bun mi was not my favorite, the bread was too soft and didn't have the crunch on the outside but the bbq beef was very well seasoned. read more

5 stars. They have great customer service and great food. It really depends on the day but so far all of the waiters and waitresses have been great. We have been to this restaurant many times. You know it's a good place when you see many Asians dine in. There are a lot of seatings and plenty of parking. The food comes fast. It's fresh and everything tastes good! Love their pho! They also come check on us and refill water regularly. I have no ordered take out but heard from a family member that they like to order take out (pho and other foods) from this place. The location is also great since it is much needed in this area, and also easy to get to. The restaurant is a little dated but overall it is clean, friendly and offers great food. read more

Friendly staff and a nicely sized dining room. We were visiting the area and were craving pho, so we decided to try Pho 400. We tried both beef and chicken pho along with fried rice. Rice was good and had a good amount of meats! As for the pho, portion sizes are generous and had a good amount of meats. I'm not Vietnamese or know what is authentic necessarily, but the broth was a lot sweeter than I'm used to. If that's what you like, then this place would be good for you, but I wasn't a fan. I prefer more spice-infused, savory broths. read more

Absolutely phenomenal! Hear me out - I'm Vietnamese and never, truly never, drink the brother after I've finished all of the noodles but this broth was soo delicious my bowl was EMPTY. I loved every last sip! It was so hearty and filling it took everything I had not to get another bowl. I'm a classic meatball pho type of girl and always get some cream cheese wontons whenever I get a chance. Unfortunately our server forgot my wontons but she was able to get the kitchen to whip some up quick as we finished our meal. Incredibly kind staff, everyone treats you warmly, with respect and like a true guest. You can tell this local favorite has delights filled with love! read more

We were only moderately impressed with Pho 400. While the food was slightly above average and prices were good, the service was pretty lacking. Here's some more detail: 1) The food: we tried #21, a more traditional pho, as well as #33, the signature "BÚN BÒ HU", a spicy rice noodle soup. The #21 tasted fine, but was a bit too gingery and somewhat plain at the same time. The #33 had a much more flavorful and rich broth, but was also not really "thick" like the description said. Overall, I would put the taste and quality in the middle of Pho restaurants. 2) The service: not very good at all. While we were seated quickly, it took a very long time to order, an even longer time to get our food, and much, much longer to pay. We also had to go ask for the pho sides (bean sprouts, cilantro, etc) which were supposed to come with the dishes, and by the time those came, the soups were already getting cold. 3) The prices: pretty cheap, but not worth the lacking service. All in all, this is an ok place for Pho, but there are also better places for this type of soup in the Twin Cities, and certainly places with better service. read more

We loved this restaurant and have been back many times. But this time we got sesame chicken and it was not good. They used to use quality white meat but this time it was all dark meat and almost inedible. We enjoy other things on the menu but they need to go back to the previous meat on the sesame chicken. read more

People claim this is the best Pho in the Twin Cities, it's good but not the best. The Pho had a sweetness to it and I ended up adding a lot of Hoisin and Chili sauce to it. Service was fast and the food was fresh. read more

Went here for lunch and had the Spring Roll and Pho! Service was fast the food was delicious! I will go back abd recommend to a friend!

TLDR; the single most abysmal service I have received up to date. Were it not for the rather decent food, would be receiving 1 star. So where to begin.... a group of us arrived at the restaurant at around 1PM. We were seated promptly, but had to wait approx 7 min to get glasses of water and another 5 min to get a set of menu, which we had to ask for. For reasons unbeknownst to us, our server thought 2 menus would be sufficient for a party of 7 (math is hard). Anyhow, after a quite a bit of turmoil, we ordered our food, which consisted of 1 order of chicken wings, 1 order of egg rolls, 1 order of spring rolls, 5 orders of pho, 1 order of egg noodles, and something else which I can't remember right now. About twenty minutes had passed, and we were still sipping water to satiate our hunger. A table next to us, who arrived slightly after us, was already enjoying their appetizers - chicken wings and egg rolls, the same ones we ordered. Yet, we had to wait another 5~7 min for our appetizers to arrive. Also, spring rolls did not arrive for another 20 min (the waiter who took our orders, had apparently forgotten about them...) After our appetizers, we had to go into another waiting period (roughly 20 min)for main dishes. They began arriving sporadically, without any uniformity. One dish, in particular, had not arrived for so long that a friend of mine decided to cancel it. At that point, almost all of us were done eating, and anyone in his position would have done the same. Now, it is true that there were quite a bit of large groups that arrived at the same time as ours. However, that does not explain why our party, in particular, received such a horrendous service. The only reason this place is receiving 2 stars is because to our surprises, the food tasted quite nicely (although in retrospect, I'm not sure if it was because we were famished from the wait and anything edible at that point would've tasted like a Michelin quality, or the food genuinely was delicious). If it were any other restaurant, I would give this place another go at it, but in all honesty, I do not want to have to go through the same service. read more

Good was not fresh and lukewarm. Egg rolls were good and pad Thai OK, but chicken seemed to be reheated and not fresh.

As others have mentioned the outside is a little sketchy and the interior not much better, but who cares. The rice these guys deliver is amazingly good. Stopped in on Friday as I was craving Pho. Food ordered to go: Beef Pho: Raw meat came in a little baggie, with all the fixings in a box and the broth. Chicken Pad Thai- was said to be good. Shrimp rice was really good. I could have gone back the next day and will now that I know how good it is. Shrimp is nice size and the rice was very tasty and a little tender which I like. They delivered in under 12 min. Pho 400 - Seating area - Vietnamese Near Me - New Brighton, Minnesota

See all

On the corner of a tiny strip in quiet New Brighton. Inside is roomy with plenty of seating. It's a seat-yourself service. If you're on the larger scale, I suggest taking a table instead of a booth - they're pretty closed in. The menu have a variety of dishes to choose from. Appetizers such as egg rolls, Jumbo shrimps, cream cheese wontons and etc. There's pho, noodle dishes, vermicili, platters and fried rice. Only one dessert to choose from - typical jelly, bean and syrup topped with ice chips. Service was quick and food came out pretty fast. I can say, the amount of vermicili sauce given with the vermicili dish is just enough - not too much or too little. Had the pad Thai, pho, wings, Jumbo shrimp and wontons. Fresh, crisps and bomb. However I didn't know that we can get up after finishing to pay at the register. Wish I would've known or the waiter could've communicate that with me. I ordered the dessert but it never came so I asked to get it taken off at the register. But the guy convince me that it's quick to put together and I can take it in a plastic cup. Whoo hoo okay I guess - so I took it to go. Didn't like the half service but food was great. read more

The pho came out quickly, which I appreciate! It was a decent sized bowl of pho. The noodles were cooked perfectly! Not too hard, but not too soft. This is great because usually the noodles start absorbing the broth and get mushy over time. Where the stars start getting off is the broth quality. Overall it tasted light. There was a lack of the presence of beef and it was hidden by the taste of the spices. I've made pho on many occasions and you really can tell if the chef used the $1 prepackaged pho spice blend compared to using quality spices and roasting them individually. There was a layer of oil in my bowl of pho. It's ok to have some oil, but this was a literal layer. Aside from the pho, they seemed understaffed. I was given my check before I even finished my food and when I went up to pay for it, no one was at the resister and there was a line forming to pay. Overall, it was ok. Probably won't be coming back for the pho. read more

Oooookay...I loved Pho Ca Dao on University Ave, St. Paul for years, but now, I have been to several Pho shops in Minneapolis, NE Minnie, the 'Burbs, and I have to say... Pho 400 has a depth and richness in the Pho broth that sets them apart from any other Pho shop in the area...and that is saying something with all of the Pho shops, stores, restaurants that dot the University Ave btwn St.Paul and Minneapolis, to say the least, as well as the 'burbs! Service is so so...Sometimes I am seated and given water or tea within 3 minutes of entering, and other times I have waited 5 or more minutes for a worker to acknowledge me. But the food speaks for itself. Great, well developed broth in the Pho that always fulfills the umami, nummy, and gut satisfying consumption that one craves. Mmmmmhhhmmmm... read more

I've been wanting to go here forever! Pho is one of my favorite foods on the planet and it did not disappoint. I placed an order online for pick up and it was ready and packaged well when I arrived. The pho ingredients were spread out in about three containers and stayed nice and hot while I drove home. I also ordered shrimp and pork spring rolls and they were huge and very fresh. Delish! I will be ordering again and update my review then. I'm excited I live so close to this gem. read more

Don't judge the book by it cover is the right word for this place. Look sketchy outside but the inside is pretty neat for a restaurant, no smell and service is pretty good. I'm a big fan of Bun Bo Hue, so I go to lot of Vietnamese restaurant to tried the bun bu hue where they serve it. Before I rate Tay Ho #1 and it still is to me. But this one is in par with Tay Ho for their Bun bo hue (spicy noodle soup). The Bun Bo Hue here has deep Flavour for the soup and lot of meat in the dish for the price they ask for. So you get to eat fully great noodle soup with lot of meat for your buck. I'm sad it is a bit far for me to come often here (30 minute drive) or I would come every week. I also order the coffee and I would say it good but a little bit not on par at Tay ho. Anyway, come try it here for their bun bo hue and you will love it too. I'm pretty picky with this specific dish so this place and Tay ho is great for me to eat my bun b read more

THE best-kept secret in Minnesota *hands down*. The metro is brimming with decent Vietnamese restaurants (and I've been to nearly all of them), and Pho 400 is easily my favorite overall. Sure the place ain't pretty, nor is it in the best location but if you and your pals are craving for the classics such as pho, bun bo hue, banh mi, and bun (vermicelli) dishes this is the place to go. Sure you might go to another VN restaurant that has good pho, but their bun thit nuong might not be up to par. Or maybe you know a banh mi joint, but it doesn't have bun bo hue- no fear, go here! The flavors in their dishes are incredibly fresh and have the perfect balance of the five fundamental tastes of VN cuisine: sweet, spicy, sour, salty, and bitter. The portions are huge and yet the prices are cheap (for now...). My favorite dish is the bun thit nuong tom, which translates to vermicelli noodles with grilled beef and shrimp. I usually get this refreshing dish subbing the noodles with more greens and they are always happy to do so. I love how they are able to grill the beef and shrimp so that it's crispy on the outside yet still tender when bitten (the beef is often chewy at other VN restaurants). I could literally eat this every day here if we lived closer! The owner is sweet and works hard for this restaurant that is getting more and more popular as word of mouth gets around. Sometimes it can get so slammed that tables might not get tidied up right away, but know that it is because the food is worth it! read more

Food is the real deal. (Been to Vietnam and represents well). Pho comes out hot and quick. Other items very solid. Service can be spotty. Too few if they get swamped by big tablets. Some of the best Pho in cities, but their Bun salad is my favorite. The atmosphere is nothing fancy.

Great food, service and prices! Bahn mi sandwiches and baguettes are incredible and only cost $5.99. Pho is delicious too.

This best place for Vietnamese Food in the New Brighton/Roseville area but also on comparible to University and Nicollet. I live in New Brighton and this is my "go-to" spot whenever i don't want to make thr drive to University or Eat Street. Pho400 is located in the middle of nowhere. It's not located off of a busy highway, nor is it by any bustling urban development. It's next to a trailer park, across the street from a DQ, by a VFW'eque joint. Probably 4-5 miles off of 694 in a pretty residential area. The place looks huge from the outside, but the restaurant is small. That's because there is a hallway splitting the restaurant, and now closed bar. Also, be careful when driving there because there are a ton of potholes. The place looks like any other Vietnamese restaurants. Not super clean, not trendy, no ambiance, not a good place to take a girl out on a fancy date. They have a combination of booths and tables for seating. You can fit a large party. I've been there with a party of 20 before. We all sat, but didn't sit together (this was expected though). If you go there, go there to eat and just eat. The service is like any other restaurant. They give you water, but don't nag you every minute. They come around every 5-10 minutes to refill water but they are no way there to entertain you. If you need something then ask. The food (sectioned by dishes) Pho: price is around $9-$10. They have one of the most consistent pho in the twin cities. The broth is savory, sweet, and there is some oily texture to it. It's comparible with the other well known pho joints in STP or Minneapolis. They provide you with the regular garnishes as expected of pho. Their meats are super tender and their tendons are firm but soft as well. Size is a little bigger or on par with other pho restaraunts. Overall, just a good bowl of pho. Eggrolls: price is around $5 a serving. This is a Viet style of eggrolls where they use rice paper instead of the standard chinese eggroll or regular eggroll wrap. They double fry the eggrolls to add a crispiness to the rice paper. The eggrolls look burnt because they have been fried twice but that's just how they are supposed to looke like when you double fry clear paper. It's super greasy, fatty, crunchy, and savory. Basically awesome. The eggroll is made up of pork, noodles, cabbage, onions, and carrots. The best part about the eggrolls is the meat: noodle: vegetible ratio. I hate it when it's less meat and more everything else. This is more meat less everything else. Portions a big. You can order the eggrolls as a meal with rice and your hunger would be satisfied. Sandwiches: Price is around $5. They have a totally different take on bahn mi's compared to your usual Vietnamese places. First their bread is buttered and toasted. It's served crunchy and warm. They don't use pattay as thr sauce but a mayo blend instead. They have all the usual vegetables on a banh mi. They use the same grill pork as their pork chop dishes. It is savory, mild with the cucumber, sour with the pickled veggies. You don't get the liver taste from the sauce because they use mayo. It's different, but a good alternative. It's not better than the Saigon Special at Ipho, but it tastes more like a Lu's sandwich. Still a good bahn mi. Portion is similar to other bahn mi's. read more

Love this local spot for some delicious Vietnamese food. I always take out from this spot and can only speak to the few things I stay true to ordering. I love their Pho. I always go for the beef, either thin rare beef or combo of the rare and well done flank steak. The broth is a steamy, herbaceous, comforting broth. The bowl is filled with the typical, rice noodles, fresh onions, bit of cilantro and on the side, sprouts, bunch of basil, wedge of lime and fresh sliced jalapenos, as well as, hoisin and spicy chili sauce. Love the freshly made spring rolls too with a side of peanut sauce. Their bahn mi is yummy as well. Last time when ordered I got the marinated grilled pork, it came toasted with pickled veg, jalapenos and cilantro. read more

Disappointed in our meal from here, partly my own fault. The online description for pad Thai, did not mention onions. Usually I request no onions but neglected to do so here. There were lots of long, slimy onion pieces in both the pad Thai and the little mein noodle dish we ordered. The chicken in the lo mein tasted reheated and very dry. We also ordered the appetizer platter to get a taste of a few more things. Egg rolls were big. Cream cheese wontons were ok, chicken wings were dry, breaded shrimp tasted fishy. It all seemed like it was pre made, not fresh. I think I would have liked some of the Vietnamese dishes better, but what we had was only fair. Hostess wearing her mask under her nose was a turn off as well. Was hoping for more, this place won't go on our regular rotation of carry out places. :( read more
