They came and he said he would run a diagnostic which may I involve removing the pipes etc. but at the first try, he realized that the faucet just needed a bit more turn to open it (I hadn't tried) and he just opened the faucet and then water was restored in the house.  I thought for sure he would understand that it was not a diagnostic he performed and would not charge the full fee, but he (and the managers) insisted that even touching the faucet was $165.
