Melissa at the front desk got me…read morechecked in quickly and easily - I completed my paperwork online ahead of time which saved a bunch of time. Jennifer did my initial scans and was super nice, quick, and explained everything to me very clearly. The process was easy and painless thanks to her. I went with the Nikon eye scan instead of a dilation because I had to drive after and I'm so glad I did. I waited for a bit while Dr. Phillips finished with his previous patient and looked over my scans and paperwork, then he came out and got me for my exam. He was very thorough and showed me my eye scan. I got a new prescription and he walked me out to the lobby again. Alana helped me pick frames and lenses. She picked out several options for me and I picked the one I liked the most with her support. She was very nice the whole time and took the stress out of the whole process. I put off getting new glasses for 14 years because of the stress and anxiety associated with going to the eye doctor and adjusting to new lenses and frames each time your prescription changes. The people here made the entire process so easy that I am confident I won't have any reservations about keeping up with regular exams again.

The high degree of expertise, patience and direction produced a pair of problem solving frames and lenses that other establishments including low vision experts told me would be impossible. I called…read moreto check on my prescription after waiting weeks, and the front desk woman treated me like an absolute loser just for asking. She spoke down to me like a child because she apparently couldn't be bothered to type a few keystrokes into her computer. When my contacts finally came in, I went to pick them up only to be met with a wall of excuses and lies. First, they couldn't find my glasses. Then came the ridiculous stories: claiming weekends don't count as part of the week, and then blaming my insurance company for making them and causing a delay. I've worn glasses since I was a teenager and I have never heard such garbage in my life. I actually had to walk out and go to Bi-Mart just to cool down and keep them from ruining my day. While I was gone, my wife stayed, and wouldn't you know it--they suddenly "found" my glasses. They had just filed them wrong. Mistaking a file is human, but inventing a massive web of imaginary scenarios and insurance lies instead of just being honest is unacceptable. To top it all off, when we got home, I realized they had marked both sets of my contacts as the left eye. Granted, they are trail pair, but still. I refuse to ever set foot in this office again. I would seriously rather wear a 10-year-old prescription than ever give this place another dime of my money. If you enjoy being talked down to and lied to, this is the place for you.     Patient be aware:…read more Once you have picked out your frames, the next step is a "lens fitting exam." With that exam comes several options...all of which adds cost to yout glasses. I did this, and paid my bill. When I got home, I noticed an extra $35 charge for some type of scratch or dent insurance protection. I never agreed to this, and the woman never mentioned the charge probably hoping I would ignore it. I wouldn't be surprised if she keeps half of the charge as part of her earnings. Hello Rainbow Optics...thats outright scammy. It reeks of you paying a lower wage, but telling the employee you will make a lot more by automatically adding the charge and not mentioning it. The actual doctor was good. But these type of business practices are unethical at best. I called them and asked why this charge was on my bill. I got the typical reply: "oh dont worry, come back in and we will refund your $35. I did go back and get my $35 that I never authorized. And recently, Rainbow Optics has resorted to spam phone calls reminding me its time for an examination. I might schedule an eye exam. But its not going to be with a business who tacks on optional charges such as this "insurance" without my authorization.

    Plenty of Red Flags…read more I am currently having a problem with Pacific Clear Vision Institute that has led me to file complaints with The Oregon Department of Justice, The Oregon Medical Board and The Oregon Division of Financial Regulation. Below is a summary of my situation. Please contact me at brian.m.litton@gmail.com if you've had a similar experience: 1. Billing Malpractice Delayed Invoicing: There was a significant delay in billing; surgeries performed in early February I was't billed until April 30th. I had no knowledge of an outstanding balance until I received a phone call from billing on April 15th. No bill in the mail, just a phone call asking me if I was aware of my outstanding balance of $4,000. Contradictory Records: My original receipts, from payments I made on the date of surgeries, explicitly stated I was paying for "Toric Lenses" and showed a $0 running balance. Recharacterization of Payments: Two months after the fact, the company claimed the money I paid was actually for "facility fees" and not the lenses, directly contradicting the written descriptions on my receipts. 2. Advertising and Misrepresentation Price Switching: The company originally quoted $3,000 per eye for the *entire procedure* before insurance. They later changed this to $3,000 per *upgraded lens* only, significantly increasing the total cost. False Insurance Claims: They explicitly told us that insurance would cover most of the surgery but later claimed the $3,000 for each lens when they knew from the beginning that lenses are not covered by insurance. Omission of Fees: When offering the North Bend clinic as a convenience to save us from driving to Eugene, they failed to disclose that choosing this location triggered an additional "facility fee." I have two payments I made in North Bend that say they are for Toric Lens but when I asked, they told me, "no those payments are a facility fee". 3. Good Faith Estimate (GFE) Violations Failure to Provide Timely Notice: I did not receive a GFE until April 16th, nearly two months after both surgeries (February 5th and 19th) were already completed. The GFE was dated for January and when I told them I did not receive in January, they told me they sent to me but I did not open the email. Deceptive Documentation: The company backdated the April GFE to January to make it appear as though they had provided it before the surgeries. Mathematical Errors: The numbers provided on the GFE are inconsistent and do not add up correctly. Bad Faith Delivery: The company admitted they knew I had not opened the email containing the GFE, yet they still argued that I had "received" it, bypassing the requirement for informed financial consent. Conclusion of Impact The cumulative effect of these actions was the denial of informed consent. Had the company been transparent about the true costs via a timely and accurate GFE, my wife and I would never have agreed to the surgeries. By withholding this information and providing contradictory billing statements, the company prevented us from making a rational financial decision or canceling the second surgery.
