A friends husband had recently had cataract surgery with Dr. Neale and was very satisfied with his work and really enjoyed Dr. Neale's personality. I made an appointment and immediately felt like he cared about me. I have never felt rushed by Dr. Neale and he never makes me feel silly for asking questions or feeling scared of having eye surgery at 49. I had my first eye done in June of 2020 and it went quite well. The next eye was done in July of 2020 and I'd noticed I was seeing differently between eyes. Dr. Neale explained he'd used an acrylic lens in the left eye as it is traditionally better for those of us with astigmatism, however it was creating 'tunnel vision' for me. He offered to re-do the surgery with no out of pocket for me. In Jan. 2021 he redid the surgery and implanted a silicone lens and I am very happy with the results. I see 20/15 in my right eye now and 20/25 in my left eye! I no longer need glasses for distance! Dr Neale was quick to respond to concerns I had regarding an issue with a nurse allowing her mask to slip below her nose and ushering a post-surgery client awaiting their ride to the waiting area without a mask. He has implemented a 'pager' system now for the patient's rides so they can be notified easier post surgery rather than waiting for phone calls to be received/answered (which was why this patient was waiting without a mask for so long in the lobby). I will say, that most of the time I've had to go in, the visits take an hour or more. Dr. Neale deals with lots of people that are elderly or on the verge of losing their sight so I understand when I have to wait for long periods as I'd want him to spend all of the time that I needed with me if I was in crisis too. I appreciate Dr. Neale's compassion, smarts, presence and abilities. He has a patient for life in me! Thank you for saving my vision Dr. N! Front desk staff is really nice however wait time are atrocious…read more Took my dad for an eye exam: over 3 hours at their office, mostly in the waiting rooms. They scheduled him for cataract surgery. Told him to be at the hospital at 7am for the procedure. Waited 1.75hrs before they even called him back then started the surgery 1 hr late. Took him to a follow up that same afternoon after the surgery. 3:30pm appt time. We ended up seeing Dr Neale just before 5pm!! And when my dad mentioned he was not happy about the wait time Dr Neale acted like we were the ones being rude and he literally talked so fast through all of like 3 minutes of follow up time. So we waited an hour and a half there to have about 3 minutes with the Dr acted like it was rude of us to say something about that. Today in total between both appointments we spent over 3 hours just waiting for them. I can understand running late some of the time but consistently making patients wait for hours is terrible business practice. I don't think they would like their time being treated that way.

Plenty of Red Flags…read more I am currently having a problem with Pacific Clear Vision Institute that has led me to file complaints with The Oregon Department of Justice, The Oregon Medical Board and The Oregon Division of Financial Regulation. Below is a summary of my situation. Please contact me at brian.m.litton@gmail.com if you've had a similar experience: 1. Billing Malpractice Delayed Invoicing: There was a significant delay in billing; surgeries performed in early February I was't billed until April 30th. I had no knowledge of an outstanding balance until I received a phone call from billing on April 15th. No bill in the mail, just a phone call asking me if I was aware of my outstanding balance of $4,000. Contradictory Records: My original receipts, from payments I made on the date of surgeries, explicitly stated I was paying for "Toric Lenses" and showed a $0 running balance. Recharacterization of Payments: Two months after the fact, the company claimed the money I paid was actually for "facility fees" and not the lenses, directly contradicting the written descriptions on my receipts. 2. Advertising and Misrepresentation Price Switching: The company originally quoted $3,000 per eye for the *entire procedure* before insurance. They later changed this to $3,000 per *upgraded lens* only, significantly increasing the total cost. False Insurance Claims: They explicitly told us that insurance would cover most of the surgery but later claimed the $3,000 for each lens when they knew from the beginning that lenses are not covered by insurance. Omission of Fees: When offering the North Bend clinic as a convenience to save us from driving to Eugene, they failed to disclose that choosing this location triggered an additional "facility fee." I have two payments I made in North Bend that say they are for Toric Lens but when I asked, they told me, "no those payments are a facility fee". 3. Good Faith Estimate (GFE) Violations Failure to Provide Timely Notice: I did not receive a GFE until April 16th, nearly two months after both surgeries (February 5th and 19th) were already completed. The GFE was dated for January and when I told them I did not receive in January, they told me they sent to me but I did not open the email. Deceptive Documentation: The company backdated the April GFE to January to make it appear as though they had provided it before the surgeries. Mathematical Errors: The numbers provided on the GFE are inconsistent and do not add up correctly. Bad Faith Delivery: The company admitted they knew I had not opened the email containing the GFE, yet they still argued that I had "received" it, bypassing the requirement for informed financial consent. Conclusion of Impact The cumulative effect of these actions was the denial of informed consent. Had the company been transparent about the true costs via a timely and accurate GFE, my wife and I would never have agreed to the surgeries. By withholding this information and providing contradictory billing statements, the company prevented us from making a rational financial decision or canceling the second surgery.

When I explained my symptoms to the wonderful receptionist she quickly spoke to Dr. Walker who had me come in immediately. When I arrived I felt like royalty. The entire staff came to my assistance quickly as a fine tuned team addressing my problem, getting me on the road to quick recovery. Turns out there were two early morning slots if he had just looked. Office is always busy and you have to understand the nature of this kind of care. There are always emergencies which need immediate scheduling. Treating issues like retinal detachments, glaucoma, macular degeneration, diabetic retinopathy take time. They are moving as fast as they can without compromising excellent care. Sometimes appointments go quickly and other times they have unanticipated emergencies which can mean a long wait. I imagine it's the same for all ophthalmologist offices which offer the same level of care. Have patience. We are lucky to have this practice in Eugene.

On the day before the appointment I received, not one but four phone calls, wanting to change my appointment time because they "had a gap in the schedule". I had a morning meeting 80 miles away and I live 120 miles away and could not accommodate them. I said the next morning might work since I had planned to spend the night in Eugene. That wouldn't work either because the next day was a Friday and the doctor doesn't work on Fridays (common in the medical profession). Frankly, I viewed the entire episode as arrogance on the part of the physician. It appears he had a gap where he wasn't earning fees and wanted to fill it so he could go home early, presumably, since he wasn't coming in Friday. All that may not be the case but it is certainly how it appeared to me. I finally agreed to see another doctor in the clinic at the original appointment hour, but just for the evaluation. As for the surgery, the jury is out. I'll make a decision on that after I see how the evaluation goes. The reviews are not making me feel warm and fuzzy.

Jennifer did my initial scans and was super nice, quick, and explained everything to me very clearly. The process was easy and painless thanks to her. I went with the Nikon eye scan instead of a dilation because I had to drive after and I'm so glad I did. I waited for a bit while Dr. Phillips finished with his previous patient and looked over my scans and paperwork, then he came out and got me for my exam. He was very thorough and showed me my eye scan. I got a new prescription and he walked me out to the lobby again. Alana helped me pick frames and lenses. She picked out several options for me and I picked the one I liked the most with her support. She was very nice the whole time and took the stress out of the whole process. I put off getting new glasses for 14 years because of the stress and anxiety associated with going to the eye doctor and adjusting to new lenses and frames each time your prescription changes. The people here made the entire process so easy that I am confident I won't have any reservations about keeping up with regular exams again.
