Pho Vinh Ky in Westminister is a total dive in a good way. Basic, down to earth with no nonsense, stern ladies running this tight ship. Best thing is that it serves food until 2am on a weekday. Looking at old menus on Yelp, Vinh Ky has steadily pared down items to where now only Pho is offered. But at such rock bottom prices that seems as though it's from 10 years ago. I always look in a menu for Dac Biet in Vietnamese since it means special. That means the restaurant usually presents a variety of what they consider their best. 1) Dac Biet/Xe Lua (Tai, Nam, Gan, Sach) "special rice noodles soup with rare steak, flank, tendon, and tripe". Standard thin rice vermicelli noodles with thin cuts of rather dry, fibrous beef; translucent, gelatinous beef tendon, frilly, squid looking pieces of tripe/beef stomach. Great that no parts of the cow are wasted, and it's a concert of different textures that come into play in the mouth. Soup is clear beef broth with possibly a soupçon of monosodium glutamate, an amino acid food enhancer. Only complaint is that it was barely lukewarm. I like my broths piping hot. Wonderful accompaniments of stem on Vietnamese basil; fresh watery, crunchy bean sprouts; rounds of piquant green Jalapeño chile; juicy limes to add an aromatic, citrus gastrique. 2) Tra Da/Vietnamese Iced Tea: Strong, dark, astringent, tannic jasmine tea, definitely not the wussy, barely noticeable American version. Now, all this was for $7.99 + $1.50!!! CASH ONLY!!! I paid the unsmiling lady with an Andrew Jackson and got only $9.00 back which means she automatically took out 55 cents for herself. I added another dollar for tip. Although this Pho wasn't the most revelatory dish that I have ever had, the amazingly low prices and its opening until the wee hours of the night makes it a god send for those of us who crawl in the darkness of night. It's the Vietnamese version of the iconic American painting "Night Hawks" by Edward Hopper. 3+ stars

Got the big bowl and it was delish, nothing fancy nor the great one but it definitely good enough to feel the love. Easy parking and friendly & nice service with quick order and quick turnaround since I was 3 customer there in the early morning. Good broth and perfect amount of meats - I finished it within 10mins. The place is old, not much of decor and does need an upgrade but clean enough to seat and enjoy a bowl of hot noodle. Overall it did it job and under the budget of what normally pay for so win-win for me. Plus I had been there so much and will come back again and again for sure.

The place opens super late till 3am for suitable for late owls like me. Interior is small but who cares, still lot of tables to sit no wait! This is the spot for authentic, late night pho! Came past midnight and the workers were so friendly and accommodating to my large group of friends. They are cash only so be prepared for that. The dishes here are so affordable at about $10 per bowl of pho and are so comforting to the soul. I got the chicken pho and they were so kind to give an extra bowl of soup. Wouldn't say it's the best pho I've had but it makes a great spot if you're looking for some late night, affordable, hearty soup.

Pho Vinh Ky has 4 other branches in Little Saigon, nice, clean, quiet, all have pho sale, regular $8, big bowl $10. Sale has been going on for years. They do a lot of take outs, same prices. This pho is good. The broth is tasty, not sugary sweet, with bone depth, clean, clear. I ordered a large steaming hot bowl with extra rendered fat and scallion to crank up the creamy taste. Service was quick and pleasant. This big pho bowl has the thin noodle like hu tiu. I prefer the Northern pho with thicker noodles with springy texture. It has lots of meats, rare round eye, flank, chuck, fatty brisket, tripe, tendon. You can specify any cuts you want. The brisket is chewy. I prefer more tender. I am a big eater but could only finish half, packed the rest to go. I also ordered 2 big bowls with rare eye round to go so I can eat them at home and not having to drive down. This pho quality and value is much better than average, where other shops charge $15 or more for the same bowl. A few other pho places also have $8-10 pho. Open 8 Am to 3 AM. This is a honest business that offers tasty, healthy food with very good value, recommended.

I love this place. Anytime I'm working late and craving pho, this is my go-to spot. Even though I live far, I really appreciate that they're open until 3:00 AM -- it makes such a difference. Not sure how they do it, but this is probably the best value for pho in town and they're open late! Their menu isn't expansive like other pho places, but all i really need is the combo pho. Small Vietnamese Family Own business, very nice service and price is UNBEATABLE after all this inflation! They also DO NOT skimp out on the protein either, felt like there was more meat than noodles. It was late- We were at the Queen Mary for Dark Harbor Nights and starving! I was in the mood for some authentic and comforting pho! I looked at yelp to see what was significantly close and still open! We came across this place with ok reviews on taste and pricing and decided to give it a shot! BEST DECISION EVER!!! The place "outside" is super sketch! It's not in the best area of town, but somehow inside you feel extra safe!!! I'm assuming this is family owned because everyone was there! Grandma included! Like other Vietnamese restaurants, dont expect much from this place. A lot of homeless hanging outside the store. Be careful if you come here at night to eat. read more

The workers are kind and the location has many parking spaces and room. During COVID, they distance people eating inside as much as possible which is not too hard considering there's many seating. My go to order is the regular pho bowl with steak and brisket. The small is enough to suffice and the price is amazing! Definitely recommend if you are in the area and is a hidden gem for my friends and I. read more

Everyone and their mom gets Pho on a Sunday morning. We initially went to Phoholic at Rodeo39 but that had a long line and we were on a time crunch. I tried to call ahead to Pho Vinh Ky to ask if there was a wait, but unfortunately my Vietnamese isn't very good nor is their English, so I did not get an answer but we tried coming here anyways. It turns out there was no wait at all. It is a very quiet restaurant and most of the customers here were eating by themselves. But the pho here is good, and price is cheaper than most pho places nowadays. I always get Pho Tai and Bo Vien but forgot to add that this time around. A Pho Tai regular bowl here is $7.95. Don't expect super great customer service here-- more of a place to strictly eat and go. ** CASH ONLY! read more

This place has been my wife and I go to place ever since I moved to OC whenever I crave of having a bowl of pho, but yesterday incident had given us a reason not to come and support this business again. First of all, when other food places raised their prices from cents to a dollar, this pho place raised their price for almost $4! Secondly, the lady who worked as a cashier gave us a nasty attitude when we asked her if we could get another container for the chili sauce. She said with a rude tone that it's limited for 2 containers only and aggressively snatched the chili jar from my wife's hand without telling any apologies. We were really upset and disappointed with the way they treated us. From that moment, it gives us a good reason not to drive all the way from Orange to Westminster to get this pho. read more

Came visit to the restaurant last week, and ordered my favorite Grilled Escargot with Garlic Butter and Peppercorn, Grilled Scallops with Cheese, and my all-time favorite Chilean Sea Bass hot pot! The grilled escargots are a must-have when visiting this place! These are perfectly grilled with rich garlic butter for sweetness, and with a slight kick of spiciness from the peppercorn. Don't forget to also dip the escargot meat with black pepper and a few squeeze of fresh lime juice! If you like melted cheese, then the grilled scallops with cheese would be the perfect match. Each scallop is covered melted cheese and comes sizzling on a hot plate when ordered! Last but certainly not least, my favorite dish of this restaurant is the Chilean Sea Bass hot pot. The order comes with your own tabletop gas stove, along with a hot pot filled with a tom yum like sour soup base. For ingredients, it also includes a plate with slices of pineapple, quarter cut fresh tomato slices, fresh bean sprouts, rice noodles, and a full plate of large pieces of Chilean Sea Bass. Just put all the ingredients in the hot pot and let it cook for 5-10mins on high, I promise you it is one of the best soups you will ever have! Service is good as always. This place always seems to be busy, so you may have to be on the waitlist during certain business hours (eg holidays, prime dinner time, etc). Parking wise, the restaurant is located in a busy plaza, and so you may have to drive around a few times before finding an open spot. However as I said earlier, it's worth the wait. Highly recommended.

The last time I visited on a Monday, the lot was completely full, and I ended up parking on the street. The restaurant is also primarily cash only, so come prepared. They open early, making it a perfect breakfast spot for an early bowl of pho. The pho broth is exactly what I want when I'm craving comfort food--clean, flavorful, and incredibly soothing. However, the star of the meal for me was the chả giò. Wow. Although they arrived after our pho, they came out at the perfect temperature. I was hesitant to take a bite right away because freshly fried food usually burns my mouth, but these were just right. Crispy, airy, savory, and absolutely delicious. Paired with their fish sauce, it was perfection. I enjoyed the egg rolls so much that next time I'm definitely ordering the egg roll vermicelli bowl. Service was friendly and prompt despite how busy it was, and it's clear the staff works hard to keep things moving. One thing I love is seeing all of the awards and accolades displayed on the walls. Phở 79 received the prestigious James Beard America's Classics Award, and it's easy to understand why after one meal here. This restaurant is truly an Orange County icon. The restaurant will soon be moving to a new location, as signs throughout the restaurant announce the upcoming move. While I'll miss the original spot, I'm excited for the new space--hopefully with more parking! Some places are worth the wait, and Phở 79 is absolutely one of them.

My mom got the papaya salad. I'm not a fan but the beef jerky on top was good. Service is fairly fast. It wasnt too busy, so we sat down to have some food. the food was decent and we were having a nice chat. Then as my friend is about to take a spoon full of her soup... She NOTICE A GIANT HAIR STICKING OUT OF HER SOUP AND SPOON!!!!!!! It was gross, so we got up disgusted and walked over to the counter were this girl was dazzing into LaLaLa Land. I tell her in a theres a hair in the food. I said it in a low voice because there was other costumers and i was trying to be polite. This girl had the nerve to pretend like she didnt speak english. Well, then let me speak up and POINT AT THE HAIR ON MY HEAD AND THEN THE SOUP. SMH, then this girl was just starring as if there was nothing there. My friend proceeds to say we are not paying for this food because there is hair in it. So we start to leave. Then this angry man (I assume the supervisor) comes over and says. "You pay You Pay!" we say "Excuse me there's HAIR in the food we are not paying for this." HE THEN STEPS TOWARDS US THREATENINGLY, AND SAYS "YOU ATE FOOD YOU MUST PAY!" I told this man, "No we are not paying for the food and i will call the health dept. and report this. good night" As we proceed to leave the Man follows my friend and I outside into the parking lot and says "Your not GOING TO FIGHT".......??????? Price jumped up $2 to $9.99 regular price now for a large pho bowl (previously it was $7.99), and now $5 plus tax is no longer a hot deal as it once was (most places are around $6.99 regular price). Because of that, I was forced to order a different item since all the pho bowl noodle soups are no longer good deal. I tried to order a regular price $7.99 fried rice item, and they still told me water is still 50 cents extra (that's wrong). So, I walked out rudely. They've been having the 50% pho bowl sale since late-2007 or so, so now 7 years going strong. Regular price was $6.99 for large bowl when first started, which brought it down to $3.50 plus tax (a super hot deal at that time and always long line). Was never impressed with the quality and taste of the food. Most items seem to be watered down with less-salt and bland taste. read more

NO Lost my appetite upon coming here. I was desperate for a semi-late night eat, but NO, NEVER AGAIN. This place gives me the skeevies... white fluorescent lights make it feel sterile, but it is far from sterile. Unappealing and dirty bleh bleh blehhhh! Even my best friend (who is white) could tell the difference between good and bad pho, and this most definitely was some bad pho. I've definitely had better. Le sigh... Plus, I felt like the owner/employees were watching us eat/try to eat the entire time! Bad vibes... I don't think the soup of the pho was made correctly at all. I took my Mom to Pho Vinh Ky for lunch today and we both ate Pho Ga ( Vietnamese Chicken soup). Pho Vinh Ky is having 50% off on Vietnamese Chicken Soup. This means its only $3.50 for a decent regular size bowl. Pho Ga is tastefully delicious as well as the soup.
