Heads up: if you are coming here, know that you save $3 by paying with cash rather than a credit card or a debit card. I was a little taken back by that charge, but I get people are trying to take care of the credit card fees. Just know this before going in. Other than that, read on. Being stranded in a hotel with no transportation leaves. You limited options for food. Lucky for me, there were a couple restaurants on the street. I had seen this place, but noted that it was only open Thursday through Sunday. So it was my lucky day to go there on a Thursday. From the street, the place doesn't look like much. It's located in a strip mall, with just a lonely sign at the top, and a couple of stone lions out front. Front. I really wasn't sure what to expect. But reading on Yelp The rave reviews that it got gave me hope for a great meal! Walking inside, the place is neat as a pin, very clean, with plenty of seating. Beer bar at the back of the room and a couple of TVs on the walls. The decor is very contemporary, and looks up to date. I had ordered a Thai iced tea and a water to start with. I was brought a plastic bottle of water and my Thai iced tea in a plastic cup. Not quite the restaurant experience I am used to, but you know what? It was. Okay. The Thai iced tea was very tasty and I could have drank at least three more of them. I had ordered the chicken wings, and of course I had to order them extra crispy. You get six wings, three drums and three flats, with some sauce on the plate for $12.99. for $12.99. they did not seem like they were extra crispy., and the breading on the wings I really couldn't identify. It seemed like it might be panko crumbs, but I wasn't really sure. Regardless, they were tasty. Were they the best ones I've ever had? No they were not. But they were pretty good for the price. I wish they would have put the sauce in a separate bowl on the side so that I could actually dunk the chicken wing in it rather than sort of wipe the plate with it, but that's just a small thing. I ordered the number 19 which was sliced steak in broth with rice noodles. The broth was really amazing, and the sliced steak was medium rare, and allowed to cook in the hot broth. The flavors were so good. So good. I actually drank all of the broth. Bottom line? I would totally hear again, there were so many things on the menu that I would have loved to try but did not get a chance to. If you are ever off main Street in Mesa, you would do well to come here for a nice, warm fine filling meal.
Visiting my daughter and we agreed on a Pho restaurant and this one was close to her house, about 7 min. The restaurant was clean, the interior is just outdated. The server was great! She was friendly, funny and quick on her feet. We ordered the shrimp spring rolls, the chicken egg rolls and the N36-Stor Fried Chicken with lemongrass sauce with the vermicelli. Everything was fresh and delicious. The egg rolls were nice and hot when they were served. We didn't eat it all because the portion was generous and I must say the food travels well bc we ate again for lunch the next day and the taste was as if we had just ordered.
Cover your ears when you open the front door as the bell that alerts your entrance is quite loud. It is a large restaurant with good parking accessibility. The men's room is not lockable but they provide a curtain to separate one standing from one sitting. There were some boxes stored in plain view near the kitchen. Moving onto the food they have 5 star food and 5 star service. I ordered pho ga and she brought amazing chicken Phố. I also had cafe sua da which was excellent. The vegetables brought to add to the Phố were good but not quite enough. Two juicy lime halves added to the great Phố flavors. My total bill was $22. I will return because the food is great and the staff is very friendly. Pho Leo seems to be the furthest east of any Vietnamese restaurant in Mesa so this is an important business which I encourage everyone to experience and support.
I have gone here on two separate occasions, both times I ordered PHO, which was decent... but the customer service is less than ONE star! I simply can't understand how a server (like tower) as she is the only one working both times can hate her customers as much as she does. The food is fair at best, but the portions are generous. I asked for a glass of water and they give you a small water bottle (don't think about asking for extra water!!!) When it's time to go and you want to take your food home, just wait for the obnoxious eye roll!! Oh yeah and by the way, if you have a $10 meal get ready for the three dollar credit card fee as cash is preferred!! who wouldn't prefer cash, I would love to avoid paying taxes also!!
I love this place, stumbled across this place many years ago, and have not been disappointed. I've tried quite a few things and each one has been very good. The employees are helpful when you have questions. It does get busy at times which is always a good thing. Give this place a shot.
Amazing service, any review about how the miss lady who is a server / hostess is so incredibly misleading and clearly did not try to get to know someone. She's is so very kind and cares about the restaurant. The old man that seems to work behind counter is funny and very helpful. They do give you water bottles instead of cups and as a former germaphobe I actually love this. The food is absolutely fire.I can't call it the most fine dining Vietnamese , however for what I was expecting vs what I got into, this is absolutely going to be at minimum a once a month visit for me for a long time. I can't wait to try the other menu items. I came with my girlfriend and she also really loved the pho and service . The sweet waitress also called my girlfriend very pretty (she's right) Also you may have seen 100% bring cash. I would've been a bit disappointed if I didn't and I'm very lucky to have had cash on me. I went and got the 2 regular sized pho's and left 30$ and that seemed to make everyone happy lol. 10/10 loved it a lot I hope these people are making lots of money because this is what being in America is about lol
Food is five+ stars. And it has been for the seven or eight years. I've been eating here on a regular basis. But sometime in 2025 they must've remodeled the restaurant so it's much more upscale and has a really fresh clean appearance to it personally I don't care about the appearance as much as I do is a good service, but "number one is how good is the food?" The menu has changed a little bit. It's more condensed, you don't get to have as many options with the noodle bowls as before, but it wouldn't surprise me if they would customize for you. I love the cold noodle bowls, with some protein and or tofu and this has always been one of my FAV go two spots. I always get the same thing, which is the Vietnamese noodle bowl with protein on it, and then I also happen to really like their shrimp spring rolls with thick peanut sauce and a side of fish sauce. Both of their condiments are well balanced. I think my photographs will speak for themselves!!!! let's just say, at some point in our lives by the time you're 30 years old, you stopped to think about what would be your final lunch or dinner that you would request,, if you could eat anything you wanted to eat. This is definitely on MY short list. Don't expect to be controlled and have a lot of conversation, the owners and our servers are pretty much straight to the point, and they like to leave you alone. The young woman who's here however is a little bit more outgoing. Years ago, I asked her if she had any extra Basel, she not only brought me extra Basel. She brought me some to take home.!!! It was by far one of the best basils I've ever had in my entire lifetime, and we used to grow it at home. Anytime I see lots of fresh mint, and or fresh basil, I get excited about it. If you do come here and get the noodle bowl and you like basil and mint, do take it off your dish and tear it up and throw it into your meal!!!
The pho here is legit delicious. Stopped by on a visit to Mesa and it was so good we went back for takeout. Deep flavorful broth, generous portions of meat and tendon. Noodle texture was decent, maybe a little on the soft side. The fresh shrimp spring rolls were also good accompanied by a tasty peanut sauce. I saw some comments regarding decor and service and I'll just say that yes, the door bell is loud and yes, the owner is no nonsense, and yes the bathroom is a little gross. However, in my experience, this usually has an inverse correlation with the quality of the pho which was top notch. For Asian restaurants, I judge the food, not the decor!
Clean including restrooms. A few lights out in restaurant. Friendly and efficient service. My Bun Bo Hue: side of bean sprouts not super fresh, basil fresh. Broth spicy but lacked lemongrass. Noodles had nice bouncy texture. Beef slices were the highlight- tender, lean and thinly sliced; nice tendon; pork sausage lacked flavor. Overall 3.7 Hubs' Vermicelli Bowl: Full-flavored side broth, savory variety of meats and shrimp, generous portion. Fresh marinated veggies and a yummy meat egg roll. Overall 4.0 Next time will try the veggie pho with tofu. Extra $3 to use credit card. Our total with tip 43. We paid cash. No appetizers or drinks. Recommend. ~EG Eats
How can a restaurant with fantastic food make you feel so sad? They put shady pricing tactics into place that make you feel a bit cheated. Our table ordered a combination pho with egg noodles -- which was the best pho bowl I've had east of the Asian district -- and a lemongrass tofu vermicelli dish that was so flavorful with a nice kick. I have no qualms about the food. It was pretty stellar. The first hint we had that Pho Leo was pretty profit-hungry was the waiter poking his pen on my menu several times asking if we wanted (or more so urging us) to order drinks or appetizers. The second was when my mom asked for a vegetarian sauce instead of the fish sauce-based nuoc cham -- granted that the lemongrass tofu was on the "vegetarian" menu -- and the waitress begrudgingly dropped soy sauce at our table. When we got the check, we realized we were charged for our waters without warning -- water isn't even on the menu and we didn't ask for bottled. The waitress also told us only upon taking our card that there'd be a $3 fee for using credit card (that's a 10% charge on our meal -- WAY more than credit card processing fees). This fee wasn't posted anywhere. If the restaurant owners are reading, I highly recommend raising prices instead of using these outdated tactics. I would've gladly paid that extra $5 for my bowl of pho. Its quality is great, portions are very generous, and Pho Leo is basically the only great pho place serving East Mesa. Inflation sucks, but we're all in it together -- it's 2024 and hidden charges are out.

Well, where to begin.. the server Cassie, was patient and sweet so that the ONLY plus! I was extremely CONFUSED by the "pork sausage " served on my plate??? I've NEVER in the 27+ years of eating Vietnamese food, been served that kind of "grilled pork" NOR would I EVER return for that! I ordered the N29 Leo Special... although there wasn't anything "special " about it... for 13.95 + $2 for an egg roll (the egg roll was VERY delicious) Choice of vermicelli bowl or rice plate served with charboiled pork, grilled shrimp, grilled pork and egg rolls. Bun hoac cm nem Nuong tom tht nuong cha gio. I WOULD DEFINITELY NOT RECOMMEND this dish... the " grilled pork" was yuck, worst I've EVER HAD, the charbroiled pork was dry like jerky, the rice was DRY , 2 grilled Shrimp were cold... and it wasn't even jasmine rice... um - don't do it! When I asked what the heck that "pork roll" was, I could tell the lady owner got mad!!!! Seriously??? We went there because the reviews were good, but they gave us one VERY SAD, OLD spring of mint, and one VERY little piece of romaine for our Egg rolls. The Fish Sauce lacked flavor.. garlic, crushed Chile peppers, etc and I flooded it with Siracha because it needed Help!! I almost ordered a viet coffee, but glad I asked how it was served... so I saved a few bucks there!!! The shrimp roll only had 3 shrimp and the peanut sauce had no peanuts???? Best thing about this place was the freshly cut cucumber. Sorry folks, save your money - skip this one! read more

I was surprised to walk into Pho Leo. Based on stellar yelp reviews, I was expecting this place to be packed. However, it was eerily quiet on a Saturday for dinner. The heavy light rail construction in the area might have something to do with it. The food wasn't amazing, but it was still good. The pho had lots of meat in them and the beef stew had good flavor. The appetizer came out fresh and hot. The eggroll had nice crispy skin and the spring roll had just made soft wrappings. The portion sizes were huge. Everyone had leftovers. If I'm in the area again, I'd love to try more dishes. read more

Pho Leo, you're my new found leeoooovvveee!!! Oh why did u wait so long to come into my life??!! :) seriously, I can't rave enough about how impressed I am with the savory rice dish and dessert that i tried at this restaurant!! I'm Viet and grew up eating Vietnamese food my entire life, so believe me when I say that this restaurant makes a helluva rice dish!!! Tried their Leo's special #1 (see wonderful mouthwatering pic below) and I almost fell out of my chair, amazed and electrified by the profoundly succulent flavor that only anchovies from nuoc mam (fish sauce) can deliver on a bed of perfectly cooked rice, grilled pork, shrimp, and egg rolls!!! No question as to how or why this dish got its name--Leo's special #1!!! The fried banana ice cream dessert (eventhough slightly melted) was the fairy tale ending to this truly satisfying Vietnamese meal ever!! Will definitely be back for more epic experiences!!! read more

Oh my phooooo was this good . Let me start by saying that my FAVORITE this is the has a kids menu with pho on it!! Out of all the places we have been this is the FIRST one! And I'm so happy! Usually if my kids want pho we have to buy 1 and spilt it between the two or just order something else for them!! We can tonight around 8:30pm and their customers service was still amazing! They didn't rush us, refilled our cups without asking! It was amazing! Another thing is they are NOT stingy on the meat! My husband did the ox tail & chicken pho and I did lean steak and brisket it was loaded!! The broth was short of amazing! I ordered a set of crab puff tos get us started and they were very good and had some l veggies on the inside! 100% we will be back here!!! I've lived in the same home for 21 years and never knew there was Pho so close to home! I ordered P23. Seafood Pho (Pho Do Bien Hoac Pho Chua Cay), F37. Combination Fried Rice and A5. Crab Puffs online. Received an e-receipt immediately with an estimated pick up time. I used Google maps to get there and it sent me to the wrong location. This place is on Broadway Rd. on the north side of the Light Rail. The restaurant is situated in an unassuming small plaza. My ordered was separated by by hot and cold items, which included the broth, cilantro for garnishment, lime, fish sauce, bean sprouts, onion, seafood, and probably a bunch of other stuff I'm forgetting because it came jam packed with food. Okay, so I definitely should have cut up the seafood prior to putting it in my broth. It was a tad bit difficult to chew or bite off in its existing size. Other than that, I wouldn't have changed a thing. I wouldn't go as far as to say that this is the best Pho I've tried, but it's definitely a solid 4 stars on taste and quality. Combination fried rice was just okay. At least 3 stars. I've had better at at least two other places that come to mind (Pho Viet Nam in Chandler and Big Bowl Chinese Restaurant in Mesa). Crab puffs were great! I unfortunately I can't compare them to anything else since I haven't really tried these often. I was feeling super savory so I ordered them. I most definitely will be coming back next time I'm craving Pho or crab puffs. read more

100% the best Vietnamese restaurant I've been to in all of Arizona, and I have been to more than 10. Masks are optional here, which is nice. I previously never like Pho. Most places use unfiltered nasty tap water, and all I can taste if the grossness of the tap water. A few places use filtered purified water, but it lacked in depth and savoriness. But after tasting my family member's pho when she ordered it, I was instantly sold. There is good Pho after all! Pure, clean water, strong savory flavor, and very deep and diverse. The meal I ordered was incredible, and is consistently good every time I get it. Leos Special #1 and Leos Special #2. The eggs in number two are cooked awesome. Their Nem Nuong (Charbroiled Pork) is like Vietnamese Ham and is crazy tasty. The BBQ pork is not the best, but pretty good. However, the serving of veggies is incredible. Nearly half a cucumber, half a cup of nicely diced lettuce, and 1/4 cup pickled carrots and daikon. I'm not a big fan of their pickled foods, too sour for me. But the veggies overall are superbly fresh. The only downside is the price. At $10-13 for the average dish, it isn't cheap like a lot of Vietnamese restaurants. But their portion size makes up for it because most dishes can easily be split into two servings, and the pho can be split into three! Last time my friend ordered some sweet, sour and spicy chicken wings (it's all three)... he was literally scooping the sauce onto his finger and licking it off, it was that good! The Bun Bo Hue was crazy. It had a ton of flavor and depth as well. It was so good that it inspired us to go home and try to cook our own homemade batch of Bun Bo Hue the next day! It came out great, but totally different than their recipe. They have some secrets :-) I will definitely keep coming back here! read more

Still obsessed! Sad they were closed today (Wednesday), so tried some other place bc I was having a mad pho craving and the other place I went to didn't even come close to pho leo. Pho Leo has THE best broth, the best egg rolls, and the best pho. They're price is right and the portions are generous! The employees are extremely nice, hard working, and hospitable too. *update - We've been here several times and their food is consistently awesome! Great prices and the people are friendly! We did take-out and tried their Pho with beef, fresh rolls, and Phad Thai. Everything was great, the Pho has a ton of meat, the fresh rolls had shrimp, pork with peanut sauce. The phad Thai still is the same in the northwest but is certainly the closest. It has the char on the noodles which makes it takes more authentic. The inside of the restaurant is nothing exciting but most legit Pho places aren't. read more

I do not recommend for a day date; my partner waited an extended time for our food and drink. The pho was bland. Perhaps it was an off day. I will investigate another time to confirm if it is consistently lacking or if our experience was just an off day. Also way too much cilantro. read more

Pho Leo serves up some delicious pho! The location is in an older strip mall next to a pawn shop and is a huge space. The menu has a good variety of noodle soup, rice dishes and spring rolls. I also liked how they had daily specials printed on the front (Today's special was oxtail pho). I deliberated between a vegetable pho or bun bo hue. Veggies or beef? My meaty tendencies won out and I went with the bun bo hue. Our meals came out in a short amount of time. My bowl looked amazing! It was filled with a lot of brisket beef, tendon and flank steak and had copious amounts of green onion and thinly sliced red onion. The soup was hearty and full flavored. Even the tendon had a lot of infused beef flavor in it. The broth was very spicy too. My nose started running and I was nearing tears trying to drink all the broth. Hurts so good! Service was friendly and water was filled as needed. It did take some time for our server to come over and process our credit cards once he delivered our check though. I had also requested my soup as a regular size but I actually got a large size and didn't realize it until I was already a good portion into my meal. There was so much on the menu I still want to try so I'll be back! P.S. Right now the roads in this area on Main St are under a lot of construction so drive with caution! read more
