*To-Go Order for Shaking Beef* My parents came here to eat since they got off work late. Around 9pm on a Wednesday summer night, the restaurant was bustling with people. I wanted to try the Pasta Shaking Beef since I wasn't in the mood for pho. I've had Bo Luc Lac (Shaking Beef) before, just not with pasta. While I liked the sauce they used for the pasta noodles, I wasn't a fan of the pasta texture-wise. Rice would have been better, and there was way too much pasta. The ratio of pasta didn't match the amount of beef pieces. Some of the beef pieces I received were small as well. Although the beef was soft, I wasn't impressed with the quality of the meat. It was just ok. I don't see myself coming back, but it's probably best to get pho and not shaking beef. I didn't try the pho, but my parents seemed to like it. I'd say Pho 21 is a type of place you come to if you want late-night food options that aren't fast food. It's a decent, healthier alternative compared to fast food. read more

This place always has a line to dine in. When we came, there was a 10-20 minute wait. When we left, there looked to be 30+ minute wait. The pho is really good here. 5/5 The last time I came, I tried the shaken beef rice plate. I didn't like it but didn't hate it. 3/5 Service is quick even though the restaurant and servers are extremely busy. They get a lot of phone and to go orders! I've been here a couple of times with my friends in the past, and there's never an issue until this past Sunday. My boyfriend and I came in on a Sunday afternoon for some lunch, and we got a table after waiting about 2-3 minutes. It was pretty busy. We took our time looking at the menu, but not a single team member approached us asking if we were ready to order. I pressed the call server button two times and on the third time, I had to verbally called out someone that we were ready. It's understandable to a certain extent because the restaurant is busy, you'd need to run back and forth, take your time. However, they were sitting more customers down, and forgetting to check on the customers that already sat down. Also, it doesn't help the fact that we were sat in front of the kitchen and in front of the cashier where multiple servers were mostly standing around, so it's unacceptable that no one came to check on us after multiple calls. Fast forward, we ordered, we got our food. The food here is good, and it's actually one of my favorite pho spots in the area. The soup is good and Phở Đặc Biệt is always my go to. At the end, we were talking and eating still and a server just came up to us and dropped the bill without a single word. Not a "whenever you're ready," or anything. We felt disrespected. I've been a server before, and this is just not how you'd treat your customers. Unfortunately I will not be coming back and it's really sad that the food is good but the service is horrible. It's been quite some time since I've had to do a bad review. I've heard many reviews from friends both having good and bad experiences. For my personal own experience, yeahhh... it was bad. I did come in late at night to curb my craving and finally decided to give this place a shot. I semi regretted it after everything. Walked in, was quickly seated. However, while walking to my seat I almost slipped because the floor was wet and had water spills on the floor, I pointed it out but nothing was done about it. Secondly, order system was decent and quick but when it came to delivery and look of the food. It was sub par. My dish hardly any meat at all. It felt the proportions were 80% noodles and 20% protein. Like yea I get it, but not this. Additionally, the broth... I questioned where the flavor was. It lacked the depth and savory goodness at other Pho spots I've been to in San Jose. At this point, it was just a darker "flavor" water. That was it. Both bowls had a decent amount of noodles. The combination pho had a variety of meat, a good handful of it too! Almost just as much meat to noodle ratio. I appreciate that they didn't skimp on it. Standard beef broth. Beefy flavor, but not heavy. Hu tieu with soup. I find that wide noodles don't really work well with dry (broth on the side) version-- noodles break too easily. For those not familiar, the broth is pork based, tastes light and leans a liiiiiiiiiittle sweet rather than savory like beef pho. Broth is solid, but had better. I've visited Pho 21 twice so far, and it's a solid pho spot. First time, my boyfriend and I came here for a late dinner. We both got pho and spring rolls along with some drinks. They were all very tasty and perfect for a cold day! I remember that I liked that they have a cool robot bringing us our drinks. Second time, I got takeout from here. Parking here is very touch and chaotic in their lot. I luckily parked in the next door plaza and just walked over. Food is still pretty delish! The Shaking beef was ok, less sweet than average but I found the amount of beef to be less than average as well and didn't think the rice platter was worth the price. I wouldn't order this again either. The Thai tea was only ok. Service was average in terms of demeanor (some servers better than others) but responsive to requests. First of all service is way above average here compared to the usual Vietnamese restaurants where once you get your food you never see or really interact with your waiter again. Things were moving smoothly and our waitress was outstanding which caught us by surprised because we are used to and expected the typical Vietnamese restaurant style service. She checked up on us, asked for water refills, and asked if we needed things while we packed out togo. So service here is great. As for the food, we ordered 2 pho bowls and beef fried rice. The beef fried rice was really good. Great flavors, good portion and no complaints at all. We got it for the kids and it was a hit for them. As for the pho, we got 1 combo and 1 brisket. You get to pick what type of noodles and other customizations at little to no additional price. We stuck with the OG thin noodles. Portions were good. Meat was great. Soup was hot and stayed hot for a good amount of time. So why minus 1 star? The broth flavor itself tasted light. It wasnt as flavorful as I would have liked. Maybe for first time pho eaters sure, but it was obvious right off the bat from the first slurp. Which was surprising being in San Jose and Vietnamese food being a staple here. I came here to this quiet restaurant for breakfast after getting my car serviced down the street and I ordered a beef pho with tendons and sliced beef, it cost around $17.50 without taxes or tip. The drink and the side veggies for the pho were delivered by a cute, talking robot. I ordered a side dish for takeout to eat at home later. You will need to use your cell phone to look at the menu using the QR code on the table placad, so you need to put your order on the cell phone, and the actual meal (pho soup) was delivered by a real person. This was a decent place to have pho, and had a few people inside already at 9 a.m. in the morning. After I finished eatingI went to the cash register to pay, it was a very quick process. I love to customize my pho, you can choose up to 4 meats, my go to is usually meatballs, fat brisket, brisket and tendon, all very unctuous and tender. My family also loves the shaken beef plates, some of the most tender, flavorful, garlicky steak bites you will ever have, you can't go wrong with either a side of macaroni or tomato rice, both are delicately flavored and slightly buttery. My mom also from time to time will pick the Cambodian soup, she loves the bits of seafood, liver and seasoning the egg noodles have, it comes dry with a bowl of soup on the side. Not to bad of a Pho Spot in the East Side of Story. Good size portion, clean atmosphere inside. Food comes out pretty quick and I do like that they have the steal cups to keep your water cold. I like this this Pho has a feature I have not encountered at any other spots and that is the press of a button for assistance or check out... Service has always been to par which is good. I will say I will pass on the egg rolls & coconut shrimp as I have had better and wont bother wasting my money on those items. Came here late night with friends around 12:30 am and it was pretty busy. They're open until 2 am and it's nice to have a proper sit down spot with a full menu open that late, especially when most options at that hour are usually just fast food. The interior is bright and clean, and it's cool that they have robots. One thing I did notice though was that the floors were slippery. I feel like adding nonslip mats would help because I could see someone less able bodied, or even an employee, slipping. Food wise, the pho tai was great. The portion was big, and I split it with my friend and was already full just from my half. Out of the things I ordered, this dish stood out the most and is probably what I'd come back for. The spring rolls were big and worth it for the size, and they looked very aesthetically pleasing. That said, the sauce was extremely salty and leaned very savory. It tasted like there wasn't enough peanut sauce to balance it out. My table was sharing them and we all agreed the sauce could be better. One of my friends also mentioned she wished the rolls were wrapped tighter and had less lettuce inside. I ordered an oolong milk tea and added boba. Even though I have a sweet tooth, the first sip was unappetizing because the sweetness completely overtook my mouth. I could barely taste the tea. If you do order a milk tea drink here, I'd definitely recommend going with a lower sweetness level. The boba itself wasn't bad, especially considering the time. We were seated outside since there was an estimated 20 to 25 minute wait for indoor seating for our party of six. It was cold at first, but once we started eating the pho, it was manageable. They did have outdoor heaters, though about half of them didn't work. When we let the server know we were still a bit cold, they moved one closer to us, which was kind and accommodating. I appreciated that outdoor seating was even an option since it meant we didn't really have to wait. Overall, this is a solid option when it's late and not much else is open. I'd come back for the pho, but I wouldn't personally order or recommend the boba drinks or spring rolls. It's not a must go, but it gets the job done when you're hungry late at night. read more

Need a late night spot? I got you fam! Pho 21 is where it is at. My homies and I roll up to here when we got a pho craving pho sho. Anyway. We've been coming here for late nights, after playing pickleball, when we want a hot soup on a cold day or hot day...we're always here. You know when you watch a sitcom and the group of friends always has that one coffee house or that one restaurant or that one hang out place? Well this is one of the places that me and my friend group end up at and we joked if we had our own sitcom this would be one of the settings lol Anyway I digress you're probably here for a food review not for my Shenanigans stories. I often get the crispy noodles because I love the crunchy texture. I also get the foe as well and I noticed that they are very generous On Meats and portions. If you order any of the drinks I recommend getting 25% sweet as their drinks are super sweet unless you have a sweet tooth and don't care about that lol. Service is polite, it's really fast, I give 10 stars for the cat robot because I love her very much. Another tip is to put yourself on the wait list on Yelp obviously so you don't have to be waiting forever outside. read more

Pho 21 is a great spot. You may need a reservation, or you can add yourself to the waitlist, but I recommend adding yourself through Yelp to avoid waiting too long. Either way, the wait usually goes pretty quickly. The food is good, and the quality is great. read more
