I was a little bummed that Phillips no longer offers the buffet that they used to do. But, we cashed in on the argument that even mediocre a la carte seafood in Baltimore had to be better than decent seafood elsewhere. Luckily, we weren't disappointed. Onwards!
Location: 5 out of 5
Of COURSE Phillips is in the general harbor area. I mean...where would it be otherwise, right? I actually like the harbor area because if you start walking on one end at around Pier 5 all the way around the where the Rusty Scupper is and then back, it's actually a fairly pleasant walk (which we did that day). Parking was plentiful at the main parking complex at Pier 5, though I would suggest that you make a full day of being in the area since it was over 20 dollars for a flat "daily" fee. Buses and the light rail are viable options, of course - but we were coming from the 'burbs in a rental car.
Service: 3.5 out of 5
I really didn't have any complaints with the level of service that we received. We were seated pretty quickly, and our waitress was visibly busy tending other customers and tables, so it wasn't like she was intentionally making us wait any more than we would have had to wait otherwise. She was quick to refill our waters, and quick to make sure that we were ok on our drinks. After the food was brought out, she checked in on us multiple times to make sure that things were ok. I think the only thing that we had any type of hiccup on was the ordering of oysters. In the end, it was my fault for not understanding the descriptions on the menu, and the really non-issue was cleared up with a laugh and an "ooops" from me.

You know what - I like a little bit of touristy nautical and maritime kitsch with my Phillips. If it were a local establishment that had no intention of playing off of the traveling crowd, it'd be tasteless and a little out of place. But...since I'm at Phillips, I want to see some model schooners in display cases and I want to see some type of maritime ambiance, and this new location did not disappoint. This only applies to the indoor dining area, as they have a Crab Deck now which is basically a large patio on the water. Walking by, it seemed like everyone was having a good time out there, and I would imagine that it would be a nice place to have a few drinks in the evening with your buddies.
Selection of lunch menu: 3.5 out of 5
I don't know how many of you remember what the old location had on its buffet menu, but what were the main draws? Shrimp of some type, blue crabs, some crawfish, soups, a few other meats, and a selection of salads, right? While the lunch menu now may not have as many items in terms of pure quantity, I didn't find it to really be lacking in anything. As a matter of fact, the menu had exactly what I was looking for: soft shell crabs, fried oysters sandwiches, variations of crab cakes, and oysters.
Quality of food: 4 out of 5
I'm not going to lie - I'm sure that I can find a better crab cake mini, a better soft shelled crab sandwich, a better oyster sandwich, etc. etc. etc. out there at 100 other places in the Baltimore area, but I enjoyed the food that we got to split. While not as scrumptious as Nick's crab cakes, the minis were still tasty and properly seasoned with some spicy mayo-based dipping sauce. The soft shelled crab sandwich was delicious, and I only wish I had ordered a whole for myself. I've had soft shelled crabs here in Chicago before, and I really think it's the Baltimore way of seasoning things that draws out the flavor that much more. Geez it was so good! The fried oyster po' boy I found to be done right - although not po' boy priced, the oysters were properly fried in a way that there were still moist on the inside without being too dried out on the outside OR too greasy. Greasy fried oysters are turrrible.
Selection of beers: 3.5 out of 5
Kudos to Phillips for having their own "house" beer, an amber ale. I think they featured a few other local brews, and although I'm not entirely certain if Phillips actually brews the amber ale (might be outsourced to Dogfish head for all I know), it wasn't terrible. By the way, remember to stay away from the National Bohemian; I'm sure if I were from B'more, I would be partial to it - but it's pretty bad.
Price: 3 out of 5
Commensurate with any of the other seafood places in the area, I'm sure. Not as cheap as what you would find eating at a mom and pop shop, but not terrible for being in a touristy zone, either.
Overall: 4 out of 5
Realistically, a 3.75 or so out of 5, but I do conventional rounding, so this place gets a 4. Nice to eat there, and I'd like to try out the Crab Deck the next time I go. read more
