Blown away. I gave up on Chinese takeout in Annapolis but so glad I stopped by here. It's a no nonsense take out place with just a few tables inside. The chicken with black bean sauce is excellent. Lots of flavors. Nice crispy veggies, just the right amount of spice kick. Absolutely delicious. Huge portions. Egg rolls would be perfect but they use Cha siu pork and for me, it's a strong pass. I don't like anis or five spice but a personal preference. It was crunchy crispy, perfectly cooked otherwise. Served hot. The food was cooked fresh. I can't forget to post this horrible race based experience!! My husband and I stopped at this little spot for lunch. The lady at the counter with (short hair) seemed pretty nice. She honored our lunch special, even though it was Saturday, so I was thankful for that. I asked to use the restroom, so she handed me the keys to do so. Once we received our food my husband asked if they had any chopsticks, and the lady ignored him, just as she was going in the same direction as the chopsticks, so he asked again, just as she was walking away, she pointed in that direction and said "yea they are over there". (We thought that was very interesting). Long story short, the food was pretty good! On our way out, my husband asked if he could use the restroom, but at this time there was an older man at the register counting the money. The man immediately replied "bathroom out of order". So I'm like "I just used the restroom earlier and we're paying customers,so what do you mean it's out of order". He continued saying it was out of order. The lady then came back up to the counter, so I asked her if my husband could use the restroom, so she handed him the keys. The lady and the man then began speaking loudly in their native language. The man was too embarrassed to look up after that, because he knew that was bad businesses. I also told him, that was "bad business and not right and that I would definitely leave a review". "Black people" we definitely need to re-evaluate the way we are being treated bc of the color of our skin. We pour way too much money into the Asian community, to be treated in such a way!! This is the place to go for Chinese carry out in Annapolis! Everything is made fresh to order and very delicious! I got a Singapore rice noodles with soy flavors instead of curry. It was amazing, with rice noodles, shrimp, roasted pork and veggies. It is so nice tat they customize anything to your taste. I also got dumplings, which are the best in town, because they are made right there in the restaurant. They are like little pockets of goodness, the beef in the dumplings are perfectly flavored and so juicy. Today is the day that cuisine died. For the past 2 years I have had many ups and downs within my life. The pandemic, a Failed Marriage, Betty White's passing to name a few. Have ordered twice in the past two weeks as we really enjoyed the first order since the new owner took over. The food is better than before. We always felt they had the best eggrolls in town yet the entrees were generally good. As usual, the eggrolls were spot on, hot, crispy and dry. The chicken in our entrees were tender even though they are sliced thinly. The veggies are cooked enough and are no longer crunchy, almost raw. The sauces still have plenty of flavor. The biggest change we noticed is the portion size. The entrees now come in much larger containers and they were stuffed. Wow. We were surprised we got 3 hearty meals out of each container. I always enjoy getting to know the people serving me and the families that run the restaurants we love. Back when we first moved to the area with a young family over 20 years ago we loved the Chinese restaurant on the back side of the mall (before they added the Nordstrom wing). We always had a waiter there named Jimmy who was a kind and wonderful person as well as a good waiter. Well, 20 years after that restaurant closed Jimmy has come back to Annapolis as an owner. We ordered delivery from Joy Luck II for the first time last night. Everything was delicious and containers filled to the brim, veggies still crispy. My husband spoke with the owner who was candid about what was best to order (we loved that). Happy Family: pork, very tender beef, chicken, shrimp and scallops with mushrooms, water chestnut, baby corn, broccoli and more in a tasty brown sauce. The sauce was fortified with cornstarch, most likely, so not as keto as I would Mave liked but I'm ok with that. Mou Sou Pork-about 50/50 veggies and pork with the hoisin and pancakes. Pepper Beef-a simple dish with more beef than green bell pepper but the peppers wee still crisp. That is amazing when most Chinese carry out is cooked til limp. Won Ton soup: the quart was a base of flavorful broth filled about halfway with wonton with a heavy dough that was not unpleasant but chock full of real pork (not the overcooked thin strips usually found). Lastly egg rolls - which had a thinner crust than I find elsewhere, slightly greasy but not off-putting, still crunchy. Lots of sauce packets, fortune cookies and crunchy bits for the soup. Many days worth of food for us. We will definitely order again. read more

Joy Luck 2 is one of the best Carryout Chinese restaurants in Annapolis. Jimmy the owner personally cooks the food. Every time I go in there he makes sure that we enjoy what we ordered. This is the worst Chinese food I have ever had in my life. Food was beyond GREASY. It was so greasy that the egg rolls were soggy and they had to be thrown out. As of 2020 it is under new ownership. While the new employees seem to be taking a while to get adjusted, the food comes out just as fast as ever. I only ever get the General Tso's Tofu, so I cant speak for the rest of the menu (or the meat), but that is, to me, better than it was before. The most important thing is that for its price, they absolutely PACK their containers. Most places will give you a container of rice with a couple bits of tofu on top, here you get a container squished full of as much tofu as they can fit.
