BEWARE!!! In 2026, I received my FIRST mailed notice regarding an alleged unpaid balance for services provided in 2022--about 4 YEARS AFTER the date of service. The letter stated that this was a final notice and that my account would be sent to collections if payment was not made. I contacted the business to ask why I was only being notified four years later. Instead of receiving a clear explanation, I was met with an unprofessional attitude and was NOT given a satisfactory answer. During the phone call, the representative acknowledged that the office's billing notification system was outdated. They stated that past-due notices had ONLY been sent through automated 3rd-party text messages rather than directly from the business. The representative also stated that the office KNEW MANY customers believed these text messages were SCAMS and ignored them because they did not come from the business itself. The business only recently updated its system to begin sending paper notices YEARS AFTER THE FACT. I believe this is an unfair billing practice. If the business knew its notification system was ineffective and that customers were disregarding the messages as potential scams, it should have taken reasonable steps to notify patients through more reliable methods instead of allowing accounts to remain unresolved for years. As a result, my first mailed notification arrived 4 years after the alleged balance was incurred, and it was already labeled as a FINAL NOTICE WITH the THREAT of COLLECTIONS. I am writing this COMPLAINT because I believe the business FAILED to provide timely and effective notice of the alleged balance before attempting collection. I also encourage anyone in a similar situation whose credit is in danger of being impacted to review their payment records and confirm with their credit card company whether the balance was previously paid. Do your own research because this experience has left me with little confidence in how patient accounts are managed. read more

Terrible experience. Have not been here for years, while my wife was just here a year ago and this year, they've suddenly started charging for prescription with our annual check up. At no point were we explained about the change or possible charge according to our insurance, which was provided at check-in. Absolute piracy. Went in for an annual checkup for my wife and I and came out with a $310 bill. Staff aren't exactly the friendliest either. Congratulations, you have just earned yourself another complaint and redirected a long time customer elsewhere. Stay away from this one and Dr. Li Li Chia, which shares the same office. read more

I am very disgusted with this business and by Dr. David Chia! I have been going here since 1997, and then steadily over the past 10 years or more. I am disabled and have Medicare and Medi-Cal. Dr. Chia has always accepted and charged Medicare. This past May 2025, I went to my eye appointment and after the exam, the manager (a very rude and mean woman!), asked me for $72 on top of what they are already charging Medicare. I thought she was talking to someone else. I am sure my mouth hit the floor! She said it was a new policy and everyone was being charged that. I explained my financial hardship due to long-term disability. She shook her head that it did not matter! This woman is cold!!! She pointed to the announcement at the front desk which was way over on the opposite side where you check out! I told her I did not see that. Then she took my prescription from me, and said we can keep this if you do not want to pay. I told her fine, go ahead keep it! She then told me I could not have it unless I paid! She just kept sinking her claws in further! I think this is/was very deceiving! An office that starts to make charges or changes to their policies need to inform you ahead from the start! That way you can avoid the embarrassment and humiliation at the front desk. And you can decide if that is what you want going forward. Any respectable business would give you the choice and not try to trap you into their service! I then stopped the next day to try to talk to Dr. Chia. He was out of the office. I left a message but he never called me back! That is too bad! He lost a good customer that has been faithful and seen him over 10 years! I thought we had a better relationship than that! I feel sorry for this business. They're going to lose a lot of customers because of treating people like that! Also, they must be desperate for money. They kept trying to collect money from a procedure from a few years ago that I was told would be covered 100%! I am sure I will find an even better eye doctor! read more

I've been going to this office 2 years now. The office was recommended by a friend. My initial visit was average at best, but the service I received during my second visit was horrific. I advise current/new patients to stay away! Back in September 2024, I visited Dr. Chia's office for an annual checkup. At check-in, a staff member mentioned there would be a co-pay for the visit, but insurance would cover an annual supply of contacts because they are deemed necessary in my case. The staff ordered the contacts and I received the boxes within 3 weeks. Six months later, I received a bill from the office for $800 for the contacts. I called the office to inquire. The staff member, Tiffany, admitted the office had misinformed me and to my dismay, needed to pay the bill. I refused payment, explaining that I wouldn't have ordered the contacts, if I had known it wasn't covered by insurance. The management's mistake isn't mine to pay! Tiffany responded that I had to return the contacts, opened and unopened boxes if I refuse payment. I agreed but she would have to pick the contacts up herself. Tiffany proceeded with sending a messenger, Martha Cruz, to come pick up my opened boxes of contacts from my home. I come from a household of health care practitioners. Opened prescription health care products can not be returned due to health and safety concerns. Obviously Dr. Chia is not concerned about the health and safety of other patients because they will gladly re-use opened boxes of contacts that's been sitting in my house for 6 months. Needless to say, I will NOT be returning to the office and advise current and potential customers to find a new optometrist. read more

Dr. Chia is incredible! He is a doctor who genuinely cares for his patients and their well-being. I brought my wife in for an appointment to have hey eye checked and Dr. Chia is very thorough, attentive, and examines very carefully. He took his time with us and made us feel very re-assured that her eye can be treated. He examined a lot of details that other opthamologists overlooked. My dad is also a patient of Dr. Chia and I am so glad that we were able to see him. If you are having any issues with your eye, please do see Dr. Chia. read more

I was looking for Ortho-K treatment and got referred to Dr. Chia by my dentist. The receptionist was knowledgeable when I called in to make my first appointment, knowing the details for pricing, procedures and thinks like that. The office visit was quick and fast. They didn't spend to much time with me but I have been using Ortho-K for awhile so I figure it's was okay. The cashier wasn't sure about the package pricing and was going to charge me the examination fee but an other senior receptionist stopped her from charge me for extra. I cleared my balance on the day off. HOWEVER, they don't have one of my lenses in stock which is understandable. So they said they will let me know once they received it and should be just a day or two. I waited for a week. No phone call. I called back and got put on hold for 5-10 minutes so someone can help me. Finally someone picked up the phone and said they haven't received it yet but should be today or the next day. They asked me to wait for their phone call and of if course nothing happened. Two days later I called again because I really want to start my new lenses. And I got put on hold for 15 minutes. And they said they haven't received it yet and they will get it most likely today. And said they will give me a call once they have it. It became a little bit frustrating. My Amazon order without prime arrive faster than this. I think it's too much to wait for 2 weeks and absolutely no update from the office and I need to call in every time. I saw doctor Chia for an eye condition in July. The office is clean and they have implemented COVID protocols. Social distancing in their reception room. Every one wearing their masks. The staff are courteous. The doctor very nice and gentle. Due to some special circumstances my bill didn't get paid by my insurance. I called and explained the situation. They were super nice and understanding. The manger helped me. In this dough time when you see a great gesture, it brightens my heart to see there are still people out there than care to understand each individual's situation. I called in to check if I could take my kids in for eye exam, I have all the information with me, but was told by the lady at front desk that THERE IS NO WAY FOR THEM TO CHECK ANYTHING ABOUT COVERAGE FOR ME, and advised me to call my insurance provider (BlueShield) to figure out. What kind of medical provider service this is ??? I came here about a week ago because I felt a contact lens was stuck above my eyeball. I am (now was) an existing patient and asked if they can take a quick look at it. They said yes and asked me to take a seat and wait. After about 45 minutes and seeing patients got called in one after the other, I asked the receptionist how long I would have to wait. They said they have no idea and asked if I would make an appointment and come back in two weeks. Are you kidding me??? Walk around with a contact lens potentially stuck above my eyeball for two weeks??? Then today I went in to pick up some contact lenses for my family. One of my daughters got a new type of contact lenses upon their recommendation and they didn't work out and she wanted to exchange them. The receptionist I spoke with (a different one from about a week ago) was unhelpful and borderline rude. She said we can't exchange them because the boxes were opened. How can we find out if they work if we didn't open them??? While my negative review has little to nothing to do with the two doctors themselves, I will defiantly switch doctors because of these overall bad experience. read more

I agree with all the positive reviews. If only other physicians I have known tried to educate and teach patients as much as he does. he seems to really care about patient teaching and informing you of pros and cons of questions you have about your eye health/procedures at length without acting rushed. We dont have vision insurance right now, and I was surprised to find that the office visit for contact fitting was cheaper than the local Irvine Costo optometrist on Technology. highly recommend this doctor and this practice because I feel it was a professional and quality experience where even the front desk staff was professional and courteous. I am an uninsured patient and I got a referral from my school's health center. As a cash patient I was VERY concerned about how much this would cost seeing as I was going to a specialist for what is probably considered a cosmetic problem, but everything I read online said that any attempts at home treatment (aside from warm compresses) were considered dangerous. Dr. Chia is smart and personable with an excellent beside manner. He discussed my condition thoroughly with me, and even gave me historical anecdotes about my condition while he was performing surgery about why home treatment was dangerous. He made sure I was comfortable and calm during the procedure and talked me through it so I would be prepared for any pain or discomfort. I was VERY pleased that the pricing was reasonable for what has since turned out to be a chronic condition. Highly recommend! read more

My appointment was 9:15am. The paperwork took 5 minutes to process. But I wasn't seen by a nurse until 9:45am for a 10 minute paper work review. Doctor Chia came into the room around 10:10am for a very thorough examination and detailed explanation. Professionalism I would give him a five star but a three star rating for scheduling. Thus, a four star overall rating. Highly suggest others arrive at least 15 to 30 minutes prior to your appointment in order to be seen on time. read more

I went to Irvine Eye Physicians and Surgeons Inc and didn't have the best experience. The lenses they made me were poor. They told me that I had to take time to adjust to them. I wore them for 3 weeks, but I still couldn't see as well as I used to. They re-made my lenses twice, but I still see better out of my 2-year-old pair that I got from elsewhere, which are what I wear now. It wasn't until a few months later when talking to my sister that I learned that my old glasses are high-index, they kept making me non-high-index, and never even told me that there was a difference. Last time I left their office, they said they would re-order new lenses and that I could keep the glasses and bring them back when the lenses were in. Never heard back. Called twice and left a voicemail, still nothing. Also, it takes a week or two in order to get glasses made. Save your time and go to Lens Crafters. Leaving at 2 stars because technically I can see out of their glasses, just not nearly as well as I can with my old pair. read more

All the staff in the office are patient, professional and friendly. That is rare for a doctors office. Usually you would encounter one or two that are grumpy and u happy at their jobs. This tells me that the doctors treat them right and it reflects right back at the customer service level. I came in for a new patient visit and it was a great experience. My exam was thorough by the doctors and I asked many questions which they were not hesitate to answer. The brunette in the front desk was great with cofirming my insurances and Francesca in glass fitting is gifted! I'm the type where I never find frames that I like and she found me both sun glasses and eye glasses in 15 mins. Something that I struggled with for a decade and for the first time I felt confident with wearing glasses. Overall, I highly recommend it if you need to find an optometrist. read more

My dad was visiting from MIchigan and ending up getting shingles over Thanksgiving. The urgent care PA was concerned that the shingles had made it into his eye and instructed us to see an ophthalmologist ASAP. I found Dr.Chia on Yelp and wanted my dad to see him. The office staff was great in getting us in and giving us a realistic time to when my dad would actually be seen by Dr.Chia. Which I really appreciated. I've been a nurse for 14 years and I realize that healthcare time is different from actual time. Dr. Chia was great with not only my dad but also with myself and my mom. He was clearly knowledgeable and knows how to address the patients needs first and then provided us with all the information we would need. He did a lot of education. He was friendly, direct and has a good sense of humor. He really put my dads fears at ease for that I can't thank him enough. He saved my dads vision. The office staff was friendly and competent. They informed me what needed to be done in terms of insurance coverage for referrals because my dad was from out of town. In total we saw Dr.Chia 3 times in 7 days. Well, he is a nice guy. However, I went in to see him after my optometrist reccomended I see an ophthalmologist because I have a spot in my eye that I can not see around. David saw me and looked at my eye, then said, "let's just watch it." Then I get a bill in the mail for nearly $200! What!? I have insurance! I get charged $200 for a guy in a white coat to say, "let's watch it." They have not once called me to see how it is...etc. It's still there and I'm going to see someone else. I am a photographer and my eyes are my living. I have been going though a lot of medical things lately and to add $200 for a "let's watch it" on top of the rest of my bills nearly put me in a tail spin! This review has NOTHING to do with the doctors themselves. I've been coming to this office over the past ten years or so and have had great patient experiences with both of the doctors. But my concern is with the front desk personnel which are considered the face of the office. They have been rude and unhelpful on the phone when I've tried to make and change appointments. He is beyond a caring and considerate. His patients welfare if of utmost importance to him. He examined my eye and found a tear in my retina where my own optometrist failed to see just a week prior. He then referred me to retina specialist to perform the laser surgery. He could have done it himself as he has done so many in his office but he said that he would feel that I'd be more comfortable to have it done by retina specialists. He is AWESOME. He saved my vision by detecting the tear whereas my previous doctor after examining my eye said that the floaters and flashing lights were age related and that there were no tear or retina detachment. I visited Dr. Chia for a routine eye exam. Although this is as trivial as it can for an eye Dr. since everything turned out great with my eyes, I can't help but strongly recommend Dr Chia. If for no other reason for the ways he treats his patients and for making you feel comfortable, spending the extra time to explain what is going on and what type of test he will perform and why. Lots of specialists are in a rush to get you out of their office and move on to the next patient. BUt not Dr. Chia. Poor front desk service! I just visited this clinic yesterday with my insurance ID and wanted to make my first appointment. And my friend recommended this clinic to me. However, the front desk employee was very cold and didn't even want to check my insurance status! Poor service! Fortunately, I went to Galvin Herbert Eye Institute and they accepted my insurance. I had a very good and comfortable experience there. I thought clinics should be more approachable than hospitals. However, it's totally wrong! Very disappointed.
