This place was pretty awesome. We were staying in the hotel and we heafed down for happy hour. I had the edamame - it was spicy and delicious. They had great beer selection and delectable dessert options. The staff was friendly. It did get a bit busy and we did have to wait a while for the check which is always a bummer, but it did get handled. Pretty decent pricing. Would not recommend. I'm generally not picky... But this was bad. Went here for brunch... It felt like a Perkins disguised as a fancy restaurant. I ordered the breakfast burrito and think whoever made it didn't know the recipe. There were no black beans or cilantro in it at all (despite that being part of the description) ... Basically just soggy eggs and green peppers inside of a Spinach wrap... No. The coffee was burned. The Bloody Mary was sub par. I'm honestly surprised this restaurant is surviving. read more

Tried Citizen during Restaurant Week; we were blown away by the friendly staff! We tried one of everything on the Restaurant Week menu - we loved each of the dishes (both apps and entrees). I didn't catch our server's name, but he was awesome! He told us about their happy hour menu (which looks great) and that if you spend $15 at the restaurant, they will validate your parking (if you park in the hotel). When I think of the name of this restaurant, it draws a conclusion of a late night shindig where all the senior citizens gather to eat. Ambience: open, inviting, not too fancy. Ok for a restaurant in a hotel, nothing unique in term of decor. Service: friendly. Foods: charcuterie: a plate of three different types of salami, came with salted thinly sliced crostini-like breads. We much prefer assorted meats to include prosciutto. It also came with pickled veggies which appears to be soaked in pure vinegar. We almost choked at the bites of the veggies because of the overwhelming infused vinegar. We tried the tenderloin roast, which was sooo good with balanced flavors. However, a little disappointed with the steak bavette as an overall dish. Let's start with the steak itself. It was moist, seasoned well. The corn relish was mediocre, nothing to boast about. The one issue I had was the labeling of the chimichurri sauce/flavor that goes with this steak. Let's just say the chimichurri sauce here for this dish was not finely chopped and I believe it's missing garlic. I understand that there may be slightly variations of this sauce as one can substitute cilantro for parsley or one can add lemon or lime in it. But one CANNOT leave out the garlic. Finally, the desserts: vanilla ice cream was mediocre and the ricotta cheesecake was fluffy, tasty. read more

Not surprised by how poorly this place is rated. Food is very average and so is the service. Went here for restaurant week. The appetizer courses were amazing. We got the salad and deviled eggs. The entrees were very average, but good. Probably a 3/5. My friends prime rib sliders had a lot of fat in them though. The worst part of the experience was the dessert. Tasteless, weird texture, not right at all. Sadly it's what we were most excited for. Went here on a date night. We started with the shrimp cocktail which came with typical cocktail sauce, but also a delicious tarragon mayo. They also offer French bread on request; it was perfectly baked with butter on the side. For dinner my hubby had the chicken sandwich and I had the bolognese. Both were excellent; lots of flavor. The dessert selection was also fabulous. We went with the chocolate chip cookies and ice cream which were great. They also offer Baked Alaska! The cocktails were good and service was phenomenal; Laura was our server. We loved the mid-century modern decor and Mad Men feel. We'll definitely be back! read more

We were staying at the intercontinental hotel, and expected a pleasant experience. We received the opposite. Our Bartender, Shannon was rude, and obviously doesn't enjoy bar tending. There were 5 of us and when one of us ordered a mojito, she rolled her eyes and sighed. She took the rest of our orders, one being a martini. Due to a power outage at the restaurant where we had reservations for our 20th wedding anniversary, we had to quickly find a place to satisfy our hunger. We were near Citizen and decided to try getting in. We did and were promptly seated. Service whenever we are here is warm and friendly, among the best we've ever had. The food was all well prepared and presented with a range of prices. On a chilly night that started with disappointment, we ended up well fed and warm with courtesy dessert on top of it. read more

We made a reservation through open table for the next day. They called ti confirm the reservation about an hour later that afternoon. Then they called us at 10:30 at night to say they overbooked and we no longer have a reservation. Why would they bother confirming? And why wait until 10:30 at night when it's too late to book somewhere else to tell us? Terrible customer service. read more

The Citizen Supper Club opened up just a few weeks ago in the InterContinental Hotel. (The Old Radisson) They have remodeled back to when the hotel was first built in 1966. It is like visiting the set of Mad Men. The service was great, people were great and ambiance was very nice for something different. You can park in the connected hotel parking ramp and never go outside so a great place for winter. I want this to be a hidden gem but highly successful. Dined at the Citizen Supper Club for Thanksgiving. It is in the Intercontinental Hotel in St Paul and looks luxurious but not intimidating. Three different dishes were ordered by our party and all were impressive in taste and portions. I would describe the surroundings as classic and modern. Seating styles vary which added to the charm of this place. Service was outstanding and friendly. The bar is a visual beauty. It makes an impressive place to meet friends. This place was great! We didn't know about it but had some friends staying in the hotel so met them for brunch. Our server, Cathy, was awesome- so funny and bubbly and took great care of us. It was definitely the best service we've ever received anywhere. She did everything in her power to make sure we had everything we needed. Love love love her! Seems like a great place for drinks and appetizers, but not so much for dinner. The entrees are bland and have poor balance of the flavors that are there. For the price, there are much better semi-casual restaurants in St. Paul. If you're just looking for a cocktails and hors d'oeuvres though, this place is probably worth a look. read more

First of all, the wait staff was very accommodating and nice. They have to be. The food my entire party of 5 ate was, at best, passable. We were celebrating my daughter's graduation and wanted to have a nicer meal close to the Excel Center where her ceremony was held. The steak my daughter ordered was extremely rare and to quote her, "tasted like dirt." They cooked it a bit longer for her but it still tasted bad. My Chef Salad was ordinary - the Ranch dressing was more like sour cream with tiny bits of chives chopped in - flavorless. Even the appetizers were sub-par. I hate to review a place so poorly but it was really bad - except our waitress was extremely nice and apologized for our food. She even comped a dessert for my daughter - but my daughter wanted the white chocolate mousse - they were out and substituted a disgusting pink cupcake. My daughter hates cake. :( Sorry - my recommendation is to steer clear of this place. read more

If you get past the fact that you are at a hotel restaurant that lacks some ambience and uses too much room deodorizer, you are actually in for a nice meal. The wait staff has been super friendly and helpful both times I have been, and the food really good. Very fresh and well presented. The steak and house made gnocchi were excellent, as was the Citizen Burger and fries. Dessert was the creme brulee with little warm madeleines. Not bad at all! Didn't realize that this was part of the Intercontinental Hotel. Usually I would expect more since the hotel has higher standards. It was Sunday and Mother's Day but it was dead. Maybe that's what downtown St. Paul is like on weekends. The staff didn't seem overly eager to make us feel overly welcome. This was subpar and was exceptionally basic. I got the steak frites which is usually a delicious comfort food but here it was just some steak and fries. They even forgot the bernaise sauce. I also ordered a side of Brussels and bacon. The Brussels were previously frozen and the bacon had a strange flavor. They also doused it in maple syrup. There was nothing fresh about the food. This was my first trip to St Paul and it was a quick one. I wish I had done more research and chose better since I didn't feel like I got to know the city and the food. While online they denoted gluten free the in restaurant menu did not and our server was less than knowledgeable. Cross contamination is a thing for gf so don't say it's gf if you are cross contaminating. read more

The food was OK (not great), but the service, atmosphere, and price left much to be desired. The place was very loud and rowdy, almost like a sports bar that charges $30 for entrees (literally people screaming at the basketball game on TV). Our server was polite but only stopped by about 3 times throughout the entire evening. She brought us our check before my wife was even finished with her entree and we still had wine to enjoy and made it very clear that she needed us to leave after about 45 minutes. This was in our hotel, the Intercontinental. Since we didn't have reservations at our favorites - the St. Paul Grill, especially - we decided to stay out of the river wind, which was screaming for our skin, and eat in the hotel. The restaurant is flashy and modern in design and for a Saturday night wasn't especially busy. I have to tell you, though: it's damn good if you order right. I suggest starting with the jalapeño martini seasoned with cucumber and a sprig of cilantro that's quite wonderful when sipped. The creamy hummus and baba ganoush appetizer with lots of hot bread for $6 is the best appetizer I've had in a while. We noticed a lamb stew for $18 that feeds two, so we gave it a try: heaven on earth, the ultimate comfort food with lots of lamb, gravy, potatoes, carrots, and other delights, served with soda bread Irish style. Skip the sazerac, since the barkeep didn't have a clue how to use pernod, even though the drink is featured on the menu. Affordable, delicious. The waitress was gracious, taking back the defective sazerac and replacing it with an adequate Manhattan for my wife. read more

This was our second visit (we enjoyed the restaurant just after they opened last fall). While that visit was good, this one was stupendous. The space seems "finished" especially now that you can eat at tables looking out on the street. The service was vastly improved (Laura really knows the menu and can describe the prep as well as ingredients). Our cocktails were terrific: I had the reimagined Old Fashioned and my husband had vodka on rocks with blue cheese olives... a real drink, not a splash! But it's really about the food! We started with the deli deviled eggs... on the menu since it opened and terrific. We followed that with two appetizers. My husband had the shrimp cocktail... big luscious shrimp with two sauces. The traditional sauce had such texture and robust flavor. But the tarragon aioli was just as delicious. I had the green beans santorini. I was pleasantly surprised to find they were warm, lightly grilled with a warm vinaigrette and creamy goat feta cheese. For entrees, I had the swordfish. I wasn't sure I'd like the grilled octopus in the dish, but the pieces were delicious. But my husband's braised lamb was the hit of the night. This braised dish is to lamb as short ribs are to beef. The complexity of flavors, the texture of the meat... has to be experienced to be believed! We rounded out the night with cappucino and the baked alaska... the piping of the meringue was delicate, the ice cream at the center was rich, and the ice cream cone crumb base provided a balancing crunch.
