The food is acceptable. The vegetables in the chow mein seemed fresh, but they could be chopped up alittle more. The cabbage was too big to eat in one bite as it should be. The flavor in both the chow mein and the Mu Shu pork was very good. The egg roll needed more vegetables in it, tasty. Good Chinese food in Culpeper. The service is good, Mrs. Kee is very nice and welcoming. Order, took like 20 minutes to bring out. The order was serve hot, orange chicken was 2/5:Two orders under $20 you can't get a better deal than that. The restaurant is not fancy, dull lighting, old menus, no music. Good food, fair price! We have ordered food here several times this year and really like the quick friendly service.

We had been getting Tops for a while, without egg rolls. But the last time I got egg rolls. The next day I had the worst case of food poisoning ever! We're talking continuous pain for 24 straight hours, with diarrhea and vomiting. I'll never get their food again. First of all we called in our order and was greeted over the phone very angrily like calling at 10pm on a Friday night was a big inconvenience. The woman on the phone spoke so quickly we weren't even sure if they got our order correct and agreed to a 2$ up charge for extra chicken. For a visit at 10:30 at night they certainly seemed too preoccupied with closing to even make our dish properly. I ordered the chicken and broccoli without broccoli and add extra chicken with carrots. What i received was a quart container of chicken and sauce. No carrots at all and barely any chicken. Although you need a scorecard to keep track, Culpeper currently boasts approximately 7-8 Asian restaurants at the moment. While "Dragon Chef" is superlative & definitely our go-to for eat-in dining, it's on the other side of town from us, & when we have a sudden urge for take-out, Top's it is. This is definitely a no-frills place. While there are a small number of eat-in tables, the majority of business is the take-out trade. That said, I have favorites here that definitely surpass other places in the immediate area. "Singapore Noodles" - best version of this dish I've come across so far. Thinner than Angel Hair/Vermicelli pasta tossed with spicy hot yellow curry powder, shredded vegetables (carrot, celery, Napa cabbage), & small shrimp, slivered chicken, & roast pork. I'm addicted to the stuff, & they make it spicy enough to raise a sweat, unlike other places. "Boneless Chinese Spare Rib Combination" - Self-explanatory. Boneless bite-size pieces of Chinese Spare-Rib seasoned pork served with fried rice & an egg roll. Savory & delicious. "Shrimp with Lobster Sauce" - a non-extraordinary version, but decently good comfort food. Place is clean, counter attendants are friendly, prices are more than reasonable, & the quantity & quality of the food are good for what they are - sometimes even better than higher priced fancier dine-in neighbors. It is what it is. They used to only accept cash & checks - no credit cards - but don't know if that policy is still in effect since we've become so used to paying cash there that I keep forgetting to check. They have a number of locations besides Culpeper, but Culpeper is the only one we've visited. Worth a visit so long as your expectations are realistic. read more

We stopped in and ordered take out for lunch. We ordered the general tso chicken with fried rice and chicken wings. The price was more than reasonable. The food looked like your typical fare. But the taste........oh the taste! The chicken was overly chewy and the sauce wasn't even sweet! It tasted vinegary......yuck! So on the lunch menu, there's General Tao's chicken but on the main lengthy menu, there's General Tso's chicken. Not sure if there's a difference? But I assume I got the General Tso's since it didn't come with any lunch items (like egg roll). It was so satisfying! Perfectly crispy with so much sauce! Was sweet and not really all that spicy. Came with several giant pieces of broccoli. It was such a huge portion for one meal. I was actually craving some orange chicken but this definitely sufficed. It didn't taste too fatty either. My date had a Happy Family and I tried some of the roasted pork from it. Was quite good too. Would definitely come back here for General Tso's. Very casual place. I'm giving them 2 starts only because the food I tried was delicious. I had chicken and garlic sauce and my boyfriend ate chicken chao mein; the food was warm, super tasty and nice. I am not giving them 5 starts because really, if you want to eat there, you have to get there at least 30 minutes before you are expecting to eat; they are really slow and the woman at the register didn't seem to care at all. When our food finally arrived, she gave us a couple of plastic forks and left. I asked her for a soda and she came back a few minutes later. She didn't give us any soy sauce, duck sauce, or spicy sauce, NOT EVEN NAPKINS. She disappeared and never saw her again. When I was there, at least 3 people complaint, about the service, lady not understanding what people was ordering, wrong food delivered... Etc. They just have a mess in that place! read more

This restaurant had very decent okay food until now they added a lot of soy sauce to the lo-mein it wasn't just a bit I moved them and the noodles kind of looked a little reddish and not very good. I wouldn't really recommend it read more

We went up to the front counter to order, and my wife noticed that right in front behind the register, in the same fridge with their sodas were some other foodstuffs. Specifically batches of uncovered cooked egg rolls, along with containers of raw chicken that were also not covered. My wife inquired as to why they were keeping them all in the fridge and if something wasn't working right. The woman at the cash register first pretended not to hear the question, and then upon asking a second time she just gave us an ingratiating smile and ignore us, pretending not to understand (despite her English being perfectly fine 30 seconds before). That's when we decided to leave and go somewhere else. We didn't even bother to order, not wanting to mess around with improper food storage and handling. There's no reason to store raw meat, especially chicken, uncovered and right next to cooked foods. On top of that, in a refrigeration unit which was not suitable for it. The response of the employee was also unacceptable, instead of even recognizing that we asked the question she pretended not to hear or understand. The only recommendation I would give for this place is to avoid it at all costs, unless of course the idea of the egg roll you're eating lying next to raw chicken is appealing to you. read more

I've been going to Top's since I was a child. Their food is fabulous with great prices. The lunch specials come with more food than you can eat. Not much too look at or seating, so takeout is really the way to go. Recommend Happy Family, lo mein, and general tao's. read more

Hot and edible; relatively fast for walk-in. Unfortunately taste was mediocre at best absent of any seasoning. Definitely would not recommend hot and sour pork, which were more like large fried bread balls with a small piece of pork. Would not recommend to friends. read more

The food is great, the service is faster than Mcdonalds, and best of all.. ITS CHINESE!!! Believe it or not, but Chinese people are more sanitary than Americans. They wash their food before cooking it, and they wash their hands before and after they touch raw foods and cooked foods. Its a very authentic, cheap, YUMMY place to eat, whether your eating in or taking out. I've eaten there since I was basically born. Never got sick a day in my life from it. :) I promise if you eat at Tops, you will be satisfied. Plus if you order food from them... you get a special prize... I was really happy to have this very close to my place so I don't mind having to pick up my order as they don't deliver. But customer service over here is so horrible, the lady always act like you are bothering her. I placed an order over the phone at night and everything was fine until I showed up just to find the place closed. How rude! if they were trying to leave they could have told me that they close and have no time on the door or anything. read more
