She told me to let a specific server know and pointed her out to me. I went over and told that server exactly as instructed. This restaurant makes a big deal out of birthdays with music, a light-up birthday banner, and dessert. We watched them do the birthday celebration for multiple other tables throughout the evening, so I kept waiting for my wife's turn. It never happened. The server I had spoken to never came back to our table, and we had several different employees helping us throughout the meal. Because I was trying to keep the birthday celebration a surprise, I couldn't keep getting up from the table over and over to ask about it without making it obvious. We finished our ice cream, paid the bill, and I even waited afterward hoping someone would come over before we left. Before leaving, I mentioned what happened to the same woman I had originally spoken to. She apologized, but then told me that I should have told the server. The frustrating part is that I DID tell the server. I had followed her exact instructions and spoken directly to the person she pointed out.
