Rare beef salad appetizer
Laura P.

Loving the crisp weather because a bowl of Pho Cali's pho tastes even better than it usually does! This probably my 50th visit. Always greeted warmly, feels like home. And the pho is fragrant with spices and meat - noodles fresh and springy, the basil and bean sprouts fresh and crunchy. Please support this amazing "mom and pop" business.

Basically a nasty bowl of slices of fat. The owner says this was "perfect" quality. Very bad quality for the price he's charging.

Milwaukee friends: if you eat at #phocali / #phocalimilwaukee PHỞ CALI on 27th & Layton, you may want to read this. This is a ZERO STAR REVIEW. After more than 10 years of being a loyal customer, I will not be returning. On February 22, 2026, I ordered bun bo hue to go and brought it to a friend's house. When I opened it, the broth was there but the bowl contained very little meat. I called the restaurant and spoke with an employee who told me to come back and they would replace it. Tonight I returned to get that replacement. The owner, who always greeted me warmly as a paying patron, changed his attitude once I mentioned the replacement issue. Because of the language barrier, we had to communicate through Google Translate. He repeatedly insisted the bun bo hue was "perfect," even though it clearly was not. Instead of honoring the replacement that his employee had promised, he argued with me, ignored me, and even took a phone call while I stood there waiting. Eventually he said he would only give me pho instead, rather than replacing the dish I actually paid for. I explained that on principle, I expected the item I ordered to be replaced properly. He refused. When I said I would leave a review about my experience, THE OWNER FOLLOWED ME OUT TO MY CAR and took a photo of me, continuing to argue that giving me pho instead somehow made up for the missing meat. I found that behavior extremely unprofessional and unsettling. My family, friends, and I have been customers of this restaurant for over a decade, which makes this experience especially disappointing. For additional context, the restaurant currently holds a B health grade, and in the past we have even found a lot of hair in the rolls of my friend's bun cuon. Based on this experience, I would encourage customers to check their takeout orders carefully before leaving the restaurant, and be aware that resolving issues afterward may be difficult. After more than 10 years as a customer, tonight made it clear that loyalty doesn't matter here. Unfortunately, I can no longer recommend this restaurant.

Dirty walls and seats with rips.

Not as good as it used to be. The pho base is still delicious but the meat is not. Especially the rubbery meat balls. The restaurant seems dirty and it needs a lot of repairs. Only a few people that work there speak English and they don't always get the orders correct. My kids got the sweet and sour chicken (which is completely different that the chinese kind) and the chicken was sopped in sauce but completely dry. The service is very slow and it took forever for someone to come over and then to get the bill. We had to track them down for the bill.

Pho Cali has been my go to spot for takeout whenever I crave Vietnamese food! Their banh mi (I've had the pork and beef banh mi's) are super delicious and flavorful and their pho is so good! They give you a ton of noodles and meat, and the broth is pretty flavorful. So far it's the best pho I've had in Milwaukee! I'll definitely have to try their other items in the menu (especially the bún riêu)!

Contender for best Vietnamese in Milwaukee. I had lunch here today and had a really great meal. I showed up later in the lunch hour on Sunday and the restaurant was busy. I got a seat without any trouble though. Service was bare-bones but that was expected. You're here for food. I was impressed by the large menu and reasonable prices. The spring roll order came with 3 rolls and the "medium" house special pho was huge and packed with noodles and different cuts and textures of beef. I took a spring roll with me I was so full. And I was also impressed by the full chili tray with all the condiments. There was hoisin and lime juice and Sriracha and a couple other types of chili sauce. I made a point to not go overboard on the condiments but add enough to enjoy all the flavors. The pho has a lot going on by itself. I saw bun bo hue and crab noodles on the menu, as well as the crispy pancake and vermicelli and rice dishes. It's worth getting out here.

Tofu/Veggie pho and Tofu spring roll
Brittanie K.

The customer service here was impeccable. I came on a slow Wednesday around 3:00PM. I got the tofu spring rolls and asked if they had a tofu/veggie pho since it wasn't listed on the menu. They did. It came with bok choy, celery, carrots, broccoli, cabbage, lettuce, mushrooms, and onions. I do believe the broth is beef broth though (sorry vegetarians). Everything tasted amazing and they packed all my stuff up to go and gave me extra to boot. Will come back again and again.

Pho Cali Special was delicious and perfectly spicy!

SO good!! Cali special was so good and perfectly spicy with the add ins! This is the perfect take out order, will try more items in the menu next time!

Went in on a Thursday mid morning and was advised there would be a 45 minute wait (somewhat expected from other reviews). That said, it seemed like the wait was much less. Two in our party ordered the Big Wolf breakfast. I had mine with eggs over easy, sausage patties (came with 3 I believe), tavern potatoes and a single Johnny cake. Everything was delicious. The sausage was juicy and flavorful. The potatoes were like grilled whole potatoes that were then smashed down a bit. They were delicious. The Johnny cake was huge (size of a full sized dinner plate). Another in our party had the chicken biscuit which he said was very good, and that the chicken was very juicy (thigh), that also came with tavern potatoes. The last in our party ordered the Johnny cakes which came with 3 of the huge (think Uncle Buck sized) cornmeal pancakes. (2 togo boxes of them ended up coming with us), and a side of eggs. Everything was delicious and servings were very generous. Street parking in the surrounding neighborhood. Service was very attentive. Like many places in the area it seemed like a house that had been converted to a restaurant. Definitely recommend and be prepared for a wait depending on when you go. But it's worth it.

There was a little bit of a wait, but this wasn't anything unexpected, as brunch time on a Sunday is always going to be busy. They had a little area outside to sit and order drinks, so I ordered an ube chai. We were called in fairly quickly, and first off, the vibe is super fun. The music that was playing was also right up my alley. Second, the servers and service was quick, and third, the food was AMAZE. We had the steak and eggs, brunch burger, biscuits and gravy, and a side of Johnny cakes (they were bigger than our hands!). Everything was delish! The place sits kind of randomly in the middle of the neighborhood, so it definitely felt unique, and we were super happy to support. I hope to return sooner than later!

For dinner I ordered the bone-in fried chicken (white) with green beans and a side salad. The chicken was good. The green beans were a little bland. The side salad was good but I ended up not being a fan of the Apple Cider Vinaigrette dressing. My son ordered the Southern Chicken BLT which looked good and he thoroughly enjoyed. My husband ordered the Surf, Turf, & Yolk. He said it was ok but the Brussel Sprouts were too burnt. I also want to mention the servers were great even though it was close to closing time. Thanks to the photo gallery for this place, I had to try the Olive Oil Cake. It was pretty good. I'm not a huge fan of thick crusts. From my photo, you can see there's a thick crust over the cake. On the last day they were open, the power went out, the staff were so nice and kindly told everyone they're welcome to stay but they have to close up shop. Later in the day, there's a sign that said it's closed until further notice and employees saying they haven't been paid!!!! So, interval, you had potential if only you had proper ethical and compassionate business practices. Exploiting your employees is despicable.

Brunch It Up (possibly in the middle of rebranding to just "Brunch.") is a classic breakfast spot in downtown Milwaukee...we were there on a Sunday morning...high brunch time, and were seated quickly upstairs. The place had an overall run-down vibe to it...scuffed paint on the walls and a general feeling of not quite matching the quality of the upscale brunch spot implied by their modern logo. Menus...I normally don't comment on the menu itself but our table featured no less than 4 different menus...the regular menu, a drink menu, a specials menu and a mimosas menu...choices are wonderful, but the immediate reaction is this is a whole mess of menus on the table, and I don't know what to look at first. It felt haphazard. Let's move on to the coffee...Coffee is an essential part of the brunch experience. Even at a diner, you want it to be strong...the mug it came in was nice, but it was weak coffee. I need coffee to kick my butt, and if you're serving what's close to "browned water" at a breakfast place, you're missing the mark. How about the food? I can't fault them for the generosity of the portions, but will say individual dishes were way too much for my wife and I...we wish smaller portions were available, so so much didn't go to waste. My wife had the Egg and Waffle sandwich with waffle fries. It was fine. I had the Harvest Hash made with egg whites...the eggs were a little overcooked. (Egg whites require a thoughtful touch when cooking them so they are finished white and not browning all over.) There are plenty of fresh tomatoes, mushrooms, and peppers in there (I guess that's the extent of the harvest in Milwaukee) The hashbrowns it all sat on were undercooked. We were excited about the croissant beignets...Available were the regular ones with chocolate or strawberry dipping sauce, and a special with a fruit dipping sauce. They couldn't mix and match sauces, so we got the special. They were okay but a bit over-fried, losing the croissant texture altogether ...I mean, there's nothing wrong with deep-fried dough with sweet things to dip them in, but we do wish they hadn't fried the croissant out of them to give us the unique experience implied by the name. The menu has plenty to choose from...every breakfast savory or sweet thing you could imagine...and on the nicely designed, modern-looking menu at looks like it could be amazing...but everything we got, plus the experience of sitting in a place that felt a little rundown, left us overall disappointed.
