We got delivery with uber eats. This review is just the delivered food experience. House Special Pho Uber says this is $13.95, but when you add to cart, you have to choose a size, and you only have the option to choose "large" for an extra $2. So this is a $16 dish. Don't like the price hiding game folks... Also, the dish was missing tripes. My favorite.. I believe the extra $2 I paid was probably just for the noodles, as it came with a huge amount of noodles, but not really a large portion of meats. I could have also used a little more sprouts. Soup flavor was good, though, as I remember it at the restaurant. Calamari Stone Not sure why it's called "stone". But it's fried calamari. It's got an interesting redish color. It was cold upon delivery. Not warm, not lukewarm, but cold. Like it came out of the fridge. Meanwhile the pho soup came piping hot, so I know they just put this on a container from the fridge without reheating or cooking fresh. I don't necessarily mind cold food, but this one wasn't good cold. The squid was chewy and the batter was separated. Sad. I didn't think you could really go wrong with this dish. Papaya salad with shrimp Meh. Another disappointment. It came with sauce on the side, but the salad was already tossed in sauce. This dish was also underwhelming, mostly because it was probably pre-made and sitting there for a lot longer than the 30 minutes it took for delivery. The papaya and carrots were wilty from having been sitting on the vinegar based sauce. Only saving grace were the huge shrimp pieces that were cooked just right. Pho Cali is seriously one of my favorite spots for pho merely for their broth!!! It's some of the most delicious broth Ive ever tasted. This is basically my go-to spot. I get the Thai iced tea, spring rolls, pork rolls and pho every time. They always give me boba when I specifically ask them not to but there could be worse things. Getting there/parking is a bit busy depending on when you decide to go. Rush times is going to be more difficult to get a spot but I've always been able to get one. read more

After more than 10 years of being a loyal customer, I will not be returning. On February 22, 2026, I ordered bun bo hue to go and brought it to a friend's house. When I opened it, the broth was there but the bowl contained very little meat. I called the restaurant and spoke with an employee who told me to come back and they would replace it. Tonight I returned to get that replacement. The owner, who always greeted me warmly as a paying patron, changed his attitude once I mentioned the replacement issue. Because of the language barrier, we had to communicate through Google Translate. He repeatedly insisted the bun bo hue was "perfect," even though it clearly was not. Instead of honoring the replacement that his employee had promised, he argued with me, ignored me, and even took a phone call while I stood there waiting. Eventually he said he would only give me pho instead, rather than replacing the dish I actually paid for. I explained that on principle, I expected the item I ordered to be replaced properly. He refused. When I said I would leave a review about my experience, THE OWNER FOLLOWED ME OUT TO MY CAR and took a photo of me, continuing to argue that giving me pho instead somehow made up for the missing meat. I found that behavior extremely unprofessional and unsettling. My family, friends, and I have been customers of this restaurant for over a decade, which makes this experience especially disappointing. For additional context, the restaurant currently holds a B health grade, and in the past we have even found a lot of hair in the rolls of my friend's bun cuon. Based on this experience, I would encourage customers to check their takeout orders carefully before leaving the restaurant, and be aware that resolving issues afterward may be difficult. After more than 10 years as a customer, tonight made it clear that loyalty doesn't matter here. Unfortunately, I can no longer recommend this restaurant. Not as good as it used to be. The pho base is still delicious but the meat is not. Especially the rubbery meat balls. The restaurant seems dirty and it needs a lot of repairs. Only a few people that work there speak English and they don't always get the orders correct. My kids got the sweet and sour chicken (which is completely different that the chinese kind) and the chicken was sopped in sauce but completely dry. The service is very slow and it took forever for someone to come over and then to get the bill. We had to track them down for the bill. read more

Pho Cali has been my go to spot for takeout whenever I crave Vietnamese food! Their banh mi (I've had the pork and beef banh mi's) are super delicious and flavorful and their pho is so good! They give you a ton of noodles and meat, and the broth is pretty flavorful. So far it's the best pho I've had in Milwaukee! This place is good for a single person to have lunch or a to go order. Perhaps a lunch for 2 people that is casual. The service is direct. Not much interaction and not much is needed as noted previously as this is a direct and transactional lunch. This is somewhat close to the airport and went a little out of my way on 27th and Layton. About 6 miles or 15 from the third ward. Overall solid place and very reasonable for lunch if in the area. read more

Contender for best Vietnamese in Milwaukee. I had lunch here today and had a really great meal. I showed up later in the lunch hour on Sunday and the restaurant was busy. I got a seat without any trouble though. Service was bare-bones but that was expected. You're here for food. I was impressed by the large menu and reasonable prices. The spring roll order came with 3 rolls and the "medium" house special pho was huge and packed with noodles and different cuts and textures of beef. I took a spring roll with me I was so full. And I was also impressed by the full chili tray with all the condiments. There was hoisin and lime juice and Sriracha and a couple other types of chili sauce. I made a point to not go overboard on the condiments but add enough to enjoy all the flavors. The pho has a lot going on by itself. I saw bun bo hue and crab noodles on the menu, as well as the crispy pancake and vermicelli and rice dishes. It's worth getting out here. read more

The customer service here was impeccable. I came on a slow Wednesday around 3:00PM. I got the tofu spring rolls and asked if they had a tofu/veggie pho since it wasn't listed on the menu. They did. It came with bok choy, celery, carrots, broccoli, cabbage, lettuce, mushrooms, and onions. I do believe the broth is beef broth though (sorry vegetarians). Pho Cali is the best pho place I've eaten at in a long time... and I have frequented quite a number of Vietnamese restaurants in Virginia and Florida. This restaurant also is deemed "pretty authentic" by my Vietnamese friends who have eaten there in the past. The pho there is excellent. I think one thing that sets it apart from that of other places is the soup base, which is very flavorful. The beef is cooked to tender perfection. I only wish the medium size would include more pieces of beef. I've tried the spring rolls, which are large compared to similar rolls I've had at other restaurants. Even though they are considered an appetizer, they can definitely be quite filling alone. The banh mi sandwiches (have only tried the pork) are well made and tasty. When served, they come with a bowl of soup for dipping. The only things I wish would be better: - service does not seem to be the highlight of the location - I have ordered delivery and dined in. I order from this place literally every time in Milwaukee from Chicago. Their food is really authentic and delicious, especially for a late night place! It is my favorite soup ever with its everlasting mouthwatering flavor that just makes every sip that much better! Pro tip: if you are going with someone, get a large Pho (P2 my fav) and the beef Banh Mi sandwich for under $20 before taxes and dip the Banh mi into the Pho! Truly amazing! The Banh mi beef sandwich is amazing with the contrast and synergy between the grilled marinated beef mixed with pickled veggies and spicy delicious mayo like spread all inside a warm toasted FOOT LONG baguette FOR 7.95$. This one of those really authentic places, you can tell because a lot of natives eat here - definitely a good sign! It's one of my "go to" places if in the mood for pho or any Vietnamese food. And I enjoy that they have some international beer options, but this isn't a full bar type of place. The service can be a little less attentive than we're used to. But, I'm one of those that doesn't mind getting up and seeking out someone if I need something. I'm not "that spoiled" that it'll ruin everything for me during my eating adventures. In my endless search for a good Banh mi in Wisconsin I've tried many restaurants in different cities (Green bay, Appleton, Madison, Milwaukee...) I must say, Pho Cali is the spot! We called in an order on a Saturday around 11am while driving through Milwaukee. We ordered a Chicken Banh mi (Vietnamese sandwich) and a Pork Banh mi for $8.99 each. Once I walked in, I noticed all three employees didn't have masks on. I guess I shouldn't be surprised since Wisconsin is not enforcing this. But this is the only reason why I'm giving them 4 and not 5 stars. The restaurant didn't have any other costumers at the time so I'm thinking maybe they put on masks once ppl start coming in. They did have social distance signs. I didn't see any signs in regards of masks. While waiting for them to run my card I got tempted and ordered a Vietnamese Iced Coffee for $3.50. So glad I did! It's one of the best I've had, ever. The banh mi were huge! And they come with a side of Pho broth for dipping. I don't personally like to dip my banh mi, but if their broth is as good as their sandwiches and coffee, I can see why ppl would want a side of it. The sandwiches were delicious. Always my gotoo spot when I'm in Milwaukee! Fast service and nice servers. I came in on a early sunday morning with a party of 12 people. The server helped us connect a table. We ordered within 5 mins as there wasn't thay much people in yet. Food came in about 15-20 mins as we were a big party. Amazing pho delivery! Reasonably priced, HUGE portions, great pho broth. We ordered two beef pho, crab Rangoon and Vietnamese crispy pancake for two people. My wife and I ate half of the crab rangoons, split one bowl of pho and were stuffed! Had the pancake for breakfast the next morning which was delicious! It came with lettuce, carrot slaw, mint and basil, and was stuffed with bean sprouts, shrimp and beef. Definitely enough for two people. The crab Rangoon was mostly cream cheese with very little "crab," but the wonton was nice and thin, very crispy. The pho came with cooked, fatty brisket and raw, thinly sliced beef. This is the BEST way to keep the beef medium rare in the soup- you must cook it at home. The pho broth was also great- could tell it had been made from scratch. Very complex flavors and great depth. I had food delivered from a delivery service. My food arrived quickly and was very fresh and the right temperature. The fair rating is somewhere between a 3 and a 4. I got the charbroiled beef, bun no nuong, and it was so delicious and satisfying. I was super hungry and this dish filled my belly without being heavy or too filling. No Thanksgiving stomach woes over here! I loved the crunch in the dish from the peanuts and fresh, crunchy carrots and cucumbers. I also got steamed dumplings and shrimp spring rolls. They weren't bad but they didn't have me yumming out loud either which is always sad. I did get their Thai milk tea and it was by far the best Thai tea that I've ever had! I'm still wishing I had a big cup of it to drink! Remember that horrible orange "juice" powder Tang? It wasn't great but you'd drink it. And, then one day you got your hands on some actual legit orange juice, no powder and real oranges.
