This was our third time here as we really enjoyed our last few times and love supporting a small business! We came on Wednesday, May 6 during their happy hour when hardly anyone was in there. Phil was our bartender and he's great! It was now 5pm and another bartender was clocking in. We asked to close out. Our tab was around $50. When I got the check back to sign it was $61. We had been charged $9 for someone else's glass of wine. Ok fine not a big deal we caught it and Phil refunded us $9 cash right then and there. I handed Phil a $20 bill for tip to say thank you (on a $50 tab) and he put it in the staff tip jar. We signed our receipt saying $61 (put "cash" in the tip line) and left. Now here's my issue, when my credit card statement posted it now says $71. So someone took an extra $10! I have worked in the restaurant industry over 13 years and tip fraud is not ok. I tipped you guys in cash and someone took more! I called on 5/8 and left a voicemail. And then called on 5/13 and actually spoke to someone quickly and they said they would call me back, but no one called me back! It's a small business and I know Phil is working hard to make his place great so I know it's not Phil. But hey Phil, check your employees. This isn't cool and the only reason for this review is because I tried twice to solve this issue over the phone. You walk up to Phil's and it's an absolutely stunning little eatery on Thousand Oaks Blvd. Their dining room is giving upscale, clean, a little Sinatra vibes. Black and white decor, wine glasses, soft music. I was like okay, this is going to be a nice meal, pinky up. The loveliest staff Caroline informs me that in the back of the restaurant down a hallway is their bar and country karaoke night. Imagine my delight when as I walked back, the entire ambiance changed - the five star dining room slowly faded into a bright red accented bar with signage everywhere, karaoke blasting and a lot of really fun looking people hanging out. Will need to come back for a karaoke night. Here is what I loved at Phil's: SWEET CAROLINE: This passionfruit and vanilla forward martini was named after our favorite staff member Caroline. A sip of this cocktail will definitely have you singing like Neil Diamond. The smoke bubble topper made the drink even more fun. PAPPARDELLE AND SAUSAGE PASTA: 10/10 Hot italian sausage, tomatoes, a cream sauce with basil and parmesan cheese, this dish blew me away. The pasta was cooked to perfection and the sauce was super rich and creamy. A lovely pasta and a dish I'd highly recommend. Our evening was just spectacular- our server, Mark, was a pleasure- great sense of humor, and was very comfortable with the menu. We enjoyed his banter almost as much as our drinks ( delicious!). The husbands enjoyed their ribeyes immensely- slightly overdone but still tender and flavorful - no gristle to be found. We also had the branzino, stroganoff, and Chicken Mediterraneo, and finished up with their bread pudding. All were delicious. Mark brought us a serving of their clam chowder to share for which was loaded with clams and had a clean, fresh flavor. What a great experience for our first time at Phil's! From the moment we walked in, we were greeted with big smiles by everyone including Phil himself. We started with drinks and appetizers: meatballs, a pretzel, tuna tartare, and sliders. Everything was incredibly fresh and delicious. My personal favorite was the meatballs the sauce was unreal and fully approved by an Italian himself. We loved them so much that we ordered a second round. We then split the beef stroganoff, which was amazing, and finished with the apple caramel cobbler. The dessert didn't stand a chance, highly recommend!! I've been wanting to try Phil's for a while and I am sure glad I finally made it there. I met a friend for dinner early - like 3:30 early. The restaurant is quaint with outside seating and a cool saloon type atmosphere in the bar. The menu offers a variety of apps, salads, main entrees and flavors. My friend and I ordered the meat loaf. Upon arrival the slab was a healthy size, sitting on a bed of mashed potatoes and topped with curly onion rings. It did not disappoint. We followed our dinner with their combo cobbler. Yum. Here's the thing, our visit began at 3:30 and I believe we left at 7:30! Phil and staff came by appropriately to check on refills, etc but never "encouraged" us to be on our way. If you haven't tried Phil's you should do so. Food choices and food itself were excellent. 5/5 So Good I Went Back the Next Day! I almost never leave reviews, but this place absolutely earned it. From the moment I walked in, the warm, cozy atmosphere and friendly staff as well as the owner Phil made me feel right at home. The menu is everything you want from traditional comfort food--creative, hearty, and done right. On my first visit, I had the short rib stuffed raviolis with creamy vodka sauce. So delicious I asked for some bread to use on the leftover sauce. I came back the very next day (yes, it's that good) and tried their classic prime rib French dip and fries. Hands down one of the best french dips I've had anywhere--juicy and flavorful. The fries were golden, crisp, and delicious. Also don't skip dessert, I tried the peanut butter tart and apple caramel cobbler topped with vanilla ice cream, both were delicious. Service was just as excellent from Mark on both nights. He was attentive without being overbearing, and you can tell everyone there genuinely cares about making sure you leave happy (and full). Both Mark and the owner Phil made sure we had everything we needed and/or wanted at all times. If you're craving honest, old-school cooking done with real care and flavor, this spot deserves a place at the top of your list. I'm already planning my next visit. read more

Phil's is so cute and quaint inside. It's casual, but yet romantic enough for a nice couple's night out. The restaurant is very warm and welcoming, and is also suitable for a night out with friends or co-workers. The menu offers a variety to suit different palettes. The prices are not over the top, but they are not the cheapest, either. I loved how the presentation of all the dishes ordered were clean, neat, and very presentable. Now for the food: **The Crispy Brussel Sprouts: This appetizer, topped with cabbage, shaved parmesan cheese, sliced almonds, onions and balsamic, is so amazing and very flavorful. This is a must try! **Traditional Style Hot Wings: I was a bit disappointed because it lacked the spicy hot kick I was expecting. The side of jalapeños made up for the kick, though. **Beef Stroganoff: I loved how the beef was very tender and pasta was cooked to perfection. I just wish it had more sauce because the dish started to dry out as the pasta absorbed most of the sauce. **Spaghetti and Meatballs: 2 large meatballs were very good and very tender. They were tossed with pasta and a nice marinara sauce. My only complaint is the meatballs had too much cracked pepper. Every bite had that peppery kick. **Homemade Meatloaf: The mashed potatoes were very creamy and delicious. Not dry at all. The crispy onions on top added a nice flavor. The meatloaf was good, however, this also had too much cracked pepper with every bite. If it didn't have so much pepper, I would have enjoyed it more! Aside from my dislike of pepper, I would come back to try other items, especially the desserts. The charming atmosphere is enough to bring me back. Sweet little restaurant with a mom-and-pop feel. The food was solid, although almost every dish was very sodium-forward and could have used a lighter hand in that area. Service was lovely and very prompt. If I were to go back, I'd ask for no gravy on the mashed potatoes. It made them too salty so I could only eat a couple bites paired with the very salty chicken. I might also recommend using real croutons on the salad - fresh garlic butter croutons are the best part of a Ceasar! I would give it a second chance for sure. read more

It's the kind of place that's not too big or small and not too fancy or casual. It's just right. Food was good, on the comfort food spectrum with good portion size. My friends and I went out for drinks, and my friend said this place was good, so we had their happy hour. If I remember correctly, I tried restaurants at this location quite a while ago, and this was my first time at Phil's. When I first entered the store through the door along the street, I was surprised to see no one there, but when I went inside, I was glad there were tables, a few customers, and my friends. Later, I should have entered from the door closer to the parking lot. I only planned on drinking a little alcohol since I had to drive, but I ordered a Red Sangria from the happy hour menu. Unfortunately, I had eaten a late lunch before coming and wasn't hungry, so I ordered The Wedge salad. The salad was a little boring(sorry), but my friend let me try her meatballs, which was good. Happy Hour review only: My friend has been talking about going to Phil's for happy hour for awhile! And finally the opportunity presented itself where we all could get together for a bit of happiness at happy hour! The bar is located in the back of the restaurant: you can enter from the front thru the restaurant or thru the back by their parking lot! Yes free parking. The bar has seating at the bar, and a few tables. Including booths great for small groups. Happy hour consist of both drinks and food. The food and drinks are reasonably priced. I had a lemon drop and it was spot on. With my drinks, I had meatballs which were pretty good with too much sauce as the waiter said! Yelp bosses is around while on the road and has rarely disappointed us. Except now. Ugh.... Bad bad bad. The $26-$28 meatloaf...wife ordered the meatloaf. It came back looking huge and special. On a little mountain of mashed potatoes. Just spectacular. It took a couple of bites for her to figure out that they had put the giant slice of meatloaf on the griddle top and burned it so bad that she could not even cut it with a knife or stick a fork into it. Into MEATLOAF! They had placed the terribly burned side of the meatloaf facing down onto the potatoes so it could not be noticed, I suspect on purpose to cover their screw up and probably testing to see if someone would actually eat it. It should have never been served. I told the nice waiter all about it. He seemed genuinely sad and disappointed and apologized. I told him it was terribly insulting to even have sent that out and that whoever back on the kitchen needed to be reevaluated. They took that meal off the bill. The energy of this place is great. The bar area is hopping, the dining room looks and feels clean. The staff is attentive and friendly and fun. The food though.... The Mac & cheese flavor was delicious. The Mac noodles were soggy and way over cooked. The cheese was perhaps the best Mac & cheese flavor we've ever experienced. Yes it was that good. Creamy, thick, and you could tell it had lots of real cheese in it by the texture. Overcooked noodles or not I'd order that every day if I could. The $22-$24 or so meatball sub was plain. It was small, the flavor was blah, the roll was not toasted, (which would have made a world of difference), and the bottom of the roll as so thin and soggy I could not pick it up to eat it without a sloppy mess all over my hands and face. On the other hand the cheese (again) was plentiful and good. The tots that came with it were ordered well done and came back not well done but were still good with good texture nonetheless. They may have had 1 bad cook. Fine, I couldn't give them a one star review because lots of things besides the food was still good. Having any restaurant should start with perfecting the overpriced food though. Seems like they have lost their focus and are concentrating on atmosphere. read more

I'm making it clear from the outset that I don't like technicalities being imposed in service businesses. Phil's is a friendly place with good food. I have read here on Yelp, and heard from friends, that Phil's has a great happy hour. I had a friend from high school in town and he was on East coast time and was hungry by 4pm. Great! I remembered Phil's happy hour so we went over. We entered through the back, right into a pretty small and pretty busy bar. Ok, no problem, we'll go sit outside and enjoy happy hour at their tables. Except they don't do happy hour outside, only inside we were informed. This is what I mean by a technicality. We were at a table maybe 25 feet from the bar. So we'd have to pay full price for what we ordered. We didn't want to let that spoil something we were excited about, so we accepted it and ordered what we would have ordered from the happy hour menu anyway. Brussels sprouts, meatballs and sliders along with a couple of simple drinks. The food was good. Service was good. Drinks were ok, not strong at all and not happy hour priced. Phil's deserves 4 stars, but I'm subtracting a star for not having happy hour at their outside tables during happy hour. read more

We have been since the first few weeks they were open. Always had a great happy hour and we like the food. The bar can get loud so we just get there early and leave before the noise. We also like the weekend brunch. This is one of the last places in town that offers bottomless mimosas without an extra charge. My only critique is that the breakfast items tend to be a bit bland. The breakfast potatoes and cinnamon roll in particular tend to be dry but that isn't a dealbreaker. We still get to support a local business and get an extra mimosa out of the deal. read more
