To be clear, I have zero problem with business owners not speaking English, especially when a co-owner is fluent and handles communication. I am the grandchild of immigrants. I am also unhappy with a fluctuating price. Again, don't lower the price after I regretfully and politely decide to leave. Set a fair price to begin with, not a high price you then lower when a customer balks. Most of us are very uncomfortable about bargaining over price and discovering the first price given is a starting bid. Just sharing my opinion.
