    Came here as a quick breakfast. The place is kind of empty and it was hot inside. It is a food court with few tables and this is the only place that opened early. The batter for the rice noodles was thin which was good, but the ingredients wasn't. The price was a little higher, but the portion is bigger than those dim sum place.

    I enjoyed a delivery order of Combo #2 for breakfast. It consisted of a steamed rice roll which includes beef, shrimp and egg plus added corn, scallion, and bean sprouts and a small container of sweet soy sauce. This was the first time I've had a rice roll, but it is similar to items found at dim sum. The rice roll is quite large, with a soft texture but it holds the food inside fairly well. I poured the soy sauce over the entire rice roll. I would say it is quite tasty but needs the soy sauce. Commonly, a hot sauce is also used but this was not supplied. I found it to be very tasty and well made. Also included was egg and pork congee, perfectly made, and satisfying. Delivery was fast and well packaged. Highly recommended.

    We spent the day in the city to check out the holiday decorations and wanted to try something new besides dollar pizza (the default for hubby). I was thrilled to find a steam rice roll place in midtown. Located in a small food hall with 2 levels of seating, Cozy Rice is located towards the back of the food hall. You place your order at the kiosk and they will text you when it is ready. We went with the combo 2, beef brisket steam rice roll and fried dough steam rice roll. They were all sooo good! The rice roll was silky and it soaked up all the sauce. The pumpkin congee was very good as well. Will definitely be back!

    Located in a small food court (38th Street food court). Serves excellent rice rolls. We order 4 different rice rolls (Shrimp, BBQ pork, Briased Brisket, Pork). They were all very tasty. I was pleasantly surprised by the brisket rice roll as i have never had it brisket in a rice roll. Really friendly staff. Definitely will be back, I recommend this place.

    Located inside a small food hall with a section with tables for seating! They make the rice rolls completely fresh as i saw them pouring in the batter to steam right after we ordered so that is nice. It was nothing too special overall but very comforting as this is the type of food i grew up with :) Steam rice roll (beef, shrimp, egg, corn) - thin and delicate skin that holds the fillings together well! Very soft, meat was not necessarily moist but definitely not dry and overall the fillings helped make it yummy! They default to one soysauce and a chili oil on the side. The chili oil helps it be a bit less boring and i think the soy sauce could be more flavorful even conisdering i got a second container of it (split among the rice rollls and congee to help). 3/5 Preserved egg and pork congee - A little bit more watery than i would have liked and lacking toppings to make it more flavorful. pork is a bit dry too. Taste like ones my mom made at home but she wasn't the best chef lolol 1.5/5

    TLDR: It's food that is perfect for a cold day and a good option for a light meal at an okay price. Steamed rice roll: You get a bit of everything (beef, shrimp, egg, veggies) wrapped in very thin rice sheets that I enjoyed. I won't recommend adding all of the soy sauce provided because it will take over whatever flavor the rice roll has. This is definitely snack material or light snack material. Preserved Egg and Pork Congee: It's a little bit on the bland side, but this is a good thing for some people who are okay with congee not having strong flavors. The soy sauce from the rice roll can give the congee a bit of a kick. I had hoped the portions on this would be a touch bigger, but I guess we're staying with the theme of "light meal." The ground pork and preserved egg are cut into small chunks, which makes this dish consumable without chewing. I prefer my congees on the thicker side. This, unfortunately, was not one of those congees. Service: You order at the food stall inside a food court before paying for it. You're expected to come get your food when the store provided beeper activates, but the staff actually delivered the food to us since the food court was basically empty when we visited. Ambiance: The establishment is in a modest food court, so there's nothing special about the space. However, I get the impression that it may get hectic during the lunch rush of a workday.

    The beef rice roll is amazing here. I also get a plain rice roll and customize it by adding bean sprouts and lettuce to it. Then I add my soy sauce and a bit of chili oil and like heaven on a plate! I also get the preserved egg congee and that's very good too. I always come here when I'm in the Bryant park area. This is in a food court mall on 38th street. There are about 8 to 10 food vendors here.

    This place is simply incredible! Everything I've ever tried is amazing! Have had the congee and rice noodles rolls most recently and can't seem to get enough! Always delicious!

    The food hall is kind of hidden and it can be quiet. The pork rice roll was great but I wish they had some sesame sauce. The har gow shrimp dumplings are decent.

    Never in my wildest dreams did I think I could get freshly steamed rice rolls in the heart of midtown. It's kinda crazy that my favorite street food is becoming...trendy... now? I'm not complaining if that means I can escape my corporate office in the middle of the workday to get my ultimate comfort food for lunch. Yesterday, I ordered the grilled pork (aka roast or bbq pork) steamed rice roll w/ scallions (1st veggie is free/included) and for an extra $2 I added curry fish balls. The total came out to be a bit over $10 which is so reasonable for midtown. I ate it immediately inside the quiet little food court, and the quality of the noodle was perfect. Fresh, light, delicious. Cozy Rice is basically a Joe's copycat without the variety of sauces. I wish they offered the peanut and hoisin sauces in addition to the classic soy, but they did have chili oil which helped elevate the dish. I wouldn't go out of my way for this (go to Chinatown, folks!) since this is purely for the convenience of us employees in midtown during working hours. Catch me coming back here on my hybrid in-office days.

    Great spot for a quick bite and cheap eats!! Our rice rolls were $7 and the sweet potato porridge was $4 - I believe there's also combos if you want to try a little of everything, but the rice rolls are pretty customizable with various toppings you can add There's limited seating so would recommend getting food to go, but you can't beat the price for food in midtown

The business name reference Chinese culture of calling adults "uncle" (suk1 suk1, 叔叔) or "auntie" (aa3 ji4, 阿姨) is a polite, common way to show respect, build connection, and bridge generational gaps. It treats non-relatives like family, making strangers feel younger and fostering closeness. The atmospheric decor contains very beautiful Chinese lanterns suspended from the ceiling throughout the restaurant. I believe it is decorated for Lunar New Year throughout the entire year. No comment for facility as I did not utilize. Customer service is average attentive and the staff is fluent in both English and Cantonese. I did not have to wait long to be served nor request the bill, and neither attain change. I often dine alone as a single woman and was regarded with respect for patronizing. It is always good to hear Cantonese spoken as it is mellifluous... at long last to continue this vernacular of Chinese language. I ordered in a mixture of both English and Cantonese. I was promptly seated by the maître d' promptly for a table. Melamine/plastic chopsticks in neon green and ceramic / porcelain china including ceramic Chinese soup spoon are distributed to customers while dine-in. A traditional teapot is also distributed during the duration of meal like large banquet hall Dim Sum restaurants. The large round tables contain a rotating lazy susan in traditional Chinese restaurant standard. Wow. No disposable wooden chopsticks and no disposable bowls for utensils are distributed at Uncle Lou. Price is slightly high, but worth the food quality and customer service. Uncle Lou did surely feed me! Shrimp Wonton noodle soup, Ho fun (flat rice noodles), shrimp based broth, $14.95 The bowl is gargantuan and the six (6) dumplings are good size portion served in ceramic / porcelain china. There are Chinese vegetable of one strand choi sam (choy sum) and scallions. The shrimp Wonton dumplings are a good size and good consistency. The soup broth is solid for flavor and consistency. It was served piping hot as steam was visibly emitting. The soup broth was slightly heavy. The flat rice noodles were sufficient for quantity. Noodle soup is Chinese comfort food and warms the heart. It sustained my hunger pangs throughout the day. Upon arrival the wait staff prominently announce to inform customers of 9% discount for cash payment and a 3% additional surcharge or fees for any credit/debit card payment for situational awareness. I was informant and made fully aware twice: upon entry when seated and upon receiving the bill. Uncle Lou complies with "Prohibition of Cashless Establishments, as of March 21, 2026, all retail and food establishments in New York State, including New York City, must accept in-person cash payments, banning fully cashless stores." (source: Department of Consumer Affairs (DCA), Local Law 34 of 2020). Oh! For small amounts of purchases, my default payment method is cash. Yes, cash is still widely accepted in the 21st century. Nota Bene: Have cash on hand to avoid annoying surcharge or fees. The bill is calculated and manually handwritten the old school way still a timeless classic. I paid my bill in cash including gratuity. No comment for Apple Pay or Google Wallet (formerly Android Pay/Google Pay) either acceptance or price differential vs. cash.

The kind of place where the tables are big and the food comes out steaming hot and unpretentious. Let's start with what they're named after: the congee. So many places thicken their porridge with cornstarch or fillers, but here it's the real deal. Silky from long simmered rice. My personal favorite is the teng-ji-jook. It's a beautifully fragrant, slightly earthy bowl of pure comfort. If you've never had it, trust me, it's worth the visit alone. But don't stop there. The beef chow fun is a classic for a reason. Wide rice noodles with wok hei, tender beef, and not oily (you can see from the bottom). It's the dish everyone enjoys and it never disappoints. For something saltier, the salted fish fried rice and the salt and pepper fried squid are highly recommended. I heard the Dungeness crab is pretty popular so it was fun to pick at it while each person has their own dipping sauce as we wait for the hot food. We also got the stir fry Chinese broccoli which had a nice crisp and wasn't overcooked. I appreciated that. The pan fried tofu worked for the vegans at the table but even the non vegans kept reaching for it. I was surprised to see pickled garlic in my sweet and sour pork. It was so nostalgic, the way my grandmother would have made it. The lamb chops were perfectly tender without being too gamey. On special occasions, we get the stir fry lobster. It's the kind of dish you'd expect at a Chinese wedding banquet. Celebratory, messy in the best way. You could build a whole feast here just from banquet classics. Pro tip: if you're rolling with a small party, book one of their private rooms with a karaoke setup. Eat, sing off key and pretend you're at a family wedding without the formalities. Congee Village isn't trying to be anything it's not. And that's why I keep coming back.
