However, after meeting him and discussing it further, it was not an issue at all and we never had any further disagreements. Jennifer never entered my apartment without significant notice (she always gave more notice than legally required and was flexible about what time she came so it worked with my schedule) and only came by when absolutely necessary. She was never overbearing and trusted me after it became clear that I wasn't trashing the place. I was required to have the carpet professionally cleaned on move out and elected to hire a professional house cleaner as well at her recommendation. The final move out inspection went really smoothly and I received my deposit back within a few weeks. She was always very responsive to text and call and never unpleasant to deal with. When the owners of my apartment planned to sell and not renew my lease, Jennifer offered to help me find a new place and to put me in contact with similar rentals. The only con of working with Jennifer is her handyman is genuinely the worst handyman I've ever had. He is very polite, no doubt about that, and a very kind man. However, every single fix that he did to the apartment was purely abysmal. Some things he just never fixed, like when I asked him to fix the doorbell he just took it and never brought it back. I asked him to fix the screen door because it didn't close all the way and he "fixed" it, causing the door to have a several inch gap between the door and the frame when closed. Sometimes he would claim things were just not fixable when they clearly were and I had to do those things myself, like screwing in the dishwasher bracket so it didn't jump out from its nook every time I ran it or increasing the water flow to the toilet so it didn't take three minutes of holding down the handle to flush. All that being said, I was Jennifer's tenant for two years and she was really quite lovely to work with. As a woman it's nice to have a woman as your property manager and she was a good advocate on my behalf when the HOA came for me after mistaking me for another tenant who had broken HOA rules.

Even after we had left and moved out, one of the maintenance guys found some stuff we left behind. Jennifer was kind enough to take the stuff and email me to coordinate me picking it up. SLUMLORD. Would give zero stars if possible…read more From the moment I moved into that apartment I realized I was in a slumlord situation. When I arrived on January 19th there was no working heat and it was in the 40s at night. I was provided with a very small space heater by the "property manager" (that term feels like a big stretch) and I was absolutely freezing all night. The only reason I didn't go to a hotel was because I had just driven for 5 days straight and was literally too exhausted. Additionally, the apartment was ABSOLUTELY FILTHY (I have photos to back this up). The apartment was vacant for months so it is unclear how they did not have time to check the heat or do a basic cleaning. When I complained, Pedram gave me a credit of like $70 for both those issues which is wild as a cleaning service and a hotel stay would easily total $500. Pathetic. I knew I was in for some bullsh*t based on this. From this point on, every time something broke or needed to be fixed, and there were a lot of things that were broken UPON MOVE IN (again, this place was empty and could have been repaired beforehand), Pedram ignored my service requests in the app and my emails. I fixed things with my own time and energy and had to hound him to be reimbursed for the supplies. The whole point of renting is so that I don't have to fix things. I literally had to have a friend fix my leaking kitchen sink because the person who "fixed" it initially didn't actually fix it and Pedram would not respond to my emails at all. I begged him for help. In addition to my actual unit being terrible, the general condition of the property was abhorrent. Overgrown weeds and bushes, filthy walkways that haven't been power washed in years, garbage all over the alley where the bins are, etc. It looked totally ghetto and therefore, people treated it as such. Also, we were told with literally ZERO advanced warning that we would lose access to the washer/dryer for at least a month due to the construction project taking place in the back parking lot (earthquake retrofitting). So then I had to start taking my clothes to a laundromat which is hard to do as a professional working 50+ hr weeks. Additionally, Pedram told us we had to park our cars on the street for this project despite the workers only being there during business hours. There was no reason we had to park on the street at night, other than his negligence with regard to understanding the actual scope of the construction project. My car and several others suffered vandalism/damage due to being on the street. It was completely unnecessary, but he would have known that if he ever stepped foot onto that property or put even the smallest amount of effort into managing it. I finally had to threaten him with legal action to be allowed to break the lease, as I could not continue living in that hell hole. He will not return my security deposit and states he kept it as the lease break fee, which is of course illegal under California state law. So not only did I lose my 2k deposit, I have to pay 1k to fix my car and I paid another 1k for moving expenses. Still very seriously considering taking him to small claims court. I had a completely horrific experience at this place and I have no idea who would write a positive review. I spoke to numerous other residents who all had similar experiences and were completely frustrated and fed up. Pedram, you take advantage of people and you know it. Absolutely disgusting behavior. You ought to be ashamed of yourself. You can say I'm disgruntled about the deposit or whatever you need to, to make yourself feel better, but we both know the truth.

A week later Franny called with an approval and we also received an email confirmation. I mentioned I would be applying for Homeless Assistance through Contra Costa County, and they were obviously depending on it more than myself. This was my first time navigating permanent assistance, so I had questions. I asked if it was possible to separate the lease, I was informed the next day by Franny after checking with her broker they can't proceed with that & I was ok with that, as they still proceeded to go through with everything relying on the permanent assistance! Eventually, I found out the county was able to proceed with both of us on the lease, which was even better! Unfortunately, due to delays with my caseworker which I made a complaint on while trying to reach her for a week which I feel she was ignoring me on purpose because my case was switching to Alameda County July 1st which I just think she didn't want to do any paperwork for my assistance! After finding out I was denied assistance due to accepting a new job with the City of Oakland, my offer letter wasn't good enough & they wanted paystubs even though my worker told me I can. I told them it takes at least 3 weeks for the process & was waiting for my employee Id number Proof wasn't enough, unfortunately they wont pay more than 80% of your income. The moment Franny found out the county couldn't pay, she ghosted me. I emailed Franny the same day I was denied no response so I called the next day. Still, I offered to pay the entire deposit and rent out of pocket for the unit to the property management and even let them know I could bring the full payment the same or next day & move in on the 7th no later than the 15th! My partner makes 3.5-4x the rent, and I have additional self-employment income. Eventually, I was told they weren't moving forward with my application I was ultimately told the owner didn't want to deal with it I truly didn't understand and the reasons kept changing First, it was because originally planned to move in on the first Then, it was the "inconveniences with the county" (even though I was pushing the process myself) Then it was allegedly "fraud" because I asked about separating leases, which was an honest question, not a demand although after they still proceeded to ask and move forward with me! She said it seemed as if I was unreliable! Like huh? Then after I mentioned a fair housing complaint Franny stated the county thinks something is up with you too" A completely inappropriate comment that made me wonder if my confidential information was being shared improperly or if I was being retaliated against. I never received a written notice explaining why we were denied, even after asking twice. This experience delayed my family by two critical weeks, and based on how it unfolded, I strongly suspect source of income discrimination. We were transparent, financially qualified, ready to pay, and had solid rental history but none of it mattered at this point after they realized the county wouldn't be footing the bill. Which makes me realize I don't think they even did any job/ or rental history verifications! If you're a working person trying to get stable housing or using assistance in any way, be cautious. Based on my research, this is not a unique experience. It's common for people using public assistance to be treated as less-than even when they're offering to pay everything themselves. I'm filing a formal complaint with Fair Housing, and I'll continue to speak up not just for myself but for anyone who's ever been quietly discriminated against and made to feel like they are the problem. We deserve better.

Matt posts the rentals on multiple sites, he screens the applicants, he handles the rental screening applications & he keeps you updated along the way. When the new tenants are screened & recommended by Matt. Matt takes care of the 1 year lease & a pre-move in walk-through with the new tenants. I would rate Matt 5 Stars X 1000!! Although the association was not always able to clear up the matters I tried to help my seller with, they were the most helpful team of people I have dealt with. Each time I called into their office they would take the information I had questions on and present. Some responses were favorable and some were not. Again not due to the association. In addition I most say they were always available to assist me. I can recall several times April missed her lunch break to help me over the phone. She did not have to but she did. Withholding records -- including financials, contracts, owner ledgers, governing documents, and access credentials -- impedes the Board's ability to fulfill its fiduciary duties and may be deemed a violation of state law. Any billing dispute should be addressed through proper invoicing and collections processes. It is not appropriate or lawful to withhold Association property as leverage for payment. We are formally requesting that all records, digital access, and physical property belonging to Livermore Northwood be transferred to xxxxx Management no later than end of business, April 2, 2025. These documents are imperative to our ability to fulfill our responsibilities to the Association and ensure continuity of service for the residents.
