I would rather roam the streets starving than go crawling to this place for employment. There really is no lower position you could have than working for UPE. And you can tell who they attract to their workforce are clearly incentivized to boot and tow like slithering predators. When at BYU I/my visitors had been towed twice and booted 2 times across the different apartment complexes. Each account was absurd and unjustified. 1 - while living at Chatham town apartments my sister was visiting with her family. I let them park in my spot which I paid for and that was associated with my apartment number. They came in for an hour and were shocked when their car was gone. It was towed and when we showed up at UPE they charged us more money than was posted. I took the pic and showed them and they said "that sign is an old one and out of date." Then I asked how they could tow when it's my spot. They said: "is this your car? If not, then it shouldn't be parked there." I was furious, but powerless and spent ~$200 getting her car back. 2 - My bishop came to a ward activity after late church meetings (we lived across the street from the parking lot). He stayed for a while and returned to a towed car. It was his wife's company car with her name and number al over it. He told the tow company he was a representative of the church and was doing the volunteer work he was "employed" to do. No mercy there either. 3 - Got a boot while at Foxwoods condos for parking in the visitors spot while my car was still running and I was putting my groceries away. There were 3 open spots and my parking space was full. I didn't feel like being the bad guy reporting someone, so I planned to use the visitor parking for literally 3 min and then park in the street. Well in between drop offs a guy literally ran out of his enforcement car and started slapping on a boot. I literally yelled with keys in hand and he looked over his shoulder and with a stupid smirk said "too late buddy. It'll cost you $50." He continued to put the boot on as I was standing next to him, blood boiling, and wanting to deck his face in. Mann, it took restraint. Then I had to pay and wait for him to take it off. Low life. 4 - I was serving in a bishopric and visiting an apartment for dinner with my wife at promenade. The guys of that apartment told me to park in the back where there's some gravel. They said it's open to visitors. I saw no signs and no lines either. It was roughed up gravel and around dusk time. Got booted anyway. The booter gave no justified reason for his booting and said someone must have taken their sign down and that I was double parked anyway. Not sure how he could tell as the lines were in exposed gravel that were indistinguishable by this time. These folks are unethical and predators. They capitalize on the defenseless and aren't required to have a clear reason for their actions. They capitalize on the uninformed or powerless and can use any excuse to justify their actions so they can make a little commission or bonus. Who justifies their actions and how do they receive free reign over this city. I have to admit I've discriminated against folks who show up with this on their resumes as an interviewer at a major company here in Provo. Unfortunately, they're already guilty in my book by association. From experience, the bulk of their employees are ethically and morally compromised, and I would not stand for that at our company. This is my only review I've ever publicly posted, but no company has ever left me repeatedly more dissatisfied than this one. These folks are dirty rotten pirates with a business model built around disservice to the community. I would like them to do their job, yes. But, I would like them to do it "right." Off and on I have wondered about contracting the BBB and the Provo Police for two incidents with UPE that had me seriously questioning their ethics and the legality of their procedures and policies, but considering that my experience with them was nearly ten years ago, I figured that the statute of limitations had passed. UPE's reputation has been completely damaged by themselves. On one occasion, I parked in the church parking lot of 700 N. and 900 E. for a home teaching appointment. Not even a half hour later, I come out and my car was gone. Fortunately, I knew a facilities manager for the church who helped me understand that they were not allowed to boot or tow in that parking lot on a Sunday. Rather than bringing my car back to me, I had to ride my bike all the way across town to retrieve it because that was my only other means of transportation. While the exercise was great, I thought it strange that they had mistakenly taken my car without the decency to bring it back to me. Armed with this knowledge about the parking policy in that lot, I parked there again on a Sunday (like an idiot, thinking they would not tow me again because they had been apprised of the Church policy regarding that parking lot on a Sunday) and they towed me again. So again I had to retrieve my own car, fortunately without having to pay because I knew the policy and was able to argue the point effectively to have my car returned. My question was how is this not grand theft auto? How can UPE take someone's car without their permission in an area where that person is legally allowed to park? If an individual did the same thing and were caught, they get a criminal record. Why can UPE do the same thing and get off scott-free? What is illegal and unethical about this is that they preyed upon me and so many others who were unaware of the Church's policy in that parking lot. I didn't have to pay because I had someone who could help me understand my rights, but how many others did they take advantage of, illegally, because those people did not understand their rights in that parking lot as it pertained to the Sunday no-towing policy? They watched me park and waited for me to leave before they towed each time, because my car was towed immediately after I parked and had left the vicinity. Each visit was short enough for me to be shocked that I had been towed so quickly. Kudos to this kid for fighting them for the injustices they have been allowed to commit for years. I hope this brings great reform to the racket they have been allowed to run for far-too long. read more

These people are crooks plain and simple. UPE staff gets paid on commission for cars booted and towed, so the company is incentivizing its goons to extort people. I have had the displeasure of dealing with them as have many of my friends. Just to give you a brief rundown of how they do business, I will relate the following experiences of working with UPE. I parked at my own apartment sometime around midnight and went inside. When I went back out to get something from my car, the UPE thugs were putting a boot on my car. They didn't have it on yet, but they wouldn't let me move my car. Instead, they made me watch them put the boot on and then they charged me $65 for them to take it off. Keep in mind, I was parked in a space that I was allowed to be in. There was also nothing wrong with the way I parked. When I asked them why they were booting me, all I got in response was "Because F*ck you that's why." They told me I could appeal the case, but I knew that was a crapshoot. They also didn't scan my credit card on the spot, but instead wrote down the number on a piece of paper. There was one person in my apartment complex who was booted because the snow was covering his windshield and the lowlifes from UPE "couldn't see the parking sticker." A similar booting occurred when one of my friends but a sun protector on his car. One of my other friends had his scooter stolen over Christmas break. The police told him to check the impound. When he went to UPE, they had his scooter. Turns out the person who stole it parked it in some parking garage and UPE took it. UPE then charged him $1200 to get his scooter out. The fee was so high because UPE "held" the scooter for so long. Now the company is bringing a lawsuit against a college student for half a million dollars because of some trumped up charges. This company conducts its business by extorting vulnerable people who have no money and very limited connections with people who can help them. I've been living in Provo since 2014 and I have never seen them boot or tow anybody who was actually deserving of it. I have only ever seen them boot or tow people who are residents of the apartment complexes and allowed to park in the spots. So thanks for nothing UPE. I hope they loose the lawsuit. Provo would be a better place to live without this company. read more

After I was improperly booted and towed (a claim validated by the Provo 4th District Court), Mr. Lamont and his legal representation made the following false (and therefore DISHONEST) claims: - that a Provo Police officer had approved each parking stall at my complex (False - the very officer who performed the inspection told me he did not) - that they called the police when I went to get my car (False - I was the one who called the police) - that the police officer told the UPE employee that he wasn't required to show me video evidence (False - the police officer only said that he couldn't intervene) - that I never called to talk about my boot before I was towed (False - my phone record prove that I made a 10 minute call an hour before I was towed) - that I had parked in a stall with multiple white diagonal lines through it (False - there were no lines through the stall whatsoever) - that he had mailed me pictures of my vehicle (False - I obtained the pictures from our first court hearing. They wouldn't release them to me at the lot) - that they had reached out to me asking what they could do better before I filed my first claim (False - I sent a letter and made two follow-up calls over the course of a month with no response) - that hundreds of reviews didn't exist online about them earlier this year (False - over 200 reviews existed on Yelp and Google combined) Should I keep going? I've got about a dozen more provable examples. In short, this company has behaved incredibly unethically in general and towards me personally. Sure, I won in court, but it would be nice to see them actually take responsibility for their actions without being coerced. Of course they're going behave nicely towards property owners *cough* Park Plaza *cough* but don't be fooled. If not incentivized by money, these people seem to have very little integrity. read more

I'd be happy to add my own victim story to help this towing company (and the others like it) understand that their reputation was already shattered and we all know they are predators. I woke up one morning (whilst attending UVU) to find my car missing from it's stall. I had not violated any parking regulations as I parked in a free spot. The apartment complex had recently posted maps on all of the doors indicating which spots were free/registered so I knew where I was allowed to park. I even had a parking sticker in my car showing I was a resident. I shared with three other roommates and we rotated the spots allotted to our apartment. After living in Provo and being victimized by unfair parking tickets (on and off BYU campus as I attended events there) and seeing many friends being towed for no good reason it didn't take long to connect the dots. It's pretty sad when one of your first thoughts isn't a burglar but a towing company because the abuse is so rampant. Sure enough my car had been towed. I missed my classes and work that day because they illegally towed my car. I went down to their office with the map in hand (after hours of trying to figure just where it wound up) and showed them they took my car illegally. They made me pay to get it out anyway and threatened that if I didn't get it out right then they would charge me an enormous sum of money for every day that it was there. I had NO money and no family support so this shattered my bank account. I had to fight afterwards to get my money back. I had to get the money back via my apartment complex because they hired them. I told them what happened and even filed a complaint with BYU housing over it. I'm so glad they're getting their back-sides handed to them. They're cruel and they literally prowl or park and wait just to hurry and boot a car. They will take your vehicle even when it's illegal to do so. I hope they and all other towing companies like them go down. I can say without reservation that they deserve it. read more

University Parking Enforcement is a pariah of the community. True bottom feeders. Their name is extremely misleading, since that have zero affiliation with BYU or UVU. My experience with them is as follows: I was running several errands and one of them was to do my grocery shopping. I stopped over at the Orem Walmart to shop, then put my groceries in the car. Since one of my other errands was across the street at UVU, and it was easier to just walk over to take care of it, I went to take care of it, and was back about 20 minutes later. When I returned, my car had been booted by University Parking Enforcement. Apparently they have a lowlife sitting in his car waiting for people to park in WalMart's parking lot and walk over to UVU. I called the number on the note they left on my windshield, and the guy got out of his car to try to get me to pay $55 in exchange for removing the boot. I told him I wasn't paying. He told me the boot wasn't coming off then. I went in to Wal-Mart, asked for the manager, showed him my receipt and the note from UPE telling me how to get the boot removed. I told him that a) I did all my grocery shopping there, and b) if they did indeed have a contract with UPE for parking enforcement, they were alienating another 2K to 3K more of their regular customers, and recommended that he end that contract ASAP, and c) anyone with a tractor trailer, or a camper can park in their lot overnight with zero consequences--why punish students who are notoriously poor to keep them from parking in their lot, and d) they have plenty of parking and there is no reason to be miserly with their spaces. I got him to go outside with me to talk with the jack off bottom feeding parking enforcement guy from UPE. The Wal-Mart manager told him to remove the boot and that I would not be paying any fine. So this story had a happy ending. I have heard of so many others who have been abused by UPE where it was NOT a happy ending. Parasites! read more

Absolutely the most corrupt, vicious, and abusive company. At one of their enforced properties... they booted a car for Parking in a disabled parking spot. The sign clearly labeled disabled parking for parking pass number ###. The car parked in that spot had a disabled parking hanger displayed on the dash and sticker on the front and rear window displaying parking pass number ###. Matching he's parking stall. What university parking enforcement did not know was that this individual had been paralyzed from the neck down and over the last four years through brutally painful therapy and traction had learn to walk again with the use of 2 four-prong canes. We told the employee not to boot it. He said mind our own business and threatened us if we interfered. He also said if we would pay him cash on the spot he would not tow it, just take the boot off. We called the police. The police were very clear that no infraction had occurred and the UPE was in fact breaking the law by their actions. The UPE guy told the cop he was an idiot and that he the UPE guy knew what he could or couldn't do better and that "besides this is an issue between UPE and a 'claimed' car" The cop didn't take well to that. The UPE got in his car and said I am coming back with the tow truck and you better be prepared with double the fine for waisting his time when he could have been out claiming more cars. The cop stopped the man and let him know this could only end two ways. He would immediately remove the boot, or he would be taking a trip to jail and his company would be once again in trouble with the city not for enforcing the parking laws, but for breaking the law. UPE is expert in bending and breaking the law in order to exact $ out of mostly defenseless young kids. It's predatory and there needs to be a means for offenses to be flagged and recompense and punishment later down. Any complex that pays UPE must find a new provider ASAP. read more

If you were looking for the worst kind liars, thieves, and all-around terrible people all gathered up and working together, you'd have to look no farther than UPE. Towing is a necessary evil when someone leaves their car on the side of a painted curb, parks in your reserved spot, or illegally parks in a private lot. I get it. Not oblivious to the consequences that have to follow hasty, poorly planned parking. But Provo is literally plagued with predatory, vicious, sarcastic and vindictive towing companies and employees. The people at UPE are the scum of the earth, love taking calls from furious people, and relish tormenting people and extorting their vehicles for ransom. I've spoken to the mayor and the chief of police over a towing issue, where my car was illegally towed out of my own parking spot. After retrieving it, I planned on pressing charges and asked for the footage their employee takes when they do their walk-around we-didn't-scrape-your-car proof video (because, surprise, my audi came back with scrapes). Not only did they refuse to give me the tape, but they told me I would have to file a court-ordered injunction to get it. I called back to try and figure it out, and they then said they were going to press charges against me for phone harassment if I called again....yep. Seriously. Fired up at the literal evil that runs this company, I called them again. Someone impersonating the Provo chief of police answers and says that by calling back, I have triggered a series of charges pressed against me for "violating the businesses wishes" and that I was going to have to go to court, etc. Fast forward to much investigating and phone calls made, I speak with the Provo chief of police and find out that not only was it not him, but that it's not the first time someone's impersonated him while magically "already there at UPE." Classy people. I hope every one of them gets what they have coming to them. read more

When I lived at Old Academy I was towed even though I had purchased a parking pass and had the sticker correctly displayed. I had parked in the stall next to a handicap space, nothing illegal. The stall wasn't marked at all, no diagonal lines, no signs posted or anything of the sort. After working pretty hard to get an explanation someone finally told me that that stall was an unloading zone and wasn't a stall at all. Again, there was no indication that that was the case. A week later someone had come back and painted diagonal lines and put up a sign indicating that it was not a parking space. I should've fought harder to get my money back. A few months later when I was moving out of Old Academy, my father-in-law had left his truck running, hazards on, doors open, at the bottom of the elevator in the garage while we brought a box down. We went up the elevator, grabbed the boxes sitting at the top of the landing, got back in and went back down to the garage -- maybe ~2 minutes max? When we got down there UPE was just pulling around the corner and we were getting out of the elevator. The guy gets out of his truck, sorta skip runs over to our truck and begins putting a boot on it. My father-in-law asks him what he's doing and he doesn't respond, just keeps attaching the boot. We stood there trying to get him to explain why he was booting our truck as we were standing next to it by the time he had walked up to it. Wouldn't open his mouth at all. When he finished he made us pay for him to remove it. So crazy! Finally he admitted that he didn't think he should be booting us but that he needed to "get one more tonight" and walked back to his truck and drove away. read more

I'm editing my review after talking Michael at UPE. It appears that Carl might not be the hero I thought he was. It may be that Carl is taking advantage of the fact that students in Provo loathe UPE and will happily donate to the cause. I was certainly ready to contribute to his GoFundMe. I think I'm now on the fence to see where the truth actually lies. My son has had 3 experiences with UPE. Of those 3, 1 was entirely unjust. The 3rd is kind of sleezy, but it was caused by the 2nd, which my son completely owns. I do think the appeal process must be changed. It does NOT work. I gone through the appeal process and it failed. I am 100% certain that given a face to face, that fine would have been returned to my son. The UPE employee was unreasonable and if interested in doing the right thing, would have continued to boot my son's vehicle. I think the hate for UPE, at least some of it, must be redirected at the owners of these apartment complexes. I don't believe UPE is unilaterally deciding if a car's tire is over the line, they can boot it. I would think the property managers must approve that nonsense. My real issue is that these fines are being subjected to people who really can't afford it. That isn't right. Breaking parking rules isn't right either, but when a boot turns into a tow too quickly and without a justifiable reason, people have a compelling reason to dislike UPE. BYU should make it part of new student orientation. Don't EVER....EVER, EVER park where you shouldn't. If you aren't sure, assume you are going to get booted or even worse, towed. read more

Ten years ago, my car was towed out of my private, reserved parking spot on my first night in the lot because my sticker wasn't adhered to the back windshield. It was visible; it was just place on the back, passenger-side speaker because the apartment welcome packet didn't clearly explained where the sticker ought to be placed. Not wanting to get towed for misplacement the sticker (I had heard stories about how particular Provo parking enforcement can be), I decided to wait until the next day to find out for sure from the office. ...Wrong choice. Later, when I appealed the $150 ticket, I filled out all the necessary paper work and even acquired a signed letter from my apartment manager vindicating me. No go. Provo City government protects its towing companies. They know that students come and go, but Express Towing and the like are here to stay. (At the time, I was blind with rage and frustration! I even entertained possible conspiracy theories involving Provo city officials receiving a portion of the profits from this type of predatory towing. I couldn't believe how the city could allow something like that?!) When I paid the fee, they released my car to me. On our way to the lot, I demanded that one of the employees witness that my parking sticker was there, but they wouldn't. I demanded to see the video recording that they are required to make of my car before towing it, but they wouldn't. They seemed to have all the power, with no one to challenge their authority. read more

Obviously no one is going to love any parking enforcement company, but after living in and visiting several states and dealing with different parking enforcement companies that are tough but admittedly fair, University parking in Provo sticks out like a pathetic sore thumb. They are overly eager to swoop down and hand out extreme punishments and ridiculously high fines for tiny or non-existent parking errors. Take this comparison for example: in San Diego right near the beach, I was ticketed $40 at 9:30 am for being parked on a street that was clearly marked as needing to be cleared for street sweeping from 8-10 that morning. That was frustrating to get a ticket, but it was clearly my fault and the punishment was fair. In Provo, I was BOOTED, which cost $175 and two hours to get removed, while parked in a guest space visiting a student housing parking lot at 10:02 p.m. Later, I noticed a sign stationed in one of the entries to the parking lot in print too small to see from a car that visitors couldn't park past 10. In this case, I did (barely) break the parking rules, but the punishment was way too extreme for the offense and the rules were not posted clearly enough to drivers. Oh, and I was booted again in my own housing parking lot, with the appropriate parking sticker, and I still had to pay the fine because the University parking enforcement said it wasn't displayed in a clear enough spot. It was RIGHT WHERE I was told to display it. read more

UPE has the worst ethics!! In 2013 I was in a pizza shop by BYU for 10 minutes, waiting for my pizza, and my car was parked outside in the designated parking lot. Fortunately a kind student poked his head in and asked "Does anyone drive a white sedan? It's being towed!" I ran outside and found my car completed lifted and loaded onto a tow truck, as the driver was getting into his car to drive away. The UPE employee didn't even bother LOOKING into the shop to see if anyone was in there. He started driving away and I had to run after him through the entire parking lot, screaming. I can't believe he actually stopped, but amazingly, he did. I yelled at him for towing my car from the pizza shop's parking spot while I was very visibly in the shop and he was very apathetic about the situation and did not care. UPE does this all the time! They boot and tow people who are parked legally and they get away with it because people desperately need their cars and can't afford to go without a car for several days while a disputed is being worked out with UPE, so they just pay the fee. Because of this UPE really takes advantage of students and other Provo residents, knowing people will just ultimately pay the tow/boot fine rather than go without their vehicle. read more

My scooter was stolen and at some point was towed by the UPE. The police notified me and told me I could pick it up at the UPE office. When I went to pick it up I was just expecting to pick the scooter up and be on my way. However, when I went to pick it up they wanted to charge me $25 (and they did). My scooter had been spray painted black and didn't even run anymore. It couldn't be more obvious that it had been stolen and I even showed pictures of my scooter's former glory. Not only was my scooter ruined, I had to pay the UPE to even get it back. The person who helped me was extremely condescending and I asked him if a manager or owner were there or if I could contact that person. He said nobody else was there and that he couldn't provide me that information. I found the owner's information posted on a business license and messaged him on LinkedIn, but he just ignored me. There isn't a worse business in Utah Valley than the UPE. They are well-known throughout all the valley for shady and predatory business practices. I've had multiple roommates get towed and when they ask for pictures to prove why they were towed, they provided nothing. They hold students' vehicles for ransom and have don't try to be ethical with how they do business. read more

I had a terrible experience working with University Parking Enforcement. My housing complex changed their parking stickers, and I still had an old one, after having been out of town during the change. After a 12 hour drive, I got back into town with an entirely full car of luggage and most things that I owned, and I left it all in my car, bringing in just a backpack with a change of clothes. I showered and went to bed, planning on unpacking my car in the morning. The next morning, my car was gone. My housing complex apologized and explained what happened, and they called UPE to get my car back. UPE refused to work with them, and made the housing complex pay my fee. Because the housing complex put themselves in this difficult situation, they ended up taking 2 days to figure out their plan. In taking that long, my car racked up ADDITIONAL fees from UPE, who didn't tell my housing complex this after they paid them the initial fee on my behalf - they waited until I got there to charge me extra, per day, for the time the car had been in their junky parking lot next to the train tracks. UPE alienates both the partners that they contract with, and the clients that they tow. If I could give them 0/5 stars I would. read more

Very worthless and unethical company. While their business operates entirely legally, their operation is highly unethical. While moving out of an apartment, I parked in a spot that bordered a driveway in a parallel fashion, separated by a low curb. The driveway side of the curb was painted red. I pulled into the spot and saw a UPE driver sitting in his tow truck nearby and nodded at him (I say this to illustrate that he knew which car i had come from and where i was parked). 10 minutes later i returned to the parking lot with armfuls of my belongings to find my vehicle had been towed by the UPE driver i'd made eye contact with just minutes ago. Apparently I had parked over the curb by accident, leading the insides of my tires to be on the red side of the curb. Not impressed. All the driver had to do was crack his window and let me know my car was parked incorrectly and it would have saved me north of $200. He instead chose to collect a spiff from the cost of the tow imposed upon me. This is an unethical company which provides incentives for their drivers to be ruthless and predatory. read more

Literally sharks just out to pinch every dollar from students that they can. My fiance at the time and I were moving my stuff out of my apartment, so we had his car parked at the curb INSIDE our complex to fill it up with stuff. We ran inside to grab a few more boxes, and by the time we came back out (less than 5 minutes later) the guy was loading up our car to tow it. We tried to explain to him the situation and he didn't care one bit. He wouldn't let us have our car back, even though we were right there, until we paid a ridiculous amount of money. We are all poor college kids, we were trying to pay for a wedding, and trying to save money in preparation for a move to the other side of the country for medical school, and this guy didn't care at all, was a total jerk, and just wanted the money. Our car wasn't in anyone's way, all of our neighbors were out sticking up for us, and it didn't matter one bit to this d-bag. I liked everything about living in Provo EXCEPT UPE and they were enough to make us never want to live in Provo again. Worst company ever, with the worst employees ever. read more
