If I could give zero stars, I would. This morning, on my way to work, I passed a large dog on the side of the road, leaning against a fence. There was no safe place to stop--this stretch of road has no shoulder, no turnouts, and heavy traffic--so I immediately contacted the SCRAPS emergency line to report the situation. I provided the exact location, described the dog's condition, and emphasized the danger: the animal was positioned in a way that suggested it could easily be struck by a vehicle or, worse, run into the roadway and cause a serious accident. Despite the clear risk to both the dog and drivers on a 45+ mph road, I was kept on the phone for 15 minutes only to be told that "they would look into it later because it wasn't an emergency." This response is unacceptable. Situations like this are precisely why many people hesitate to call for help, and why so many animals end up injured or killed by vehicles or left to suffer after being hit. I don't even want to give them a star. Not after they euthanized my dog. I had a caregiver who was removed from my house because he got violent with me. He was arrested. I think I was attacked. I ended up unconscious on the floor of a room that I never go in a week later due to a welfare check that my neighbor and landlord called on. SCRAPS was called to come get my dog because there was no one to take care of him. They were told by an EMT worker that my situation looked grave and probably wouldn't make it. I became conscious approximately the 19th of April. on the 24th of April I found a picture of my dog on SCRAPS website. I called that same day to tell them I wanted to discuss having someone come to pick him up. The next day my daughter called and got told they had put him down. Then I got a call Sunday from a gentleman named Keegan wanting to know about the dog I wanted to discuss. I told him he was too late that they had put him down the day before. He said he was sorry and that it wasn't his department. This all happened within a week. So, they violated some of their own policies and procedures. SCRAPS knew I was in the hospital, and they knew he wasn't an owner surrender and a service animal. My friend is listed on his microchip for emergencies. She was never called. So, I recommend NEVER dealing with them for any reason concerning an adoption or reclaiming a found animal. read more

Utterly horrible. I adopted a kitten from that hell hole last week, and the cage he and his brothers were in reeked of diarrhea. My boy was hoarse because of a rampant upper respiratory infection, and after I brought him home from his neuter, he had explosive liquid diarrhea in his carrier, then again at home, again and again. Kittens are fragile and that's the kind of illness that can easily kill them. I brought him to my local vet, where I shelled out nearly $200 for medications and prescription food, because I reFUSED to bring the baby back to the place that got him sick to begin with, free vet visit or no. My kitten is now on the mend and growing strong. His sweet voice is clear and he really knows how to use it! If you adopt from this place, you will be saving an animal from a wretched situation, but be prepared to pull out your wallet to fix up the aftermath of the poor baby's incarceration. I'm glad I saved Ocho (formerly Pugsley, formerly Giuseppe), and with me, he's going to have a long, healthy life. read more

If I could give 0 stars I absolutely would. I called to report a man in a parking lot with 5-6 dogs that he was ACTIVELY beating in front of me. Hitting kicking screaming. The rude woman on the phone told me to go to their website and email them. Absolutely ridiculous. She said it wasn't urgent. When you look up who to report animal cruelty to it says scraps, I would strongly disagree. They will do nothing. I can only hope and pray that those poor dogs are ok. Anytime I have dealt with scraps including through adopting an animal they have been nothing but rude and cold hearted. read more

We had an officer call us about a complaint we had filed about a neighbor's 2 dogs that had killed a kitten in their backyard. The dog's had also tried to bite our 4 year old grandson. We knew that nothing could be done, but this officer was so abrupt and rude, he made us feel like we were bothering him. The owners of the dog's have told us they are aggressive so we feel we have legitimate concerns. Evidently he didn't feel that way at all. Hopefully nothing happens in the future, but I think he could have been a lot more compassionate. read more

I've tried to contact this company several times to set up an appointment. I left my phone number. I left my email. I left voicemails and no one has responded to me. It's been three weeks. I know a company can get busy but three weeks is a long time not to return a call. I just found out that on Apple maps the time is wrong if you wanna find out when they're open you'll have to go to the actual county website. They're open till 7 pm but they shut their phones down at 5:30 pm or they changed their hours. Apple maps says 7 pm. The website just says you can't call after 5:30 pm. Very annoyed, it's been 2 months and still have not received a refund from when I adopted from here and the dog did not work out. "Their system is down" they told me. Be VERY careful when you adopt from S.C.R.A.P.S. in my opinion they don't deserve any stars but I wanted to warn people they take a LONG TIME to refund your money if they ever do. read more

The adoption process was quick and loved that, but they told me that if my cat has symptoms of kennel cough to call them within ten days and they will cover the cost of meds. Five days later I call them and get on the schedule for that Saturday seven days after the adoption. They opened the door to her carrier and then said she is fine. Then this Monday January 27th I went for my free check up for her and they told me she has kennel cough so I had to pay for the whole vist 178.65. Scraps does not keep there word when they say they will help. I would honestly not recommend adopting from them! Took a nice, quick trip up from Pullman, WA in hopes of adopting a furry friend. :) Another close friend of mine had driven up a few weekends before and had luck finding a beautiful cat there herself, so I decided to visit SCRAPS first. The quality, attention to service, and care for animals and people alike is wonderful here! I was welcomed in as family would be, and the employees are MORE than qualified and helpful; The volunteers/workers all seem to know each and every animal there and have a knack in listening to individual needs for placement. I had the blessing to find my baby in just a few minutes - I shared some personal information about environment and personality and was paired with a perfect pet. I cannot express how thankful I am for SCRAPS and other adoption centers who put the upmost love into their work, staff, and animals. In a nutshell: I had two WONDERFUL experiences here, as company and as a customer. Every employee puts care into the hard work that goes into providing intermittent care for all types and ranges of animals - and it shows! Zero stars. After waiting an HOUR on the phone to report constantly loose dogs, they were only interested in my personal information and how to find me. They completely ignored the issue of loose dogs in my neighborhood, and refused to say when or if they were going to visit the offending property or when I should call back if the issue persisted. I have zero confidence they will do anything about the problem. They just gather personal info from well meaning people for their reporting, without solving problems. read more

Absolutely appalled at the scraps officer tonight ( 3/15/2024). A cat was hit on the side of the road on Park road. The officer was not concerned the cat was struggling to breath and blood coming out of its mouth. She was ONLY concerned about the owner after we told her where the owner lived. The owners came over distraught and the officer asked if they were taking it to the hospital and then left. The officer seemed very aggitated that she had to be out there....terrible bedside manners!!! Something had to be done about this agency!! read more

Upon calling scraps after hours line, I was met with a snappy and rude individual that had no desire to help the animal I was calling about. Who eventually hung up and never helped the animal at all. Went in to see what dogs were needing adoption. The smell of the room and the conditions of the cages was disappointing. Thinking about the anxiety these dogs were experiencing while undergoing the smell of poo that every dog had done brought me to tears. Overcrowding for sure. Please adopt a homeless animal instead of paying someone to birth another animal. read more

I have volunteered at SCRAPS for two years now and always look forward to my weekly visits. Although the enclosures aren't perfect, SCRAPS truly cares about their animals and always do their best. I actually adopted a sweet kitty here as well. Highly recommend! read more

SCRAPS refused to come get a large pit bull that was roaming where the kids from the local school walk home. I was left on hold so long the dog disappeared. Matched the description of a dog that recently severely injured someone locally. Absolutely useless with rude customer service. How is it acceptable to call them "animal control" when they actively refuse to do any work? It's no wonder people are being bitten left and right. read more

This organization is USELESS!! My friend's son has gotten attacked three times by a neighbor's dog and this time he had to be taken to the hospital. The police referred my friend to them to "deal" with it and they said they would "follow up in a few days because there are more important things, like dogs in hot cars". Yes, that is important but is it going to take a child to die because of being mauled for them to act as they are required to??? Interestingly, when my friend stated he would take care of it (due to the frustration of them doing nothing) they said they would come out immediately to arrest him. What a joke! Not sure what good S.C.R.A.P.S. is...there is a dog in the Cheney area, 502 Presley Drive, with porcupine quills in its nose. The dog has been chained in the back yard for 5 days while it's owners are away. It is in obvious pain and crying for help. I thought this place was supposed to protect animals. Replace this program with one that cares! No telling how long this dog will be in pain or if it will get the proper care when it's owners return. read more

We visited a few other adoption places before Scraps, and they ended up not being great options. We found Scraps and decided to try it out. The experience was great, the employee in the cat area was very helpful, the front desk employees were very helpful in the actual adoption process, and overall we have loved every moment with the cats we have adopted, they are great and so is Scraps! read more

Had a lost dog at my job site all day, at the end of the day I brought it down to scraps. They would not accept it! What kind of animal rescue place does not accept lost dogs. I have two pitbulls at home with puppies and now I have this big ass German Shepherd that I don't know what to do with. I would give you a ZERO if I could.. Our dog was taken to this Faciliity on October 3rd, due to unfortunate circumstances with her Dad, with WHOM she was with in Spokane. Once they impounded her, there was not ONE phone call made to His Cell Phone to let Him know her exact whereabouts so I could drive 7 hours to come and pick her up. NOT one phone call was answered by them or I was put on Hold. You claimed she was put on your Website, but I searched for her for a week and a half on there and she was NEVER there. You had her on a 5 Day STRAY Hold, which is NOT long enough for ANYONE to find their Lost Family Member. She was then adopted, and I didnt find THAT out until A week later from A Video posted on YouTube by someone that goes to SCRAPS.. These ANIMALS you take IN aren't JUST animals To SOME people, They are Family, and OUR girl was very Special to Us and LOVED by Us. She was NOT ABANDONED, She Was NOT a STRAY, SHE HAD a FAMILY! I tried to turn in a stray cat I found in my yard, I spent a week blasting it onto social media, lost and found pages, scraps own site. I put up ten found pet posters all over my neighborhood with no takers. So finally decided to take to scraps to try to get adopted. Was informed, since it was neutered, and obviously someone's cat at some point, just take it home and dump it into the street... Cats can "take care of themselves". I mentioned it was freaking November and will snow any day, she said well cats can grow a really heavy coat, sooo... I'm livid, I've donated, I've adopted, I've helped them out grooming strays for them. Their response to a stray cat is, well just dump it back on the street. I took a stray cat to SCRAPS, Humane Society sent me there. I was told they took any strays in Spokane County. When I arrived at SCRAPS I was told I needed to give my complete ID (really?... just to drop off a cat) and wait hours for an appointment. There were three ladies behind the counter who appeared to be doing nothing productive, just chatting. When I said I would like to drop off the stray cat and be on my way, I was told "it does not work that way." This place seems to be full of "red tape" and a waste of our tax dollars. We had a case of very BAD animal cruelty, locked in an Apartment for at least SEVEN days, without food or water or Electricity for Air Conditioning in this HOT weather. When they were found, I called the Spokane Valley Police Department so they could come make a report. They told me it was a SCRAPS problem and to go down on Trent Ave at noon the next day! When we arrived at SCRAPS, we were told to call the main number and go to option 7. After being on hold for over an hour I had to hang up. I tried again and again before I returned to SCRAPS where I was told to just keep trying. The two dogs have lost a lot of weight, are very malnourished and highly dehydrated. We have been big supporters of SCRAPS in the past, but that ship ha sailed with this experience. read more

First off, the guy that was upset they turned him down for wanting to declaw the cat? GOOD! You should NOT be a cat owner sir! Second, the complaints about them being too busy to answer calls should get your lazy arses off the couch and drive down there like the rest of us. These volunteers don't deserve your vitriol. The service is a needed part of any community, but the fees feel like organized crime. This organization thinks a 71.4% late fee is reasonable. I have two dogs, which I license every year. This year I missed the due date, so I was charged $20 per dog as a late fee. The original tags were $28 dollars each. This is a completely unfair practice. Just the fact that I was charged more than one late fee is ridiculous. This comes to me as two items on the same bill. One bill, one late fee. And not 71.4%of the bill!! read more

Generally speaking I am most supportive of the concepts behind an animal shelter. I generally feel that these places, on balance, do more good than harm. So it is with deep regret that I note the following complaints about SCRAPS. Adopt don't shop? Not at SCRAPS. You really find it difficult to adopt. Frankly, you are better off contacting one of the humane societies in the area. Staff will not, or cannot, explain the agencies policy regarding adopting puppies, other than to say that the "foster" gets first choice and that the "foster" then gets to decide who adopts the puppy if they do not want to keep the puppy. They will tell you, with an absolute straight face, that you need to contact the foster if you wish to adopt, and then in the next breadth tell you that they cannot put you in touch with the foster, so that you can adopt. Instead, they will tell you need to call our general number to get in contact with any potential foster parent. Sadly when you try THAT you run into the next problem. Staff will not answer the general telephone line. Between September 24th and September 27th I made 11 attempts to get in contact with SCRAPS via the telephone. I was only successful ONCE. And that was after a 23 minute wait on hold. In any case staff would not registrar my interest in adopting a particular puppy, nor put me in contact with the "foster" to allow me to registrar my interest in adopting, nor put me in touch with a higher level manager. In my most recent attempt to contact them via telephone, after a 30 minute wait on hold, I decided to drive down there in person. Imagine my shock when I discovered, that the office was not overwhelmed with customers, which had necessitated me being on such a prolonged hold. Nope, barely anyone there at all. It was really clear from that experience, that management and staff are prioritizing folks who come into the facility, and choosing to ignore folks who tried to call. In other words, they were not going to talk to anyone on the phone until they had cleared the lobby. And then there is the issue about how they have the dogs organized. I understand that SCRAPS is a county wide animal control agency, and that as such, they have a duty to protect the interests of the property owner of any particular stray dog they bring into the shelter. I just do not understand why they insist on mixing these two groups together, making it awkward for the adopter to easily figure out which dog is adoptable that day (or any of the next couple days) and which dog is on a 3 or 5 day hold, without going back and forth to the front counter to determine the particular timeframe a dog may become eligible for adoption. All told, I spent 8 days trying to find a dog to adopt. That included 5 separate visits to the facility and 11 attempts at making contact via phone. What's worse, during those 5 visits, I saw several folks stand in line for 20 to 30 minutes, and then just give up and leave. I kind of wonder how many pet adoptions did not happen. read more

If i could rate less than a 1 star I would. Made a complaint as there is an animal hoarding situatiom across the street in a rental property, mice and rabbits closed in plastic containers and are dying in the heat. Volatile renters so nothing we can get close to. SCRaps has done nothing. It was hard to even explain the situation so that they would come out. They went by but did nothing and told the other renter that there is nothing they can do. Regardless of what kind of animal it is, this is beyond cruel, it is torture. I've lived in cities with ASPCA facilities and they handle these behaviors accordingly, i am not certain what is going on here in Spokane but it is horrific. read more

Awful experience. If you are going to adopt, this is not the place. They never answer their phone despite sitting at their desks chatting most of the time, and the worst thing is they offer little to no info about their pets, making it very hard to adopt. The space is disgusting, I can't believe this shelter allows dogs to be treated this way. We adopted a dog here and SCRAPS refused to give you any info. When we tried to voice complaints, they literally walked away from us and refused to talk to us. They forced us to spay her before picking her up, forcing us to integrate her into her new home right after a surgery. The staff are rude and unhelpful, and the animals are treated badly. It's overall a terrible experience for the animals and the folks who want to adopt. We had to bring our adopted dog back because she was aggressive toward our cat, and the staff were rude to us and didn't want to hear from us when we tried to give feedback about the dog and our experience. This agency is suppose to promote animal adoptions, however that is quite hard to do if they don't answer the phones or the front door. We were interested in adopting a senior dog for 2 weeks; called multiple times being on hold for 20+ mins each time, driving down there to see the doors locked and a minimum of 3 employees through the front windows at the front desk NOT on phone calls, and still not answering the phone when we call from outside. Finally emailed today and got a response hours later saying the dog was not available for adoption "at this time" but no explanation as to why. Makes it kind of hard for these poor animals to find their new forever homes I guess. read more

Suuuuuper long story time: Short version: I went to scraps, I got attacked by a cat, the staff did not care, they will not take responsibility, they are not liable for medical bills. Long version: Well, my day did not go as planned. Every couple weeks I like to take my son to SCRAPS to give the animals some love and attention. However, today was the last day we will be able to do that. While we were looking around the kitty room, the volunteers were encouraging everyone to open the cages and hold/pet the kitties. That being something I've always done anyways, I opened a cage up and started giving the fluffiest, most adorable cat some love. He was loving every second of it, until he wasn't. Something in him snapped and he latched onto my arm with all four claws and his mouth and wouldn't let go. I calmly got him unlatched from my arm and shut the kennel door. Instantly, I had blood all over my arm and at least a dozen punctures. Their volunteer that was in the room at the time reached for the first aid kit, grabbed out ONE single bandaid and said "rinse it with soap and water and put this on". I gave it back to her and said "Thanks, but that's not gonna cut it". She ended up taking me to the front desk to fill out a bite report, which there I was greeted by a young girl that said "Oh, did you get scratched by a cat?". You would think being in a facility that deals only with animals daily, they would be able to visibly see a difference between a simple cat scratch and my entire arm ripped to shreds. She took a picture and took my info and tried to send me on my way. I asked who should be financially responsible for this when I go to seek medical attention (because clearly that needs to happen) and she said "You are" and then turned and went about other business. Fast forward, I went to the urgent care got the wounds cleaned out and properly bandaged. I was told at least two of the wounds should have been stitched but since they are from an animal bite they do not stitch them because of the bacteria that needs to be drained and I would more than likely get an infection if they stitched it. Fast forward again, after a trip to urgent care, a prescription for anabiotic's and multiple different bandages, ointments, and dressings for the wounds, I decided to call Spokane Scraps and speak to someone in charge to get a little bit more information on the situation. A few hours later I received a call back from Lindsey, the director of scraps. I explain to her the situation, she told me she had already heard a little bit of what had happened and saw the picture. They keep referring to this as a cat scratch. A simple cat scratch. I have cats I've been scratched hundreds of times. This is not a cat scratch. I asked her again who is financially responsible for my medical bills, prescriptions, and bandaging for my wounds and she said they are not liable for injuries in their facility. I do not remember seeing any signage posted saying that they are not liable for any injuries and I know for a fact I did not sign any waivers saying they are not liable for any injuries. If someone were to come into my house on my property and be attacked by my cat, I would assume all medical bills for that person. So can anyone explain to me the difference of going into this facility, being injured, and being told they are not responsible??? Lindsey's words were "I chose that activity and the principle of it is that I am responsible." I am so disappointed with how the situation was handled, and so hurt knowing that I don't ever want to step foot back in that place because of their staff's actions and lack of care. I have adopted multiple animals from that facility and have taken hundreds of pounds of food to donate to them. All I'm asking for is a little sympathy from them and I can't even get that. read more
