This place is being managed poorly. Most all the reviews are the same. People are wanting to adopt pets but can't get through to make an appointment. It's sad that the animals are the ones that suffer from this place's poor management. read more

Had 3 litters of kittens from feral and semi-feral cats. Took them all to SCRAPS, just to have 3 of them return. They were fixed and got their ears tipped. I'm appalled that SCRAPS did the trap, neuter, return on 3 and 1/2 month old kittens! Was told not to feed them and they would just move on. WTH??? They're kittens! I'm very disappointed in SCRAPS and will never go there again!! read more

After I sent SCRAPS an e mail about my missing dog license I received a very polite reply that day, and the license the next day.

We had a huge dog running loose in our back yard (it was about twice the size of our six-year old). There was no tag so we called Scraps (Saturday). I was told that they had just received a dozen calls all at once. The person took my number and said that someone would call me back in 10 minutes. Several hours later, no call. I called again and got a "answering service" operator who told me they were now closed and to release the dog (which would surely cause an accident and be killed) or leave it tied up to the telephone pole until Monday (it would likely be dead). Both options, in my opinion, were completely inhumane and this organization has no right to have the word "animal protection" in their name. I sure hope Spokane Valley drops SCRAPS (as I understand that they are considering). Horrible organization!! read more

While I can completely understand the reviews from the previous years I thought I might shine some light on those issues. SCRAPS "Spokane County Regional Animal Protection Services" has the support of the county being Animal Protection however they still run independently from the county relying on the County licensing, adoptions and impound fees to run the program. As far as the impound fees go, SCRAPS charges $25 for county licensing, which is a county law and required, otherwise if your furry baby is registered there is no cost for the licensing, $25 for impound, this cost covers the exam, vaccinations they are required to have, and the staff scanning, checking the animal and setting it up in a cage. They also charge $10 per day of board for necessity like FOOD and WATER. Lastly if your animal needed to get picked up by an Animal Protection Officer $25, why you ask? Because running their trucks is expensive maintenance. So when Torrie S. claims that SCRAPS is a bunch of thieves, that is completely false! SCRAPS actually operates on the lowest budget in the area compared to Spokanimal or even the Humane Society who double their adoption rates compared to SCRAPS. As far as the lost dog issues from Will and Rebecca that is unfortunate, and SCRAPS heard your request! Since SCRAPS went complete regional 2 years ago after Spokanimal stopped their Animal Protection Services for Spokane City, the shelter is now open 24/7 excluding county holidays. They now have a 24 hr emergency response officer for priorities and now if you find an animal in the middle of the night we can look up owners information if they are wearing the required licensing by law that they should have. Otherwise it would still not constitute an emergency response and they will ask you told hold the animal till morning. I would also like to point out that SCRAPS does not have 24/7 answering at the shelter and they require whats called and answering services, they sometimes don't always get things correct when needing to contact the on call officer. SCRAPS in the last 2 years has changed a lot, they still maintain the lowest cost available for adoptions compared to local shelters around. They maintain the smallest budget they can just to cover cost of employment, supplies, animal protection officers, officer staff and much more. Did you know, that living in Spokane County that it is a law to register your animals? Did you know you can receive a $200 citation for failing to register your animal? Did you know, that if your furry baby was found by a citizen with a county tag on that they could call SCRAPS and that they would provide the owners information to have that citizen and ask that they return them? Did you know, that SCRAPS is the only shelter in Spokane County that takes stray animals. Well some of you might now ask, but I took strays to Spokanimal or Humane Society! Did you know that they call SCRAPS right after you leave to pick them up! While these old reviews might have reflected SCRAPS at the time, they do not reflect the progresses they have made and the policy changes needed to support the county, I say give them another chance. You might find them to a whole knew operations compared to their past! read more

SCRAPS does a great job attempting to handle all the unwanted dogs/cats in Spokane County. It is an overwhelming, mostly unappreciated effort. I support what they do 100%. Not everyone in the county seems to care whether their animals are spayed/neutered or not and are running around loose and unlicensed. SCRAPS' employees also have the unpleasant task of euthanizing animals when necessary. I couldn't do that but someone has to. read more

I finally decided this spring to do something about all the feral cats that seem to like to hang out at my house. They have snaged my Boston Terrier in his eye before and they deficate all over my yard without burying it, and then you know what my Bostons do when they find it. I Love cats but theres just to many. So I began my guilty deed to alleviate this problem in my neighborhood. I was worried when SCRAPS would'nt answer there phone for 45 minutes. It seems the only way to get ahold of them is to claim emergency, and in my opinon it is an emergency when you have a cat in a trap for hours and hours. But I am pleased to say the guys did come and do a great job of getting the feral cat from my trap. They were kind and gental with the cat. I just wish everyone would spay and neuter there cats. There are about 10 more cats to go. read more

Many ppl on these reviews have no idea how things work. They do not adopt out cats hours after they ate brought in, there is a mandatory hold period. They also don't euthanize them within 15 min of dropping them off. We foster cats/ kittens from scraps and i know they are not being truthful. And if you don't license or fix your animal you deserve to pay a higher fee to get them back. They are understaffed which isn't their fault it is the city's fault. read more

Do not adopt an animal from SCRAPS. They either have no screening/observation period or their Vet's are incompetent. Took home an animal with serious medical issue and later cost was astronomical. Don't let the new appealing facility appearance fool you...place is bad news! read more

On Wednesday August 26, we adopted a kitten from SCRAPS. To date we have racked up nearly $5000 in veterinary bills trying to save this kitten who came home with not one, but two viruses. We have been in contact with the director of SCRAPS who has admitted animals are not screened for illnesses before they are adopted out. There were multiple other issues we discussed with her that she addressed with excuses. We asked for our adoption fee back. We were told they will only return the fee if we return the cat. (So they can euthanize him?) SCRAPS has 800 cats and kittens come through their doors every year. Those cats deserve better then what they are getting in that facility. The families who adopt from the SCRAPS home facility are taking home possible heartbreak. We have an older kitten adopted through SCRAPS who is happy and healthy but he was first fostered in a private home then housed at our vet clinic where we adopted him. It's clear to be housed within the SCRAPS facility itself could be a death sentence for a cat. There are numerous other stories similar to ours here on YELP. For every one negative review there are at least 10 other families who suffered the same experience but said nothing. Our animal friends and the people who adopt them deserve better.*****Our kitten didn't make it. The facility was made aware of the highly contagious nature of the virus he was suffering from. They indicated they could not (would not?) quarantine the cats still there or take the time to thoroughly sanitize their facility. Through our conversations with the director of SCRAPS we have come to understand she has absolutely no intention of changing their policies of indiscriminate handling by the public or screening animals for illnesses before they are put up for adoption. read more

Spokane can do better Perhaps I do not understand the purpose of this business. If they really care about animals they need to get energized. Many people today will look for a buddy online. SCRAPS' website for available animals has been broken FOR DAYS at least. I finally called today wondering if they were even aware. I waited....and waited....and waited for a very long time while various automated voices told me they were very busy and someone would be with me soon. NOT. But finally I did get to talk to a live person (I think). The woman seemed totally not bothered by the fact that the website was not working properly, telling me that their site was being rebuilt. Really? She told me to look at the impound list instead (of course they have a $25 nonrefundable fee on the impound list) but I did and there was a handful of cats on it...no dogs at all. I was looking for dogs. Guess that means they don't have any dogs? Reading some of the other reviews of this place it appears they are quick to euthanize animals. If that is the case it is shameful since they appear to be making no effort to place animals. I have looked at various other shelters online in the PNW. Many cities smaller than Spokane have robust websites with pictures and descriptions kept current of their adoptable dogs and cats. Our animal friends deserve better than what they are getting from this tax supported travesty. read more

We found a lost dog Saturday and called SCRAPS for help. A woman who answered the phone advised us that there was NOTHING they could do for is until Monday. We had two options bring the dog in Monday or set it loose back into the neighborhood. We said that it was running in the middle of the street and to set it loose would be criminal the operator responded by telling us to wait until around midnight when the streets are less crowded. WOW we were totally not expecting that response. We kept the dog and on Sunday took her for a bath a Julia's Jungle in the Valley. While we were there they were kind enough to scan the dog to see if she was chipped, which she was, and we were able to get the dog back to her owners. Wouldn't it have been nice if SPOKANE COUNTY REGIONAL ANIMAL PROTECTION SERVICE had volunteers on weekends who could perform this type of service? read more

Took a stray cat to this facility that we think an ex-neighbor had abandoned. He had been hanging around our home for several months, and the main reason we needed to relocate him is because he was making our two cats nervous. Other than missing a lot of his hair from being beat up by the neighborhood toms, and being a little thin from stress and not eating well, the cat seemed fairly healthy, and very friendly. We called all the local animal shelters, SCRAPS was the only place that would take this cat, and they assured us that he would be vaccinated, neutered and adopted-out if it "wasn't sick and had a good temperament." So we put it in our cat carrier and dropped it off. The worker in the Animal Receiving area was FAR less than friendly, and almost acted a bit judgmental, as if we might be dropping off one of our own animals. To be fair, I'm sure that actually does happen. But, once again, the worker did tell me that if the animal was "healthy and friendly" that it would be adopted out, so I felt somewhat at ease. On the short 10 minute ride back, my fiance and I decided that we would call SCRAPS when we got home, and tell them that if there was any chance that this cat might be euthanized, we would take him back and find a home for him. Even if that meant keeping him in our garage, or a friend's barn. Well. I called them, it couldn't have been more than 15 minutes since we had dropped the cat off, and they told us he had already been MURDERED because he had a "highly contagious disease." I couldn't believe it! How did they diagnose this cat as being terminally ill in LESS THAN 15 MINUTES? So, I reiterated that this poor little guy had been hanging around our cats for several months, and that I would like to know exactly WHAT "highly contagious disease" he had, so I could watch for symptoms in our cats. THEN they told me that they wouldn't be able to give me that information unless I filled out a *Freedom Of Information* form. I was so upset that I yelled a few obscenities, hung up the phone, and tossed it across the room and against the wall. Needless to say, my fiance and I were crushed, and we WILL be doing EVERYTHING we can to get to the bottom of this. I have already called PETA and reported them. My advice? STAY AWAY FROM SCRAPS! read more

The new SCRAPS building is a beautiful facility. If you go to visit or look to adopt, you will be impressed with how clean it is and the wide selection of animals they have. They do wonderful things for the community, and are able to reunite many lost animals with their owners. With all the praise I'm giving to this facility, you're probably wondering why I'm only giving it a rating of two stars. I've been trapping feral cats and kittens in the Spokane area for the past two years with the help of my teenage daughters. Many of the kittens that we fostered, paid for veterinary care, and socialized we took to SCRAPS to put up for adoption until recently. When we give our trapped cats to SCRAPS, my daughters always check their website to see how they're doing. However, we were surprised to see that no cat meeting the description of our newest rescue was on there. At first, we just thought that it was a busy day and they didn't have time to register the cat on their system. But hours turned into days, and days turned into weeks, and there was no sign of our kitty. We would have known FOR SURE if it was our cat, because we gave them the exact address where it was trapped. My daughters also pointed out to me that even animals that had been picked up deceased were listed on the website with the acronym DOA *Dead On Arrival* so even those who had lost their pets could have some closure. At this point we were starting to become a little suspicious of SCRAPS. However, a few days later we had an emergency situation with a cat we were just starting to tame, and we had to take it to SCRAPS immediately. When we got there, the first thing we asked the woman at the front desk was if they would euthanize this cat. The woman took a pencil from her desk, poked the cat from the inside of its carrier, and from the cats fast head swerve she was able to determine that yes, this cat will be euthanized. We were NOT told that they euthanize any cats they did not find suitable when we dropped off the first cat. And from the way the woman was behaving at the front desk, it leads me to believe that any animals with behavior problems at SCRAPS are not given time to calm down, and instead are euthanized as soon as their previous owners leave the facility. We have had feral cats that try to claw your eyes out when they're in a confined space, but as soon as they're in an open room where they're given time to calm down, they turn into a completely different animal. These "behavior" problems our cat exhibited lead me to believe that they classify fear as something that cannot be fixed in an animal. Fortunately, this only happened once to us. Now we take our kittens/cats to Spokanimal. We pay a $20.00 fee per kitten/cat but it's well worth it. If a kitten or cat is not suitable for a home adoption, they have a barn cat adoption program. AND they spay and neuter those cats so they are not continuing to contribute to the feral cat population in the Spokane area. While some of you may be thinking this isn't that big of a deal and that it doesn't hurt anyone since the cat wasn't a pet, I'm going to put it into perspective. Imagine a lost dog is just brought in to SCRAPS, and it is extremely nervous of its new surroundings. When a staff member tries to pet the dog, it bites her hand. Because of this, the dog is euthanized. However, SCRAPS doesn't put any of the dogs information on their website. They never describe the dogs appearance, where it was found, its gender, etc. When the dogs owner tries to find his lost pet, he checks SCRAPS and finds nothing, so he never finds out what happened to his pet. If you ever decide to take an animal to SCRAPS that is exhibiting fearful behaviors, please ask them if they're going to euthanize it before you surrender it over. SCRAPS is such a great facility that has helped so many animals, and it really does pain me to write this, which is why I gave them two stars instead of one. However, I don't want another situation like this to happen again. I don't want someone to lose their pet because they were acting out of instinct. read more

We found a dog that was abandoned and it's collar two sizes too big. She came up to the car desperate for attention, food, home, water, love. We have text messages from the owner stating she doesn't want the dog, and her ex was supposed to take care of "it". So, we took her home and she instantly bonded with the family, and our two dogs; however, we knew we had to turn her in, so she could go through the adoption process legally. Well... let me tell you about the oh so loving SCRAPS. So, we pay for the $25 to put priority on her, just in case she doesn't get claimed we get adoption rights first. I go there to visit her, so she doesn't feel like we abandoned her, and these fools ain't even stamp the priority on the sheet. A volunteer had to point it out to me after I got done telling her how we found the dog. A volunteer pointed this out, not a worker.... hmmm. So, I go up to the front and this guy Ryan was sweet, but looked at me like I was dumber than a sack of rocks. Saying "ya she's in this Kennel the paperwork should be on there". Umm I just told you I know what kennel she is in because I just got done visiting her, and also I know about the paperwork because we brought it to you! He couldn't find the paperwork, the volunteer had to point it out to him. This is the kicker, ready? This young, brown haired chick at the desk (who had the paperwork stuffed under crap) looks at me and says "I've been busy I'll get around to it when I can". Uh no! You will get around to it now before I leave because this should've been done when the paperwork was done. Needless to say, SCRAPS, your two employees (on 5/30/17 at 2:30pm) suck and that dog better be taken care of while she's in holding. read more

SCRAPS is a really disgusting place. They don't have a veterinarian on site, so if you bring in an injured stray, for the sake of saving money and time they will euthanize the animal. They say they only euthanize when it is absolutely necessary, which is a complete and utter lie. The animals who die and the ones who live is completely based on the current employee's discretion. If the employee decides that the animal isn't adoptable looking and if it needs more than a bath, that animal's SOL. Before bringing an injured stray to this terrible, unethical and cruel establishment, check in with an animal hospital. Oftentimes, you can bring an animal in and an actual veterinarian will examine it and then decide treatment options. If you say you don't claim ownership of the animal you are considered a "Good Samaritan" and won't be charged anything. Just a protip, if you actually care about the animal's life. read more

I have called them twice and both times was given a brush-off. The first time several neighbor chickens were in my yard and my dogs were trying to kill them. The neighbors never answer the door or respond to letters, so I had to call someone. SCRAPS says it's a territorial issue and not their problem. Then I called about these same neighbors leaving a hole in their fence and their pit bull was in the alley trying to break through my fence to get to my dogs (who I keep in a pen in the backyard). SCRAPS said that until the dog broke through the fence and assaults one of my dogs, it's not an emergency. I then filed an online complaint and they are starting a slow process of sending warnings. In the meantime, I guess I have to carry mace with me in case the dog attacks again. I hate that I feel unsafe while the animal protection agency thinks that taking a slower approach is a good idea. read more
