Food~We had never been here before we asked for chips and salsa (very watery but, good spice and flavor) (but, not complementary it's $5.99 and, a refill that we were asked if we wanted was $1.99 didn't know until the bill came). I ordered the chicken tortilla soup it comes with queso fresco cheese (don't care for it, so I ask for regular shredded cheese but, $2.00 was added for a small sauce size cup to the bill)! It tastes really good and flavorful (I wish it had a little more chicken).My love ordered De La Casa Burrito which was huge and, it was very good (if you are really hungry you could possibly finish it but, he only ate half). Service~Our server was being nice in the beginning but, rudely rushing to service us even through we were the only customers for the first 20 minutes. We asked "what would recommend for first timers? His rely "well it's whatever you like?" I said "how does the enchiladas taste?!" His reply "if you like enchiladas you should just get it!" He didn't refill our waters and, only came back once (is there anything else before I walk away?!") waved for him. There were 2 other tables but, it wasn't crazy busy at all. Ambiance~It was very good vibes, a lot of seating, restrooms towards the back, and a full bar. It's music playing but, you can hold a conversation. Chairs along the window and, far right side has patting not the bigger tables in the middle. I would recommend giving this place a try just need to work on customer service and, make sure to keep the table clean (had to move from the table we were going to sit at)! I'd give this a 3.5 stars if that were an option. A 3 feels average, and this place was just a bit better than that. They gave us a generous amount of chips, which honestly helped push the rating up. Service was pretty minimal (which I didn't mind), though we didn't see our server much and the water was a bit warm. The food was good but nothing particularly memorable. I ordered the California burrito and was a little disappointed by how small it was for a Mexican restaurant--I usually expect leftovers, but barely had any. The vibes were nice overall, even though the music kept cutting off here and there. I'd come back if I was already in the area, but probably wouldn't go out of my way to return. read more

Service remains attentive without hovering - perfect for getting water glasses topped off and for checking out easily. Prices have always seemed a bit steep here, when I'm perusing the menu, but by the time I'm packing up my leftovers, I always remember how generous the portions are. The family was on a road trip from Seattle to LA and we broke the journey in between at Portland Oregon. We were hungry and wanted to eat some tasty. Mexican spicy food. My son searched for this place and although it was a bit inside from I5, we were glad we went to Roscio. The restaurant is located in a residential area but it was very cozy. Very warm very welcoming, on a cold rainy day. Kenny, the Manager was welcoming gave us hot. Corn chips with salsa and when i asked for extra spicy salsa, he obliged and gave us one that was really really spicy. we added guacamole to the appetisers list, and then all four of us ordered individual dishes for ourselves. Me and my daughter ordered the carne asada and chicken combo burrito, which was dry, spicy and hot. You add guacamole and some of the spicy salsa, it was a meal worth remembering. Yum, Yum!! My wife had Shrimp Diablo, with the spicy sauce and my son had the carne asada tacos. Each one of us completely demolished the plate, and we are not sure if it was because we were hungry or because the food was that tasty. My wife also had the margarita, the classic one and she really enjoyed it. And she has a high bar for margaritas. All in all a great place to visit, have a chat with Kenny, the manager, and enjoy really good well-made fresh Mexican food. read more

You know how you sometimes get a mad craving for a certain type of food? That was me on a beautiful Saturday afternoon on 04/29/2023. Luckily both of my friends had the same idea. Jody recommended that we go to Rocio's. Because I live a sheltered life of rarely leaving my downtown bubble, I'd never heard about this place. I followed them in my car from my friend Oscar's place in Milwaukie to across town in S.E. Portland. They had a lot of outdoor seating and we were free to choose our own table. Our server appeared promptly with menus and took our drink orders. I had the house margarita with salt. Parisa had some sort of spicy margarita that she said was really good. Jody ordered a carne asada burrito that was huge but he described as pretty good. Parisa got the burrito camaron. She said it was really good and she said there were mucho camarones (shrimp.) I was hungry but not hungry enough to tackle a burrito. The tacos camarones, I thought would be a better choice. As you can see from my photo I almost forgot to take photos as I was so hungry. When my tacos arrived I inspected them before taking a bite. I had to make sure there were no onions and that I got fresh, sliced avocado instead of guacamole. My order passed inspection easily. After my first bite, I knew I made the best choice I made all day. They were chock full of camarones mixed with toppings of red and green cabbage. They didn't use regular, red picante or any other salsa I was familiar with either. Instead, they used some mystical, light yet very flavorful sauce that was oh so delicious and perfect. Oof. This was probably the sixth time we had eaten here and this was definitely the last time. The last two times were a little rough and questionable and the food was not as good but we decided to try it again. We got there about 15 minutes after they had opened. It was very chilly, and no music for a little while which made it pretty boring. They did have decorations up for the holiday though. They served the chips and salsa and we ordered a side of guacamole. That was actually pretty good. My wife ordered the fish tacos with rice and beans and I ordered a Carne Asada quesadilla. We waited. Probably 40 minutes for that to come out. The breading on the fish was like rubber. She actually could not even eat it. She basically picked out the middle fish with her fork. The rice and beans were room temperature. My quesadilla was extremely greasy with 70 pounds of cheese and a few bites of steak. This steak was cooked very in consistently. One bite would be burnt, the next bite would be just fine, and the next bite would be gristle. It was definitely not enjoyable, and I barely eat it. We had to ask for refills as no one offered them. I had a Pepsi which was fine, and there was room temperature water that had a weird odor to it. I couldn't even drink the water. Rocio's hosted a fundraiser for our neighborhood school. They gave parts of the proceeds from the nights operations to our school. Besides helping out our school, they earned a returning customer in us! Loved everything from the start. Chips & salsa were great. We loved their salsa. My wife loves her Gigante Taco and I loved the burrito. Plenty of food for the money. We brought our 5 year old and 1 year old and they were very kid friendly. They servers did a great job of getting us everything we needed. I recently went back and bought a gift card here for my parents 43rd wedding anniversary because they were in town and wanted to eat near our house, and then really enjoyed it! They went on a summer evening when the windows were wide open and loved the music and atmosphere. read more

I've been coming to Rocio's since I moved to Portland in 2018. It's around the corner from my house and such a great neighborhood spot. Unfortunately the owner sold it a while back and it's been nothing but downhill. I had my fingers crossed that the food would stay the same, but the last 4 times I've gone to eat there or ordered to go, everything has been different. Prices are incredibly high now. All the proteins are now flavorless and no where near the quality they used to be. Queso isn't the same recipe, which made me incredibly sad. Rocio's used to have the best queso in Portland. And they took Ponce's tacos off the menu! That shocked me more than how expensive and bland everything is now. For somewhere I used to frequent pretty often, I won't be going back. I don't even know where to start with this review. First, I wish I could give a 5+ star rating! I have dined in at Rocio's 2x now and both times were equally good. The location is on the corner so it is easy to find. Parking is always a challenge...hey, it's Portland and where isn't parking a challenge??? Just expect to park a couple blocks away and walk. It's a cool neighborhood though so the walk is nice! There are a few chairs/tables for outdoor eating when the weather is nice. The decor inside is a eclectic mix and I love the wall of photos best. The staff are quick to greet you and super helpful in navigating the food and drink menu. They run monthly specials that are on the board as you walk in the front door. I always have ask once we get seated though. I would highly recommend trying at least one item on the special menu. The March menu was off the chain good! Umm, corn beef potato/corn tortillas with cabbage and a Mexican special 1000 sauce! Come on!!!! The chips are right out of a huge warmer so nice and toasty. They are thin with a little salt variety...so good! Their salsa is homemade with lots of cilantro, a kick of jalapeños and smoky chipotle. It's a nice variety on your typical red salsa. Their bar is fully loaded and they create the most unique drinks. They also have margaritas, Bloody Mary's and Micheladas....again, highly recommend trying one of their unique creations! read more

I spent a few years in San Diego, where I fell in love with a wonderful restaurant called Ponce's. I had to inquire when I heard Mikey talking about traveling up to PDX to help with opening Rocio's (2017). A few years later after moving back to the Portland area, I had to come check it out for myself. Rocio's lived up to every expectation. First of all, the atmosphere is great. The style of the restaurant is vibrant from the decor to the music, which sets the mood for the exceptional dining experience. Warm chips and fresh salsa hit the table to warm up your tastebuds for the flavor express that is your meal. If you ask me, you need to throw in a side of BOTH the guacamole and the queso. Both are phenomenal. If you're feeling a little spicy, go for a margarita picante, that was wonderful as well. My wife enjoyed the Al pastor burrito. She said it had a great balance of flavors with the marinated meat and pineapple. I got the ultimo burrito, wet with both green and red sauce. My burrito had both carne asada and carnitas in it, along with a bunch of other things that make burritos amazing. They only thing I can complain about is, and this has happened on several occasions, they wrap up the extra tortilla together, so you will get some bites on the outer edge that is solely, tortilla. That being said, there was still a plethora of filling in the burrito. I can't wait to come back and discover so much more on the menu! Stopped by for the first time last night. I was excited to try out a new spot I hadn't been to before with a friend in town. First impression was great, it then got busy and we were forgotten about completely. The food was really amazing and I loved the house made salsa. It would have been better if the service wasn't so lacking and chaotic. I think the food and ambiance is worth a stop, and I plan on giving it another shot. This is not a review I want to write. This establishment has a very nice out front seating area under shady trees. (A little too close to the corner of the street though) That is enticing. It looks cute. The staff seems stressed right away and it's clear that at least one server is trying their very best. The other server looks very unhappy and there seeems to be some bickering. (The night has just started) Our drinks arrive and our first items of food as well. Right away I noticed the rice is not even colored which shows it was not even cooked. It had zero flavor except SALT and lots of it. The texture felt like it was microwaved instant. Mexican rice is usually what I look forward to but this was near inedible. The beans faired no better. I had a feeling this was a bad sign and was unfortunately correct. The tacos were basically uncooked, also contained no flavor, no spice. The tortilla was not in anyway prepared, warmed, toasted or seared. It was just a corn tortilla from a package plopped down with some veggies on it. Somehow even the sauce tasted like nothing. My partner also had issues with their meal and was trying to force themselves to eat as to not be wasteful. It is very evident that these folks want to have a business and to do well but the food business is not for them. Whoever is cooking clearly does not love cooking and has very little to zero experience. I checked their reviews on Google to see if I was alone and saw MANY similar reviews. Apparently after the change of ownership things have gone downhill. Worst of all the new owners respond to critical reviews and tell the reviewers that they are wrong in an extremely rude way. That says A LOT about this place. The prices were also INSANELY HIGH. It's unbelievable. This is the worst Mexican food I have had in Portland and it's not even close. Rarely do I ever have such a negative reaction to a restaurant. Why would anyone ever come here twice? Food is way way overpriced for Mexican food. Do the math. 2 corn tortillas + a fistful of chicken + 1/2 cup pinto beans + 1/2 cup = $19.00 ?!?!Quantities are minuscule. Very Gringo. Tacos are drowned in sauce. No onions. No cilantro. Beans are watery. The rice is fairly decent though. Service was poor. No follow up after food was served. No water refills or offer for another drink. Dirty dishes left at table. Not only is their food fantastic, but their horchata is the best I've tasted in town. The first time I picked food up, and it was so good, I paid to have GrubHub bring it. The driver sadly forgot my two horchatas, but someone on their staff NOTICED THAT, AND HE BROUGHT ME THE HORCHATAS AFTER HE GOT OFF WORK! ON A 100-DEGREE DAY! And frankly, I'd ordered tonight's dinner and tomorrow's lunch so that I could justify having horchatas delivered to me, so I just can't say enough about how amazing that was. Also, I'd already requested a refund from GrubHub, and they couldn't reverse it, so I called, credit card in hand, to pay the restaurant directly. They told me not to worry about it, and the woman I spoke with was so kind. And so glad to hear how UNBELIEVABLY HAPPY I was with their service, food, and horchata. So, may you never need all kinds of above-and-beyond customer service like I received (without even asking, btw), but if you do, they have it. Plus, really good and fresh food. And horchata.
