I say alcoholic, drug using crew because Mike Kelley once ran a substance abuse clinic called MBS Retreat with his now ex-wife Laurette Fabrick (Kelley) out of his home on Davis Island, one of the most exclusive addresses in Tampa where Tom Brady and his wife Giselle, the worlds highest paid model, took up residence. The address, ALL A MATTER OF HILLSBOROUGH COUNTY PUBLIC RECORD, is at 430 Columbia Drive in Tampa, a property that the thief known as Mike Kelley has owned since 1986. If you look into the people who currently work for Mike Kelley or have worked for Mike Kelley in the past, names like Jennifer deAmezola, Sean Marler, Victor Soto, Edward and Marlene Cosgrove, Kurien Matthew, and even Mike Kelley himself have documented issues and/or arrests with drug/alcohol abuse. Mike Kelley has an arrest for domestic violence for which he plead guilty to abusing his then wife Laurette Fabrick. Jennifer deAmezola, Office Manager for Point West, is a recovering alcoholic and has MULTIPLE criminal traffic arrests in Hillsborough County, Victor Soto, one of Mike Kelley's most favored subcontractors, who also "worked" on my daughters home, has multiple DUI arrests in Hillsborough County, Edward Cosgrove, whose wife Marlene Cosgrove used to work for Mike Kelley, has DUI arrests in Hillsborough County and Mike Kelley has Point West Engineering registered to an address that Cosgrove owns in Thontosassa, Kurien Matthew, a new Point West representative has arrests in Hillsborough County for drug possession, and Sean Marler, whose wife Samantha Marler works/worked for Mike Kelley, was one of Mike Kelley's original agents/partners at Point West through the Florida Division of Corporations, Sunbiz. Sean Marler has felony arrests in Hillsborough County for everything from drug (in Marler's case cocaine possession) to DUI and soliciting prostitutes. These are the kinds of people that Mike Kelley hires and these are the people that Mike Kelley sends to work on homes. It makes me sick to think that I trusted Mike Kelley and Kelley send these scumbags to work on my daughters home when she was home alone with them. Mike Kelley, in addition to pleading guilty in Hillsborough to domestic violence for abusing his wife, has a felony arrest in Pinellas County for "misapplication" aka embezzlement of a county road improvement fund in Pinellas County in 2015. Mike Kelley only avoided a conviction and jail time by entering a pre-trial diversion program. I do not know how much money Mike Kelley stole from Pinellas County, but Kelley's bail was originally set at $100,000 and Kelley sat in the Hillsborough County Jail on Orient Road (where he belongs) because he could not afford the $100,000 bail. Mike Kelley did not get released until his bail was reduced to $10,000. Do your research. Look in the county clerk of court records for every county in the area (Pinellas, Pasco, Hillsborough, Hernando, and even Lakeland (Polk County) where Kelley, among the countless business entities he has operated under, ran a business called Palm City Sod. Make sure you look under both Mike Kelley's name (his full name is Michael Francis Kelley) and the different business entities Kelley has operated under. Names like Point West Engineering, Point West Construction, Point Drainage and Erosion, Point Builders, MBS Retreat, Wynn-Murray, and more. Mike Kelley is currently serving as the qualifying agent for a company called NEO Homes in Hillsborough County with the same less than stellar reputation as Kelley himself. Mike Kelley is currently under investigation by the Florida Department of Finance for not carrying Workers Compensation and other insurance as required by the State of Florida, both at Point West and the new company NEO Homes that he is currently helping to run. Additionally, it is reported that Mike Kelley is NOT paying his employees correctly in an effort to save money/cheat on payroll taxes, not just on subcontractors, but on regular office workers. This has been verified and I have spoken to at least two people who formerly worked for Mike Kelley. Be wary of the positive reviews you see for Mike Kelley and his various business entities on sites like Yelp, The Better Business Bureau, Google, and more. I have proof of current and former employees going on the internet to give false reviews for Mike Kelley businesses and mislead people into thinking these businesses are honest and legit, which they are anything but. I guarantee that the rave reviews that you see on this site from people like Sarah M. and Diane J. are fake and an effort from Kelley and Company at damage control for all of the people that they have stolen from. My family hired Mike Kelley after my daughter was defrauded on the old frame that she purchased in 2015. The home subsequently needed numerous extensive repairs, which included the replacement of all the subfloors in the home in addition, but not limited to, repairs to the support structure within the crawl space of the home. Although we had every confidence in the alleged West Point graduate, our experience with Mike Kelley and Point West Engineering has become a costly nightmare. My daughter initially called Mike Kelley after falling through the floors of her home and discovered the deteriorating substructure in dire need of repairs. Mike Kelley first visited my daughter's home in Manatee County with several employees on February 4, 2017. Mike Kelley provided my family with an estimate of $20,000 for the necessary repairs that included, but were not limited to, new subfloors throughout the home, new interior flooring, and repairs to the substructure within the crawlspace to stabilize the home. In addition, due to a lack of inadequate ventilation within the crawlspace, Mr. Kelley agreed to re-design the ventilation within the crawlspace. This new ventilation within the crawlspace included a system with a pump placed within the crawlspace, to prevent water gathering underneath the home, to help avert future problems in the substructure of the home. In late summer of 2019, when my family was in a financial position to begin the repairs, another call was placed to Mike Kelley and Point West Engineering. Mike Kelley visited the home a second time with several of his employees, inspecting the property and assessing the necessary repairs for a second time. Mr. Kelley honored the initial estimate of $20,000, given in 2017, and Mr. Kelley assured us a second time that the repairs we had previously discussed (ex: new flooring, ventilation, the pump in the substructure and access door to the crawlspace) would not be a problem. Mike Kelley requested a $4,000 down payment and an immediate cash payment was made to Mr. Kelly. Payment arrangements were made with Mr. Kelley and Point West Engineering for the remaining funds. The work began on November 4, 2019, with a crew from Point West Engineering that included bi-lingual Foreman Victor Soto and a non-English speaking and likely undocumented crew of foreign laborers. Although Foreman Victor Soto appeared capable at first, these first impressions of were deceiving. Although the work on the home progressed, Mr. Soto and his crew appeared less frequently, not showing up as scheduled, answering his phone, or returning our phone calls. It was during this time that my daughter was left for over a week without a functioning bathroom (shower, sink, toilet etc...) and my daughter was forced to rely on the facilities of a local convenience store. Eventually, Victor Soto and his crew stopped coming entirely, but not before Mr. Soto absconded from the job site with hundreds of dollars in unused supplies (plywood, beams, etc...) that had been purchased to repair the home. The work on my daughter's home was not only left unfinished, the quality of the workmanship that was completed by Mr. Soto and Point West Engineering was of exceptionally poor quality. To this day, more than a year after the repairs began, the kitchen sits in shambles, barely functional, and Point West Construction never returned to complete the work they were contracted to do. After receiving over $20,000 in cash, Mr. Kelley was never seen again, the work from the inept Mr. Soto and his crew was never inspected, and Mike Kelly and Point West Engineering will not return our phone calls. "Consumer Beware" is the best advice I can give to potential victims of swindler Mike Kelley. Do not complete payment on any work until the work is completed and inspected. Do not settle for unlicensed, unskilled, and possibly undocumented workers who cannot speak English. Do not believe anything that swindler Mike Kelley tells you. After costing my father over $25,000 including over $20,000 directly to Kelley and his associates, Mike Kelley sent an unlicensed subcontractor named Victor Soto with a crew that I suspected were illegals to work on my home. Michael Kelley first visited my home in February of 2017 for what I thought would be a free estimate of what was needed to repair the support structure of my home. Mr. Kelley also offered to do an engineer's report for $250. When I emailed Mr. Kelley to ask why a map that he stated would be included was absent, Mr. Kelley sent me a very rude reply about doing "pro bono" work for me and how they were busy. I did not like and did not want to hire Mr. Kelley. My father was financing my home repairs and was overly impressed, as the product of a military education himself, with Mr. Kelley's claim of being a West Point grad. Mr. Kelley, when called back to the home in 2019, could not immediately remember his original estimate of $20,000, but honored this estimate when I reminded him. This estimate, per Mr. Kelley, should have included the interior flooring, sub pump in the crawlspace, new ventilation, and access door to the crawlspace. Not of the ladder items ever happened. Mr. Kelley collected $4,000 cash in his initial return to the home and over $21,000 cash in total. An additional several thousand in additional out of pocket expenses when Mr. Kelley weaseled out of things initially agreed upon, like the interior flooring. Mr. Kelley obtained no permits and never returned to the home to inspect any of the work. Mr. Kelley sent a foreman named Victor Soto and a crew of non-English speaking and I suspect undocumented/illegal laborers to do the work on the house. Victor Soto would often drop the workers off, leave the workers all day unsupervised, and pick the workers up later in the day. I know that they could not speak English because I attempted to ask them questions about the work and they would answer that they did not speak English and could not respond. Foreman Victor was erratic, would not show up as scheduled, and stopped coming at all. The work Point West was contracted to do was never finished and the work that Point West did do was extraordinarily BAD. The floors are awful, bubbling, peeling up, uneven, etc... Point West refused to return to finish the work, stopped answering calls, and Mike Kelley continues to hide like a coward. All I can think of when I see other 5 star ratings on this site is that these are either employees or friends of Point West. It is interesting how these great 5 star ratings never have a picture or anything attached. And I have found, on at least one other site, an example where a Point West employee was caught giving the company a 5 star, and certainly undeserved, review. Save yourself. When I see reviews such as that of Dianne J. that sound over the top and have no pictures, not even a profile picture, I have to wonder. As for the review on the site by Sarah M., also another generic review, with no picture, not even a profile picture, and 5 stars, the reviewer speaks about a crew of Billy, Devin, and Victor and the outstanding work they did on the uneven floors in her home. Victor was the foreman on the repairs on my home. Victor did a terrible job on everything he touched and we were told that Victor was later fired. Victor was erratic, sometimes only show up once or twice a week in the middle of the afternoon, and, when he did show up, looked like he was hungover or under the influence of something. On one occasion, Victor showed up and asked me if I lived in the home alone, and if I had a boyfriend, which made me very uncomfortable. Point West used permits for absolutely nothing that was used on the home, did not even start most of the work that they were contracted to do, and the work that Point West did do is of exceptionally poor quality. Victor, who would drop-off a crew of workers who could not speak English, leave all day, and pick-up the workers in the afternoon obviously did not know what he was doing. And on the last day he was at my home, Victor loaded up his truck with all the unused lumber (large sheets of plywood, wood beams that were used under the home) on his trailer and took off. Over $25,000 later in cash paid to Point West and additional out of pocket expenses, most of the work that was contracted by Mike Kelley and Point West was never started, much less finished. And the coward known as Mike Kelley continues to hide and refuses to answer all attempts to communicate with him. I have a kitchen that was torn-up was Mike Kelley and Point West and Mike Kelley that still remains a disaster area, a window broken by workers of Mike Kelley that was never repaired, my floors look terrible and less than a year later are bubbling up, peeling up, have holes in them, etc... Mike Kelley visited the home several times over a period of two years. The old frame home needed repairs that included all new subfloors, interior flooring, and supports within the crawlspace of the home. Mike Kelley and Point West Engineering stole over $20,000 from my family, left the work unfinished, and refuses to answer any attempts to contact him, The small amount of work done by Mike Kelley and Point West Engineering in the home was of very poor quality. On their website, Mike Kelley and Point West Engineering state that "excellence is our standard." Only if excellence means sending a team of non-English speaking workers to the home that I suspect were undocumented, illegal workers. When any attempt was made to speak with these people we were told that they did not speak English. The foreman Victor Soto would just drop these people off in the morning, leave them all day unsupervised, and pick them up in the evening. Mike Kelley and Point West Engineering never returned to the home after he eagerly counted the $4,000 in cash given to Mr. Kelley as a down payment for the work. The home Mr. Kelley was contracted to work on remains unfinished. The kitchen is barely useable and there is a wall left open under the sink where a family of 3 possums tore out the insulation and took up residence within the wall. Much of the work that Mike Kelley promised to do on the home (a sub pump in the crawlspace, an access door to the crawlspace, and improved ventilation in the crawlspace was never started. It has been over a year since the repairs began In November of 2019, the project has lingered for months, and Mike Kelley and Point West Engineering refuse to respond to any attempts to contact them.
