3.5 overall. A few things fall short in our first dinning experience here. My husband and I dropped by here after the movies on one of the hottest days (7/3) in 14 years. My husband loves chicken parm and we had somewhat of a high expectation walking in. Also, the name of the restaurant is called Parm, come on. The staff were very friendly and told us they were doing a happy hour and drinks were half off. Unfortunately, I am pregnant and couldn't have any drinks. Mocktails were charged at full price and we served water without ice on this very hot day. I asked for a cup of ice and for some reason the cup had soap residue tastes to it (maybe it's my heightened sense of smell and taste), what's going on? We ordered meatballs and a chicken parm hero (wasn't gonna try something too adventurous for the first time). The server dropped the meatballs the second it came up lol and had to bring it back. When the new meatballs returned, they were middle rare in the middle. OMG lol I was disappointed but didn't want to ask for different ones. We took it home as left overs. The chicken parm was good but it wasn't the most amazing sandwich. Overall, the vibe is right, the restaurant is clean and it has a very nice bar where you can watch the FIFA games. But overall, it's the small stuff here and there that just makes the experience unimpressive. They add up. You can't do that with food, esp if you're a restaurant. Sharing the same ownership as the Carbone restaurant, you can get the famous spicy vodka pasta - looked much better than what I was eating (roast beef sandwich). Roast beef was overly hard crusty bread, not a fan of that as it was tough to bite through. The mayo/roast beef/pepper was ok in the middle but very salty - offset to the hard and tasteless sesame seeded Italian bread? Italian bread should be much softer... tough one there. Could've used some butter and garlic and at least there's an excuse for garlic bread to be hard. The pizza roll dots weren't very good (a little overbaked as they were hard, but not a great flavor with the red tomato sauce which was plain). Lunch special is a good deal, though, pasta carbone with the salad and a couple cannoli's would be excellent, though my colleague who had it said the pastry shell on the cannoli's was not very good (filling was good). So the message is pretty clear: they'd rather protect an empty table than accommodate the customers actually keeping the lights on. Too many places in NYC to support one that treats paying customers this way. The manager on duty refunded us because their policy of keeping the restaurant empty matters more than paying customers who tip. "Direct policy from the owners," said the manager. The food is tremendous and worth it, the spicy rigatoni is perfectly cooked and the vodka cause is delectable. That's what keeps me coming back. The meatballs were ok, not as good as Carbone but that's to be expected at a much lower price point. They were a bit dry and not as juicy/flavorful as I would have liked. I'd get the chicken next time. The drinks were not good - I got the Parm Sangria and it tasted very watered down so I complained and the waiter brought me a Moscow mule instead. Went here on a bright Saturday evening and the place was deserted, which in New York City suggests either a hidden gem or a known dud. Given that I was at Parm, I figured neither was true and happily ate in a vast and vacated dining room. I felt like Chris Pratt's character in the movie "Passengers"; why am I the only human with conscience, besides a waiter donning a tawdry uniform vest? In hindsight I can only surmise why this Parm location, despite having ten times the space, is far less busy than the Mulberry Street location teeming with diners and deliverymen at every hour. Perhaps it's the sleepy service or the cavernous space that belies Parm's simple menu (in contrast, the claustrophobia of the Mulberry St location suits the simple cuisine and retro brand). Ordered the rotini genovese, which is only on the printed menu of the Woodbury Commons and Boston locations. The staff at Battery Park were nevertheless able to make the dish (it's on the delivery apps; maybe it's an online special?), so I tip my hat to them. The dish was rather ordinary despite the burrata and generous Parm shavings. The (nut-free) pesto has the flat flavor profile of a pesto you might find at the supermarket; has a nice zing that is betrayed by the oil and salt, which makes finishing even a moderately-portioned dish somewhat monotonous. My friends and I didn't want to shell out $$ at Carbone so we went to Parm for their spicy rigatoni. I had to get the chicken parm as well since they're known for it! Both were pretty tasty but very filling. I couldn't finish For appetizers, we got the house garlic bread with mozzarella and calamari. When I tell you the garlic bread with mozzarella was life changing, I mean it. That bite with the fresh mozz and crispy garlic bread made me want to ascend into the heavens. Dined here for dinner since it was nearby my workplace. Walk in was relatively fast, 2 min wait, however the place was extremely rowdy and noisy. Not sure if there was an event going on, but probably due to how small the space was. Customer service was lacking, was never checked up on how we liked our food, and had to hunt down the server. Food took slightly longer to prepare and portion sizes are surprisingly smaller than at other Italian places in the city. They're known for the rigatoni but personally wasn't wowed by it. The calamari was really disappointing, texture and taste, wouldn't get it should've gotten garlic bread over it. I got the Parm Caesar salad which came heavily doused in dressing and cheese, adorned with these butter-soaked chunks. It wasn't so much a salad as it was cheese and dressing and croutons with a side of romaine. Also tried a bit of my friend's baked ziti (pretty good, a tad dry) and garlic broccoli (cooked to a nice crisp but holy moly, this made my breath reek well into the next day). They also have the Carbone rigatoni here for $18 (while I just looked up the dish on Carbone's menu and it's a whopping $34, jeebus). If the spicy rigatoni is the only reason you want to check out Carbone, come here instead. I had a hard time finding Parm; initially thought it was somewhere inside Brookfield but it's actually separate and on the other side of the block as PJ Clarke's. Same block as Seamore's. The inside is nicely decorated, and gets a lot of light. They also have an amazing happy hour that lasts all day over the summer and features both drinks and food. We got the Aperol Spritz ($7), Pizza Knots, and Mozz Sticks off their happy hour menu, and the classic Rigatoni Carbone off their regular menu. The Spritz is so tasty and a great deal. I also liked the Pizza Knots, they're basically like savory, garlicky donuts. The Rigatoni Carbone is yummy, with lots of sauce and a good kick from the peppers. Service was just fine. I feel like this place gets a bad rep because people go in expecting it to be at the level of Carbone, despite the steep discount in prices, and they leave unhappy because it's not the same place. Admittedly, when out of town cousins invited us to lunch at Parm, I had some reservations. I mean, the one we visited on Mulberry Street years ago, the OG, disappointed on so many levels. The food had major problems and the service could not be worse. The Brookfield Place experience, however, was a pleasant surprise. Whereas the cramped Mulberry Street restaurant caters mainly to tourists and hipsters, this one can accommodate large gatherings in spacious clean digs. Even the background music is easy on the ears. The little tykes received paper menus and coloring crayons with appropriately proportioned pasta dishes. I ordered a big boy Old Fashioned with nice cherries. It was good. The meatballs appetizer was average. My fusilli bolognese did not cone with much meat in the sauce. A good landmark feature is the short walk to the Hudson Waterfront and an outdoor exhibit on Irish Famine with ruins that were sent here and reconstructed.
