DO NOT GO HERE. Ordered from the sushi buffet and found hair in my food after eating a few pieces of sashimi and part of a couple of rolls. They first tried to claim it was "fabric", then after finally getting them to admit it was hair, I explained I did not feel comfortable paying for food that had hair in it (especially during covid times?!?!) and didn't even finish anyways, the manager refused to offer a refund. But I did do a spicy tuna roll too. yum. I've been here many times when I was younger and I've had a good memory of it. I've since moved away but I was in town visiting family and decided to come back. When I walked in I saw on their bulletin board that customers are not allowed to share rolls (AYCE or a la Carte) I was confused. I'm sorry but that is the stupidest thing I have ever seen as a stipulation in a sushi restaurant. I understand ayce, but for a la carte to not be allowed to order multiple rolls for your entire table baffles me. I've been to many many sushi places and this is the first time I have seen this! This isn't about the sushi, rather, the hibachi/teppanyaki grill they have. Had a great experience. Good show, but amazingly, the scallops and shrimp I had WEREN'T rubbery, in fact, quite good. Poor service. Had to ask twice for most dishes we ordered. Rolls were ok, sashimi is cut into tiny, tiny cubes-so order 50 lol. We had about 12 rolls left over. We came here for a family birthday party specifically for the all-you-can-eat. There were eight of us, and we were seated immediately. Our server checked in quickly and took our drink orders. After returning quickly with the beverages, he took our first (of many) orders. Our server was quick and friendly. The menu is huge and offers many items for the all-you-can-eat. The food is good including the sushi. Is it the best sushi I've ever had? No, but I feel we received some really decent sushi (many different rolls to choose from) for the price. I've left some sushi restaurants with a $200 bill for 2 people. Kyoto has really decent sushi at an incredible price. Because of the good food and great server, we'll be back! read more

I always loved the Kyoto Sushi at HarMar in Roseville, and I would still say that's my favorite. I did check out Kyoto in Eagan, and it's also pretty delcious! BBQ Eel Fried Rice, Shrimp Tempura, Crazy Roll, Volcano Roll - all delicious. My friend ordered the Dragon Roll (salmon on top) and the salmon was NOT fresh. The service was also slow and inefficient at this location. The outside of Kyoto sushi is nothing fancy, but it definitely it worth sitting down for a meal! I went as a group of four for a family outing and we shared five sushi rolls between us. The tempura roll was a table favorite, and we would definitely order it again. The rolls are quite large, so it is plenty of food for a full meal. If you are extra hungry, I would opt for the all you can eat instead of the a la carte option. Our server was very efficient and kind, which made the overall experience very pleasant. The food is very reasonably priced, but, if you plan on ordering appetizers, definitely get more than one for the table to share. I would recommend the gyoza. One of the worst customer services that I have ever experienced. The front desk lady was so rude when we just asked nicely to change the seatings to a brighter location if possible. She was so rude and gave us so many attitudes. Our lunch would cost total of $90-$100 for three persons, and She treated us like we were begging for food. I come here a lot, so I feel like I know the lay of the land pretty well. There are a few ground rules you should be aware of: - English is NOT the first language here. Don't worry about it; it's not that big of a barrier. - The floors are a little sticky - No one who works here looks like they're having a good time. - Order. in. BULK. My bf and I have a game plan: we order dynamite rolls, vegetable tempura, shrimp tempura, snow mountain, and spicy tuna. Then we order it again. Then we eat red bean ice cream. Then we die from being so stuffed. This is how you must approach this restaurant. It is delicious, I promise. You ever get that feeling when you try something for the first time, and it's pretty good. And then you try what it's actually supposed to taste like, and then you realize you've been duped your whole life? Welcome to my experience at Kyoto. To be fair, Kyoto is a good sushi place. The price for the all you can eat lunch and dinner buffets are fair, respectively. The variety is vast, the service is good, and the sushi tastes pretty okay. There's not a ton of places that offer as many choices for temaki as Kyoto does, and that's fantastic. There is nothing outrageously bad about Kyoto. But it's not great. The maki is all okay - the Dynamite roll, Sexy Girl roll, or Snow Mountain roll are all good choices for lunch. For dinner, the Kyoto roll, Crazy roll, Dragon roll, or Spider Roll are all good as well. In general, the maki are good choices. Where Kyoto falters is the nigiri. The nigiri is tiny, and even though it's all you can eat, it just feels less like I'm ordering a piece of nigiri when the piece is about as big as my thumb. And I have small hands. This isn't just the case with one type of nigiri - whether its the tilapia, unagi, or even the tomago nigiri, they're all tiny sized. The only redeeming part of Kyoto's all you can eat is the endless surf clam (which is only served at dinner). It tastes pretty good, and relatively fresh, and for all you can eat, eating endless surf clam isn't too bad. If raw fish isn't your deal, there's still plenty to order for lunch or dinner. Kyoto has a generous offering of teppanyaki, tempura, deep fried items, teriyaki, rice, and noodles. I'm partial to the shrimp tempura and shu mai, although the shu mai are more like poppable fried shu mai based on their size. For dessert, the green tea or red bean ice cream is still great. Kyoto is just okay, and when I was younger, this felt like a great sushi place to me. I can't tell if I just got older and tried more places, or if the quality really has declined in the past few years. I feel like there are better places to get sushi in the Twin Cities, but someone who is just getting into what sushi is all about, and what they might like, Kyoto is a great place to start and for the price, you can't beat the variety. read more

I thought the Dynamite Roll (shrimp tempura) was the best of the four. I wouldn't advise anyone to eat the Sexy Girl, since I didn't find it appetizing. Overall, there's nothing memorable. Kyoto is my go-to place when I want to inhale my weight in salmon sashimi because as much as I love it, I can't justify paying $10 for FOUR pieces of sashimi at any other sushi restaurant... The service is hit or miss here. If you go during dinner, it's going to be busy (especially on a weekend evening) and the service will be really slow. If you go during lunch or before/after dinner rush, it's usually better. Also, service will be better if you go in smaller groups as opposed to larger - they tend to forget items if you're in a large group and food comes out slower. As for the food - it's as good as it gets for a place that is all you can eat but ISN'T a buffet. The appetizers/small plates and sushi rolls are delicious and the fish are fresh. Went here for all you can eat sushi and left plump FULL! Tried about 10 different rolls, edamame, and dumplings. All food was delicious, however my favorite roll was the Spider Roll and Snow Mountain Roll. Least favorite was the Chicken Teriyaki Roll - very dry and flavorless. A great all-you-can-eat spot for sushi. The food ranges from okay to good. The main reason I come here is for the sushi, but the other options of food is a plus to have. Went there today for the lunch buffet by myself and as the host was seating me, the waiter/bus boy said something in Japanese and made me to sit at another table instead. He then rushed me through my lunch, asked me for his tip before I was done eating, and started telling me to leave "because they close at 2:30" at 2:05. Many others were still eating around me. After he pointed to the door repeatedly, I finally left. While a piece of it may be a language barrier, this waiter acted in a way that was rude and abrupt. I would have enjoyed my time there better with another waiter. Frustrated and upset by the way I was treated as a customer.
