Let me start with the best part-- the customer service. I called in my order. John had great energy and had no problem accommodating my request for light sauce on the sauteed broccoli. The restaurant is well-it and clean and they have duck, soy, and mustard on the counter so customers can grab as much as they want. SO much better than the spots that charge per pack. A really nice touch! The food is good. I got shrimp egg foo yung and hoped that it would have been more flavorful. It seemed to be lacking seasoning. Not salt, but something to add a richer flavor. BUT the gravy was not super heavy and cloying like it is at other places. So it does taste fresh. Same with the broccoli. It was a tad too crunchy, but that also made it seem fresh. I've been getting take out from here for several years. It is hit or miss. Today, with my Kung Pao Chicken it was a miss. The chicken was a bit tough. The normal Kung Pao spices were absent. As DC is a place that really lacks cheaper food options, I am glad that Hong Kong Carryout is here. This place carries all the staples of cheap Chinese food you'd like from fried rice to spring rolls to chicken, and not at too high of a price point. I got the walnut shrimp and the crab rangoons. The crab rangoons were perfect, they were everything I wanted. Fried and creamy goodness. After I took a bite of my first one, I was annoyed that I didn't get the larger option. 5/5. I also got the honey walnut shrimp. Listen for 15.25, I was a bit skeptical of the quality of it. And while it wasn't my favorite, there were some good notes about it. The fried rice that came with it was amazing. It was nostalgic in a way and better quality than other takeout places I had. The batter on the walnut shrimp though was lacking. It was a bit bland and I wish there had been more sweetness throughout the sauce itself (and more of the sauce), but I did like that it didn't make me feel disgustingly heavy (as some shrimp batters can) and I could taste the shrimp throughout. I am still on the journey to find my regular Chinese takeout place but I am glad to know that when I want a cheap and quick bite, I can come here. read more

So here's the thing-- DC is full of carryouts (and for non-local fast food Chinese take out spots). You have so many options to pick from and they all have similar menus (like down to the color of the menu and font). BUT when it comes to taste, it's a whole new ball game. And This place taste good and is one of the cleanest carryouts I've been too (not mandatory but a good bonus). My review is specifically for my go-to meal here-- fried chicken wings and French fries with mumbo sauce. I've been eating this carryout staple my whole life and this place is amazing. The chicken is always hot and don't forget to ask them to fry it hard for an extra crispy bite. I really like their mumbo sauce but I know everyone has their preferences here. I'll say that it reminds me of the mambo sauce, in terms of the color (not too red), thickness (not too soupy), and taste (not overly sweet ). If you are looking for some bomb friend chicken wings and fries then go here (and BRING CASH ONLY). Well.... What do I have to say about this one. I have never had chicken with feathers. I suppose this is the freshest chicken in DC? Killed and partial defeathered in the back of house? With that being said, the chicken up to the discovery of this piece was, dare I say, good? Lol. Eat at your own risk and hopefully you won't end up with chicken feathers. One of the reasons we picked this place was because it says they had Mumbo sauce but I'm not sure that's what we got. It looked and tasted like sweet and sour. Bright red in color. It's the food of people and no matter how refined palate, your cravings cave you into going at least once a year. It's the type of food that unites people. That said, the average person could and should review carryout spots. If you browse Yelp, you'll notice most carryout places have fewer than 3 stars and many first hand accounts of food poisoning. So, when you stumble upon a 4-star carryout, you MUST go. That's how I came across Hong Kong Carryout. I used to live around the corner and it never ever caught my eye until Yelp pointed me there. After having dinner there, I see why it's rated so highly. It delivers you an experience, which us millennials love. It's a tiny house next to a bodega in Hill East off of the popular East Capitol Street. Despite the outside looking dirty, the inside is surprisingly bare and clean. There is a random picture of a city skyline inside and then the takeout window with a friendly guy behind it. Order a special or any item off their extensive menu and watch the older men make it through the window. There's a bench to sit on while you wait for your food. My friend ordered the chicken and broccoli per the cashier's recommendation, but the flavor fell flat. What did NOT disappoint was the sesame chicken. It's perfectly cooked and is full of flavor. Bot dishes came with rice and the large was more than enough for dinner AND lunch the next day- both just over $11. They have a fridge full of unhealthy drinks and the only water they have is bottled water you have to pay for (isn't that illegal to refuse free water to a customer?). Note: It's cash only, but there's an ATM just outside. It's been a full 36 hours and neither my friend and I are sick. That's winning in the carryout world. read more

Wonton soup - hardly 3 out of 5, weak broth, huge wontons ( lots of pastry, very little filling). When you're hankering for traditional Chinese-American style carry-out, you're not expecting "authenticity" or "gourmet" or anything "fusion." No, what you're looking for is fast, no hassle, inexpensive, decent portion sizes, consistency across visits, and flavor. I've been surprised at how mediocre most Chinese-American carry-out -- or, frankly, the sit-down as well -- in DC is, but Hong Kong Carry-out hits all expectations. They don't deliver, but you can order via delivery services. But Hong Kong Carryout is so freaking fast I just usually order pick-up over the phone. When you order over the phone they end the call with "Okay, ready in 10 minutes." It takes me just about 10 minutes to drive from home to their location, and my order is almost always ready by the time I get there. I've tried a lot of dishes on the menu and the combos (smaller portion, but comes with a pile of fried rice and an egg roll) are a good deal. My regular order varies between the kung pao chicken, hunan beef, General Tso's chicken, szechuan beef, or lo mein. The egg rolls are the best I've found in DC, but the soups are just okay. The sleeper menu item is the Cold Noodle with Sesame Sauce. Again, if you're going here expecting something "epic," don't. If you're going here because you love traditional Chinese-American take-out joints and you appreciate fast, inexpensive, reliable, consistently above average dishes, you'll be satisfied. read more

There is a serious lack of Chinese food in/near the Hill and HK Carryout hits the spot like Panda Express. My rating is based on the fact that the veggies were fresh tasting and not overcooked (limp and sad) and the flavors were spot on like one would expect from fried rice, Mongolian beef, chicken/veggies, etc. The only thing we ordered that was not good was the hot and sour soup....flat flavor. It used to be my favorite takeout spot in the general area but the quality has gotten less consistent and the prices have increased significantly from a couple of years ago, even taking inflation into account. They used to have some of the best hot and sour soup in the city, not it's just above-average. They used to be great about adding just the right amount of sauce to their dishes but now the Orange Chicken and General Tso's is slathered in sauce like most other takeout joints. The Hunan and Schzuan have gotten greasier than used to be, too. It's still one of the better American-style Chinese takeout places between Hill East and H Street, the Kung Pao is still usually excellent, and the soups are still pretty good, but I only order from here ~1x every other month rather than 3x/month like I used to. read more

Food is consistent in quality. We live all the way out in Pr Wm county so we tend to pop by whenever we're in the city to visit family. They open at 11 and there have been a number of times this was delayed by as much as 30/40/45 min which was disappointing when you're trying to place an order ahead of time for pickup. read more

I hadn't been here in a long while but I made it back. When I used to live in Lincoln Park I would come here every once in awhile and I appreciated the renovations. I put Carryouts, "the whole army of them" on pause but lately I've been stopping by for an order of fries. In my defense, my last visit was really to hold me over until I got home and to wait out rush hour traffic so 2 dollars and change spent on fries, a tad more expensive than other places, didn't break the bank. I get mine with Salt, Pepper and M(a/u)mbo Sauce and they really douse them here. Your fries will be swimming in it so you may want to ask for it on the side. I want to try the Sesame Chicken, so I may pull up one day to do so. Just not after school lets out because they definitely receive and after school rush. Nothing much I can say. We decided to try Hong Kong for takeout tonight. We've tried several places in NE and much to our disappointment couldn't find a place that we would visit a second time. We ordered orange chicken, Hunan shrimp, sweet and sour chicken, roast pork fried rice, and vegetable lomein. The food tasted fresh and each dish had its own distinct flavors. The Hunan shrimp sauce had a flavor that we did not really enjoy, but we ended up eating just the shrimp without having it covered with the sauce which made it possible to eat. It wasn't bad, I just don't think the flavor was for us. As other reviewers have pointed out, this restaurant only accepts cash...this is a bit of an inconvenience for those who don't carry cash and who may never see this information prior to their visit. And like others have said, much better than other more expensive Chinese places on the hill and even in Chinatown. Hong Kong Carryout is by far the best Chinese food in all of DC. Do not let the sketchy outside, bullet proof glass on the inside, and cash only payment form deter you -- the food is worth it! Huge portion sizes and great take away containers let you make at least two meals out of one main dish or is plenty to share between two people. I always get the sesame chicken, white rice, and steamed pork dumplings (6 large dumplings in one order) and have enough for 2 to 3 meals. Downsides: They do not have a website with a posted menu, so rely on other yelp reviews + photos or grab a carryout menu when you pick up your food. They are cash only so bring your cash! My meal tasted like run-of-the-mill Chinese food, indistinguishable from most other average Chinese food spots in the city. The fried rice was the biggest basic culprit - super boring. Every now and then a bite of the General's chicken smacked of flavor, but not consistently to earn an additional star in the rating.
