Total Rip Off! Do not use this company. I guess they were OK in the past, but now they are ripping people off. Tabitha Philips and Antwain gave me a quote for $2,317 for digging a trench and installing a new gas line. They asked for a $800 deposit and never returned. They did say they were coming on 3 different instances but never arrived. So far and been 53 days that they took the money and did no work. I have asked for a refund a few weeks ago and they keep giving me answers like, the accounting manager is not here, I'll have an answer next week, now she is sick again, etc. I keep asking for updates on my refund and now they are not answering my calls or answering my texts. So to summarize, this company asked for a large deposit and did no work at all with no explanation why they missed every appointment, and they refuse to give a refund. Highly Disappointed! If you're in to no one returning your calls, someone taking your money and running and having to follow up with a company on a daily basis, then this may be the business for you. But wait, there is more! If you act now, you could get a technician to come to your house to fix a wall unit and have him asking questions to you about how to fix it!!! (Not kidding). Used them in a home Warrenty fix that came with my home and when the tech wrote the estimate he added a few fraudulent faults so that "replacement from the Warrenty company would be easier". BEWARE OF THIS COMPANY! They were very quick to take my money to install a new HVAC system but only months later when the season changed and heat was required, the unit failed. The heat ran constantly, ignoring all heating limits, even when the unit was in the "off" position. HCEC came to inspect and acknowledged a faulty part that needed to be replaced. They disconnected my system and that was the last I heard from them. It's been over two months later, I've placed dozens of calls to the HCEC office and I still can't get a call back from them. Occasionally I get a hold of a receptionist but it's the same answer, I need to look into it and call you back. Guess what, never a call back. I was initially referred to them through Home Advisor. Home Advisor even stepped in and was successful in contacting the owner, however the owner (Mr. Antwain Chatman) told them he wasn't interested in honoring my warranty or resolving my issue. Home Advisor has since kicked HCEC off their site. This should be a clear sign NOT TO USE THIS COMPANY. Read other reviews, I should have done more homework myself. This company was designated by our home warranty company to fix a heating issue in January 2018. On at least three occasions the company called same day to tell us a tech was coming out to install the replacement furnace so I had to leave work and wait around for them to just not show up, call or answer my calls. It took approximately a full month for them to finally get a new furnace installed; also charging us an additional ~$1,100 for "modifications" outside of the warranty. Within a week my family and I were feeling sick and had to be seen by our doctors only to find out we had carbon monoxide poisoning. We had an inspector come to our home and it turns out that HCEC never installed a flue pipe and we had to have our gas shut off and were stuck in a hotel while this was resolved. We hired American Mechanical because we no longer trusted HCEC and the difference was night and day. Unfortunately that was another $2200 out of pocket. A year later and the ceiling is leaking under the furnace so we called American Mechanical back out, the tech showed us where the crappy initial installation by HCEC was the culprit. In addition to installing the drain up a grade, they actually installed a furnace which was four inches smaller and the "modifications" were effectively tape to hold it all together.. Now we have to replace ~$5000 to have it done correctly, as it should have been the first time. Please, do your homework, you CAN request another company through your warranty. We're currently working through Department of Professional and Occupational Regulation and the State Attorney General to see resolution with this. read more

Got my $3,600 install this unit IT DID NOT work from day one. Gave me nothing but lies about coming back out to fix the problem. 22 days went by remember he has the money. (Blame my contractors when it was not there fault. Every time a technician was suppose to show up they didn't. I had to start my Civil lawsuit procedures for them to come back. They Delay my house being finish over three week because of no heat. RUN DO NOT USE THEM. the had the wrong pump trying to install It for over four hours. DO NOT CALL THESE IDIOTS! they've been to my home 3 times, each time something else needed to be replaced. The unit is less than 5 years old. The most recent item that supposedly needed replaced required gas line modification which was not covered by our home warranty and would cost $195 out of pocket. They have now been giving us the run around for over a month, saying the part was ordered, then the wrong part showed up, then the part had never been ordered. My fiance hit the reset button today and BAM our heat works. In the last 3 months, I have had to purchase space heaters and an additional $200 in electric bills due to the space heaters and the whole time my furnace worked. Honestly the worst service I've had. Deserve 0 star rating. Only reason they got a star is because they made the drive. I don't mind paying for great service, meaning fixing the issue or explaining what the issue is. Still have the same issue with my A/C. Thanks for nothing.The fact that they being the technician as he calls himself, explaining how it works, then explains it a different way contradicting himself . Complete disregard for customer's time. I accept the 3-4 hour window they give, it is common in these types of businesses. After my initial appointment, which went great, I had a hard time getting anything done. I went through a home warranty company and my initial appointment showed the need for additional work to solve the problem. The claim was submitted and approved. I never received a call back from HCEC, I had to call the home warranty company to get the process moving. I was told that a message was left, I never got the message. There was no follow up to try and get in touch with me. While on the phone with the warranty company I was able to get an appointment scheduled the next afternoon, a Friday. I cleared my schedule and accepted. The time window was 1-4 pm. I get a call about 3:30 saying the technician will not be able to make it due to a death in the family. I understand that and have no issue. We rescheduled for Tuesday from 9-12. I received a call at 8 on Tuesday morning saying that the equipment needed was not working and I needed to reschedule, again. I was told that it could be taken care of that afternoon, so we changed it. This was the third reschedule. I called and let them know I had an errand to run and wanted to know if the appointment could be made on the back-end of the 1-4 window. I was told that was not a problem. I receive another call at 4 saying the technician was still working with another customer but that I was still expected to be got to that day. I never heard anything back, No call, no show. Still have the same plumbing issue. Company is ran horribly. Would not recommend these folks to my worst enemy. Chris, the tech that did show up to the first appointment, was awesome. This company was assigned by my Insurance provider. The technician arrived in the assigned time frame. He reviewed the heating unit and made his evaluation and provided it to me. However, The company did not file the evaluation with the Insurance company on the same day. They went home and it snowed. Now the office is closed and no one can be reached. The temperature has dropped to 11 degrees (dry bulb, not wind chill). That was 2 1/2 days ago and the report still has not been filed. I do not recommend these guys, they do not follow up in a timely manner. read more

Worthy of taking time to write a review! Absolutely the worst customer service I have ever encountered! We had two units installed last year (July of 2018). When they finally showed up (after several bouts of rescheduling due to THEIR 'running late', 'jobs that took longer than expected' and one 'family emergency'), it took them well into the night to complete the install. All seemed good at the time, but during the next heat wave, we noticed the upstairs unit wasn't keeping the temperature at the level we set the thermostat at...it was about 4 or 5 degrees higher. Since the unit was under warranty, we called HCEC Group to come out and diagnose/fix the issue. Getting these folks on the phone seemed nearly impossible; getting them to finally make it to the house (more excuses) was nearly impossible; when the issue was diagnosed, they had to order a part and couldn't complete the repair. We were told that they would call when the part came in, but there was never any follow up and getting these guys on the phone took up more time than it was worth. Since the weather had improved, the issue fell by the wayside. In May of 2019, the upstairs unit stopped working. Since it was still under warranty, my wife called on the Friday before Memorial Day and they said they couldn't have anyone out until between 9 am and 12 pm on Tuesday. Tuesday rolled around and my wife stayed home from work waiting for HCEC to show...they never showed. My wife tried to call to get an update on when someone would show up, but only got an 'after hours service recording. On Wednesday morning, I got a call at 7:30 am to "confirm my appointment for today between 9 am and 12. Unfortunately, my wife and I had previous appointments that morning and the morning wouldn't work; could they come in the afternoon? The individual on the phone said they should be able to, let her check and she would call back. An hour went by, no call. I tried calling...got an 'after-hours' service recording. In all, I made 32 attempts at contact HCEC to confirm they would be there in the afternoon, I actually spoke with someone three times, the first two times was apparently a dispatcher who said they wouldn't be able to make it out in the afternoon, so they would like to schedule for Thursday morning. I said that was unacceptable, I wanted to talk to the manager. She said she would contact her manager and give them my phone number and have them call...I called back several times over the next couple hours and only got an answering machine. When I finally got an answer at 2:24 pm, a woman claiming to be manager answered. Bottom line: they are located in Chesapeake and don't do afternoon appointments on the peninsula. I could either re-schedule for a morning or wait until Saturday. I ultimately agreed to scheduling another appointment Thursday morning at 0730...I am writing this review waiting to see if someone will actually get here this morning. To sum it all up, frustration and dissatisfaction is what you will experience if you decide to give them your business. read more

Great company with knowledgeable friendly technicians and caring clerical support. Hcec was dispatched to me via my home warranty company and the technician showed up the next day to diagnose my problem they worked quickly and efficiently with my warranty company to get the parts needed and as soon as they received them had another technician out to replace the parts. The tech even took time to give me a low down on how the system operates. The technician worked through the rain to make sure my family wouldn't be without a.c.. Really appreciate you guys! This company deserves a negative 5 rating. Hopefully after reading our complaint you will agree. Before we contracted with HCEC we contacted Angie's List and the BBB, no negative review was given. HCEC GROUP LLC, is located at 801 Butler Street #16, Chesapeake, VA 23323, 757-588-5213. Antwan Chapman is the owner. We hired this company because of condensation issues on our duct work above ceilings downstairs (between the floors); kitchen, den, hall, dining room and living room. The contract states that they would remove and demo drywall. Bring 1 dehumidifier and 2 blowers (which they never provided). Replace sheet rock. Mud and paint. Insulate duct work in between floors, new flex supply lines. Duct and seal existing duct system between floors. There was 1 flex duct they did not replace. The workers who came out to work on the job failed to cut off our central air system, it is our understanding the secondary drain pan and the condensation drain pipes in our attic became clogged with drywall dust. Consequently, we had to have our regular HVAC company come out and fix the problem. This was an added expense to us. When in fact HCEC should have been held responsible for the bill. The job was to have taken 4 days. We are now over 6 months and the job is still not finished. For the past 6 months Danny, my husband and I have lived through a nightmare because of this company. Drywall dust is all over downstairs. There is no point in cleaning until they finish, God only knows when, if ever. Our kitchen is so bad we consider it unhealthy to even prepare food in it. I suffer from breathing issues and my husband suffers from asthma. We try and keep tarps and plastic over our stuff to try and protect our belongings but are not even sure if this will work. HCEC makes promises that they will be here on certain days and times and 99.9% they fail in keeping their promises. They have been known to show up for 1 - 2 hours and leave; this makes for a very abbreviated work day. Apparently, to HCEC our time or living conditions are not important. We have spent many hours trying to get these matters resolved but Antwan, who apparently (now) is the only one who can make decisions is either not in the office, on a job site, in meetings, or just does not return our phone calls. We have tried to work with Fred, the project manager, and he does try to get Antwan to call but Antwan does not return our calls. At one time we had 2 different colors of paint on our walls and 2 different colors of paint on the ceilings. The company did not rectify this problem for about a month. The ceiling was almost finished in November, but Danny found a new problem. The joints were not prepared properly, and the seams were popping throughout the den and kitchen. Danny asked Fred, the project manager, to come over so he could show him the problems. Fred did come by and he said the whole ceiling would have to be replaced. This decision was made between Fred and Antwan over Fred's cell phone. We were also told by Fred that there would be no additional cost to us. He promised that they would get on it. This meeting happened around December 3rd, Fred, Danny and I mutually agreed to complete the job after the holidays. It was set up for January 12th. Danny called the week before the 12th to confirm and was told it was rescheduled for February 16th. At this point Danny did request an email with the new date. They did send an email with the new date of February 11th. Once again, Danny called to verify the week before February 11th, and it was confirmed that they would be here. Danny was told the crew should be at our home between 8-10 am. Around 10:30 am no crew showed up and no phone call to tell us what was up? Consequently, one more time an appointment was made, and they did not keep their commitment. It took Danny to call Fred to find out that Antwan had changed the schedule again. Danny told Fred that he needed to talk to Antwan to find out what was going on? Antwan never called. It has been 15 days, and no one has called and as usual the company is not returning our calls. HCEC is in breach of contract and they just don't care. This company has misled and lied to us, failed to keep commitments, broken the contract, hired incompetent workers to do jobs they were unskilled and unsupervised to do. There were two men (Fred and Clyde) who did do their jobs right, and both were very professional. Unfortunately. we are unable to invite family members and friends over for entertaining, dinners, holidays and special occasions due to the unfinished job and the mess. Our dining room has become our storage room as well as our closets. Spending the night and sleepovers for our guest and family members has become a thing of the past. My home warranty sent this company out for an issue we were having with our AC. They came on time, that's the 1 Star. They told me they had to submit the paperwork in to the warranty company to get the work done. A week later and I heard nothing so I got with First American HW to follow up. In the meantime, I read the reviews here. Let me tell you that if a company has 1 Star on Yelp, there's a reason for it. Before I got a call back I expected them to tell the company that I would have out of pocket costs because this seems to be something they do. $600 worth!! After a week and 4 days they tell the warranty company they have to replace all kinds of things and that I also needed Freon. I refused to accept this and first American would NOT send another company out. I emailed corporate and within 5 minutes I got a call back and they sent another company out. Turns out the drain pipes needed to be cleaned because the lines were clogged. The Freon did not need to be topped off and nothing else needed to be replaced. $129. If your warranty company wants to send HCEC out, DO NOT LET THEM DO IT!! read more

This is an update to another review I posted on HCEC Group. A couple of days after I posted my review about them on several online sites and the BBB, HCEC called and offered to return the $150 they had withheld when they refunded my deposit. They even offered to hand deliver it to my house IF I would pull my reviews. When I responded "NO" they rescinded their offer of the $150. Odd, I had to drive to their business to get my $1000 deposit (less $150) back after getting the runaround for two weeks but they were going to hand deliver the $150 remainder if I gave them something. They stated the $150 was a 15% charge for terminating our agreement which was not in any paperwork I had or was ever told to me by any employee. This charge was applied after they had been 2 hours late for our original appointment, wrote up the agreement for the wrong part and price, failed to deliver other promised paperwork, showed up with the wrong part, failed to return all calls, and withheld my deposit for 2 weeks. They still don't understand that for me it was never about the money but the complete lack of customer service and proper business procedures. Run, don't walk, away from this company. FYI, Home Advisors pulled my review on their site, after HCEC protested it, because HCEC had done no physical work for me. My arguments that a review for a company is pertinent to more than just the physical work they perform but also for their customer support before, during, and after a job is just as or more important fell on somewhat sympathetic but in the end unresponsive ears. read more

DO NOT I REPEAT DO NOT TRUST THIS COMPANY!!!! I cannot stress it enough! They LIE, CHEAT and STEAL!!! SEVENTY TWO (72) DAYS, THREE THOUSAND DOLLARS, and a COURT DATE to sue later... I have legit proof of this and this is far from an exaggeration! I regrettably trusted the reviews from Angie's List and Home Advisor to request service and hire them to replace my HVAC. Well to make a long story short as possible, I cancelled with them and for good reason as I found out with a second opinion that I did not need a $5K HVAC unit. I was told by HCEC that there is a 15% non refundable fee but then later told that I would receive my refund in full. This has been a long going issue from 9/23 until 11/9/18 when I FINALLY received my money minus the later promised 15% by Tabitha. Between all of the correspondence via 50+ email, 100+ calls, and texts from late Sept to middle Nov they've done nothing but lie to me. Mrs. Latasha Campbell and Tabitha made false promises of when I would receive my money. It was not until I literally had to file charges against them to receive payment hence why I FINALLY got paid. They make the claim that they "issued me a check" back in October. I NEVER received said check. They claim that they put a stop payment on it as they provided a supposed "copy" of this check for proof that it was "sent". It was not until I filed charges that they "re-issued" me another check via certified mail this time around. I requested that I personally pick it up vice receiving it in the mail due to their failed "attempt" to mail it the first time. They refused to allow me to pick it up and lied previously about promising to have it personally delivered. Fast forward to today we go to court as I requested and felt that I should be reimbursed my court cost for having to file in the first place. I was denied and the judge took their side despite my proof of their incompetence and despite their LACK of proof of said stopped payment. The judge was very bias as he stated that he agreed with me but instead sided with them all because they provided a "copy" of a supposedly issued check. Moral of this story/review...do NOT trust this company. It is apparent that they have been playing this long game and knows all the tricks of their trade. As long as they make a copy of any check claiming that it was issued without any proof of cancelling supposed check then they win. The owner would NEVER call, NEVER respond, and refused to ensure that I as a customer was satisfied. They will state that the delay in their "attempt" to issue me the check the first time was because of a dispute for me to receive my full amount in its entirety. I argue that no matter the reason they owed it me to have issued me SOMETHING rather than NOTHING resulting in an unnecessary prolonged payment. No one can ever pay me any amount of money to ever receive any kind of service from them nor to recommend them to anyone!!!!!!!!! We had this company install a new heating and air system last fall and they can not get the unit to function properly. We just switched the unit from heat to air and it's not working. Called for service scheduled for Wed they called and rescheduled for Thursday. Came out said a wire was loose in the thermostat fixed that and left. They took and exorbitantly long time to get the issue resolved between scheduling issues and issues in authorizations with my home warranty, which I do not blame them for. They ended up having to replace our unit as the part that they needed to replace wasn't made anymore. It took at least a month to get done and when they did get the work done they did a terrible job. The unit worked for a few hours and then cut off again, we had to call them to get them to come back out and fix it the next day. Once they fixed it the same thing happened a few hours later. This time I was frustrated so I called a friend who owns a local HVAC company to see if he could come and look at it. He came out and got it running again and told me that if his men had installed that he would have fired them. He told us that they left a gas line uncapped, the original unit was still up there and generally the work looked shoddy. He told us that he got it squared away, but that we should call a lawyer. Later that weekend we noticed a stain on the ceiling where the unit was located and my husband went up in the attic to investigate. He said that the drainage lines were just laying there and weren't even clamped in. The owner came out and looked at it, "fixed" the leaks and told us that he would be setting up an appointment to come back out and repair the water damage. He did not. We left it alone as we thought the leak was fixed and decided we would scrape the paint and repaint at a later date. Well, it is November and we have been running the heat since it is cold out. The stain has returned and gotten bigger this time. My husband went up to check and the "fix" that they put in was basically putting in towels and a water bottle to catch the drips. I do not recommend this company to anyone and will be contacting my lawyer Monday morning. read more

Had a bit of a wait due to the warranting company get the [part shipped in, but once the part arrived they quickly installed it, and the system works great. Unit froze up 2 weeks after their repair, was told they installed the wrong size coil by 2 of their employees. Then, I was told by their Service Manager that the coil size was correct but a pin may need to be installed. They never showed up to install the "Pin". I have contacted an independent company and they will be installing the correct sized coil on my unit today. Customer service blamed the Warranty company and the Warranty company blames HCEC. They caused me to miss 3 days of work due to repairs, and they never fixed THEIR MISTAKE!!!! Would not recommend HCEC Group to my worst enemy!!! read more

My A/C unit stopped working out of nowhere, I had a different company come out and check it, to my surprise they estimated that the fix would be over $1,000 in shock I refused to have the job done and called this company. The person that came to my house was the owner of the company, I did not know at the time, he asked me simple questions and headed out to the unit to check it out, I was told by the previous company that I was low on Freon, when he checked he showed me it was not and explained to me how it is measured, he explained everything he was doing and what he was checking. Within a few minutes he found the issue and to my surprise it was a loose wire and some faulty connections, he rewired the unit and had it running within no time! He was absolutely wonderful! He explained everything and answered all the questions I had. He stayed to make sure the unit will continue to work. I would recommend this company to anyone! This company was hired on by my warranty company. The ladies on the phone were always pleasant and helpful. However, when the HVAC unit was replaced, the technician demanded payment prior to me even seeing a bill...on the spot, at time of repair. When my property manager told him to call me for payment, the technician stated that he would "rip the unit he just installed out of the house" if he was not paid on the spot. The technician was belligerent and rude! When he was not paid immediately, he removed power to the unit so that my tenants had no AC when the outside temp was 90 degrees! HCEC improperly crossed wires on my HVAC setting it on fire and shorting out the system. This fact is not in dispute since the technician wrote it down on the service call invoice. However, they lack the ability to repair it and fail to take responsibility for their mistakes or their consequences. HCEC was designed by my warranty company to repair my air conditioning system. They did not run a full diagnostic but crossed two wires improperly, setting it on fire so they couldn't really check anything else. They then splashed water on the electrical fire and shorted out the system. They replaced the blower motor and circuit board out of necessity (it was burned up along with the electrical wires) and the system still failed to work for more than a few days. They couldn't determine what was wrong (the technician acknowledged he couldn't figure it out) and failed to look at the electrical problems they created. After 6 weeks, they replaced a valve and it ran for 10 minutes and shut down again. They scheduled an appointment to come back and failed to show citing the warranty company did not approve it in time, despite the fact that they caused the problem themselves and despite the fact that I called 3 times to confirm the appointment, including once the day of the appointment. The office manager said she heard the scheduler tell me they wouldn't come out until the home warranty company approved it, and then in the next breath told me she was out sick on the day of the appointment so it was not possible to hear anything. All she really had to do was simply acknowledge the mixup and apologize, but that would require integrity. There are many more details, but in summary their customer service is horrible but the worst problem is the lack of competence and lack of integrity. The have consistently failed to take responsibility for the problems caused by setting my system on fire and only check one thing at at time when they do attend an appointment so they can make more money. They falsely claim that it would void the home warranty if they did anything without approval but in fact, there is no such concept as voiding a home warranty. What they mean is they might not get paid. They are only concerned about scheduling as many service calls as possible to make as much money as possible. They still have no idea how to repair my HVAC system which has not worked properly for over 2 months since they first started tinkering with it. In fact, I'm not sure it can be repaired at this point. My family was without air conditioning during the heat of the summer, causing health problems. When questioned about it, they become defensive and argumentative. There are two qualities I look for in a company - one is technical competence and the other is integrity. DO NOT EVER HIRE HCEC GROUP!!!!!! The Keystone Cops were in town. The team was comprised of the incompetent buffoons at HCEC Group and the leadership at First American Home Warranty (FAHW). I was without a functioning HVAC system for 31 days; me a 100% disabled veteran with one lung. HCEC Group is quick to point their finger at FAHW who, in turn, is quick to point their finger at HCEC Group. Here's what I know-- Antwain (the owner at HCEC Group, lied to me twice, has absolutely no customer service skills, is quick to beat his chest and announce how he is going to do things (when his employees are around or engaged in a conference call) but fails miserably at execution, and can not pick up the phone to tell the customer when there are changes (I lost count of how many times they changed the plan). His company failed to submit the original estimate within prescribed (48 hours) timelines to FAHW, and will never show up at the front-end of their scheduled arrival windows (they always show up at the end of the window or call you at the end of the window to tell you they have to reschedule). They also will damage your property and leave the work area a disaster....they actually damaged finished wall surfaces and ground rust and metal debris into my epoxy garage floor. The technicians were bolting for their truck when I stopped them to ask about cleanup. Their response, "Well. I guess we could probably clean it up"...obviously from that response it was never their intent to clean up the area. Oh....and the piece de resistance was the demand for payment for non-covered items before work had started which is the company policy. Horrible experience with this company. I had an issue with my AC where the auxillary heat remained on while the thermostat was off making the house feel like a sauna. They arrived almost 8:00 in the evening after informing me they were running behind. A tech came out and fiddled with the panel for awhile. It seemed like the AC was working fine and cooling the house at that time. He then told us not to turn the thermostat off and just let it run. He was also supposed to come back and install a new thermostat and replace the panel board. Well after several weeks of letting it run the pipes actually started freezing over and condensation dripping constantly creating a huge puddle of water and soaking the carpet. I called and informed them of this and someone came out on a Saturday and basically just turned the thermostat off and said to let it dry out and they would be back on Monday to complete the work. When nobody showed up I called almost everyday that whole week to see when someone would be back to finish the job. The person answering the office phone number always said she'd call me back for updates but never called back. It is now over a month and still the job has not been completed. I am so disgusted with this company that I don't even want to deal with any of them anymore. Oh and when the house was warming up again I tried to turn the AC back on and it did not work at all.
