Harlem Management Property (HPM) is an absolute nightmare of a property management company, and I feel compelled to warn the HDFC community especially minority-owned properties in Harlem and Washington Heights, to steer clear of this atrocious organization. My experience with HPM has been nothing short of a disgrace, filled with disrespect, incompetence, and dubious financial practices that should make anyone run for the hills. First and foremost, their accounting department leaves much to be desired. They sometimes prepare monthly financial reports that are riddled with errors and discrepancies. They engage in dubious financial shenanigans and practices incompatible with General Accepted Accounting Principles (GAAP). This tells me two things either there is a no oversight or proper supervision in their accounting department. I brought specific mistakes that were in the books for seven, eight and nine months to their attention. When you bring these glaring mistakes to their attention, they react with defensiveness and anger, instead of acknowledging their shortcomings and moving on. One of their so-called "big wigs" even had the audacity to become arrogant and condescending towards me, reciting his supposed pedigree and years in the property management industry as a way to put me in my place for pointing out their shortcomings. I'm college-educated with a background in both accounting and finance, and yet, he had the nerve to suggest that I didn't know what I was talking about. I detected some racial overtones and tinge of white privilege in his tone. Adding insult to injury, HPM charges exorbitant fees for routine tasks, and when questioned, they either fail to provide satisfactory explanations or simply make things up. They have no qualms about misspending your hard-earned money on unnecessary services and even had us paying for Workers' Compensation when we had no employees. Transparency is a foreign concept to them, as they keep you in the dark about certain expenses until the last possible moment and crumble under the weight of pointed questions. Instead of addressing concerns professionally, they resort to petty attacks on your character. Furthermore, their claims of expertise in managing HDFC properties are laughable. They boast about their experience, yet their portfolio consists of only two HDFC's properties the last time I checked. When I dared to ask uncomfortable questions about their experience working with HDFC's, they promptly dropped us like a hot potato, leaving us in the lurch. To add insult to injury, in May, they provided the bare minimum of cleaning services while charging us an additional $260.00. And to top it all off, their final act of financial mismanagement was evident in the August financial report. As of August 31, 2023, our operational account should have had a balance of $3,271.48. However, HPM turned over only $2,680.00 to our new management company, leaving a gaping hole of $591.48 unaccounted for. And when they get caught with their hands in the cookie jar, they misrepresent the truth. There was an exorbitant amount of $1,263.13 for a routine Section 8 application follow-up. When this was brought to their attention, they lied outright. They came up with the explanation that it was really a Con Edison charge. Now, how can you mistake a Con Edison charge with a Section 8 application follow-up. I am appalled and dumbstruck to this day. The board is discussing and contemplating using some of our reserve funds to engage the service of a Forensic Accountant. In conclusion, Harlem Management Property (HPM) is an utterly reprehensible company that preys on minority owned HDFC properties in Harlem and Washington Heights. Their disrespectful treatment, financial shenanigans, and blatant incompetence should serve as a warning to anyone considering their services. I have previously lived in two other condos who have had two different property management companies. In my opinion, Harlem Property Management Company is the worst one. They don't even deserve one star! There is absolutely no transparency with this company and the decisions they make do not indicate that they are concerned with the best interests of the owners. Perhaps they are concerned with their "best" interests! The property manager makes the decision as if he is the unit owner. Although he sends out surveys, the actual owner's vote is never disclosed. He tells you what the result was and that is usually what he wants. He is quick to quote the Bylaws but does not follow them himself. In my opinion, the property management who is supposed to represent the company, is incompetent and does not know the proper procedures to follow when dealing with situations regarding the unit owners' property. I don't even know if he has a real estate license that is required for him to manage property. In fact, he makes his own decision without consulting with the owner. The property manager pretends to be pleasant, but he is really a "bully" who is very condescending and not truthful at all. He tries to intimidate everyone and many times when he lies, it works. At the unit owners' meetings that are on "zoom", if there is a comment made by the unit owner that the property manager does not like, he will press the "mute" button. Harlem Property Management review We've used Jim and team over in Harlem Property Management for over 2 years and couldn't be happier to use them. I own other properties not in Harlem that I manage myself, so its so nice to have folks with connections and an office in the center of Upper Manhattan to take care of my property there. They are prompt with repairs and send monthly reports out so you know whats going on with all of the new building laws, sanitation rules, needed inspections and restrictions.
