He was acting like he was either on drugs or wanted attention. He was not disabled from what I can tell. He knew what he was doing. What I didn't appreciate was, when I told an employee that someone is making people uncomfortable in the dining area - the employee told me that that customer is there all of the time. Wrong answer by staff. Like that justifies borderline crazy behavior and every patron has to deal with it. You know just because "he is here all of the time." Unbelievable !
