Near the capitol, affordable food, service is okay. Generous serving of full salad, Annie Oakley sub was packed too, could some more meat in tuna and philly, but I think it serves the price. A practical spot for those working in downtown Harrisburg, each meal is delivered fast and generally worth the price. I typically go during weekday lunch and so the place is loud and busy, sometimes cramped. But given the dependable service, it beats other hot or miss location a if you need a quick break. Not ideal for lunch meetings or conversation, but great if you are visiting the Capitol or State Museum. read more

First time here, traveling from Louisiana, and the food is was pretty good. I ordered a French toast with eggs and turkey meat. Yes I know it's not your traditional French toast breakfast but for what it's worth, it was pretty good. I would've love to have some power and fruits but all in all it was a solid 6.5. This place gives the old school, diner vibes with the backless bar stools and the wooden boots! The service was pretty much laid back nothing to expect here but overall it was worth a great tip! On a snow flurried January day, Roxy's Cafe is a shelter close by the State House in Harrisburg, PA. After taking care of business at the Department of State down North Street behind the beautiful rotunda, we scurried over for a quick lunch before heading back home to Bucks County. The joint is dated, with wobbly spinners at the short counter and a few tables along the windows facing the State Museum and capitol. It definitely has seen better days, but it does have a certain charm. Our server was friendly and handled our order of their Annie Oakley roast beef sandwich w fries and Rachel (Reuben's cousin) with grace. Both plates were decent and relatively inexpensive, even if the quality of ingredients was not exceptional. They were a nice size, hot and filled us comfortably for the dreary drive east. On a better day we would have walked further for lunch as recommended by the guards at State, but given the weather we were satisfied with our meals and appreciated that Roxy's had stood the test of time at this lonely winter outpost in the capitol city. 3.5 Snowy Stars read more

Three star rating on breakfast only. Probably should saved the $25 and made eggs at home. Homefries were tasteless, or actually just tasted like the grill they were cooked on. Both rye and sourdough toast were nothing special. Omelettes good, not great. Service was slow and it wasn't that busy. Absolutely the worst service I've had in my entire life!! This is coming from a chef in the business for 30 years. We were seated quickly, waitress took our drink orders and then disappeared for 15-20 min, table beside us was there before us still waiting on their drinks also. She brings us our drinks and as we are ordering lunch which she gave us the breakfast/lunch menu, she tells us they are only serving breakfast.... (thats something you let people know immediately,not 20 min later when they are ordering) she then went back to ask if they could make what we wanted and they kinda did.. grilled cheese with tomato, really simple and easy right? Not so I guess, no tomatoe and the cheese wasn't even slightly melted. My turkey club was okay, had to ask 3 times for a-1 and she kept saying something about bbq sauce?? Just to find out after the 3rd time of asking they were out. Then we sat for another 20 min waiting for our check, my gf went to find her and was told rudely we can just pay our check at the counter which she replied that we would love to as soon as she gives it to us. She did that with an attitude. I get it, she was the only server, but a smile and providing the proper information and cooking a grilled cheese correctly goes a long way. Where else can you go to get a meal for $8? You can't even get a fast food meal for that price anymore. If you're looking for a quick sit down lunch with diner food, look no further. My go-to is either the egg salad or Greek pita sandwich, comes with chips but I substitute a side of fries. The fries are extra but at $8 total, it's a steal. They have daily specials, usually soup/sandwich combo. Their salads are big, more than enough for a hearty lunch. This location is no exception to COVID short staffing, so be patient with your servers! I've noticed they've gotten more waitstaff so it's good to see new faces and more help. Hope this place continues to be a staple in downtown Harrisburg! read more

I came here for lunch but ended up eating a breakfast plate. I had a western omelette with sausages and two slices of bread with home fries. Water and coffee. There's seating out side but I sat at the small bar in the front of the building. It was cute inside and it's in an excellent spot, down from The Capital Building. The service was good and price not that bad. As for my omelette, well it was ok. As I started to dig in on my western omelette I did not like it at all but the farther I dug in, the better it started to taste. We ordered: - A soup of the day (which turned out to be chicken noodle I think) - A BLT sandwich - A roast beef sandwich - A salad with chicken (don't remember the exact names of the last 2 on the menu) The soup tasted fine - I think it may have been canned chicken noodle that they reheated. The BLT was very nice, and the salad had a very generous portion size. Lovely meal sitting outdoors on the sidewalk. Puzzled by the reviews, truly. What an awful experience, I'd give zero stars if I could. Took 45 minutes for food to come, server not once checked up on us during that time. The place was not busy. Eggs Benedict was DISGUSTING. The "hollandaise" sauce looked like goopy old gravy with tons of black specs in it. The eggs were over cooked, ham was slimy, hash browns were greasy and cold. Even the TOAST was soggy. All that after 45 min of waiting? The other egg plate was nasty as well. The service sucked. The waitress was nice to us but was loudly rude complaining about other patrons and it was evident how miserable she was. All the staff moved at a snail pace and it seemed like it was their first day on the job. Maybe it was, I don't know. Thank god I am out of state and will never have to return here. I just hope I'm not sick later despite just picking around the less questionable bits of food on my plate. Just WOW. This whole establishment is questionable and seems really dirty. Classic Burg intermingled with an ever growing, gentrifying hipster burg, they both can coexist in perfect harmony. Roxy's is your ideal downtown diner, reasonable prices and traditional expected fare, down to the stools that squeak and might be a little too loose but it's part of the charm. They don't recommend sitting on the stools, not leaving much sit down space save for the patio weather permitting, but it's a total gem! read more

Ate breakfast there on a Sunday morning at 8 am. Decor is plain but the restaurant is clean. Service was excellent. Servers were friendly and responsive. This is basic breakfast food at a reasonable price - I did not need to spend $20 for the fancy buffet at my hotel that morning. Servers greeted many customers by name, and a group of 8 cyclists came in for what clearly was their usual Sunday end of bike ride breakfast. Can't ask for more! Hands down American breakfast favorites and the coffee was delish! The waitress (I can not remember her name, sadly) was the bomb! We were all getting a taste of a Harrisburg favorite (I brought 2 guests with me, I'm the native here) and as we were leaving the government lunch crowd started building. Honestly, the food was decent, but I just had an awful experience here due to the server. My friend and I came here for breakast on a Sunday morning. The server seemed to be a bit off-his-rocker to begin with as he tried to seat us at half of a table that people were already siting at. We just stared and him and he ran away... finally a woman walked up and directed us to a new table... The food took some time to get there, but when it did... it was wrong. I had asked what was in an omelete while ordering but ended up asking for the eggs benedict instead. He apparently had written down that I wanted the omelete I had asked about.... Me: "Oh, I actually ordered the eggs beneditct" Server: "No you didn't." Me: "Umm, yeah I did." Server: "No you didn't." My friend: "Yes, she actually just asked you what was in the omelete then got the eggs benedict instead...." Me: "I mean, I guess I could just eat this... how long will it take to get me the eggs benedict?" Server: "Oh, it could take quite a long time." Me: "Okkkayyy, I mean, that's what I really want. Could you just take this back?" Server grabs it, walks three feet to kitchen and starts complaining, "the girl saw the omelete and changed her order..." Come on! I'm not even mad that the wrong food came out, but there was no apology or anything - he just argued, got mad at me, and then complained within my ear shot! This was insane and made me feel awful for simply asking for what I orginally ordered! Why should I be guilted into eating something that I didn't want in the first place? Been here twice. Food is decent. Diner atmosphere in a older restaurant building. Prices are just a wee bit high but service is fast and food is decent. Very convenient for many downtown workers. Some people are obviously long time regulars and the banter between staff and patrons is often like Cheers. The one day when I was in here the mayor was also there. In the past Roxy has usually a decent place to eat. Recently it has not been as good; today was example of this decline. Starting with the facility the place is cold. Not just a bit on the cool side it was cold and uncomfortable. Ordered breakfast and while the scrambled eggs were OK and the corned beef hash maybe average for prepared packaged food the hash brown potatoes were bad. They were over cooked, grease soaked and surprisingly cold. Could not eat them. To make it worse the waitress was reluctant to do anything about it except to offer more of the cold greasy hash browns. Since there was no one in sight that I recognized as someone in charge we paid and left. I have enjoyed my visits in the past. The food has been good and the wait staff, one lady in particular, excellent. But I have noticed a decline in food quality and today was a new low. We stumbled upon Roxy's after we tried to go to Asalah's, which was closed. It was a cute little diner with a great view of the PA state capitol, but the service was terrible. It took almost 40 minutes for us to get our food even though there were not a lot of people eating there. During this 40 minutes, the waitress never once came by to ask if we wanted more water or coffee. We were about to get up and leave when our waitress finally brought us our eggs benedict, which were not that good. We asked for hot sauce and ketchup, which the waitress brought us. The hot sauce bottle was almost empty, with barely enough at the bottom. The ketchup was full, but two minutes later, another waitress came by to take it from us because her customers wanted ketchup. Also, all the waitresses spent more time playing with their phones than interacting with customers. read more
