One, the noodles were cut. This should never be the case. All pho noodles should never be precut. And two, they never gave out chopsticks. You had to ask for them. So I'm assuming you expected everyone to eat with forks? Is that why the pho noodles were precut? Three, there weren't a lot of meat with the steak pho- maybe 4 pieces in total.
