He came out, spent a few minutes assessing, and told me straight up that low pressure is endemic to our neighborhood--no plumbing work can or should be done. Meanwhile, some of my neighbors had been sold replacement filters and various "fixes" by other plumbers for the same unfixable problem. The second time, we lost hot water.
