Pelican snowball is usually the place to be for me and my kids. I amped it up to my friend. But on this day it was different. I got the dreamsicle stuffed with vanilla ice cream. It's a $2 upcharge if you want it stuffed. The ice cream was good, but the actual snow cone was dry and didn't taste good. My friends was the opposite, she had watermelon and margarita flavors, and they put so much syrup there was barely any snow cone. Hers was a certified cup of sweet juice. Lol. We tried to sit outside, there at the tables, but the ants were marching one by one with their ant families out there. So we got up quickly when we realized the ambush!! Lol. I'm gonna say this has to just be a off day because I usually love snow cones, so I'll come back and stick to my regular flavors . There's so many flavor combinations you could try. Pretty presentation, but not the snowball experience I was hoping for. A friend of mine has been raving about Pelican's Snowballs, so I finally gave in and decided to give it a try. She met me there and was excited for me to taste what she's been loving--but unfortunately, it just didn't hit for me. I ordered the Watermelon Margarita--a combo of two flavors in one snowball. Right off the bat, it had way too much syrup and not enough ice. It felt more like a slushy than a snowball, and the texture just didn't give me that classic soft, fluffy shave ice vibe I was expecting. On the flip side, my friend ordered a flavor that had ice cream in the center, and she felt hers didn't have enough syrup--so it ended up being kind of dry. Between the two of us, the experience felt really inconsistent. One was too wet, one was too dry. Just not balanced. I really wanted to love this place--especially since the menu is fun and nostalgic--but for me, the flavor-to-ice ratio was off. I probably wouldn't return unless they made some adjustments. My family has become huge fans of shaved ice. It's like no other cold treat in the area, so no comparison. With only two locations in the area, Norfolk and Virginia Beach it gets crazy busy in warm weather. The other location on Lynnhaven in VB is undergoing repairs and is closed. So this was my first time at the Norfolk spot. Not so impressed with the sketchy area, or the fact it say VB Blvd and it's somewhat just off, so pay attention. It is on the Southside of the road. The parking lot is tiny, but all was good today since they just opened for the season and a chill was in the air. The lot was littered with napkins from their business and other minor debris. There are two drive thru lanes which is great! This is as unusual as you will find. Our family just walked up to the window, no wait. Oh yes there was the wait of my daughter contemplating 100 different flavors. Pelican had really wacky out there flavors and your allowed to mix two at same price. Two sizes of regular and large. Recommend the regular as plenty. Three regular ices were $8+ without tip. The young woman at the window was very sweet and offered suggestions. The three ices came out quickly and were correct. There was only one other employee working that I saw. There are a few tables on the side to set down which we did. It was a windy day, so I can get the debris in the lot. But this still should be policed. It says something about their clientele when you can't pick up after yourself. Okay last but not least. All three tasted awesome! Shaved ice is very unique and maybe it's worth the price. I can tell you crowds and crowds wait in lines over 45 min in the hot sun for it. Me, I really like it but I'm not waiting long. The service was quick, but I can only imagine how in the summer it could potentially turn really slow when everyone is headed to the beach. Imagine cold cotton candy dissolving in your mouth. That's what shaved ice feels like, it's nothing like snow cones. Add some condensed milk to make it creamer and sweeter. I actually had red raspberry with condensed milk on one side and cream on the other, DELICOUS. There are 100 flavors to choose from. Sugar free is also available (splenda). Pelican's is a franchise and Yordan Guzman sold his first of, I'm certain, many SnoBall's today. He was hanging the last of many signs with a smile ear to ear. He also put out corn hole, hula hoops and other games to keep his customers happy. David LeBlanc, manager of 8 franchises in eastern Virginia was happy to share some of the history of Pelican's. He says many of the owners worked as ice shavers as young'uns. By the end of this year they expect to have more than 100 Pelican's open. This location has a nice grassy area for kids and those that are a kid at heart to play. There are also many tables with umbrellas to sit and enjoy your treat. If you are in a hurry and want it "to-go" you can enjoy the drive-thru. I have a lot of hope for Yordan. This is a great spot for families to enjoy each other without breaking the bank. This place brings me back to my childhood, except better! Pelican's have very many flavors, so you can mix and match but anything over 2 flavors is 50 cents per flavor. There snocones are amazing, the ice is soft & fluffy, the portions are big, and the price is small! I highly recommend trying this place if you love snocones and just can't find anyone to make them for you. If you want to grab some & take it to go, they also offer lids on the cups for to-go orders. Definitely a must try! **Update** I went there again today & one of the guys told me that they only give military discounts if you're in uniform & an ID doesn't count. First and foremost, why would I come right after work & go out of my way while in uniform to get a snocone? I've heard and seen so many of people talking and going to this place so I decided to try it out. Honestly I had such better expectations for it. Maybe it was the location or bad timing, but it could have been a lot better. The location itself looks like it's deserted and closed so I would have never known if it was open or not. The tables outside don't have umbrellas so the seats were hot and you'd probably burn while eating your snow cones. Lol. The good thing is there is a drive through and they have 2 service windows. I got a regular cheesecake and mango snow cone with nerds and sweetened condensed milk. It was delicious at first but once it got to the middle, it was all syrup and no more ice. I didn't even finish, I stopped half way. It was only like $3 for a regular I believe. You are allowed to have 2 flavors with the price and allowed to add more flavors for an extra price. I think toppings were extra. There was a large variety of flavors. Overall, it was an okay experience and I'll be trying a different location. read more

This will probably be the best thing outside of Hawaii. I took my boys here to beat the heat and am glad I did! They have tons of flavors to choose from and add one you can get too. Went here the other night as an after dinner craving. I ordered a large of the egg custard and candy apple, husband ordered large lemon lime and pineapple. It was ok. Nothing super special. I didn't think the flavors were as spot on as I expected them to be. In fact the candy apple didn't taste at all like candy apple but the egg custard tasted closer to the candy apple flavor. The drive thru line was pretty ridiculous. We waited online for about 15 minutes or more before placing our order. Kind of in a sketch area too as we were getting circled by onlookers while we were eating in our car. Wouldn't come back probably unless it was a super super hot night. The worse customer service ever. The manager is the worse of them all she is very rude. On my first visit I waited at the window for minutes before she addressed me and had an attitude the entire time. My last visit she argued with me. My family and I agreed to partake in their t-shirt challenge. The only rule displayed is that you have to purchase 100 snowballs in one season. My son and I would purchase one each every time we visited, they would normally give us points for each. Today the manager refused to do say stating it was against the rules. I am unsure what rules she is mentioning because they are not displayed anywhere, are each employee able to make up rules of their own?
