California has a Residential Mitigation Program (CRMP) to help homeowners strengthen their houses against earthquake damage. The program offers seismic retrofit grants of up to $3,000 for bolting a house more firmly to its foundations and bracing crawl space cripple walls with plywood (this retrofit is called Earthquake Brace & Bolt, or EBB). In addition to the grant, homeowners who complete this retrofit are entitled to a 20% to 25% discount on their earthquake insurance. We finally decided to go for earthquake insurance and started the application process last Fall. We worked via the California Earthquake Authority (CEA), a not-for-profit organization created by the California Legislature in 1996. The CEA works "with 25 participating residential insurance companies to offer California homeowners, mobile home owners, condo-unit owners, and renters home insurance policies." The CEA website has an online earthquake insurance premium calculator and describes the educational, mitigation, and insurance aspects of their services. The "CEA offers residential earthquake insurance premium discounts for older houses (up to 25%), and mobile homes (21%) that have been properly retrofitted to better withstand earthquakes." To apply for the premium discount you need to complete the CEA Earthquake Insurance - "Dwelling Retrofit Verification Form" (CEADRV - 01/2019), to accompany your application. This form requires input from the contractor and the structural engineer. I reached out to Peace of Mind Structural who had completed our seismic retrofit in early 2015 on December 1, 2022. Despite the time that had passed and a management transition, Peace of Mind was happy to assist in completing the CEA form. They reviewed their files and contacted the structural engineer who had worked on the project. Peace of Mind also worked with me to verify the water heater is strapped / braced in accordance with state/local regulations. By 1pm the following Monday (Dec 5) they sent me the completed and signed CEA Dwelling Retrofit Verification Form. With this complete I was able to secure a 25% discount from the CEA. Went through request-a-quote to find a firm to do some seismic retrofit for our foundation. From the get go, Peace of Mind stood out. I requested an inspection from Peace of Mind for two issues that came up in our home inspection report from when we purchased our home a handful of years ago - a foundation footing with the soil underneath apparently eroding away, potentially undermining the footing; the bolting of the vertical posts to the foundation footings. Peace of Mind replied to me, easily set up an appointment, and came out within a couple weeks. The inspector arrived on time and took a look under our home. He quickly determined that everything basically looked fine. He explained why the home inspector may have been concerned about the footing but that it wasn't an issue. He also explained what to look for in the house as signs of a real issue in the future. As part of construction project, we asked Peace of Mind to come look at our foundation and recommend whatever work needed to be done have it ready to continue our project. The process was smooth. Unfortunately, after they reported completion and sent along their report and final invoice, I went down to inspect the crawl space and found that some work had not been completed. They apologized when I got in touch and quickly scheduled another time to come out and finish the project.
