I don't know what to say about MacArthur Center. It's only been open since March 12th, 1999, and during its early years it was a fantastic place to shop. Everything looked new, felt modern and they wouldn't have been out of place in a big city suburb. Although I wasn't a big shopper, I enjoyed visiting whenever I did 'need' to buy something. Also, the mall, for my generation, was an instrument to build relationships. If nothing else, I enjoyed taking in a movie at the Regal MacArthur 18, and the food court wasn't half bad. Fast forward to 2025 - there have been many changes to consumerism that have negatively impacted shopping malls. MacArthur fell victim to that as brand name companies (between 2018-2019 alone - J Crew, Fossil, Yankee Candle, Banana Republic, Williams Sonoma, Pottery Barn, Eddie Bauer, Charlotte Russe, Forever 21, Brighton Collectables, Chicos, and Zales) closed up shop, with no replacements in sight. The biggest blow was when Nordstrom finally backed out (on April 5, 1999) - a flagship store that MacArthur leaned on to bring in shoppers. After that, this once proud mall was officially struggling. Oh yeah, Dillard's, the lone remaining anchor store at MacArthur, closed on 9/4/23. I recently saw a movie at the Regal MacArthur, but I got there early to grab a quick bite at their food court. I think there are 4-5 choices (China Wok, Charleys, Sakura Elite, Simple Coffee, Smoothie Mania) in the food court, but it's mostly empty. You can still see the empty (and permanently closed) Chili's (although I know Brothers moved into the first floor, replacing Texas de Brazil, from Plume St in April 2023) nearby and, if you take a closer look, the third floor is bereft of any merchants. Last year, when I was on jury duty, I saw that the first & second floors weren't much better. A lot of the occupants are of the independently owned variety, meaning none of the big chains are here. On the first floor, near the former Nordstrom entrance, is a convenience store. So, if I randomly wanted to buy a 20 oz. soda, somehow it's 'convenient' to drive to MacArthur, park (and pay to park, mind you), walk to this convenience store, buy said soda, walk back to car, pay and drive away. That's bonkers, and what's worse, there aren't any shops enticing enough to make me want to stay, even if I actually decided to stop by MacArthur and that convenience store for a soda. MacArthur Center has seen better days. Being a Norfolk resident, I hope that the City of Norfolk can figure upon a successful alternative. JV

I can't find china wok on here set for this location, but the food was phenomenal, and the staff was great. 10/10 would try again.

The mall has changed so much. It' is like a ghost town in here. Some stores remain but for the most part it is empty in here. They do have an art reuse center for art supplies and I've seen two mini art galleries

So I have not been here in years...and I remember why! This place is now littered with security and all I have to ask is, where were they when the mall actually had stores and customers to protect? It looks like all the nice stores have closed. Gee, I wonder why?! All the filthy trash "customers" who can't afford to shop here have driven all the paying customers away! I'm only here to pick up an online order but of course no curbside service is offered here. The parking lot is thankfully almost empty so I quickly hobbled as fast as my Cam boot will allow...only to find the one store I ordered from is having "technical difficulties" and won't be open any time soon. So apparently I can either wait or venture out but there isn't much open here anymore. All of the nice stores are gone, so it's a sad selection. To have to pay for parking and there's nothing to buy is just not worth the trip. Sadly, this is starting to resemble Military Circle. Sad waste of space.

Great mall. Clean. Open. Lots of stores. The hardest part is finding parking. But that task depends on what day you go.

Ask the Community - MacArthur Center

The Apple Store in MacAthur Mall (Norfolk) has closed & I do not think it's reopening?

I would be surprised. There is one at Lynnhaven Mall in Virginia Beach so two in one area was always surprising. With MacArthur rumored to close in the next 1-2 years and be demolished for an outdoor mall, I doubt Apple will reopen there.

    Is there free parking nearby?

A few of my favorite stores are Dillards and Macey's'. With department stores dying these two do well. Another favorite is Apple which our family has purchased products from over the years. I grew up in Virginia Beach, so I remember when this mall had two stories and a carousel inside. Ahh, the good ol days. Not to mention a much better food court than the small corner it has today. Ah well. An AMC movie theater, trampoline park, and a Dave & Busters are attached along with multiple box stores: Barnes & Noble, Dicks Sporting Goods, Old Navy, H&M, Macy's, L.L. Bean, and Dillards. An Apple store, which I believe is the only one in Hampton Roads, and a Sephora (for all those tweens who can do their makeup better than me) is inside too. In the center of the mall, they host holiday events such as getting your photo with Santa and the Easter Bunny (not sure of the price), as well as the Bra-ha-ha (a fundraiser of multiple decorative bras to support the fight against breast cancer) and trick-or-treating on Halloween at select stores. If you have little ones, the large play area with the massive whale upstairs is gone (obviously, because the whole upstairs is gone), but they've replaced it with an enclosed "Tot Lot" outside of Barnes & Noble. It's also pictured. Currently, there's still a pet shop next to JCPenney, so don't leave until you give the puppies (and maybe two cats) a wave hello...or a new home! With multiple lots and a free parking garage, you're bound to find a parking spot too.

It is still clean but about half or maybe more of the shops are unoccupied, the food court is pretty sad, and one of the anchor stores is gone. The stores that remain seem to be very slow and overall there are only few customers in the mall. I think about 30 cars were near Macy's where I parked. The Mexican restaurant Abuelo's looks like it is closed down but signs are still there but zero customers so I think it was closed. The only store that looked semi-busy was the Chinese massage place where there were about four people being massaged and one customer waiting. I honestly was just looking around to get some exercise on a cold day but I really couldn't find anything I really wanted to buy even if I was searching for something. There were also lots of kids just using the mall as a playground but they seemed to enjoy the empty mall. The highlights of my visit was the sports memorabilia store and the pet store. They were also the only places that the clerks engaged me to see if I needed any help. I guess we have to just get used to the slow death of shopping malls in the future and realize online shopping is here to stay.

It reminds me of a two story version of Pembroke Mall (RIP). They renovated the mall since I was last there. It looks cleaner and modern(ish). There are a lot of vacancies including where Reignforest tea was. We walked the entire perimeter of the top floor once and then the perimeter of the bottom floor twice which was an estimated 1.5 miles. Not a very far walk, but it was with intensity. A few notable stores in the mall were Macy's, rack room shoes and bath and body works. Otherwise, the mall was pretty dead with little activity. The food court was the area that was most booming with activity but it still felt like a ghost town. If you've ever seen zombie apocalyptic movies, it kind of has the vibes like the mall you would be running into to escape from the zombies. Except the mall was already dead when it was open.
