Watching a worker laugh at someone because they didn't have enough money to pay for their food is cruel, humiliating, and incredibly unprofessional. You don't have to give someone free food, but you absolutely should have enough basic decency to not mock them when they're already in an embarrassing situation. What makes this even worse is that this employee was representing Domino's while behaving this way. Customers should not have to worry about being laughed at or belittled by an employee simply because they're struggling to afford something. Honestly, the behavior was disgusting and showed a complete lack of empathy and professionalism. I hope management takes this seriously and makes it clear that humiliating customers is NOT acceptable customer service.
