Sadly, I can't recommend JC Penny's. While Penny's has never been a regular shopping destination of mine, I do remember shopping there for school clothes as a kid. And as I got older, they didn't carry the more fashionable clothes I prefer. This year, while doing a search for a faux black leather pants, JC Penny's had a pair online that were more attractive than any other options that came up during the search. They arrived within a few days and were very nice, well made, stylish, but way too long. Like 6 inches too long. 2 alteration places quoted me $50 to hem. Not happening. So I ventured to the store to do a return to avoid paying return postage. Upon entering the store, I wondered if they were closed. There is no one there! Worse, all the previous cashier stations are gone and no associates anywhere to ask for assistance. I wandered through every section of the first floor, past very dated looking clothing, and finally found an associate in the makeup department. She explained that online returns, and all purchases, are handled back by the shoe department. Plus just one other location on 1st floor and one cashier on 2nd floor. Well, I guess if there are so few customers, this makes sense, but it does nothing to contribute to a positive experience to create repeat purchases. Sure enough, I found the cashier, and the few other customers, all perplexed, wondering if this was where they should be paying for their purchases. My return was processed, after 10 minutes of very challenging system issues where they could not locate my order, and with manager assistance, th3 return was completed. I purchased a pair of Sketchers while there. As I made my way to the other end of the store to exit, the alarm went off and I realized they didn't cut off the sensor. So back through the entire store again. Definitely got in my steps, but that wasn't the point of my visit. read more

I got my daughter a backpack for school. It Is VERY misleading. It was 2 backpacks, 1 bigger & 1 smaller 1. 1st NOWHERE on the product info does it give measurements. I know it says 'mini' in the title, but I assumed it was meaning it came with a 'mini bag with it & the 1 was a normal size backpack. I NEVER would have guessed the "Big" backpack was mini & the 'little' was micro. Very MISLEADING. & we dont have a JC Penny here & they want $8 to return by mail. My husband bought a fine jewelry watch at a Penny's in Spokane. He's been looking for a new watch, and really wanted one for a wedding he was officiating. Fast forward 3 weeks later, and the coating on the metal band has rubbed off in places. This is a $200 watch. He wore it to work, not even every day, for less than 2 weeks. We went to this Penny's in Washington Square to return it. We had the receipt and original box. The first lady who helped us said sure, no problem, let's return it. Then she needed a manager because we purchased it from a different Penny's, but still said it was no problem. Then another lady came out and said we couldn't return it. She then called another lady who presented us with a pamphlet on their fine jewelry and watch return policy saying watches must be returned in original condition. Upon purchase of the watch, we were never informed of this return policy. We were never given this pamphlet or any information regarding returns. I could understand if we had the watch for months and months, if there were other signs of abuse or heavy wear, or we were passed the return window, but we were not. He literally wore the watch not even a dozen times, and we didn't even own it for more than a month. As I was dealing with all of this, my husband was calling the Penny's we bought it from in Spokane. His call went all the way up to the store manager. They apologized that we weren't given any information on their fine jewelry and watch return policy, said it was their fault, and would have no problem returning the watch. As nice as they were, we obviously weren't going to drive back to Spokane to return this watch. By this time, I was back and forth with the third person who came out to "help" us. She was rude, and I got the impression that she thought we were trying to scam them, or pull something on them. I get it. The return policy is the return policy. However, I do believe that a store should stand by their products. This is not acceptable for a $200 watch. The way we were treated is exactly why department stores are dying. I've been shopping at Penny's since before the days of the Sweet Sale. If you know, you know. But this was the last nail in the coffin for me. read more

That forced me to drive 1 hour both ways the Clackamas Town Center during holiday rush hour. During my hour drive I called JCPENNEY customer service and was told that Fred gave me the wrong information and apologized profusely. Zoe at Clackamas was very amazing and gracious. I've been buying home goods and casual clothes from Penney's for over 40 years. When I moved to Tigard I was so thrilled to find that there was a J C Penney store near me. I just bought some beautiful towels at an incredible price and had stellar customer service from Karima in the bed and bath department. I loved the towels so much I ordered them in another color. She and the manager, Ryan, helped me place part of my order online and made sure I got the best possible price. I have always gotten great customer service from JC Penney. The absolute worst shopping experience! Came in for curtains & rods, found them but it's impossible to find a cashier to ring you up. So you end up waiting in their return line which is long of course. Warning... (almost) name dropping ahead. I've been coming here unsuccessfully for years. At the far end of Washington Square Mall, this store looks pretty old and beat up compared to the rest of the mall and isn't organized terribly well. I tend to think the women's clothes are kind of tragic, so most of my purchases are for the boys (jeans and sports jerseys). In general, the quality of their merchandise is poor. I bought a pair of glasses last year that lasted less than two weeks. But, this is a place where you can score great deals around Thanksgiving and they deeply discount pretty regularly throughout the year. In fact, I think they had the longest lines I saw on Black Friday this year. This location does get a bonus point for having a mini-Sephora store inside. Which frankly, is a bit silly, since the real deal is on the other side of the mall. But recently, I happened to be shopping alongside Oregon's former governor [1]. So, I guess with that ringing gubernatorial endorsement, it can't be all bad. Actually it can, but it is cool to know he is cheap like the rest of us. I am still not impressed...I was a bit amazed with the prices but when it comes down to it I see the same prices at Kohl's for better clothing and a nicer store. The store seems VERY run down from the outside. The inside seems excessively generic with overly bright lighting. I found some cute clothing and then discovered the coat was ridiculously sized (like size XL was an 8), one shirt was size large (though was at least a 2X) and the third item was a shirt which looked like it was sewn by someone intoxicated. Their styles are either trying far too hard to be hip and cool or not trying hard enough. Most of the jewelry looks like something a blind elderly woman with bad taste would wear. The sales people are teenagers who look bored. What this store does have going for it is Sephora but honestly you can get the full sized version at the other side of the mall with a much better selection. I just do not understand why they chose to put Sephora in here and clearly no one else does since I was one of the two people in the store. read more

I debated on whether I should share this information. But after days of thinking about the service we received on a Sunday, in November, I decided to share my families experience. For years we have had portraits taken at JC pennies. I understand after Covid it is hard to find good help. We were helped by a young woman who had trouble writing and speaking clearly she was doing her best. What we found most upsetting and unprofessional was her appearance and hygiene. I will not return in the future for family photos. The quality was rushed and we felt the photographer had no connection to the final outcome. The price was a lot higher than I have ever paid. Jim and Andrew in the department are great helpers - I am at home recovering from an injury and with just a phone call - they got my son situated into a lovely suit, with extra shirt and new shoes and they helped him find clearance items and added the weekend coupon - we bought everything for $198! I'm gonna preface this and say that I LOVE JC Penney. My very first job was working as a sales person in the Children's Department when I was 16 and I stayed through graduation and my first two years of college. I went into the Washington Square location to look at engagement rings with my fiancé. As we approached the jewelry counter we saw there was a couple in front of us. The fine jewelry sales person began helping them first because they were there first. However, we noticed that they weren't wearing masks! This is January of 2022 and the Omicron variant is spreading fast. I asked for a manager and even an HR representative came out and told us they are not following state guidelines. Their policy is to offer a mask (which the couple obviously refused) and that's all they can do. I'm so disappointed JC Penny! I didn't stop shopping your store when Ron Johnson was trying to destroy your business but I will definitely stop shopping here now. 20 years of good memories down the drain because you refuse to keep our community safe? So, I was at the Penny's in Idaho (another review) and was impressed with what seemed like a new updated vision of what I know to be an old shopping classic. My grandmother shopped at JC Penny's and that's where we got her trusted Dearfoams slippers every year for the holidays. :) Mimi loved her slippers. Being a more voluptuous young adult, I shopped Penny's in the 90's and remember how great it was when their Juniors department started a Jr Plus line and I could have more fashionable textiles. However, it's not the go to spot now that I'm 40. Today was different. I was so happy we went in. GREAT styles, GREAT layout, GREAT employees and even the parking was GREAT! Okay so I recently lost my tablet here while trying on my size 14 heels and I "misplaced"my tablet and it went "missing". IT WAS STOLEN FROM ME FROM THE LATINA FAMILY EYING ME DOWN. I bought a dining room table with four chairs, a coffee table and a bedroom set from the furniture department. The sales person was very personable and helpful (Sandra), but everything after placing the order has been a problem. The order for my bedroom furniture was accidentally deleted from the system due to a computer glitch. Spent a half an hour on the phone with JCPenney customer service getting the new order set up. I was supposed to get a call when my furniture was received by the warehouse to discuss delivery, but six weeks after I placed my order I called to check on the status and found out all my furniture had been sitting there in the warehouse. I don't know for how long. When the furniture was delivered, the dining room table was broken. I opted to keep the broken table while waiting for a replacement. I was told a replacement order was placed. Six weeks later I called to check on the status of my table and a replacement order was never submitted. Finally received the replacement table and it was also damaged. Since they didn't assemble it 'til they got to my house, they didn't know it was damaged before they delivered it. Now the process starts all over again. I called customer service to make sure a replacement table was ordered to express my frustration. I explained that I would need to take off of work - again- to get the third delivery and felt like I should be compensated. I was told that my request for compensation could not be processed until the third table had been delivered. In addition I could not be told how much I would be compensated until after the third table was delivered. Also that I'll have to call customer service to request the credit....again. I know I should just cancel my order, but I actually love the table and chairs; much to my detriment. I called and left a message for the manager in the furniture department. When he is back at the store tomorrow I will see if there's anything he can do to help. It's clear that JC Penney doesn't have the infrastructure in place to meet the needs of its customers. I remember going to Penney's for back to school cloths as a kid. Then I started buying my own cloths and quit coming here. It is fairly generic looking and well, the cloths don't excite me. Then last winter I ventured upstairs. I am not sure why but I did, now I have just been back again. The linen section is pretty good. While I think that as a whole the prices are high, I don't pay the full price. I go when the sales are good, they seem to have lots of percentage off of the sale prices. Customer service is just OK. The staff seems to stick to the registers. But how much help do you need buying towels and pillows... Finally my Tip: last winter I got tired of how my Towels never dried out in the bathroom. They have these faster drying towels that I decided to try. I love them, they are soft, do a good job and they dry fast! all around a winner! read more

Then if you need to return it because it is defective, they tell you if you buy another mattress with them that the new one will deliver promptly and they will pick up the defective one as well... they lie. This review is specifically for the furniture store, which I believe is separate from the main department store. Good furniture is expensive. I know you can find lots of vintage stuff on Hawthorne, but that stuff is also usually expensive, and who wants to risk an infestation? We only came to JCP on a whim, but the selection was really impressive. And with their constant sales, you can find really top notch furniture for surprisingly low prices. The only hitch is that for the absolute close-out items you have to pickup the furniture yourself. There's no delivery offered, even if you offer them $. On the plus side, if you've ever wanted to try out driving a U-Haul (me), this gives you the opportunity. The salespeople were very helpful, and weren't too cloying. I would give this place a try a look if you're looking at reasonably priced, quality furniture. read more

After Ron Johnson as CEO, the employee culture at JCPenney stores has improved. I didn't get to do any holiday shopping this year but stopped in here January 2014. There were several employees on the floor and although they no longer wear lanyards, the red tags added plenty of visibility. The men's department appears to be through with the boutique treatment and some brands got a very basic reset. However, other brands of casual and work wear have new racks that better display the merchandise. Mannequins are also used, which drew my eye and gave me some ideas. JCPenney did drop the "fair and square" pricing in mid 2013. So now things are always on 'sale' and coupons reduce prices further during peak shopping weekends. This store has a Johnson designed home department, which is where the JCP.com desk is now located. Ladies wear still looks nice enough except they brought back the country flavor of St. John's Bay and kept the tackiness of Alfred Dunner. Women should snap up Joe Fresh while they can, as it's been announced as dropped. However, Liz Claiborne, Worthington, MNG and a. n. a. have some looks worth buying. read more

I'm a thrifty shopper and I'm also a fast shopper. I love shopping, but I just don't like the whole process of it. I was looking for a birthday dress and walked into JC Penney. I was browsing their sale racks and I got my dress for less than $20 and it doesn't look like the bargain price at all. Not only that, but I got another dress, and a Domo T-shirt. All for under $35. What a bargain and I love their novelty t-shirts sections. I will never be too old to wear something with cutesy stuff on it. I will come back here if I need more clothes shopping or presents shopping. read more

I decided to check this place out after, of all things, a talk thread about the New Improved version and whether it was actually improved. I've not seen a scrap of advertising about it, so i had no idea JC Penney had reinvented themselves. But apparently they have. Gone are all pretensions of being a classy classical department store. From the harsh ceiling lights down to the employees who barely speak english, this ain't your mama's department store. That said, the clothes are cheap. Like super-cheap. I picked up a pair of pants stickered at $25, and a pair of capris stickered at $8, that were not readily distinguishable from $30-$40 equivalents at other stores. Of course, the pants rang up at $8, so they gave them to me for $8 instead of $25. And the capris rang up at $25, but since the price tag said $8, they gave them to me for $8. So there are some technical glitches in the mix, too. (Note: i would have paid them the $33 total for the two items, regardless of which rang up for what. It was the clerk who, without even asking if i cared, knocked the price down to match the sticker on the capris.) read more

Everybody's experiences here are different so the star ratings vary greatly. I happen to like JC Penney and think as of the past few years their buyers have made better decisions far as the fashion side of things. I don't buy much though because I have so many clothes already, but I do happen to love their women sportswear brand Exersion. I can always use a new item to work out in. Some of their tops are the exact same as the Under Amor brand..exact same material and overall design yet half the price. As I've gotten older..(I mean younger), the label has become less important to me. I'm just grateful to have something new that fits me in the right places. You can find almost anything here..furniture..mens, womens and childrens clothing, fine and costume jewelry for all, cosmetics to include Sephora being a new addition built into the store. *Interesting concept* If you are looking to save a few bucks on clothes and leave the designer purchases for those living the lifestyle of the rich and famous then come to Penny's. Just want to add that you can LOOK Lifestyle of the rich and famous...just not go broke doing it. I'm always dropping by the jewelry counter to see what sales they have, but I have to remain strong or I'd leave with something new and shiny. I drove 50 miles round trip to pick up an ordered item after receiving email confirmation, with a picture, that it was ready to pick up. After waiting 20 minutes I was handed a child's top. I ordered a bra. I was told all they could do was refund the purchase price and I would need to call customer service to reorder. Customer service said they were now out of stock and they would let me know when it was in stock again. I gave one star because they did refund the money I paid. read more

This is the worst customer experience I've ever had in my life. I purchased items that still have not been delivered and it's been over 8 weeks. When I tried to contact customer service they couldn't find my order. Then transferred me several times to kick the problem to the next person who I couldn't even understand because they have a heavy Eastern European accent and barely spoke English and told me to call customer care to get help. The manager is no where insight every time i go to the store or call he isn't available. They need to close this retail store for hood and just get out the business. They shouldn't even exist. What a nightmare! I have long, light blond hair. On a whim, I decided to have the "Master designer" at JCP - who cut and colored my hair 2 at the same salon months prior - dye the underneath of my hair to a dark color (think Christina Applegate). Pregnant and distracted, she mixed black dye into the chestnut brown dye that I requested and foiled it all the way up my head. I was confused and thought maybe she'd grabbed a bowl of bleach and was highlighting the top. However; I went into a panic when I turned to see what she was slapping onto the foils. I hoped the bleach had oxidized and asked "That's the blond color, right?" When I heard "Oops! No, it's the black. I can bleach it out tomorrow if you don't like it". "Black?! What do you mean by 'black'?!" It was all downhill from there... In the end, my long, blond hair was zebra striped. Literally. She had done foils across the sides of my head, so when I pulled my hair into a ponytail, I had stripes. In shock, I paid and left. It was closing time and there was nothing that could be done until the next day anyway. I have no idea why I paid, considering I had a photo in my hand of what I actually wanted - which I could show to the manager. It's one of those weird predicaments when you feel like you're stealing if you don't pay - but the service you received was nothing in the world what you wanted. That night, I washed my hair 3 times, trying to rinse some of the black out. The next day, I called in sick, then called the salon to talk to the manager. Not only would the manager not give me my money back, she insisted that the only thing she could do for me is have that same stylist bleach the black dye out of my hair; warning that it'd be "very damaged". I was all "Are you crazy?! Do you think I would ever let her touch it again?! I will let you fix it". To that she replied, "No. How will she learn otherwise?" I didn't know and I didn't care. I just wanted my money back so I could pay someone else to fix the mess the stylist at JCP had made. Not that I got what I wanted. The bright side is that the manager at Supercuts was able to somewhat fix my hair. It wasn't back to blond, but she meticulously bleached very small strands so that I no longer had zebra stripes and not all my hair would be damaged. It was more of a all-over brown, but that was better than the "Elvira" look I'd left JCP with. The Supercuts manager also felt so bad for me that she only charged me for one color, instead of the 2 blond shades she used, and only charged me for coloring my crown instead of charging me for all-over color (which she did). I never went back to JCP - because they refused to have someone less "distracted" fix my hair. However; the Supercuts manager became my regular stylist for the next few years, until she moved away. read more

Thank you for resolving our exchange today, in the end. Kudos for the Salesgirl who FINALLY stepped up and helped us. We were there to exchange a pair of pants that the label Penneys puts on created a residue gummy substance on the pants that wasn't going to come out. Thumbs down to the first Salesguy we met at the counter. He was no help at all. It is true we didn't have a receipt, but we have been a customer of this venue for over 5 years and spent $1,000s there! He told me there was nothing we could do, even tho there were the same copies of this pant version in stock which could be exchanged. He just stumbled around with NO options. Finally this wonderful Salesgal came over in the Men's Check Out counter and was completely easy, was willing to do the exchange, went on the floor and helped my husband find the pants, came back and even tho we didn't have our Penneys charge card with us - was able to do a straight exchanged easily and effortlessly. (and, cheerfully! not like the guy...) So - that's a win for Penneys in my book. They are always really good about exchanges in my experience. read more

Please DO Not buy any furniture from JCPenney's! If you have a problem and it has a warranty they will give you a big run around. The furniture manager Tatiana is clueless onto what the warranty even is. She doesn't have customer service skills. She is not helpful at all! The customer service of furniture tells you different then the store. The customer service of furniture even said they were having problems with warranties. They just want you to spend more more money, even one of the sales associates from the store even said that. Fitting rooms have no gender designation, have doors on them, and chairs outside the individual rooms, yet I was told I could not stand outside the doors to discuss the different outfits my daughter was trying on. What a contradiction to where we've come socially....non binary restrooms seem more risqué yet are acceptable. Do people even think about what hypocrites they are? read more

In regards to the portrait studio: This was one of the worst experiences of customer service I've suffered in a long time. The photographer was very nice however the sales associate was one of the worst. I later found out that she is the manager of the store??? Yikes. She did not care about our real wishes and took on an attitude that she knows best and what we wanted was irrelevant. She knocked other printing services ability to do a good job printing and rushed through the presentation of the photos so quickly that we were overwhelmed. We decided on just purchasing the CD instead of any prints as well and then she made another final remark as we were leaving stating that it was "really too bad we were leaving without any prints." This was obviously a condescending and passive aggressive way to try to bully us into purchasing an outrageous photo package. I will not be back and would highly recommend you consider alternative ideas if you want a positive experience with your family photos. read more

I had the courage to go to the mall today for flannel sheets. I failed to find them at three Fred Meyer stores. I guess they don't have in stock year round. Anyway, did a little on-line research before heading out. It wasn't horrible, but seeing the line-up at the assorted cash registers was a bit discouraging. I wandered around and found a couple of end caps. Saw what I needed and make a selection. 49.99 for Queen, middle of the road-House Brand. Later saw on-line, same product for 29.99. Oh heck! The pattern I wanted was not in Queen-so I went for the Holiday Penguin motif. Not too many Queen size options, but it worked. The overall shopping experience was fine. Store was clean, a bit cluttered with merchandise everywhere. The shoe department clerk rang me up and asked twice if I wanted a JCP card, I declined. The pillow cases seem huge. Guess I need to buy new pillows. ha! Glad I didn't have to wait for Black Friday to get some new flannel sheets - that's what the Fred Meyer clerk estimated. read more

It didn't help that some douche-arellas decided to use the store map plaque as their personal ad-reading table... Anyway, once I found the clothes I wanted, they had some good selections.
