My most recent request for help with a request to allow me to place a lease for a solar system including a Tesla 3 battery in the garage on my home when I was submitting that form while filling out the form for getting approval I had trouble filling out that form which I found out later from Anna R. that when I was submitting the form it would not complete due to planned maintenance as I was trying at 5am and she helped fixing the problem of submitting the form which I had contacted earlier had called City Property Management and talked to Jesse O. which he had been extremely helpful fixing the problem as I had submitted by email not using the form and Jesse had typed out the form required for me without me asking and sent it to me for signature and dating the form. So with Jesse being so helpful Anna suggested me to recontact Jesse to have the form printed and to leave on reception for me to come in to there Tempe/Phoenix location and sign it which I am doing today. Also later Anna requested by email additional information about the project which I had the One World Energy contractor Mark M. to send the additional information that Anna requested which Mark will be sending all that information about the lease. So a rather long review but as always it shows each time I have contacted City Property management they were as helpful as this recent event on all my requests from them! However, from 2021 to 2025 they went through four different managers. I would have one person, everything would seem to be going well and then abruptly they'd tell me someone else was being assigned. In 2025, I was again assigned a new manager, Andrea R. and communication significantly declined in comparison to other property managers I had been assigned. Emails would often go unanswered for long periods of time. Everything fell apart during a tenant move-out at the end of 2025. Before the tenant moved out, I provided the original lease and deposit records to Andrea so there would be no confusion. During the scheduled move-out, the assigned manager was unavailable, and the person who performed the move-out inspection took not one photo. I had to step in myself after tenant departure to take move-out condition photos because Fort Lowell staff didn't do it. The departing tenant was instructed to leave the keys unsecured in the mailbox after 5:30pm, which was very concerning because they didn't set up a lockbox for the tenant to securely leave the keys after the inspection. In addition to all of this, they issued a security deposit refund using rents from another unit to the tenant before fully reviewing damages. Keep in mind I held the deposits, but they did not consult me or provide me with the breakdown and obtain my authorization before refunding the money that I should have provided from the deposit account not use rents from another unit's tenant. To make matters completely insanely worse, the refund included money that had already been returned years earlier to a prior co-tenant! After I began formally requesting proper documentation and correction of the accounting, communication became worse. I sent a written notice under the contract giving them nearly a month to fix the issues. The problems were not fully corrected. After I terminated the agreement with proper 30-day notice, communication completely stopped, they did not follow up with me with requested documentation and stopped responding to my other unit's tenant they were still managing in this timeframe. I have still not received the complete documentation or the remaining funds in my owner account. I also later discovered that another tenant had gone six months without a properly executed lease renewal, and I was never informed. As a landlord, you need clear communication, accurate accounting, and proper handling of deposits. In my experience, those basic protections were not consistently in place. In addition, Fort Lowell's team is extremely unprofessional, completely ignoring clients, being condescending, and just displaying levels of incompetence I didn't know could exist. If you're a property owner, I would not recommend you use Fort Lowell. In fact, RUN!
