After working with two different property managers and two of their supervisors, my personal opinion is that they lack the professionalism, knowledge, and attention to detail that is required to manage an HOA. Beyond that, City seems to have an arcane bureaucracy that complicates seemingly simple matters and creates unnecessary delays in otherwise simple matters such as sending out letters and meeting notices. I own 15 investment properties, and this company manages the HOAs for 4 of them. Those 4 properties alone have generated more notices and fines than my other 11 properties combined. City Property Management Co. is NOT BEING PROACTIVE or ON SITE to see the bacteria & algae building up on the walls of our pool. This has happened too many times; last year I called the Maricopa County Health Dept., as an Owner & resident, I use our pool, swimming under water w/goggles on, I can see where the walls/sides and bottom of our pool need to be brushed and chlorinated for safety. BUT NOPE. C.P.M. should not be in business, because they brush you off, lie and make excuses for their mistakes & OVER CHARGE our E. Phoenix development at Scottsdale rates! This is unacceptable and I also believe, they are 'pulling the wool over our eyes' with insuring the inside of our individually owned townhouses; calling it: Annual Insurance Assessment, instead of what we've paid for years: Our Bare Walls Insurance; covering everything on the outside of our townhouses. I just paid my AAA Homeowners Insurance policy of $749, and C.P.M. wants $667 for insuring their employees vehicles when they're on our property, Insurance covering the inside of our places, with reimbursements at the original cost, NO UPGRADES! - AND, why won't they tell us what's listed on notices: Discussion of Legal APPEALS - are we being sued and for what??? That being said this company has changed people who work with my development so many times that I've lost count---poor management! The Park Paseo Homeowners Association, in conjunction with Stratman Law Firm, continues to engage in what appears to be price gouging and overcharging practices. I believed we had reached an agreement under Reference ID 23749406. However, both my experience and complaints from other residents suggest ongoing overbilling and unfair treatment. In the original notification, we agreed on a balance of $5,745, which was already $5,000 more than the original amount owed, but I accepted it under pressure--facing the threat of losing my home if I did not comply. The HOA agreed to a 24-month repayment plan, which I accepted in good faith. [[HIGHLIGHT]]When I attempted to log in to the payment portal to make payments, I found it deactivated.[[ENDHIGHLIGHT]] [[HIGHLIGHT]]I reached out to the HOA's attorney for clarification, as I had not received any communication and was waiting to hear if my offer had been accepted.[[ENDHIGHLIGHT]] During this time, the balance was increased again to $6,238.90 without explanation. The tactics being used are unacceptable and deeply concerning. The lack of care, competence, responsiveness, and professionalism for this management company is truly astounding. I have over 20 years of experience spanning across dozens of both residential and commercial properties. I have delt with numerous property management companies, and I also own and operate large commercial properties where we run the associations of very large commercial complexes. City Property Management reserves the right to take 60 days to review requests like new paint, or new roof underlayment. So, if you want to paint your house, you get a quote, submit the request, and by the time it gets reviewed or approved - the quote is no longer valid. It's an absolute joke. [[HIGHLIGHT]]They go days and sometimes weeks without responding to calls, voicemails, and emails.[[ENDHIGHLIGHT]] They also seem incapable of running and email inbox, I had to send the same request half a dozen times for them to be able to find one of the 6 emails. HOA management companies are always in the midst of a cluster and as far as things are rolling forward in my community the only unprofessionalism is the powers that be that refuse to let a new generation lead and propel us forward. Birds were flying inside the unit and there has been mold inside ever since. [[HIGHLIGHT]]I reached out to the HOA manager and City Property about the pigeons nesting in our carport and leaving piles of droppings on cars and asphalt, only to be told it isn't their problem.[[ENDHIGHLIGHT]] [[HIGHLIGHT]]Susan's exact response was "It sucks, doesn't it? Just don't feed them!"[[ENDHIGHLIGHT]]. I had a company come out to install professional netting, just to be fined for it. Now they want netting up on all the carports. The HOA at Wood Creek is like a communist party, only the same person is voted in every 3 years. If you drive through, you can easily tell who's on the HOA board since they have all the foliage and a bunch of crap outside of their units- anyone else would get fined for this. We pay $350/month for HOA, which only covers landscaping essentially. Landscapers even broke our back rear gate and HOA told us it wasn't their problem. Constant drug issues from neighbors and police showing up. HOA funds were also used for an incredibly cheap, trailer park looking "pollinator garden" that has Bass Pro chairs and has died back in less than 3 weeks? This place is an absolute joke. They don't care about their community, only about drama and profit. Genuinely hate it here. You can find better units in safer, cleaner areas with no HOA or insanely lower fees. read more

I'm a property owner built 2010 to 11 and I must say City Property Management has changed tremendously since the COVID. They increase our rates at will and they hire the lowest bidders to maintain the community property. Each year around November through January I have to contact the HOA and fill out a maintenance request to have them cut or trim my extra large five tree's. The issue is! If the trees are not cut in the winter months it all ends up on of my property. Before the pandemic I never once had to call the HOA and fill out a maintenance request to have the trees cut. The company's they would hire were doing great jobs. [[HIGHLIGHT]]HOA doesn't care or consider homeowners issues when reported. They simply say come to a meeting.[[ENDHIGHLIGHT]] My neighborhood is going to trash, broke inoperable cars on the streets, dog poop everywhere and neighbors violating other neighbors spaces. After taking away our common room radio, destroying the water feature at our pool, disabling the water feature in the lobby, removing the TV's, and raising all the thermostats to 85, and they raised our rates again. my fee has doubled since buying my unit and they provide 1/2 as much as when i bought my unit. Where do I start?? The on-site manager is not available nor does she take the time to address safety concerns and overall appearance of our community. We are having difficulty with landscapers who do not show up on scheduled days, our garbage days are missed at times and there is a tree that has fallen in the last rain storm that has yet to be removed. They do not entertain our suggestions for vendors and we end up with shoddy work and huge expenditures. We were then assigned a horrible manager, and our community tolerated it for as long as we could before complaining and getting that person removed from our account and by the grace of god we were assigned April again. It was surprising to learn she had come back from leave and I wasn't aware; but so happy we finally had her back. April has the most extensive knowledge about guiding the community and making sure we follow all the rules and I can't thank her enough for all of the guidance she gave me and my board over the years. April just had to take back over our account after the assigned manager was let go for not providing our community with the level of service she expected from her. City property goes up on their hoa fees from the builder, and does less than the builder to protect the community. Arabella has experienced more. break-ins, vandalism and car theft since City Property took over, in light of increasing hoa rates from the builder's hoa. City Property should be reported to the BBB for negligence, in particular Brandon Dardon, who finds any way to get more fees from homeowners in light of an hoa that fails to protect the community they're being paid to protect. Fairways at the Legacy 24 street and Fremont, Phoenix, AZ 85042 The entrance to our community is a mess. 1. Our sign is missing the "A" letter 2. Gate was painted incorrect color and never corrected 3. Fake rock covering exposed electric stuff is missing 4. Lights were replaced and stucco holes were never repaired 5. New tree planted at entrance is dying 6. Entrance box was run over 2 months ago requiring gates to be locked open 7. Cameras never capture damage done to entrance. Gate was smashed by car and the call box run over. 8. Project to repair and paint community fences has been ongoing for 2 years. Now there is ongoing litigation. 9. All these items need to be corrected but the board is spending $4,000.00 on an ice cream party. My $99.00 ring camera never misses a thing-just saying All these issues have been presented at meetings and never fixed. It's difficult to understand why these things are never repaired. Constantly "out of the loop" and just unprofessional as a whole. Emails aren't responded to for days. Even when notice is sent out to homeowners, it's typically incorrect. Do your best not to purchase a property that is governed by City Property Management. They are difficult to communicate with using all mediums of contact. Fines, fees and complaints are extremely difficult to combat. There was an Arizona Law change regarding HOAs and street parking regulations. I was fined several different times for repeated parking violations that were in direct conflict with the newly passed law. Aware of this law change, I communicated with City Property Management that the fines were deemed illegal and thus should be removed. It took 5 separate calls, 8 corresponding emails and 4 voicemails to partially remedy the issue. Be weary of home owner associations that employ this company! If you run into any issues or grievances it quite possibly could take you months to find any remotely comfortable remedy. I don't want to forget to add I was told incorrect and fraudulently communicated to by an employee of this company that the law was not in full effect and that I still had to pay my fines. Which I will add was not a true statement. All in all, be weary. read more

City Property Management - HOA and Parking Restrictions - Property Management Near Me - Phoenix, Arizona

Homeowners beware: If an HOA Board of Directors doesn't like you and is represented by City Property here's what CPM will do. 1st: Kick you off of automatic payments. 2nd: They'll refuse to cash any payments sent by check to keep your account in delinquent status. 3rd: After 3 months they start the legal process and all costs charged to your account as they take you to court for a judgment for the delinquent fees they refuse to accept payment for. 4th: With the court ordered judgement they use that as justification to foreclose and take your home/property. In the end the HOA will own your home/property all facilitated by City Property Management! Done by simply not accepting your payments and then enabling the legal process from there. This is the process they followed over a $65/mo association fee. I went to the office to try to get this sorted out. I was told that to bring the account current they were unable to accept card, check or ACH/bank transfer and that I would need to bring cash. Umm... because that's traceable, right? We also discussed automatic payments, and they said the only option they have is to pay a year at a time. Cash again!! HOA's have a mixed reputation. However, this HOA and CPM are making a deceitful and corrupt combination. read more
